Pramod Kumar and Fazal Khan were arrested yesterday from Tauru in Mewat. The two have admitted to killing Basanti Panwar, maternal grandmother of Pramod.

According to police, the examination of scene of crime suggested friendly entry. During sustained questioning, Ram Singh, son-in-law of deceased, a resident of Tauru, Haryana, disclosed that his son Pramod was not in Tauru during the time his mother-in-law was murdered. Enquiries led to the discovery that Pramod Kumar along with his friend Fazal Khan, also of Mewat, were in Delhi at the time of murder.

The looted gold and silver ornaments with the Honda City car used in crime have been recovered.

“The motive behind the crime was that accused Pramod knew that his grandmother was keeping a sizable quantity of gold ornaments and cash and lived alone in her house. Pramod, who of late, had befriended a girl and wanted to take her to a hill station. Finding his grandmother a soft target, he planned the murder along with his friend Fazal Khan,” said the police.

Wife, lover held for killing Kohli
Tribune News Service

New Delhi, July 10
The west district police today arrested the wife and her paramour in connection with the brutal murder of Jagmohan Singh Kohli (32), a businessman who was stabbed to death on Wednesday night while asleep in his house in block A, Rajouri Garden.

According to police, Sumit Kaur (29) and her boyfriend Puneet (31) have confessed to the killing of Jagmohan. The confession comes after Sumit initially tried to hoodwink police by claiming that her husband was killed by four unknown assailants after he refused to give them Rs 4 lakh. However, according to police she was the prime suspect in the murder as there were no signs of forced entry into the house and also the fact she had returned to her husband’s house on the night of murder after staying away from him for about three months. Jagmohan owned a rubber factory in Anand Parbat in central Delhi and the couple has two children.

According to Sharad Agarwal, DCP (West), Puneet who gives money on interest had lent Rs 4 lakh to Jagmohan. He was not able to recover the amount, but when Sumit Kaur promised him Rs 5 lakh if he killed Jagmohan, Puneet agreed.

According to information, Puneet had known Sumit for the last five years, however the two became close only in the last few days due to a couple of reasons.

“Puneet’s wife had taken a divorce and he was feeling lonely. Secondly, he had lent money to Jagmohan and wanted to recover it with the help of Sumit. Their fondness for each other grew when Sumit told him that she was being harassed by Jagmohan,” said Agarwal.

As per planning, Sumit had arranged duplicate keys of the main and other doors, and given them to Puneet while she returned to her matrimonial home on July 8. In the night Puneet entered the house by unlocking the door. As Jagmohan was in deep sleep both of them overpowered him easily. Puneet stabbed him until he succumbed to his injuries. After the murder, Sumit gave Rs 50,000 to Puneet who also decamped with the deceased’s mobile phone. The money and mobile along with the bike used in the crime have been recovered.

Jagmohan and Sumit were married about nine years ago after a long courtship. Things changed when Jagmohan smelled her friendship with one of his friends and started keeping a watch on her. There was bitterness between the couple for three years.

Puneet, who has studied up to Class XII, worked with his father in their business of readymade garments in Karol Bagh. Later, he started giving loan to people on hefty interest rate.

DGP: ‘Finish’ extortionists in encounters
Our Correspondent

Greater Noida, July 10
While the director-general police, UP, Vikram Singh has taken a stiff stand against the malaise of extortion money or ransom money, he has unwillingly stated something— may be out of frustration— that is all along suspected of almost every police force in the country – staged encounters.

“If you demand extortion money, the police shall kill you by staging an encounter”, said the DGP who visited GB Nagar yesterday. He also ordered officers in charge of police stations to deal with criminals demanding extortion money and finish them in police encounters.

Every police station has been asked to furnish data of top10 criminals of the area.

Vikram Singh visited Meerut, G.B. Nagar and Mathura yesterday. He reviewed the law and order situation with GB Nagar officers after visiting Rabupura. He appeared particularly worried at increasing incidence of extortion money in the district.

Vikram Singh threatened to transfer back to Lucknow weak-kneed police officers who find themselves incapable of meeting the challenges of criminals. “There is a queue of highly competent police officers who are keen to work in Noida,” he said.

He denied the rumour that police had favoured some criminals who were reportedly close to a ruling party MLA. He said they were getting the record of top10 criminals from all police stations in the state and strong action would be taken against the criminals.

Giving a strong warning to the cops, the DGP said should any police official dilly-dally in registering an FIR, he should be suspended forthwith. He expressed annyonce on the lack of action against extortionists in connection with the disappearance of Satish Sharma who had gone to Munj Khera village for buying land. He asked to SSP Gautam Budh Nagar to personally “look into it”.

Meanwhile, traders at a meeting in Dadri have suspended their agitation for 10 days on the issue demands for extortion money, “but if no progress is made in 10 days, the traders will resume their agitation”, they threatened.

Morning drizzle relieves Delhiites
Tribune News Service

New Delhi, July 10
The rain god, finally, showed some kindness towards residents of the national Capital. People woke up to a brief spell of showers that made the weather pleasant.

The showers caught most morning walkers, students, professionals and domestic helps unawares and gave a pleasant start to the day. Delhiites were spared from the sweltering heat as clouds covered the sky throughout the day.

But humidity in the air kept them uncomfortable till late in the evening. The maximum humidity was recorded at 83 per cent while the minimum settled at 60 per cent. The Safdarjung Met Department said the sporadic showers were due to the easterly disturbance over Bengal.

Apart from bringing down the mercury, the rain granted relief to fruit/ vegetable sellers and customers in wholesale markets. Prices of fruits and vegetables at major wholesale markets like Okhla, Gazipur, Daryaganj, Shahdara and Azadpur dropped.

Today, the maximum temperature was recorded at 34.5° Celsius, a notch below normal, and the minimum settled at 29.7° Celsius, three notches more than normal.

According to the Met department, though situation in the Capital improved after today’s scanty rainfall, the danger of being hit by dry conditions is likely.

Many parts of north west India, including Delhi, saw deficiency in rainfall. As a result, most water resources are flowing far below the normal level.

As of now, Delhi has received a rainfall of 30.2 mm as against the normal 107.4 mm for this time of the year. In July, the city has received only 11.2 mm of rainfall.

But, the Met department is hopeful that if a strong pressure builds up over the Bay of Bengal, most of north west areas, including Delhi, could have satisfying rainfall.

Malhotra flays discoms
Tribune News Service

New Delhi, July 10
Leader of Opposition in the Delhi Assembly Vijay Kumar Malhotra said union power minister Sushil Kumar Shinde’s statement that Delhi would have to bear power shortage for another nine to 10 months had belied the statement of Chief Minister Sheila Dikshit.

Dikshit had said power problem in Delhi would be solved in two to three months.

Condemning discoms for selling electricity to other states when there was shortage in Delhi, many in the city had to suffer outages for 16 hours a day allegedly because of the high-handedness of discoms, Malhotra said in a press release.

He also denounced some discoms officials who had said loadshedding was deliberately carried out in areas that record higher power theft. Malhotra said discoms had no authority to exercise preferential cuts and it was tantamount to punish an honest consumer for its inefficiency in curbing thefts in such areas.

While the health ministry allegedly ignores pleas of the People for Ethical Treatment of Animals (PETA) on rescuing the animals that are reportedly languishing at the All India Institute of Medical Sciences (AIIMS) for years, people from PETA are carrying on their protests.

“The time has come for government and AIIMS to stop monkeying around the issue,” said campaign manger N.G. Jayasimha today at a demonstration in Connaught Place.

A man dressed like a monkey was seen distributing

bananas which, according to the demonstrators, was an act staged to hit at the government coterie which is unconcerned towards the needs of the innocent animals.

Court reserves order on Salem
Rashi Agarwal
Tribune News Service

New Delhi, July 10
The Patiala House Court today reserved its order on the application filed by the state government for removing the MCOCA (Maharashtra Control of Organised Crime Act) on don Abu Salem.

In 2005, the gangster was brought to India from Portugal on the extradition treaty, which restricts the Indian government to charge Salem with MCOCA, said his counsel Arvind Shukla.

Later in 2008, the state government filed a petition in the Delhi district court to withdraw the charge of MCOCA on the gangster, as it was violating the extradition treaty.

The hearing regarding this petition was held today in which the orders have been reserved.

Speaking to The Tribune, Salem’s counsel, Arvind Shukla explained, “Delhi police charged

Salem with MCOCA in 2007, when he was taken on police remand. Charging him with this act is a violation of the extradition treaty. If MCOCA continued, he would be forced back to Portugal from where he had been brought to the country for appearing in various criminal cases.”

In 2008, even the Bombay district court withdrew MCOCA on the gangster, confirmed sources.

On July 14, Salem would be appearing again in the city courts for the hearing of his bail application.

Salem’s counsel said that for now he had left for Mumbai.
