Shagun Scheme
Cheques worth Rs 15,000 distributed

Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Badal have chalked out a development plan for the state that would be implemented soon, said Satwinder Kaur Dhaliwal, chairperson of the District Planning Board and in charge for Bassi Pathana (R) Assembly constituency, while addressing a gathering at block development and panchayat office after distributing the cheques under the shagun scheme here today.

Cheques worth Rs 15,000 were distributed among 13 poor families as shagun from the state government on the eve of marriages of their daughters.

She called upon the rural masses and panchayats to rise above the petty politics for the development of their respective areas. She said the government was giving the grants for the development works but in majority of the cases these were misused or due to party politics remained unused. She stressed on the need to implement NREGA (National Rural Employment Guarantee Act) in all the villages. She also assured the residents of Bassi Pathana Assembly constituency to serve them dedicatedly.

Jasbir Singh, district welfare officer, highlighted several government schemes for the downtrodden section of the society and for their school-going children. He called upon them to take benefit of these schemes.

Rural area gets modern operating theatre

The first of its kind modern operation theatre having all facilities was inaugurated in a rural area at Community Health Centre, Khera, falling under Nandpur Kalour Primary Health Centre, by civil surgeon Dr Satwant Kaur Bhalla yesterday. It is the first operation theatre situated in the rural area, which would cater to the need of rural people.

Addressing the gathering, the civil surgeon briefed about the various government sponsored health services schemes and urged the people to take benefit of these services. She said it was the first modern operation theatre started in the rural area, where 24-hour health services would be provided.

She mentioned that services in delivery cases with minor and major operation would be rendered here and now the rural women would not have to go to private nursing homes.

Senior medical officer, Primary Health Centre, Nandpur Kalour, Dr TL Matoo gave detailed information about the health services being provided in government hospitals and dispensaries under the National Rural Health Mission. He said besides health services monetary benefits were also provided to needy patients.

On this occasion, a new ambulance was also handed over to the health centre for better health services and emergency patients. A medical check-up camp for children and women was also organised in which more than 300 patients were checked and medicines were given free of cost. Dr Pardeep Singh Chahal and Dr Charanjeev Kaur also addressed.

Seven hurt in bus-auto collision

Dera Bassi, August 18
Seven persons were injured when the auto-rickshaw they were travelling in was hit by a Punjab roadways bus from rear near Ghaggar bridge on the Ambala-Chandigarh National Highway here today.

The injured have been identified as Chhote Lal, Pushpa, Kavita, Neeru, Seema and Puja, all residents of Dera Bassi.

The incident took place when Chhote Lal, along with his family, was returning from Banur. While reaching near Ghaggar bridge, the bus coming from Ambala side rammed into the auto-rickshaw from behind. The auto-rickshaw turned turtle on the highway with the impact of the collision.

The injured were taken to the Civil Hospital, Dera Bassi, by the highway patrolling police. A case has been registered.

NGO seeks dissolution of MC body

Citizens Welfare Council, a Kharar-based NGO, has demanded that Municipal Council body must be dissolved immediately in wake of the incident of abusing, roughing up and gun totting witnessed during its meeting here yesterday.

The chairman of the NGO Pawan Kumar Jain has written to local bodies minister Manoranjan Kalia apprising him of the ugly scenes at the MC meeting and demanded that working of the body should be brought under scanner.

He also stressed that executive officer of the MC must be changed and an honest person must be appointed.

Housing society scam
10 accused granted bail

The Central Bureau of Investigation (CBI) special court today granted bail to 10 accused in the Progressive Group Housing Society scam of February, 2007.

The court of Darshan Singh granted bail to TP Singh, SDO (buildings), estate office, Brij Mohan, AE, Bipin Kumar, Ram Kumar, Rakesh Kumar, JEs, Vinod Kumar, draftsman, UK Batra, architect, Kuldeep Bhat, Daljeet Arora and Sukhdev Sharma, office-bearers of the society.

All of them were granted bail after they furnished bail bonds of Rs 1 lakh each. The matter will now come up for hearing on October 10 and charges in the case are likely to be framed then.

On July 4, the anti-corruption branch of the CBI had filed a charge-sheet against officials of the estate office, Chandigarh, and office-bearers of the Progressive Cooperative Group Housing Society for violation of building bylaws, issuance of occupation certificates by ignoring non-compoundable violations and non-imposition of composition fee for compoundable violations.

The case was registered in February, 2007. During investigation, it was found that the society constructed flats in violation of the approved building plan and the relevant rules.

The CBI had found that excess areas were covered in kitchen and bedroom, the height of headway of staircase was less and there were additional/excess projections of balconies on the front and rear.

Before the grant of occupation certificate, the building had to be inspected by officials of the estate office to ensure that the same conformed to the approved building plan.

It was found that the officials of the estate office, in connivance with the office-bearers of the society, did not bring on record certain violations, which attracted composition/compoundable fee.

Further, the construction was also made in violation of the zonal plan and was required to be demolished in case of certain flats, as the same was non-compoundable.

Virk challenges supplementary challan

In the vigilance case of disproportionate assets against the former Punjab DGP, SS Virk, the latter today challenged the content of the supplementary challan filed by the investigating agency in a local court.

In the supplementary challan filed in the court last month, the vigilance had claimed to have unearthed assets worth Rs 29.54 crore disproportionate to his known sources of income. Against an accounted income of Rs 16.10 crore from different sources, the DGP has spent Rs 45.65 crore, the investigating officer, AS Asthana, DIG (vigilance), had stated.

While filing an application in the court, the former DGP, through his counsel, stated that filing the supplementary challan on the basis of the evidence already with the vigilance was not accordance with the law. The court has fixed August 28 for the next hearing in the case.

Non-bailable warrants issued against SI

A cop is in the dock. Taking exception to the failure of a sub-inspector to turn up during the hearing of a habeas corpus petition even after being summoned, Justice Rajan Gupta of the Punjab and Haryana High Court today directed the issuance of non-bailable warrants against him.

As the matter came up for hearing, it transpired that SI Sarabjit Singh was neither present in the court, despite specific orders, nor was any valid reason given to the court for his absence. Following this, Justice Gupta directed the issuance of warrants.

The matter pertains to a habeas corpus petition filed by Hardeep Singh for the release of his kin.

Available information suggests warrant officer GS Kang, appointed by the high court, had visited Kharar and had found things amiss.

The roznamcha had not been updated and the door of the police station was closed upon his arrival. Taking up the report by the warrant officer, Justice Pritam Pal had asked the officials to explain why contempt of court proceedings be not initiated against them. The officials were also asked to remain present in the court.

Stop sending proxies, cops told

Practice of fielding proxy-investigating officers before the courts has not gone down well with the Punjab and Haryana High Court.

Justice Harbans Lal has directed SSPs and SPs of all districts in Punjab, Haryana and Chandigarh to send the investigating officer for appearing before the court and not their proxy.

The directions came during the hearing of a bail application of an accused in a case registered by the Panchkula police. Instead of IO ASI Rishi Pal, a proxy, ASI Sewa Ram appeared before the court.

Two hurt in road mishap

Two women were injured after a speeding car hit their scooter on road separating sectors 23 and 24. Savita of Sector 24 alleged that a car (PB 10 1344) sped after hitting her scooter on the road separating sectors 23 and 24 last evening.

She along with her mother Shimla Devi got injured and were rushed to the PGI. A case in this regard has been registered.

Theft

RS Gulati of Sector 42 reported that someone had stolen two gas cylinders from his residence on August 11. A case has been registered.

Vehicle stolen

Vicky Parshad of Dhanas reported that someone had stolen his CT-100 motorcycle (CH 03 X 6135) from the parking lot outside Leisure Valley, Sector 10, yesterday. Meanwhile, Akshay Kaushal of Sector 23 reported that someone had stolen his Mohindra Bolero Jeep (HR 05 V 0589) from his residence on Sunday.

Two cases of thefts have been registered.

Liquor seized

The police has arrested Girdhari Lal of Mandi district, driver of Sumo No. HP-63-3065, from the naka at Sector 20-21 light point on Himachal Pradesh last evening while carrying 62 cartons of Country Wine and ten cartons of the IMFL. A case has been registered.

Hoarding
12 metric tonne edible oil seized

As part of the drive to check hoarding of essential commodities, a raid was conducted by officials of the department of food and supplies of the Chandigarh administration on house No 101, Sector 40 A, here today.

During the raid, conducted following a tip off, around 12 metric tonne edible oil was seized from the house of Satinder Jain.

The stock of edible oil was being illegally stored without licence in contravention of the provisions of the Chandigarh Food Articles (Licensing and Control) Order, 1991 issued under the Essential Commodities Act, 1955.

The approximate worth of the hoarded commodity was to the tune of Rs 5.5 lakh.

A case under the Essential Commodities Act has been registered at the police station-39.

At a meeting chaired by the Finance Secretary for monitoring prices of essential commodities yesterday, directions were issued for checking and taking strict action against illegal hoarding of essential commodities.

Pursuant to that, the drive was conducted under the supervision of Prerna Puri, SDM (south)-cum-joint director food and supplies.

Man held with two stolen cars, bike

The police today arrested a city resident from Sector 52 and recovered two cars and a motor cycle from him. The accused is a drug-addict, said the police. The accused has been identified as 22-year-old Dilbagh Singh.

On the modus operandi, ASP (central) Madur Verma, who currently holds the additional charge of the crime branch, said the accused had parked an old stolen Maruti car in the PGI parking lot and driven away in a Tata Indigo car after handing over the keys to the Maruti car to the parking attendant.

The parking lot operators often asked occupants of vehicles to leave behind keys to move vehicles to create space for other vehicles.

Taking advantage of the rush, he fooled the parking operator and drove away in the Tata Indigo, said the police.

The police arrested him today on a tip-off and recovered a stolen Maruti car that he had left in the parking lot and a motor cycle from him.

The accused had changed the tyres of the Maruti car. The police has identified his accomplice and efforts are on to trace him.

He will be produced in a local court tomorrow.

The police said on August 9, Parkash Sharma of Khanna in Ludhiana had reported to the police that his Tata Indigo car (PB 26 E 0067) had been stolen from the parking lot of the PGI between August 5 and 8.

A case was registered against Gurpreet Singh, the contractor of the parking lot.

Digvijay, Karan fashion St Xavier’s win

St Xavier’s School, Sector 44, defeated Government Model Senior Secondary School, Sector 40, by 33 runs in the Inter-School Shivalik Cricket Trophy on the SPS-41 ground here today.

St Xavier's won the toss and elected to bat first. They scored 89 runs in 16 overs. Digvijay and Karan Gaba were their main scorers with 20 and 19 runs, respectively. Harjit bowled well to claim six wickets for 18 runs.

In reply, Government Model Senior Secondary School, Sector 40, could muster only 56 runs in 13 overs. Hemant was the highest scorer with 14 runs. Rishab (4 for 20) and Jashanpreet (3 for 14) were the wreckers-in-chief of GMSSS-40 innings.

St Xavier’s: All out in 16 overs with 89 runs (Digvijay 20, Karan Gaba 19, Shubham Nayyar 13, Rishabh Jobhi 12 and Harjit 6 for 18).

DAV Model School, Sector 15, prevailed over Government Model Senior Secondary School, Sector 20, by 6-5, while Government Model Senior Secondary School, Sector 19, outscored Government Model Senior Secondary School of Manimajra by 7-5.

Mount Carmel School, Sector 47, proved superior to St Marry School, Sector 46, by registering a 6-3 verdict in the girls’ section. DAV Model School, Sector 15, eked out a narrow 5-4 triumph over Government Model Senior Secondary School, Sector 33, by 5-4.

9 city golfers for TN Open

Harendra P Gupta, who ranked fifth on the PGTI Order of Merit, will lead the Chandigarh challenge of nine golfers in the Rs 20 lakh Tamil Nadu Open PGTI event which will get under way at the Madras Gymkhana Club, Chennai, tomorrow.

Gupta, who has had five top-10s in the eight Professional Golf Tour of India outings, is yet to strike a victory.

Top-ranked Gaganjeet Bhullar from Kapurthala, who has won four of the five PGTI tournaments so far, will miss the Chennai event.

Gupta will be rubbing shoulders with the cream of Indian professional golf. The star-studded field will include the likes of Mukesh Kumar of Mhow, Ashok Kumar (Delhi) and Digvijay Singh. Mukesh, who headed the PGTI rankings till the start of the last tournament, was dethroned from the top slot by Gaganjeet Bhullar.

Other Chandigarh golfers who are capable of striking it big in the tournament are Gurbaaz Mann, Ranjit Singh, Randhir Singh Ghotra and the upcoming Ajeetesh Sandhu. Also in the field are city golfers AS Lehal, Roop Singh, Dayal Singh and Rajiv Kumar.

GMSSS-35 begin campaign with win

Government Model Senior Secondary School, Sector 35, won the first match of Girls’ Hockey Tournament by defeating Government Senior Secondary School, Mani Majra, by 4-0 at Sector 18 stadium.

The tourney was organised by Rock Rovers Hockey Club. Karmdeep scored two goals.

It was a tough time for Saloni, but she scored a goal in the 12th minute of the game. Then ball came to Jasmeet and she scored a goal.

Winners earned nine penalty corners but could utilise only one. On the other hand, Government Model School, Mani Majra, could not get a single penalty corner.

In the second match, Government Model Senior Secondary School, Sector 37, thrashed Spartan Club teams by four goals without conceding a single one.

For Spartans, Gurpreet scored two goals, while Shilpi and Anita scored one each.

KCA beat Shri Shri academy

Kundan Cricket Academy (KCA) beat Shri Shri Cricket Academy (SSCA) by three wickets in the U-13 Challenger Cup Cricket Series, which was organised by KCA, Sector 46, played on KCA ground here today.

Shivam Mehta of KCA was announced man of the match. In the first innings, the SSCA were all out in 19 overs. Harshit scored a half century with eight fours and one six.

Shivam Mehta of KCA got four wickets in five overs and gave 25 runs, while Nipun Pandita also got four wickets in his two overs and gave 20 runs. In the second innings, the KCA achieved the target of 116 in 19.4 overs by seven wickets. Chiranjeev scored 40 runs with three sixes and Gaurang made 40 not out for the KCA. Team A of Delhi Public School, Pinjore, defeated Vivek High School, Baddi, by 5-2 in the Inter-School Football Tournament at Holy Child School here today.

Ryan International School, Sector 49, Chandigarh defeated St Xaviers’ High School, Panchkula, by 2-0. Piyush Dhingra scored two goals.

In the third match of the day, Kendriya Vidyalaya of Baddi eked out a narrow 1-0 win over Delhi Public School’s B team.

St Xavier’s of Panchkula defeated Holy Child School of Panchkula by 1-0.

Finally, Ryan International and Delhi Public School, Pinjore, reached the semifinal.
