I was taken for a ride, says Chander Mohan
Raman Mohan
Tribune News Service

Hisar, August 10
From running affairs of the government as Deputy Chief Minister till a few months ago, to playing cards with his security guards as a pastime in a nondescript hospital room, life appears to have come a full circle for Chander Mohan, the eldest son of former Chief Minister Bhajan Lal.

Chander Mohan is currently a friendless and forlorn man. His only company in his hospital room where he has been convalescing for the past few weeks is his mother Jasma Devi. His wife, Seema Bishnoi, has not yet visited him even after his re-induction into the Bishnoi sect a fortnight ago.

His father, to whom Chander Mohan owed his political career, has not given any indication yet of taking him back in the family fold. His younger brother, Kuldeep Bishnoi, too, is treading carefully, given Chander Mohan’s vacillating attitude in the recent past.

Amidst such circumstances, Chander Mohan is remorseful and is not shy of admitting this. Talking to mediapersons in his hospital, he denies having exploited a young woman’s emotions. “It was I who was taken for a ride. I did not exploit anybody. I know I am vulnerable and so it happened”, he said.

In an obvious reference to the Fiza episode, he said, “I was the one who sacrificed his political career, official position and the family. So, I am the wronged one”, he said a tad wistfully.

The former Deputy Chief Minister appears to have put his plans to resurrect his political career on the back burner at least for the time being. He is now fully devoted to his mother who has been present with him in the hospital ever since he was admitted for the treatment of an infection following a hip fracture.

Ask him about his plans and he quips, “I want to see my mom happy and I will do whatever she wants me to. That’s it”. The friendless Chander Mohan is also homeless. Last week, he had revealed plans to hire a house in Hisar once he was discharged from the hospital. But, that may not happen given the love and affection his mother is showering on him.

Sirsa, August 10
Sirsa will soon become the first district of the state, whose land records would be available on digital map of the district and people would be able to get information regarding fard, jamabandi and demarcation of their land at the click of a mouse.

The work on the preparation of the map is already in progress and would be complete by September 2009.

“Information about every inch of the land of the district will be available on the map. The work is on full swing and land owners will be able to get information regarding their landholding on their own from the map,” informed Yudhvir Singh Khyalia, deputy commissioner, Sirsa.

He informed that the district authorities had tied up with the Haryana Space Application Centre, a nodal agency of the Department of Science and Technology, Government of Haryana, for remote sensing and Geographic Information System Applications.

Special software for the land records had been created so that the information like kila numbers, khasra numbers, khatauni numbers, khewat numbers and other relevant information was made available on the map.

Khyalia informed that the copies of revenue records taken from the digital maps would be considered good for applying loans in banks and financial institutions.

He said, once available, the map would not only speed up the work of issuing copies of the revenue records, which is presently done by patwaris, but also bring about transparency as the complaints of corruption were quite common in such matters.

SPIO fails to provide info, to pay Rs 2000 as fine
Tribune News Service

Panipat, August 10
The state information commission has imposed a fine of Rs 2000 on the State Public Information Officer (SPIO)-cum-district social welfare officer for having failed to provide information regarding rules and regulations that govern old-age allowance.

In a recent verdict, information commissioner Meenaxi Anand Chaudary has asked the district social welfare officer to not only pay the compensation for the “avoidable expenditure incurred by applicant Rishi Pal Saini of Chulkan village in the district, but also to furnish the details sought by him free of cost”.

Saini had filed an application with the said official seeking information on 23 points regarding the rules and regulations in February this year. Finding no response, he filed an appeal with the first appellant authority-cum-deputy director (Pensions), department of social justice and empowerment in May. However, he did not get a response.

Aggrieved by this, Rishi Pal approached the state information commission in June. The commission issued notices to the district social welfare officer and the deputy director (Pensions). In his response, the district social welfare officer maintained that he had not received any application to provide information.

However, the commission observed that the application filed under the RTI as well as the first appeal had been sent to the officials through speed post. Rishi Pal deposed before the commission that he had not received information from the authorities concerned till date.

After hearing the parties and the perusal of the records, the commission concluded that it was not understandable as to how the RTI application and the first appeal sent by the complainant through speed post were not received by the official. It also stated that despite having received a notice from the commission along with the RTI application of Rishi Pal, the SPIO did not take any action to provide him with the information.Consequently, the SPIO was directed by the commission to furnish the details sought by Rishi Pal in 30 days.

The commission also asked the deputy director (Pensions) to enquire why the RTI application was not received by the district social welfare officer and submit a report within two months along with the follow- up action. The commission directed the SPIO to pay the compensation and file a compliance report in two months.

Pahadia was speaking at the inaugural function of the national executive meeting of the All-India Vaish Federation at Wet and Wild Resort here recently. In his address, the Governor highlighted the historic past of the community and observed that they had always contributed to the development of the country in various ways.

“Thousands of dharamshalas, hospitals, orphanages, old-age homes, cowsheds and educational institutions run by the members of the community are glorious examples of their contribution,” he asserted, adding that the same tradition needed to be carried forward.

Earlier, Gupta lamented that the community did not get the representation in politics which it deserved.

Girish Kumar Sangi, president of the federation, maintained that instead of political participation, the community should focus on the economic development of the country. Sangi exhorted the community members to think how could they help revive the nation’s economy after the meltdown.

Assembly Poll
Agarwal Samaj seeks Cong ticket
Our Correspondent

Rewari, August 10
The Haryana Pradesh Agarwal Sammelan (HPAS), a state-level voluntary organisation of the Agarwal Samaj, has sent a comprehensive communication to Congress president Sonia Gandhi seeking ticket for the coming Assembly elections in the state for Agarwal Samaj candidates.

The community has specifically stated that these should be commensurate with their population that now stands at 16 per cent of the total population of the state.

The sammelan has also appended a list of such constituencies where the samaj wields a clout. The list comprises Hisar, Jind, Thanesar, Ladwa (both in Kurukshetra district), Ambala Cantt, Faridabad old, Bhiwani, Narnaul (Mahendergarh district), Panchkula, Kalka (both in Panchkula district), Karnal, Indri (both in Karnal district), Rohtak, Panipat, Samalkha (both in Panipat district), Taoru (Mewat district), Jagadhri (Yamunanagar district) and Bahadurgarh (Jhajjar district) segments.

While asserting that voters of the samaj were in a position to influence the outcome in most of these constituencies, the community has provided a list of prospective candidates as well.

It is noteworthy that four of them, Savitri Jindal (Hisar), Mange Ram Gupta (Jind), Ramesh Gupta (Thanesar) and DK Banasal (Ambala Cantt), are presently the Congress legislators of the state.

Enumerating the factors which lend credence to the demand, Gopal Sharan Garg, state president of the HPAS, asserted that the community doled out its unstinted support to the Congress in the recently held Lok Sabha elections.

If the samaj was given its rightful share in the allocation of the party ticket for the coming Assembly elections, it would be a gesture of goodwill to the members of the samaj in other states as well, since Agroha, the birthplace of its legendary founder Maharaja Agarsen and a holy place of pilgrimage for the Agarwals, was located in the state, Garg pointed out.

While late Benarsi Das Gupta remained the Chief Minister of the state twice, late Balwant Rai Tayal, Mool Chand Jain, Om Prabha Jain and Ram Sharan Chand Mittal occupied ministerial berths. Besides, Mange Ram Gupta and Savitri Jindal were now ministers in the Hooda government. Thus, prominent persons of the samaj had always rendered valuable services to the state, he said.

While freedom fighters of the samaj played a significant role in the country’s freedom movement, their contribution towards the creation of a modern India in the post-Independence era was notable, Garg said.

Finally, making mention of the mission launched by Sonia Gandhi and Rahul Gandhi to usher in wholesome, fair and youthful politics in the country, Garg asserted that there was an urgency to bring the samaj, which possessed all these characteristics in abundance, to the forefront in politics.

About 40 per cent of the roadways buses are in a poor condition and are not roadworthy.

According to sources, the depot has 140 buses but due to their bad condition, 40 per cent of them remain in the depot. The number of long route buses has also been decreased. There are seven AC buses but three of them are always at the depot for repair and maintenance.

While talking to The Tribune, Parliament Secretary, Transport, Ravdan Singh said Gurgaon would be getting new buses in September and the number would be only 24. He maintained around 731 buses were being readied and by next month 100 buses would be sent to all depots in the state.

Learnt homoeopathy to treat wife, Kurukshetra man now a doc
Bhanu P. Lohumi
Tribune News Service

Kurukshetra, August 10
It was out of sheer desperation that Randhir Singh decided to take up a course in homoeopathy for the treatment of his wife who had an ulcer, but it became a medium for him to serve the suffering humanity.

It was in 1990 when his wife developed an incurable ulcer that Randhir Singh decided to do a course in homoeopathy. But at that time, he had little inkling that his chance encounter with the world of medicine would become a life-long mission for him.

Making a humble beginning with the free treatment of patients suffering from chronic diseases like breast cancer, cyst, tumour, psoriasis, etc., he carved out a niche for himself and became Dr Randhir Singh.

Specialising in the treatment of breast cancer and throat-related diseases, he opened a charitable dispensary in 1994 and now plans to open an HIV/AIDS centre and cancer hospital at Kurukshetra in Haryana and Shoghi near Shimla in Himachal Pradesh. Both hospitals would become functional by 2012.

The successful treatment of about 1,000 patients motivated Dr Singh to pursue higher studies. He completed his degree/postgraduate course from the British Institute of Homoeopathy, London, in 1998. He obtained his PhD in alternative medicines from the Indian Board of Alternative Medicines, Kolkata, in skin diseases in 2001 and did his second PhD in homoeopathy in women remedies from New Age International University SEBORGA-ITLY (Europe) in February 2008.

Dr Singh earned the distinction of becoming the first DLitt in homoeopathy in India after obtaining the degree from New Age International University SEBORGA-ITALY (Europe) in November 2008, which he completed in eight months.

He had the honour to deliver a lecture at the British Institute of Homoeopathy, London, in September 2007, and was conferred the International Hahnemann Award by the International Homeopathic Medical Foundation in February 2008.

Hailing from Kaul village in Kaithal district, Dr Singh is based in Kurukshetra. An employee of the Haryana Agriculture Department, Dr Singh plans to dedicate himself to the service of suffering humanity after retirement and popularise homoeopathy.

Herbal Park: Does land belong to Forest Dept?
Sushil Manav
Tribune News Service

Fatehabad, August 10
Does the land on which the government has recently developed Chaudhary Surinder Singh Memorial Herbal Park at Gillankhera in Fatehabad belong to the state Forest Department?

The park was recently inaugurated by Haryana Minister for Forests, Environment, Tourism, Sports and Youth Affairs Kiran Chaudhary. The park has been developed on land owned by kith and kin of Pahlad Singh Gillankhera, a senior Congress leader.

The question regarding the park, earlier christened Mulethi Park after the herb glycyrrhiza but later renamed after former Haryana Minister Surinder Singh, arose from the very beginning. Sanjiv Chaturvedi, the then Divisional Forest Officer, Fatehabad, stopped work on the park in July 2007 on the plea that it was being developed on private land. This was stated to be against the norms of the department as the park, as far as possible, should be developed on either inside the forest area or on some other suitable government land.

Chaturvedi objected to the project because government land was available to the department in Aherwan village. Chaturvedi was first reprimanded by his department and then suspended by the government in August 2007, but was later reinstated by a presidential order in January 2008 when the government failed to produce documentary evidence in support of the suspension order.

Chaturvedi, a 2002 batch IFS officer, was later conferred the third Manjunath Shanmugham Integrity Award, instituted by IIM alumni, for taking on the government for a public cause.

However, Chaturvedi’s resistance proved to be of little consequence and the department maintained that the land on which the park has been developed now belonged to the Forest Department, as the villagers, who owned that land, had handed it over to the department through a panchayat resolution.

While answering queries of mediapersons at the time of the inauguration of the park, Kiran Chaudhary, too, maintained that the land belonged to the Forest Department, adding that the land had been declared a protected forest under Section 38 of the Indian Forest Act and even the mutation of the transfer had been entered in the revenue records.

Ekta Parishad, a Haryana-based NGO that is working in the field of saving “Jal, jangal aur jameen” (water, forests and land) has, however, termed the development of the park as blatant misuse of government funds to benefit private individuals.

The relevant revenue records, certified copies of July 28, 2009, of which are with The Tribune, show that the land comprising khasra numbers 159 and 160 measuring 174 kanal 9 marlas belonged to Hira Lal and others as proprietors and has been shown as “makbuza malikan” which, according to the revenue dictionary, means that the land is in the possession of the proprietors.

Only the use of the land, which was earlier “gair mumkin johar” (non-cultivable pond), has now been amended by adding the words “herbal park” to the earlier usage.

Further, a notification dated February 4, 2009, issued by the government, while declaring it as a protected forest, said the owners of the majority of shares in the land specified in the schedule have, in view of the conservation of the environment and forests thereon, represented before the Collector of Fatehabad district that the said land may be managed on their behalf by the Divisional Forest Officer, Fatehabad, as a protected forest on the terms mutually agreed upon.

Pahlad Singh Gillankhera, however, maintained that his family and other villagers who own this land have given it to the Forest Department forever.

“The land will remain with the Forest Department forever and we do not have any intention of taking it back. Our only interest was to develop a park in memory of the late Surinder Singh, with whom I worked in politics for years,” Gillankhera said.

Boost to pisciculture in state
Govt to modernise fish seed farms

Satish Seth

Kaithal, August 10
To give a boost to the fish production in the state and increase per hectare yield, the state government is going to execute an ambitious plan to modernise fish seed farms on the pattern of foreign farms. The state has attained the second position in the country in per hectare fish yield.

Dharam Singh Bharti, deputy director, fisheries, Haryana, gave this information to mediapersons in the Mini Secretariat here recently. He said as many as 14 hatcheries had been set up by the government and progressive farmers had also set up the same number of hatcheries to increase the production of fish seed. A modern fish seed farm to produce quality seed was also being set up at OTTU Lake in Sirsa district. To provide more facility to the farmers for marketing their fish produce, two more modern fish markets would be set up in Gurgaon and Bahadurgarh and three such markets had already been set up at Faridabad, Yamunanagar and Panipat. He said farmers were being trained to carry on fish farming by adopting polyculture and monoculture techniques to increase their production.

Elaborating further, the deputy director said through polyculture technique steps were underway to increase production of Jhinga fish, besides Katla and Rahu varieties, and under the monoculture, the efforts were on to give a boost to Jhinga farming only. He said under the scheme, minimum two units would be set up in each district and the department would provide 50 per cent subsidy on feed.

Under a scheme of the Fisheries Board of India, 5 hectares ponds would be identified and farmers would be granted subsidy on feed and renovation of ponds and those farmers would also be provided subsidy benefits under the scheme who had already availed benefit under any other scheme.

The government has provided financial assistance of Rs 2 lakh per acre and subsidy of 20 per cent to private farm owners and Rs 60,000 per acre for panchayati ponds for digging and preparing ponds for fishery. A subsidy of 25 per cent was being provided to the SC category fish farmers. The government had also taken a decision to reduce the prevailing power rate from Rs 4 to Rs 2 per unit for setting up new hatcheries, Bharti said.

The farmers were also being imparted training in fish farming and given Rs 100 per day during this period. And for refreshing course, the farmers were being sent to training centre, Hisar, where they were provided free boarding and lodging facility and daily allowance. Aquariums had been set up in five schools of each district to create interest about fishery science and fish farming among students, Bharti added.

Denied aid, veteran athlete misses world meet

GS SaunkhlaPanchkula, August 10
The dream of a master athlete from Haryana to represent the country at the 18th World Masters Athletics Championship in Finland was shattered as the authorities failed to provide any assistance for his tour. GS Saunkhla, who has been representing Haryana in masters athletic championships since 1994, had approached the Chief Minister and Sports Minister, besides other officials at various levels for assistance, but in vain.

The expenditure for the tour was about Rs 1 lakh, but all he was offered was Rs 2,000. “I was dismayed, if not ashamed, when one of the officials offered a sum of Rs 1,000 or Rs 2,000 for the tour,” said Saunkhla, a former assistant director, postal services.

Saunkhla was selected in the Indian team for the 12-day 18th World Masters Athletic championship that concluded in Finland on August 8.

“I was overjoyed after getting this privilege to represent the nation at the world level after winning five gold, four silver and three bronze medals at the national masters athletic championships since 1994,” said Saunkhla. “I also participated in the 15th Asian Masters Athletic Championship in January this year in Thailand and spent Rs 60,000 from my own pocket. I secured the fourth and fifth ranks,” he added.

“Now, I am a retired person and with meagre source of income, I found it difficult to manage the expenses on my own and decided to seek help from the state government”.

“However, what I got after visiting the offices of politicians and bureaucrats was embarrassment,” he rued.

Saunkhla said the state government was discriminatory towards sports veterans who were the role models for the youngsters.

The state government used to provide incentives, including cash awards and pension, to its eligible employees of all masters categories who won medals at the national or international events, but now these were meant only for persons between the age group of 45 and 50 years. “The discrimination to other age groups was, however, beyond the senses of all of us,” added Saunkhla.

Deprived of bus service, villagers threaten stir
Satish Seth

Kaithal, August 10
Residents of Bandrana, Barout, Kheri Raiwali and Rasulpur villages of this district have expressed resentment against the non-availability of bus services in their areas for the last more than a year.

The agitated villagers submitted a memorandum signed by residents of these villages to deputy commissioner Amneet P Kumar and pointed out that the villagers, particularly schoolgoing children, had to face inconvenience as private buses operating in their areas had discontinued their services for the last about one year.

They said they had been pleading with officials of the district administration to provide them regular bus services, but all their pleas had remained unheard and now they were planning to launch an agitation.

They said in the absence of any bus service, many girl students were forced to discontinue their studies as tractors remained the only mode of travelling, which was not only time consuming but also inconvenient for women.

The villagers who wanted to visit Kaithal either used a tractor or hired a private vehicle, they said while threatening to launch an agitation if their grievance was not addressed by the administration.

Meanwhile, the Haryana Roadways GM said these routes were allotted to private bus operators and they were bound to ply their buses on these routes.

However, he said they were not under his jurisdiction.

The deputy commissioner said this matter had been brought to her notice for the first time and she would meet the Haryana Roadways GM and the Regional Transport Authority to sort out the matter to the satisfaction of the villagers

It is also learnt that some private bus operators had stopped their services without informing the authorities.

Pay anomaly not set right

I retired as a deputy superintendent from the Haryana Power Generation Corporation Ltd (HPGCL). My case of pay anomaly has been pending with the office for the past several years. Another similar case was set right nine years ago, but nothing has been done in my case despite numerous reminders to the administration of the HPGCL. In 2005, when I sought information under the RTI Act, I was informed that the case was under process, but till date I have not received any communication from the HPGCL in this regard.
