Surender Bhandari The Uttarakhand Athletics Association felicitated long-distance runner Surender Bhandari at a press conference here today. The Chief Minister gave him a reward of Rs 2 lakh last evening. Surender Bhandari won a gold medal at the Asian Grand Prix Athletics competition held in China recently. He had also represented India at the Beijing Olympics. Bhandari had joined the Army when he was 20 years old and since then, he has had remarkable achievements at the national and international level in long-distance running.

In control, Khanduri announces 7 schemes

In a bid to show that all is well with his government and the Uttarakhand Bharatiya Janata Party (BJP), Chief Minister Maj Gen BC Khanduri (retd) today announced a slew of welfare schemes including free school education up to class XII.

Amid rumours that dissident legislators within the BJP are planning another offensive against his leadership, Chief Minister Khanduri flanked by Tourism Minister Parkash Pant and UKD minister Diwakar Bhatt announced seven welfare schemes.

Khanduri announced that students up to Class XII studying in government and government-aided schools would get free education. Earlier, students from class I to VIII and girl students from class IX to XII were getting it.

With today’s announcement, all students studying in these school will get free education. “The state will incur a cost of Rs 3.95 crore on the new initiative,” Khanduri said.

He said the state government would give ‘merit-cum-means’ scholarships to students belonging to general category seeking admission in technical college.

Students who are meritorious but cannot afford the fee are eligible for the scheme. The state government has been providing this facility to students belonging to the Scheduled Castes and Scheduled Tribes. The CM said under the National Rural Employment Guarantee Scheme, sometimes due to want of some non-labour component, the full benefit of the scheme are not fully availed.

He said that under the Chief Minister Employment Schemes, such gaps in the non-labour component of the schemes would be filled so that the state gets its full benefit. To connect villages that remain cut off during rains due to fast-flowing torrent, Khanduri announced the start of Chief Minister mini-bridges schemes for bridges up to six metres.

To provide employment to the people living in remote hilly areas along the trekking routes, Khanduri announced a ‘home-stay development scheme’ in which villagers would be encouraged to seek bank loans to built one or two more rooms to accommodate tourists. “The state government will give subsidy to people going in for the scheme. This will generate employment and boost the local economy and stop the migration from the hills,” said the Chief Minister.

Regarding the scheme to provide LPG connections to 10,754 women in Pitthoragarh, Champawat, Chamoli and Uttarkashi blocks free of cost, Khanduri said that a total of 5,097 women have been given connections and the central government has been approached to release the connections for the rest of the selected women.

The state government bears the cost of connections that comes to Rs 3,600 per connection.

On the lines of Jawahar Lal Nehru Urban Renewal Mission, Khanduri said that a similar scheme for smaller towns and cities would be launched.

“The problems of potable water and waste management in these smaller cities and towns will be looked after by this scheme,” Khanduri added.

Himalayan Academy win cliffhanger

Himalayan Cricket Academy and Garhwal Sports Academy won their respective matches at the ongoing Krishan Devi Garg Memorial cricket tournament at Survey Stadium, here today.

In the first match that was played between Himalayan Cricket Academy and Uttarakhand Youth Cricket Club, Himalayan Cricket Academy won the match by 2 runs cliffhanger.

Despite a shaky start by Himalayan Academy, the team bounced back to score 133 runs in allotted 20 overs. The team lost its first wicket when the team score was 2 runs only.

It was Sandeep and Vishal who accelerated the run rate and stabilised the team’s innings. Sandeep made 40 runs off 46 balls, whereas Manish made 15 runs off 13 balls.

Whereas, Deep chipped in 15 runs. For Uttarakhand Youth Cricket Club team, Ajit was the lead wicket taker with three wickets.

Chasing the victory target of 134 runs Uttarakhand Youth Cricket team could only managed to score 131 runs in allotted 20 overs.

Opener Mudit was the highest scorer for the team with 49 runs off 53 balls. Middle order batsman Sharukh hit 22 runs off 20 balls and Anuj made 17 runs.

For Himalayan Cricket Academy team, Deepak was the lead wicket taker with two wickets, whereas Manish and Kuldeep took one wicket each.

In the second match, Garhwal Sports Academy ‘B’ team defeated State Eleven team by five wickets.

Batting first State Eleven piled 79 runs in 12.4 overs. It was a poor show by its batsmen as none of them occupied the crease for long.

Kamal was the only batsman who showed some resistance to make 31 runs off 33 balls.

For Garhwal Sports Academy team, Enosh and Knark picked up three wickets, whereas Aadesh took two wickets.

CII council presents pre-budget memo to CM

As part of its pre-budget recommendations, the Confederation of Indian Industry (CII), Uttarakhand State Council, today stressed on strengthening the state government’s policy of planned industrial development to ensure growth momentum of the state beyond March 2010 when the existing central package of incentives for industry will expire.

We also focused on the scope for broadbasing the tax collections in many sectors.

A delegation of the state council led by chairman Rakesh Oberoi presented the pre-budget memorandum for the coming annual budget of the state to Chief Minister BC Khanduri here today.

It recommended that industrial estates in private and joint sector should be encouraged besides improving infrastructure at existing estates. And such projects should get fast-track clearance to ensure that the state is able to get maximum mileage of the concessions under the special package.

It recommended that rail connectivity needed to be improved to encourage movement of freight. It also suggested creation of an Inland Container Depot (ICD) in Bhagwanpur-Iqbalpur industrial belt and linking it to the proposed eastern freight corridor at Saharanpur.

The memorandum also suggested an integrated single window system for the tourism sector and industry, operationalising industry status to tourism sector and creation of a land bank and strengthening private-public partnership (PPP) mode in this sector.

On the issue of skills development for enhancing the employability of local youth, it has been suggested that a policy for facilitating private investment for the purpose in PPP mode should be spelt out.

A suggestion has also been made to promote education as an industry and creation of education city-hubs - each one for Garhwal and Kumaon regions. Some specific recommendations have also been made for the development of agriculture and allied sector in the state as well as for the hill development.

Oberoi said the delegation concurred with the CM’s view on the need for enhancing the revenue of the state as this was essential to ensure adequate resources for its developmental needs. However, rationalisation of tax rates and simplification of procedures, in this context, would lead to better compliance and resultant greater revenue collections.

“We also focused on the scope for broad-basing the tax collections in many sectors,” he added. Simplification of land-use conversion procedure as well as creation of low-cost housing for labour class were other issues discussed.

Earlier, the delegation held deliberations with the Chief Secretary IK Pande and Principal Secretary, Finance, Alok Kumar Jain.

Station officer beats cop’s fiance

A 24-year-old man sustained grievous injuries after he was allegedly beaten by the General Railway Police (GRP) Dehradun Station Officer and other cops.

The victim has alleged that under the influence of liquor, the cops thrashed him in the police station on early morning today.

The brutal manner in which the cops beat Lakshman Singh Negi could well be gauged from the fact that victim’s legs had turned deep blue.

Lakshman and his fiancee Nilu were in a compromising position in Nilu’s room which is meant for unmarried policewomen. — GRP SO RP Sati

Lakshman was allegedly picked up by the cops when he was talking to his fiancée Nilu Sunderyal, who is lady constable in the GRP police station campus.

According to the information available, the incident took place at around 1 am on Tuesday. It is learnt that Lakshman was talking to Nilu in a room which was meant to be the accommodation for unmarried lady cops.

The problem started when GRP SO RP Sati arrived there. The family members of victim said that Sati went to the couple and started misbehaving with them. He also questioned Lakshman’s intention in visiting his fiancée late at night.

“Though Lakshman apologised to Sati for coming late and informed him that he had come just to hand over some money to Nilu while on his way back home,” said Puja Pawar, sister of the victim.

She also claimed that her brother was innocent and was not involved in any “obscene act” as alleged by the SO.

Meanwhile, Nilu has said that the SO was aware of the fact that she and Lakshman were engaged. “The SO, who was drunk, asked my male colleagues to take Lakshman to the police station and thrash him,” alleged Nilu.

GRP SO RP Sati refuted all charges and counter alleged that Lakshman was caught in a compromising position with Nilu in a room. “They were in a compromising position when I went to my room to take my key,” claimed Sati.

He added that when he asked Lakshman to leave, he didn’t comply and indulged in an argument following which he was taken to the police station.

Sati added that in the police station, Negi entered into a scuffle with two constables, Neeraj and Pankaj, following which Lakshman sustained some injuries.

Sati said that Lakshman was booked under Sections 323/332/353 of the IPC. He was produced in court today and remanded in judicial custody. Sati added that Nilu has been asked to appear before DGP Subhash Joshi to present her case.

Woman held with 2.5 kg marijuana

The Kankhal police arrested a woman involved in the trade of narcotics late last night. On a tip-off, the police caught Rekha red-handed from Kankhal area while she was on her way to sell ‘charas’ to potential buyers.

As much as 2.5 kg marijuana was seized from her possession. During interrogation, Rekha said that she had been involved in this trade for quite some time. The team was led by station officer NC Semwal. A case has been registered at Kankhal police station against Rekha under the NDPS Act. According to Semwal, the cost of the ‘charas’ in national market is about Rs 2 lakh.

Father, son held

Roorkee: A father-son duo was arrested on the charges of attacking and injuring a bank manager here on Tuesday.

While the father, identified as Pramod Tomar of Mohanpura village, was sent to police custody three days ago while his son Anil Tomar got arrested today.

Both the alleged accused reportedly attacked Naresh Singh Chahal, a manager of Uttarakhand Gramin Bank, 10 days ago following a minor tiff. Chahal was reportedly received several injuries in the attack. — TNS

Youth arrested

Roorkee: A youth was arrested on Tuesday for attacking a cop and helping his accomplice escape from custody.

Police said Sarwar, resident of Satti locality, attacked Rajinder Raturi, along with three others, four days ago when the cop arrested their team member. While others were arrested earlier, Sarwar was at large. — TNS

Nurses’ stir off, for the time being

Under pressure from the public, the staff nurses today deferred their strike for 75 days following a “favourable” response from the government. They had been on strike for the past five days.

The three state hospitals was abuzz with activity as the nurses resumed duty late in the evening. What sealed the matters was a communiqué from the principal secretary, health, KD Raju, asking for 75 days to meet their demands.

There were indications of a thaw yesterday after office-bearers of the Uttarakhand Nurses Service Association held talks with negotiators deputed by health minister Ramesh Pokhriyal.

“We have not called off the stir but have postponed it till August 30,” said Anjana Bhowmik, secretary, Uttarakhand Nurses Service Association.

The Nurses are demanding upgradation of grade pay scale so that their salaries are on a parity with that of central government nurses, timely promotions and enhanced uniform and washing allowance.

“The government has assured the nurses that most of their demands will be met. For this, a proposal has already been sent to the authorities concerned,” said Dr PL Joshi, DG, health.

Javelin thrower Sandeep banned for three yrs

India’s number two javelin thrower Sandeep Yadav has been banned for three years from participating in any university athletics meet.

Sandeep Yadav was caught last year at the All-India Inter-University Athletic Meet at Kottayam for participating under a fake name from Hemwati Nandan Bahuguna Garhwal University team.

The incident took place on December 22, 2008 when the Asian All-Star bronze medallist Sandeep Yadav was caught by the organising committee for participating under the name of Dharmender Yadav.

The matter was brought to the notice of the officials by Punjabi University, Patiala, during the event.

He will also be denied a government job for his act. At the meet, he had registered a throw of 62.85m that placed him at third position.

When the matter came to light, an inquiry was set up. The Association of Indian Universities has decided to impose a ban of three years on Sandeep and his friend Dharmender.

The HNB Garhwal University was spared punitive action just because the university took action against the officer responsible for the incident Digamber Rawat.

The university has dissolved its Sports Council immediately after incident.

The Association of Indian Universities has also decided not to approach the Athletics Federation of India.

The decision will provide Sandeep Yadav an opportunity to participate in the 2010 Commonwealth Games. Sources said that the association will keep a check on Sandeep and Dharmender that they do not get a government job.

Long-distance runner Bhandari felicitated

The Uttarakhand Athletics Association felicitated long-distance runner Surender Bhandari at a press conference here today. The Chief Minister gave him a reward of Rs 2 lakh last evening.

Surender Bhandari won a gold medal at the Asian Grand Prix Athletics competition held in China recently. He had also represented India at the Beijing Olympics.

Bhandari had joined the Army when he was 20 years old and since then, he has had remarkable achievements at the national and international level in long-distance running.

In 2004, he was placed fourth at the National Athletics competition. In 2005 at the Open National Athletics competition, he bagged the second spot. The same year, he won the gold at the inter-state meet.

His performance in Spain in the 10,000m event where he clocked 28.02 seconds helped him qualify for the Beijing Olympics. At present, Bhandari is preparing for the Commonwealth Games 2010 at Bangalore and has his eyes set on the 2012 Olympics.

Speaking to the media, Bhandari said, “There is not much difference between the training methods of Indian and foreign athletes.

The difference is that children in foreign countries start preparing for competition at a much early state.”

He said that if villages of the state were provided basic facilities for sports, one could find a good number of talented athletes from among village folk.

“Facilities like good grounds and coaching should be given at the village level,” said Bhandari.

RIMC cadets scale Mt Banderpoonch

Carrying forward the rich tradition of excellence and gallantry, cadets from the Rashtriya Indian Military College (RIMC) along with team leader Sanjay Kumar scaled Mt Banderpoonch (20,340 feet) today morning.

Beginning the final ascent, the team toiled against inclement weather conditions to reach the top at 6.30 am today. It was against continuous snow and sleet that the mettle of this young contingent was put to test and they emerged stronger than ever before.

The team included cadet Piyush Raj, cadet Harsh Arora, cadet Bhupinder Singh, cadet Krishnapal, cadet Tabish Hasan, cadet K Arjun and team leader Sanjay Kumar. Other team members include cadet Avinash Kumar, cadet Sonu Kumar, cadet Prakhar Kaushik, cadet Tarun Munna, cadet Kumar Vikram, cadet Saurabh Singh, Satender Kumar and UP Dalvi (deputy leader).

The expedition was flagged-off on June 4 by Major General (Retd) SD Mohanty. RIMC cadets had earlier scaled Mt Black Peak (6,387-mt), Mt Jogin III (6,116-mt), Mt Bhagirathi, Mt Gangotri-I (6,672-mt) and Mt Deotibba (6,001-mt). RIMC Commandant Col H Dharmarajan praised the team for their achievement. He told that it was brilliant milestone for the RIMC and the summiteers as well.

Kalam peps up IAS officer trainees, kids

Former President Dr APJ Abdul Kalam, who was on a two-day visit to Mussoorie, addressed IAS probationers at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) here today.

Dr Kalam reached LBSNAA late in the evening on Monday. After a brief rest, he addressed officer trainees under Phase IV here. Today, he addressed officer trainees under Phase II for about two hours.

Dr Kalam took out 15 minutes from his busy schedule to give a motivational talk to children of the staff at LBSNAA.

He emphasised upon the need and importance of knowledge. He also shared his personal experiences. “The former President briefly told us about his childhood and how he was able to become a nuclear scientist,” said Smita Saudiyal, a students who interacted with him. Dr Kalam left the academy after lunch.

Roadways staff, cop clash over stop

Thousands of people got stuck in a traffic jam on Delhi-Haridwar highway near local bus stand following a scuffle between roadways staff and a local police officer here today morning.

Sub-inspector Ajay Pasbola reportedly beat up the Haryana Roadways driver, Karam Singh when he did not oblige the policeman and refused to stop the bus at an unauthorised bus halt. The Sirsa depot bus was on its way from Haridwar to Sirsa.

The agitated roadways staff parked the bus in the middle of the road and blocked the traffic for more than an hour at around 10 am.

The conductor of the bus also alleged that it did not go well with the cop when he asked him to pay for the ticket.

Meanwhile, long lines of vehicles were seen on the both sides of the road. However, the traffic could be resumed only after the ASP Arun Mohan Joshi reached at the spot and calmed down the roadways staff.
