Gurgaon, July 7 It welcomed abolition of fringe benefit tax and exemption of service tax for export promotion councils on membership fee; goods transport agents and commission agents, but said that the exemption should have been extended to other activities as well. “No steps have been taken to remove problems of the small and medium enterprises, which generate mass employment and form the backbone of Indian economy,” affirmed AEPC chairman Rakesh Vaid. While talking to The Tribune, he avowed, “Due to high central and tate-level taxes besides equally high transaction costs, the Indian garment export industry has become uncompetitive over the years.”He added, “Indian goods are 15 to 20 per cent costlier than those supplied by competing countries like China, Bangladesh, Vietnam, Cambodia and Indonesia.”The country’s share in 373 billion dollar global clothing industry has fallen from 3.3 per cent to 2.6 per cent in 2008-09. To retain the current market share, India needs to export 18 billion dollars worth of garments annually, which will require 2.7 million additional manpower and investment worth Rs 143,000 crore.“We are disappointed as the sector was expecting cess holidays similar to those available for special economic zones,” Vaid affirmed. “Our power costs, credit costs and wages for labour are all higher than in neighbouring countries,” he claimed. Vaid hoped the government would soon rationalise duty refund rates for apparel exports. The AEPC has been calling for fiscal incentives to the tune of Rs 2,600 crore, a Rs 250-crore product development fund, simplification of import export norms, facilitating capital investment and friendlier labour laws.“The Indian textile and clothing industry contributes four per cent to GDP, 14 per cent to industrial production and 12 per cent to foreign exchange earnings. It is the second largest employment generator after agriculture with direct employment of 33 million people and indirect employment of 55 million people. Of these, seven million are involved in garment manufacturing—half of them for exports,” he lamented. The real estate people are not happy either with the Budget. MD of Raheja Developers Navin Raheja said, “The FM has totally ignored current business and social scenario. Globally, there was a hope that the positive signs of Indian economy will turn into realty after the Budget and the government will take the corrective and practical approach to improve the overall economy. The Budget has failed to shore up the housing requirement for general public.”Raheja added, “There were various issues that we had expected will get resolved and recovery/circulation of funds will be easier. Unfortunately, nothing has been addressed. ” On the other hand, All India Gem & Jewellery Trade Federation (GJF) thanked the finance minister for abolishing the excise duty on branded jewellery. C Vinod Hayagriv, chairman GJF, said, “The enhancement in customs duty on import of gold and silver will marginally increase the price of jewellery in the country.”

Noida, July 7 According to the industry spokesmen, these industries have been dealt a mortal blow by the Budget proposals. Most garment exporters in Noida among the 450 units feel there is little they can do in the emerging scenario except to close their shop. About 500 workers are employed in each of the garment export units According to a recent trend, apparel exporting units have been closing down during the past few months. Finance minister Pranab Mukherjee appears to have ignored all the demands and recommendations of the garment exporters.According to Lalit Thukral, president of Noida Apparel Export cluster, “This industry had high hopes from the Budget, as this is the industry which had suffered most during the economic recession. The industry had presented a 14 per cent bailout package to the union finance minister. But the Budget has totally ignored it, Thukral said.These days one or the other unit is closing almost daily which is swelling the ranks of unemployed workers. Thukral said he would still meet the finance minister with the apparel industry’s demands. But should the finance minister not give us any relief, it will sure serve a deathknell to Noida’s Rs 3,000-crore garment industry.Similar is the reaction of country’s premier IT hub. “Though Naskam had recommend a package to sustain the IT industry, all our hopes have been belied by the Budget,” says Logix Park MD, Shakti Nath.

Rs 6 lakh for son’s death after falling in pit
New Delhi, July 7 “Loss of life due to the negligence of state instrumentalities result in violation of right to life and liberty under Section 21 of the constitution,” said Justice Sanjiv Khanna in the judgement. “The authorities should be aware of their duty to maintain roads and ensure that the road surface does not have any pit that can cause accidents, resulting in injuries and even loss of life,” the judge said. Justice Khanna directed the government to pay Rs 6,28,000 within eight weeks to Madhu Kaur who filed a petition seeking compensation after her 24-year-old son Harpreet, a sales executive with a private company, who died in a road accident on May 4, 2006. In the petition, she said that her son was riding a scooter with his brother on the pillion and the two-wheeler ran into a pit on the road near the Army Base Hospital at Naraina, resulting in fatal injuries. She blamed the government and the Municipal Corporation of Delhi and sought compensation. “It is the responsibility of road-owning agencies to ensure that the roads are maintained properly and repairs undertaken on time,” the court said. “Even if they have entered into third-party contracts for maintenance, road users should not suffer injuries, fatal or otherwise, because of lack of maintenance, proper care and repairs,” it said. — IANS |

Noida realtor was shot in struggle to snatch gun
Noida, July 7 Manoj said Anshu and his friend Praveen had consumed liquor in Delhi. While they were returning from Delhi, the two had an argument over something and during a struggle to snatch a loaded gun, a bullet was accidentaly fired and it hit Anshu. Gujjar claimed that they tried to admit Anshu to several hospitals, but this could not happen and in the meantime he died. They then abandoned the car with Anshu’s body, he said.Anshu’s father R.P.Tiwari had lodged a murder report with the police against Manoj Gujjar. In the report he had stated that on Sunday, around 12 noon, Manoj had come to their house and had taken Anshu away, saying that he needed to discuss something with him.Later, the family got a phone call informing that Anshu had been shot and was being admitted to hospital. On the basis of the report, the police had started tracing Manoj. He, ultimately surrendered at midnight in the presence of his family members. SP (city) Ashok Tripathi said Manoj was heavly drunk at the time of the surrender.

6-yr-old raped in Gt Noida village
Greater Noida, July 7 While the child is critical. A harrasment complaint was registered against the culprit on Monday night.On Sunday morning, the victim’s father had gone out with his wife for work, leaving his son and daughter at home. Later, the children, reportedly, had gone to play outside the village. A young boy allegedly caught the girl. When her brother protested, he was beaten up and shooed away. The accused later raped the girl and fled. When the victim’s brother informed neighbours in the village, they reached the spot and took the girl, who was found bleeding, to a private hospital. She was later admitted to Noida district hospital.Initially, the policemen allegedly tried to sweep the matter under carpet. An FIR against the boy was not registered. Even Greater Noida police inspector Ajay Srivastava expressed ignorance about the case. A case of haressment was registered only on Monday night.SP (rural) Surinder Kumar Verma said he ordered to register a complaint in the case on Monday night when matter came to his knowledge.

Metro gets 3,000 more CISF men
New Delhi, July 7 The information was given by the minister of state for home affairs, Mullapally Ramachandran, in Lok Sabha today.Though the sources at Delhi Metro said they did not ask for any particular increase in the security force, the ministry mentioned that it was continuous process based on a review of the security. The ministry conducted security checks from time to time so that there was no scope left for any security infringement at the stations and on the trains.The government has created 3,039 posts in the CISF. In addition to the increased posts, 432 personnel were deployed to provide cover to the internal security for the DMRC.

JNU entrance exam results by month-end New Delhi, July 7 A total of 96,298 students from across the country appeared for the entrance examinations for the 66 programmes at M. Phil. and Ph. D. level, 29 programmes at masters level, 18 programmes at undergraduate level and nine programmes at certificate level offered by the university. Most of the centres of the university have taken out results of the entrance exams for post-graduate, M.Phil. and Ph.D. courses. Letters have been dispatched to invite the chosen students for viva-voce, which would take place on the university campus. The university, one of the most reputed global universities for higher studies, had conducted the entrance examinations at 78 centres all over India and one centre at Kathmandu. “The admission process formally started after the written examinations were conducted. The faculty examined the answer sheets and the results will be declared in phases by the end of this month,” said Poonam, university spokesperson. According to university sources, the highest rush was seen for biotechnology programmes. “The pre-Ph.D. and Ph.D. courses at the School of Biotechnology started two years ago. They have been a big hit amongst the students. The programmes from the School of Life Sciences have always been popular,” said sources of the admission branch. The courses offered by the School of Arts and Aesthetics are also very popular. “This is the only place in the country where art disciplines are offered in one integrated programme that allows students to understand individual arts in broader context of history, politics, semiotics, gender and cultural studies,” said the spokesperson. Some of the unique programmes offered by the university are M.Phil. and Ph.D. in social medicine and community health. The course looks at development through the perspective of public health and its proliferation across the country. Known for its sensitivity towards gender and students coming from the marginalised areas, JNU gives five extra points to girls for admission. Last year, girls comprised 60 per cent of the total students admitted to the university. Students coming from the marginalised areas also get deprivation points here. “We give deprivation points to students belonging to marginalised districts. Two Quartile lists have been prepared on the grounds of development of the regions,” said the spokesperson. From the Northern states, Himachal Pradesh has seven, Rajasthan has 23 and Uttarakhand has nine districts listed under the two Quartile lists. |
Aarushi Case New Delhi, July 7 Solicitor general Gopal Subramaniam gave the assurance after a Bench, comprising justices Altamas Kabir and Cyriac Joseph, wanted to know the status of the probe into the May 16, 2008, murder in Noida, near here. The investigative agency has not yet filed the chargesheet in the case. Aarushi was found dead at home, while domestic help, Hemraj, was found murdered on the terrace. The Bench also allowed the pleas of the News Broadcasters Association and Aarushi’s father Dr Rajesh Talwar as parties in a PIL filed by senior counsel Surat Singh. Singh has sought the court’s directive to the investigating agencies for preventing “media leakage” and to the Press Council of India for taking action against both print and electronic media for irresponsible reporting. The apex court gave fourweek time for replies and another four weeks for the response of other parties. The UP police had suspected Dr Talwar, but the CBI gave him a clean chit. Later his assistant Krishna was arrested. After few days, he too was released. |

assures uninterrupted supply New Delhi, July 7 “We have set up two control rooms. They would function
throughout the day and monitor power situation in the city. We have also
increased manpower in our call centres by 33 per cent. Additional
manpower has been deployed to carry out the operations,” said a BSES
spokesperson. He informed, “We have made arrangements to meet power demands of 25 lakh customers. Sometimes our efforts get constrained due to external factors like low frequency, grid constraints and outages.” He asked for people’s support to assist the BSES staff to attend to any breakdowns. “If customers have any complaint, they can lodge it on our IVRS-based call centre numbers,” said Arun Kanchan, CEO of the company. He said if users were not satisfied with the call centre’s response, they could get in touch with their respective BSES operations and maintenance managers. “The contact details of senior operation and maintenance officials are being sent to consumers from July 6. The July-August issue of our newsletter, Synergy, will also carry the information,” added Kanchan. |
Global ministers brainstorm education systems New Delhi, July 7 They discussed how education systems could improve to equip students with skills and attributes required for a fast-changing future. The roundtable is a joint project by the Singapore ministry of education and McKinsey and Company. The theme was "Top-performing education systems: expectations and challenges for the future." The ministers noted certain things were common across top-performing education systems. Further, international benchmarking tests, while not comprehensive in measuring educational outcomes across systems, had provided the impetus for countries and territories to systematically seek out useful lessons and experiences from others. This process of learning from one another had in turn helped to enhance performance. The ministers agreed that to sustain and enhance performance, education systems needed to focus on attracting individuals with the right attitudes and aptitude to become educators. For schools to improve, there was need for a rigorous system of performance management, transparent data and sharing of best practices. The education ministers discussed what top-performing systems should do to nurture educated citizens, and how to mobilise education systems to scale up successful innovations. |
Doc mom held for killing twin girls
New Delhi, July 7 Rupa Kopari had injected her twin daughters and herself with a poisonous substance after a tiff with her surgeon husband on July 1. The girls died while Kopari was rushed to a hospital in a critical condition. The police arrested her on Monday evening after she was discharged from the hospital. A case of murder and attempt to suicide has been registered against her. — IANS |
Maintenance amount should be more than sustenance: HC
New Delhi, July 7 Justice Manmohan while hearing a review petition said, “While granting maintenance, the court does not have to grant mere sustenance amount, as maintenance directed to be paid is meant to ensure that the spouse enjoys the same facilities as s/he was enjoying prior to separation.” The court passed the order on a plea by a man challenging a lower court’s order directing him to pay Rs 7,000 as monthly maintenance to his wife. Pradeep Sharma contended the maintenance amount granted by the lower court was high and he was unable to provide it. The court, however, was not satisfied with his contention and dismissed his plea after it came to know his annual income was more than Rs 6,00,000. — IANS |
