Moga, June 10 A five-km stretch of the rural road between Madarpur Sanghera and Dharam Singh Wala villages that was badly damaged in the floods has not been constructed as per the laid down specifications, exposing a nexus between the contractors and officials of the Mandi Board, which is the executing agency. As per the details available with The Tribune, the village panchayats of Takhtuwala, Akaliwala and nearby villages submitted a written complaint in this regard to the district magistrate in April, this year. The district magistrate asked the public works department (PWD) to conduct an inquiry into the allegations. Daljit Singh, the assistant executive engineer of the PWD, revealed to The Tribune that during physical verification, he found that the road was not constructed as per the laid down specifications. He said that the contractors were supposed to lay down eight drainage pipes under this road but only three pipes were found to have been laid during physical verification. Similarly, hardly any roadside berms of four-feet width were found on both sides of the roads, which were mentioned in the laid down specifications by the Mandi Board while allotting the contract, he added. Jaskaran Singh, a junior engineer of the Mandi Board under whose supervision the road has been constructed, told TNS that he has stopped the payment of the contractors. "We will revise the cost estimates of the money used on the road work and then clear the payment of the contractors accordingly," he said. However, the local people with whom The Tribune interacted alleged that there was a clear nexus between the contractors and officials of the Mandi Board to give more profit to the contractors. They also alleged that the material used to construct the road was also not as per the specifications, which also requires proper testing by quality control engineers. It was learnt that no legal action has been taken so far against the contractors and officials concerned of the Mandi Board due to political pressure of some senior leaders of the ruling party. In another case of misappropriation of funds, many farmers of Gatti Jattan village got grants of Rs 1,41,618 by preparing false documents of crop damages in connivance with the panchayats during the 2008 floods. A criminal case under sections 419, 420, 467, 468, 471 and 120-B of the IPC has been registered at the Dharamkot police station on Monday against Jarnail Singh Nambardar, Raj Singh, son of Jarnail Singh, Bindera, the wife of Mohan Singh, Paramjit Kaur, the wife of Joginder Singh Shindo, the sister of Jarnail Singh, all residents of Gatti Jattan village and many others and further investigations were in progress.

Sriganganagar/Abohar, June 10 A married woman from village Gulabewala informed Kesarisinghpur police station that one Jaswinder Singh allegedly established physical contact with her and later regularly exploited by showing obscene photographs that he had managed to get clicked. ASI Mahabir Prasad said the complaint has been registered under sections 376, 120B, 504, 382, 526, 323, 34 of the IPC and investigation was in progress. In a complaint lodged with Ramsinghpur police station, a woman accused three persons of sexual exploitation. She alleged that one of the culprits initially accepted her as wife and later his friends too joined in sexual exploitation. The persons named in the FIR were identified as Malkiat Singh, Sukhdev Singh and Binder etc. Three cases under the Dowry Prevention Act, one each in Suratgarh, Anoopgarh and Matili Rathan have been registered, police sources said. The persons named in the FIRs lodged on the basis of statements given by Maya Devi, Sheela Devi and Ram Kaur included Sukhdev, Sita, Sunita, Hari Chand, Ashok Kumar, Mana Devi, Buta Singh and Jagiro. All the complaints alleged intimidation due to insufficient dowry adding that they were forced to leave the house of their respective in-laws. Besides, Surjit Kaur of village Paliwala was allegedly assaulted by some persons over a dispute for canal water.

Man reunites with wife after 10 yrs
Fazilka, June 10 A poor migrant labourer, Prem Narain alias Pappu (42), a resident of village Tikanpur in Aurraiya district in Uttar Pradesh had come in search of greener pastures to Punjab along with some of his companions. He intended to earn a livelihood to support his wife and three minor children whom he had left behind in his native village Tikanpur. After some time, his companions returned to their native villages. However, Prem Narain, who is mentally retarded, lost track of his family and reached Fazilka. He led a nomadic life wandering here and there all these 10 years. He met one Bisram in the nearby village of Rana. Bisram was incidentally a resident of his native village. He could hardly tell his name and the name of his native village. Realising his pitiable condition, Bisram, a fruit vendor and one Baaz Singh, a milk vendor of nearby village Ojhanwali, helped him. In what was a remarkable coincidence, Bisram went to his native village Tikanpur to attend a marriage. There, he met Ram Darshani who narrated her woe to him informing that her husband had disappeared in Punjab. When Bisram inquired about the features of her husband, he said that such a person frequently visits him. He said he could possibly be her missing husband. Upon this, Ram Darshani accompanied Bisram to village Rana five km from here. Her joy knew no bounds when she recognised the person who used to visit Bisram as her husband. It was a happy union of the wife and husband. Tears of joy rolled down the cheeks of Ram Darshani. After a happy reunion, the couple with the help of Bisram and Baaz Singh, have decided to go back their native village Tikanpur where Prem Narain alias Pappu will meet his three children.

Bathinda, June 10 Simarjeet Singh, husband of the deceased Jaswinder Kaur (23), said that a few months ago, his wife had gone to her parental village Raiyya, where a dog bit her. At that time the injury was minor so the family did not bother. On her return, he urged her to get vaccinated so that the rabies did not aggravate. Fearing the pain caused by vaccination that she believed is administered around the navel and in abdomen, she refused to undergo the treatment. He said that a few days back, she stopped consuming water. She was taken to a doctor in Talwandi Sabo who termed the infection as serious. Immediately after, she was rushed to some hospital in Bathinda. On the way, she had a severe attack of rabies and started behaving wildly. She injured her sister Manjeet Kaur and mother-in-law Angrej Kaur, with nails and bites. Within a short time, after reaching the hospital, she died. Simarjeet said his six-month-old son also got infected as he kept taking breast feed from her till the day she died. “Eight members of our family are now undergoing the vaccination,” he added. Sarpanch of the village Gurjant Singh said, “The incident has shocked the village. All are under the fear of getting infected by rabies. The affected family is very poor. So, we have assured them of all possible support. But it is a moral duty of the district administration to bear the expenses of the treatment of the whole family.” SDM Talwandi Sabo, Anil Garg said, “We are ready to help the affected family. If they cannot afford to bear the expenses of treatment, I can arrange for free medical check-up at the Civil Hospital and free vaccines from the Red Cross Society.” |

Man gets life term for killing wife
Mansa, June 10 According to sources, the district and sessions judge Jaspal Singh Bhatia sentenced life imprisonment to Gurdeep Singh, son of Balbir Singh and Mahinder Kaur, wife of Balbir Singh, a resident of Kulana, for killing Veerpal Kaur, wife of Gurdeep. Budhlada police had registered a case against the convicts on July 24, 2007 under section 304 B of the IPC for murdering Veerpal Kaur. After the postmortem, it was found that Veerpal died of strangulation and was pregnant at the time of death. Gurdeep Singh was already in jail while Mahinder Kaur was sent to jail again as she was on bail.

FCI official held by CBI on corruption charges
Mansa, June 10 According to sources, the CBI team led by Madhu Sundan Singhal raided the FCI godown and arrested R.K. Malik. The CBI team also recovered nearly Rs 10,000 in cash from the possession of the arrested official. A section of PCI employees and others protested against the CBI raid. Later the Barreta police registered a case against 50 persons who were protesting against the CBI team. The names of the booked persons included owner of the godow, Rajinder Kumar. The case was registered under sections 353, 186, 148, 149 of the IPC. |
