Rewari, July 2 The young man was drunk at the time, he confessed, and thought he was signing papers to secure a bank loan for buying a Bolero that he planned to use as a taxi and pay back the loan. The drinks had been apparently organised by the middlemen to celebrate the alleged approval of his loan application by the bank. Luckily for the young farmer, an associate of the main accused, who got the land transferred to his wife, spilled the beans, presumably because he did not get his promised share. The crestfallen farmer waited for 48 hours before finally lodging a complaint with the Model Town police here, accusing Charan Singh of cheating, forgery, criminal breach of trust and criminal conspiracy. Unluckily for him, however, the odds are loaded against him. Charan Singh is an influential property broker with high-level contacts in the Tehsil office, among politicians and in the police. He also claims to have bought the property for a consideration of Rs 42 lakh, which he claims to have paid the farmer in cash. Above all, he has not only got the registered sale deed bearing Ram Dhan’s signature and thumb impressions, but has also got the mutation of the land done in record time. The dubious transaction was concluded on May 14, two days before the results of the general election were declared, and the mutation was done in the next few days, indicating the clout that the buyer enjoys in the Tehsil office and the possibility of the connivance of revenue officials. Ram Dhan, of course, insists that he has not received a paisa, let alone Rs 42 lakh. He was “foolish alright when he took Sajjan Singh and Shiv Rattan Yadav at face value”. The duo offered to get him a loan sanctioned from a bank to buy a Bolero; and they also generously undertook to help him strike a deal with a factory which would take the vehicle on hire and pay Ram Dhan a minimum of Rs 30,000 per month, enough to pay back the loan and maintain the car. It appeared too good and too tempting an offer to turn down and the farmer fell for it. On April 28/29 this year, the “foolish” farmer was escorted to the Tehsil office , where an unsuspecting Ram Dhan put his signature and thumb impression on various documents. On May 14, they celebrated the approval of his loan application and Ram Dhan was told that it would take a few weeks for the cheque to be delivered to the car-dealer or to him. But on May 19, the farmer was first told that he had been taken for a ride. Since May 22, when the police registered a case, the farmer has been running from pillar to post. And while everybody, from the chief minister Bhupinder Singh Hooda to his MP son, Deepender , has been sympathetic, the wheels of justice have been slow in moving. And since the law is proverbially blind, it is doubtful if the police and the courts will go beyond the documents, which are loaded against the gullible farmer, and restore the land -unless his case is referred to a modern-day Birbal ! |
Rail Budget
Ambala, July 2 A new rail line for Chandigarh from Yamunanagar via Naraingarh has been lying pending for the past several years. The doubling of tracks in the Chandigarh-Ambala and the Rajpura-Bathinda rail section could not be initiated in spite of high volume of traffic on this route. These two projects are on the priority list of the proposals of this year. The upgrading and renovation of several railway stations, including Chandigarh, is also the main features of the proposal list. Unmanned level crossings are another big problem in the Ambala railway division. Among 600 level crossings in the division, around 200 still remained unmanned. According to railway police sources hundreds of passengers and other passers-by lost their lives every year on those crossings. The maximum number of most sensitive unmanned level crossings lies between the Sarhind-Naggal Dam, Rajpura-Bathinda, Bathinda-Ganganagar and the Ludhiana-Hisar rail sections. The division has identified 11 unmanned level crossings to be manned this year. The people of Ambala get disappointed every year, as Ambala had never been put on priority in the rail budget during the past several years. Union Minister and MP from Ambala Kumari Selja had promised the stoppage of super fast trains at Ambala City and Barara railway station and a new line between Naraingarh-Chandigarh, but not much was done in the
regard. Passengers have been demanding new passenger trains between the Ambala-Chandigarh, Ambala-Ludhiana and the Ambala-Saharanpur rail section. Last month, a passenger was crushed to death when he was boarding an overcrowded train near Dukheri railway station close to Ambala Cantt. The subway on the Ambala Rajpura rail section at Ambala City is also lying pending for the past four years, whereas the state government has already deposited the amount of its construction a few years ago with the Ambala railway division. The construction of a subway at Ambala Cantt is also under proposal. The replacement of Kalka-Shatabdi Express coaches is pending for the past two years due to poor Ambala-Chandigarh rail tracks. Trains run on this rail section half of their standard speed. Recently, the Railway Board has awarded 11 out of total 30 shields to the Ambala rail division for the overall development and good performance this year. Divisional Railway manager HK Jaggi said specific emphasis had been laid on amenities to be provided to passengers by improving facilities at Chandigarh, Ambala Cantt and a few other stations. He said the Railway had provided upgraded security arrangements at major railway stations like Chandigarh, Ambala and Saharanpur. A new system of cross-checking in important trains had also been made introduced in coordination with the GRP, RPF and the local police. On the commercial front, the division had earned Rs 1205.45 crore, he added. |

Rohtak, July 2 A demand proposal, along with a report notifying the performance of the department in the past, has recently been dispatched to the DST in this regard. Requirements of all those facilities and equipments have been mentioned in the proposal which are essential to develop the department as a centre of excellence in the field of computer science and application. Dr Nasib Singh Gill, head of the department, maintained that the aim behind seeking the financial aid was to facilitate the academic expansion in the department as some advanced courses pertaining to software engineering, which were in the pipeline, were likely to be introduced from the next academic session. “Having got the financial aid from the government, the computer laboratory will be strengthened by providing all sorts of advance devices, gadgets and software. Besides, classrooms will be equipped with latest audio and video conference facility to impart advance education to the students,” Dr Gill informed, adding that the department was the most coveted one amongst students seeking admission to the MCA programme in the state. The HoD informed that massive revision of curriculum of various courses was also being undertaken to offer the contemporary knowledge of the subject of computer science to the students so that they could be successful in the era of cutthroat competition. “Established in 1990, the DCSA is fast emerging as a centre for excellence in the area of computer science as it has made significant contribution to the specialised areas of research viz. software complexity metrics, component-based systems, data warehousing and data mining, software testing, object-oriented metrics etc.,” Dr Gill claimed. |
Kidwai lauds IOC’s role in nation’s development
Panipat, July 2 The ceremony was presided over by Haryana Governor AR Kidwai, who lauded the role of the IOC in nation’s economic development. He hailed the IOC management for ensuring the uninterrupted supply of fuel even during troubled times. The Governor credited the Panipat refinery for propelling the state towards development and strengthening its economy. Dr Kidwai said global recession had a minimal affect on India and instead it had thrown open unlimited opportunities for the country to become an economic superpower in the years to come. On the basis of the reports prepared by the World Bank and other leading organisations, it was easy to perceive that Indian economy would become one of the major economies of the world by 2020. And if the growth rate continued to be over 9.4 per cent each year, the country would match the economies of the US and China by 2045, Dr Kidwai said. He said the country was making progress in the fields of science, technology, computers and automobiles by leaps and bounds. Executive director of naphtha cracker project SN Chaudhary, while highlighting the achievements of the IOC, said from a fledgling company with a net worth of just Rs 45.18 crore and sales of 1.38 million tonnes valued at Rs 78 crore in 1965, the IOC had become one of the major oil companies of the nation with a sales turnover of Rs 2,85,337 crore. He said this was the highest ever for an Indian company, and a net profit of Rs 2,950 crore for 2008-09. It was also the 18th largest petroleum company in the world, he added. Executive director of the Panipat refinery RK Ghosh, deputy general manager of the marketing division SS Mishra along with other senior officials of the refinery were also present on the occasion. |
Panchayats to be awarded for maintaining cleanliness
Fatehabad, July 2 The awards carrying cash prizes between Rs 2 lakh and Rs 20 lakh will be given to deserving panchayats, said deputy commissioner CG Rajnikaanthan, adding that applications for the awards could be submitted with the district rural development agency (DRDA) by August 31. The panchayats would be awarded at the state, district and block levels for the excellent work carried out by them in maintaining cleanliness in their villages. Panchayats bagging the first, second and third prizes at the state level would be awarded with cash amounts of Rs 20 lakh, Rs 15 lakh and Rs 10 lakh, respectively. In the same manner, panchayats bagging first position at the district level would be awarded cash prize of Rs 5 lakh and at the block level Rs 2 lakh. Various committees had been constituted for reviewing and inspecting the cleanliness works carried out by the panchayats and to select the panchayats for awards. He said a committee had been constituted at the block level under the chairmanship of the head of the Panchayat Samiti which would examine the works of the panchayats of other divisions. Similarly, a committee had been constituted at the district level under the chairmanship of the head of the Zila Parishad. One state-level selection committee under the chairmanship of the chief secretary had also been constituted, he informed. The DC said villages for the award would be selected on the basis of cleanliness maintained in households, schools and anganwaris, communities and surroundings, solid waste management, drainage of dirty water, community participation and timely payment of power bills. The inspection of the villages by the block-level selection committee would be completed by September 30 and the names of the winners would be announced thereafter. The district-level selection committee would finalise its work of verification of names and inspection of villages by November 15 and announce the names of the winners by December 10. The state-level committee would complete its selection procedure by December 31, the DC said. Chandigarh: The state government has launched a new scheme to encourage energy conservation in villages. Under the scheme, the deserving panchayats will be awarded with cash prizes ranging from Rs 25,000 to Rs 4 lakh for popularising the application of various non-conventional and renewable sources of energy in their respective villages. An official spokesman said the government had invited applications from the panchayats which had adopted energy conservation measures to conserve electricity in their villages. The applications were required to be submitted in the DRDA office concerned by July 10. The panchayats would be awarded at the state and district level for the excellent work carried out by them in the field of energy conservation. The panchayats bagging the first, second and third prize at the state level would be given Rs 4 lakh, Rs 3 lakh and Rs 2 lakh, respectively. The panchayats bagging first position at the district level would be given Rs 50,000 and those bagging second position Rs 25,000. He said those panchayats would be awarded which had promoted the use of solar lantern, solar home lighting, solar street lighting, biogas plants and compact fluorescent lamps. The panchayats would be awarded on August 20. |
Project to work out steps to curb foeticide
Rohtak, July 2 The CHS has decided to kick off a major project on “Female foeticide in Haryana: A threat to cultural prospects” from the coming academic session. Under the project, a slew of events (seminars/conferences/quiz contests/panel discussions/debate contests) will be organised in order to develop a constructive voice regarding various burning issues, including female foeticide, prevailing in the state. Prominent experts on social issues, societal campaigners and intellectuals will be invited to find out their views regarding the menace of the social evils and preventive measures to curb these. “Female foeticide has emerged as a major problem in the North India, especially Haryana. What is required is to make collective endeavour to eradicate the evil by making people aware about its dreadful consequences,” said Dr SS Chahar, director of the CHS. The CHS had also decided to develop a full-fledged gallery on Sir Chhotu Ram on its campus. A gallery on eminent freedom fighters Rao Tula Ram and Shri Ram Sharma was also in the pipeline, he added, maintaining that the organisation of workshops, training camps and extension lectures on contemporary issues like rural sanitation and health, gender sensitisation, consumer protection and right to information had been figured in the list of the programmes to be held during the session. Besides, the CHS was also mulling over organising a conference on the crisis in agrarian economy of Haryana in September after realising the nature of economic crisis vis-à-vis the primarily agrarian economy of India as well as the state. Notably, the CHS was the brainchild of the then MDU vice-chancellor RS Dhankar. Later, the governor-chancellor of the state had also accorded his assent to the establishment of the centre in May 2006. Providing important input to the policymakers of the state regarding governance and developmental issues is also another important aim of the centre. Dr RP Hooda, vice-chancellor, MDU, said, “In the future, the centre will act as a lighthouse on contemporary socio, economic and political issues related to the state and emerge as a centre of excellence.” |
Exemption from NET not to benefit many
Panipat, July 2 Under the new set of rules, the UGC has directed all colleges and universities that are recognised by the commission to admit students for M Phil and PhD through an entrance test to be conducted at the university level followed by an interview by experts. The rules also state that the universities can decide on separate terms and conditions for students who have qualified the UGC/CSIR (JRF) examination SLET or GATE. The universities and other institutions that will be awarding the degrees will be required to give a provisional certificate certifying that the degree has been awarded in accordance with the provisions of the new regulations. The UGC has also made it clear in the third amendment, that covers the minimum qualifications required for appointment and advancement of teachers in universities and institutions affiliated to it, that only those candidates who get their PhD degrees in compliance with the UGC regulations - 2009, will be exempted from qualifying the NET, while other PhD holders will have to qualify the NET to become eligible for appointment in colleges and universities. The third amendment and the new regulations have already been put into force. Meanwhile, a large section of NET-qualified lecturers and scholars across the state have welcomed the latest regulations and the amendment. The scholars, having affiliation to the Haryana NET Scholars and Teachers Association, stated that to improve the quality and conditions of the higher education in the country, NET should be made compulsory for all entrants to the teaching profession in higher education. |
Fatehabad village emerges kindergarten
Fatehabad, July 2 Youths of the village have developed a special interest towards the sport. “Influenced by the sports policy of the state government and the announcements of huge award money, the youth have started taking keen interest in the sport and have been choosing it as a full-fledged career option,” maintains CG Rajnikaanthan, deputy commissioner, Fatehabad. The youth here have a special inclination towards playing shooting ball and this being the prime reason that players like Mahavir, Dara, Bhadar, Vinod, Hardwari, Vijay, Roshan, Surjeet, Mukesh and Pradeep had shown an excellent performance in the team of the senior category, which had also won awards at the state level. He said Hansraj, Sandeep, Mangeram, Narender, Ravi, Praveen, Rajinder, Surinder, Shersingh, Vikas and Rohtash, all members of the under-19 team, also had outstanding performances in this field to their credit. The village team had remained district champions continuously for the past 10 years. Most of the players of the state-level shooting ball team belonged to this village, he added. The DC said the credit of winning the state-level award in the school competitions in the under-19 category by the district also went to the players of the village. As many as three players of the village were members of the senior team. The team had won the second prize in the recently concluded national competitions in Ghaziabad. Furthermore, in the school sports in the under-19 category, the village team had won the gold medal. He said shooting ball was played in the village for the past 50 years. The team comprised 14 members. Over 70 youths of the village were practicing this sport daily at present. The gram panchayat had made available land measuring about one acre where three courts had been made. |

Similarly, four pugilists from Haryana participated in the Senior Asian Boxing Championship, which was organised at Zhuhari in China from June 7 to June 13 last. They bagged one silver and three bronze medals in the championship. One pugilist from Bhiwani won a bronze medal in the Sub Junior World Boxing Championship held at Armenia from May 23 to May 30. |
Cultural centre’s maiden play staged
Kurukshetra, July 2 Vishav Deepak Trikha, deputy director and in charge of the MACCK, said the maiden theatre production of the centre directed by a local theatre activist, Virender, was staged recently at the Dental College auditorium, Rohtak, where around 30 artistes from Kurukshetra participated. The play lasted for around one-and-a-half hours. Narrating the story of the play, Trikha said, “The story is based on the Partition. A Muslim family from India reaches Lahore and is allotted a haveli. An old Hindu woman whose entire family was massacred was already residing in that haveli and was not ready to leave. The Muslim family was perturbed and wanted to throw that woman out, but they hesitated to do so. Love, simplicity and the caring nature of the old woman compelled the Muslim family to adopt her as their own grandmother. They become so attached to each other that they started celebrating Hindu festivals and even started praying to Hindu gods and goddesses. The climax is when she died. The Muslim family was not aware of the Hindu rituals. A maulvi was consulted, who allowed the cremation of the woman as per Hindu rituals. Fundamentalists become furious and they stabbed the Maulvi to death. The play succeeded in conveying that human values are the same everywhere and every community has good and bad elements”. Sant Lal, Abid Ali Ansari, Dr Madhu Deep Singh, Shiv Kumar "Kirmach", Mahender Sharma, Satish, Deepti Dhamija, Ragini, Richa Arya, Sushant, Balwant, Tosh, TriloK, Neeraj Bhardwaj and Sumeet Garg played the main roles. Virender, a local journalist and theatre activist, directed the play. Trikha informed that the show would also be staged in Sonepat, Ambala and Kurukshetra. |
Power woes
Panipat, July 2 The residents said their colony fell in the semi-city area that was partially residential and partially industrial. As per the policy, as and when power supply to the industry is withdrawn, the residents of the area also have to face the heat. The residents said they remained bereft not only of the electricity, but also water that was making their lives difficult. They said the matter had repeatedly been brought to the notice of the district administration and the power board authorities but till date no action had been taken. They stated that in case the issue was not resolved at the earliest, they would be left with no other option but to launch a concerted agitation against the indifferent attitude of the authorities. |
Old-age pension
Karnal, July 2 Addressing a public meeting at Dachar village, 25 km from here, she said, “The government is committed to provide social security pension to every deserving person and a fresh survey will help in inclusion of left out and new beneficiaries”. The state government had taken several measures like concession in the Haryana Roadways buses to senior citizens and elderly persons getting old-age pension for more than 10 years and were being honoured with “Pagri” and “Doga” by the government and given enhanced pension of Rs 700 per month, she added. Listing the achievements of the government she said, “A university for woman and a medical university has been opened at Khanpur Kala and Rohtak to encourage higher education among women. Farmers in the state were getting highest prices for their major crops like rice, wheat and sugarcane”. Referring to the steps taken for uplift of the poor and downtrodden, she said the government had taken a unique initiative to sanction free plots for construction of the houses, besides launching a number of schemes and programmes for socio-economic uplift of the Scheduled Castes, Backward Classes, youth, women and traders, she claimed. |

Prof SK Shah from the School of Planning and Architecture, New Delhi, in his keynote address, traced the history of the recent trends in town planning and highlighted the role of private partition in urban development. He emphasised the need for masses-oriented urban development. Mango Mela from July 4
Chandigarh, July 2 The main objective of the two-day mela is to encourage the farmers to adapt to the latest technology so as to increase the production, productivity and quality of mangoes and get maximum return of their produce from the limited holdings by tapping the domestic and international markets. The mela also provides a forum to the mango growers to sell their mangoes and mango products. The mela is a much-awaited annual event for residents of Chandigarh, Panchkula and Mohali. Many features and competitions have been added to make it more interesting. The mela also provides an excellent opportunity to the people to see and taste good quality mangoes. “Sufi kalam” by Barkat Sidhu and party is the highlight of the cultural programme to be organised on July 4. On July 5, Aslam Sabri and party will present qawwalis. Students from various schools and colleges of Pinjore, Kalka and Panchkula will also perform on both days. Due to good fragrance and sweet taste, mango is considered as the king of fruits. Mango leaves are considered to be an auspicious and are hanged outside houses on festivals and marriages. Mango bark has got medicinal values as mentioned in the ayurdeda and dry wood of mango tree is used for performing yagnas. Mango fruit is eaten raw and also in the form of pickles, chutneys, aam papad etc. It is also used for making pulp and juices, which are also exported to South-East Asian countries. Mango kernel is used to cure stomach ailments and since it has high protein content, it is also used as cattle feed. Mango is a rich source of vitamins A and C and other minerals like calcium, magnesium and phosphorus and it is good appetiser as well. |

Chandigarh, July 2 Hooda made these announcements after a meeting of the Department of Social Justice and Empowerment here recently. Beneficiaries of the schemes would get this incentive with pension of July, thus benefiting them to the tune of an additional Rs 29 crore per annum. These incentives would benefit over 4.44 lakh persons. More than 13.15 lakh beneficiaries of the old-age samman allowance had already been given the incentive. |

Revision of poll rolls
Gurgaon, July 2 Addressing a meeting of the district’s election-related officials here recently, Kataria said an action plan would be prepared for the purpose so that the voters did not face any hardship in exercising their franchise. He directed the officials concerned to get a colony-wise and polling station-wise survey done in the said Assembly segments. For this, three-member teams comprising the booth-level officer (BLO) concerned and a volunteer of the residents’ welfare association (RWA) of the given area would be formed, he added. These teams would visit every house in the areas assigned to them and enquire about the number of voters residing there. At the same time, this team would compare the names of voters with those on the voters’ list and on finding any “A copy of the voters’ list will be made available with the RWA concerned, from where the voters can see their names and fill their forms for correction or addition to the electoral rolls,” Kataria said, adding that the forms would also be available with the RWAs. The DC said after the completion of the survey, special camps would be organised in different areas for the revision and rectification of the voters’ lists. Kaithal, July 2 She said this while addressing a gathering of sarpanches of Pundri, Rajound and Kalayat blocks at a function organised at the Panchayat Bhawan here. Two documentaries prepared for this occasion were also screened. The deputy commissioner said the NREGS would go a long way not only in providing employment to unskilled persons but also in changing the village scenario in the long run. She asked the sarpanches to take up multiple development projects in the rural areas permitted under this scheme. She also took a strong view of the running of unauthorised liquor vends in a number of villages in the district and called upon the elected representatives to take steps to stop immediate operation of such vends, which had affected the normal village life. She said women from villages frequently visited her with pleas to act against such vends which had made it difficult for them to move around. DDPO Prem Singh also exhorted sarpanches to take development works as per the decision taken by the Gram Sabha. Deputy director agriculture Devinder Malik was also present on the occasion. |

National panel for higher education
Sirsa, July 2 While almost all academics supported the proposed NCHER and said it was badly needed, not all were supportive of unlimited powers to the universities. “The NCHER, as a statutory body, is a right step in the right direction and will certainly prove to be a ray of hope for improving the quality of higher education and research which is otherwise deteriorating in the name of expansion and job orientation that has overshadowed the real value of education,” said MM Goel, professor and head of the economics department, Kurukshetra University. He said there had always been a trade-off between quantity and quality. Higher education was not meant for all and it should be given to a selected few to ensure quality, he said. “Economic reforms in the country will never be complete without continuous and comprehensive reforms in the higher education as envisioned by the Yashpal Committee and should be implemented in letter and spirit,” he added. Goel said there was a strong case for a state-level commission for higher education as well in coordination with a national-level commission. Rajesh Malik, lecturer in law at Chaudhary Devi Lal University, Sirsa, while supporting the move of setting up of the NCHER, is not in favour of scrapping the University Grants Commission (UGC), Medical Council of India (MCI) and the All-India Council of Technical Education (AICTE). He said bodies like the UGC, MCI and the AICTE need not be scrapped immediately and these should be made to work under the new proposed commission. “The appointments of vice-chancellors have become a political exercise leaving little scope for independent functioning. The meetings of the executive councils of the universities have become farce as the bureaucrats, who are nominated to the council by the state government as its nominees rarely attend the meetings”. Dr Malik alleged that some politically appointed vice-chancellors had already been running the universities as their fiefdom and if total autonomy was provided to them, they could play havoc with the whole system. |

Hold weekly loan mela, ADC tells bankers
Gurgaon, July 2 He was presiding over a district-level review committee meeting of the bankers at the meeting hall of the mini-secretariat here recently. The meeting reviewed the progress of the banks during the last financial year. V.P. Srivastava, the representative of the Reserve Bank of India (RBI), informed the meeting that signatures of introducer were not mandatory for opening a savings bank account if the person desirous of opening an account produced a photo identity card and residence proof. He expressed dissatisfaction over the performance of bankers in priority sectors like agriculture, setting up small-scale units etc and asked them to take steps for improvement in these areas. He said that the CD (credit/deposit) ratio of Gurgaon was 43 during the last financial year, which was below the national target of 60. Srivastava said a sub-committee of district- level credit committee was supposed to be constituted in the districts where the CD ratio was below 40. At this, the ADC directed the Lead Bank Manager, R.K.Srivastava, to constitute a sub-committee for monitoring the credit disbursement. The LBM told the meeting that an amount of Rs 21,000 crore was deposited in various banks of Gurgaon, while the credit disbursement was Rs 9,000 crore during the last financial year. The meeting also approved the annual credit plan for the year 2009-10 of Gurgaon. As per the plan, the banks have fixed a target of giving Rs 1069 crore as credit. Of this, Rs 809.86 crore would be given as credit in the priority sector. “This year’s credit plan is 24 per cent more as compared to the last year,” the lead bank manager said and added that during the last financial year, an amount of Rs 4.04 crore was given as loans to ex-servicemen and widows of defence personnel. An ex-servicemen can be given loan up to Rs 50,000 without any security. Similarly, under automobile component units, a loan of Rs 73.15 crore was disbursed against the target of Rs 36.46 crore, which is 201 per cent of the target. The ADC also reviewed the district credit plan, progress made by the self-help groups, Kisan credit cards and various other government-sponsored schemes. He was told that a loan of Rs. 125.85 crore was disbursed to 21086 Kisan credit card holders during the last year. GJUST okays budget
Hisar, July 2 According to Registrar of GJUST, R.S. Jaglan, the budget was approved at the university’s 52nd Executive Council and 19th court meeting held on the university campus, which was presided over by Vice-Chancellor Devinder Dayal Singh Sandhu. Jaglan said here that the council also approved the new rules of purchase under which the high-powered standing purchase committee could approve the proposal of more than Rs 10 lakh, the standing purchase committee-I could approve the proposal of Rs 1 lakh to Rs 10 lakh and the standing purchase committee-II could approve the proposal of Rs 2001 to Rs 1 lakh. Financial powers up to Rs 10,000 had been given to the chairpersons, librarians, superintending engineer and coordinator, CIL, whereas financial powers up to Rs 5000 had been given to Principal Investigator, Deputy Registrar, senior Health Officer, Executive Engineer and financial powers up to Rs 3000 had been given to Assistant Deputy Registrar and equal rank officers. |
