While the Punjab State Electricity Board (PSEB) is celebrating the Bhoomi Poojan of the 540-MW thermal plant at Goindwal Sahib, two units of the Guru Hargobind Thermal Plant (GHTP) at Lehra Mohabbat are lying non-operational due to snags.

Sold girl recovered by cops, reunited with mother

In the racket related to selling of girls that was busted recently, the Sangat police today reunited Kamaljeet Kaur of Lal Singh Basti with her mother. She had been allegedly sold by a couple and the police recovered her on Monday. Earlier in the day, the girl recorded her statement before the local court. Confirming the details, investigation officer Sikander Singh said, “We recovered the girl from Pipli Laxmangarh in Rajasthan on Monday.

A multi-crore scam of siphoning off funds from a religious institution by the sarpanch has come to light at Dhaleke village in Moga district. After preliminary investigations, Gurdev Singh Sidhu, director of the rural development and panchayat department, has suspended sarpanch Harbans Singh with immediate effect and also banned his participation in the panchayat meetings.

As per the inquiry conducted by the district administration, "the sarpanch in connivance with the village panchayat and some other people has siphoned off crores from the funds of panj-peer, a religious institution of the village."

In the inquiry, it has come to light that the panj peer religious institution, constructed on 16 kanal of panchayat land, was in the illegal possession of the sarpanch and some of his associates. "There is a collection of lakhs of rupees in this institution and no proper record or audit has been done by the panchayat," alleged a villager.

As per section 208 of the Punjab State Panchayati Raj Act 1994, "a panchayat member or sarpanch who has unauthorised control over public property belonging to the panchayat can no longer stay on his elected post,"

Therefore, the director of the rural development and panchayat department, exercising his powers under section 20 (4) of the Punjab State Panchayati Raj Act 1994, has suspended the said sarpanch with immediate effect.

Many residents of the village also levelled serious allegations on the suspended sarpanch of cutting eucalyptus trees worth lakhs from the panchayati land, illegally occupying a piece of six kanal of land in the name of constructing a park. An attempt was also made by him to transfer four acres of common land to a youth club in the name of constructing a lake but the state government did not give permission, besides, many other allegations.

It may be mentioned that there is another controversy going on between the suspended sarpanch and a village trust set up by a local NRI over the alleged illegal transfer of three acres of land to the trust by the panchayat in the year 2001-02 and misuse of funds by the trust, which has led to the exposure of misuse and misappropriation of funds by the village sarpanches from time to time in the past one decade.

This trust has constructed a stadium and a gymnasium for the village youth but the present sarpanch has complained that the stadium land was illegally transferred to the trust by his predecessors without passing a resolution in the gram sabha meeting.

IAY scam: Sarpanch, panchayat secretary suspended

Moga: The director of the rural development and panchayat department Gurdev Singh Sidhu has suspended the sarpanch and panchayat secretary of Melak Kangan village after having established prima facie charges that they had not distributed the cheques of grants issued under the Indira Awaas Yojana to the poor beneficiaries and demanded money from them for handing over the cheques. "We will conduct a departmental inquiry and then take legal action," said the director. — TNS

Train coaches derail during shunting

Two coaches of the Lalgarh-Abohar-Jodhpur passenger train derailed in the yard of Bathinda station on Tuesday morning when the train was being shunted for the washing and maintenance.

No one was injured in the mishap and train traffic also remained normal.

Taking a serious note of the alleged “negligence” on the part of rail staff concerned for shunting the train, the railway has taken action against them and placed the pointsman under suspension.

The train 340 Lalgarh-Abohar-Jodhpur passenger which reached Bathinda station at 7.55 am, about 2 hours 15 minutes behind schedule, was being placed at the yard for secondary maintenance as the train was scheduled to depart for Lalgarh as train no. 337 at 10.40 am.

When the train was being placed in the yard for routine examination, two coaches jumped the tracks on the sick line at T-12 points at 8.50 am, railway sources said, adding that however, no one, including rail staff, was injured in the incident, the tracks and bogies were damaged in the mishap causing loss of around Rs 25,000 to the railway.

Sources added that after necessary work, the train left Bathinda for Lalgarh about 55 minutes behind the schedule at 11.35 am.

Senior railway officials, including station superintendent and officials of the engineering, loco and other sections, reached at the site immediately after getting the information and started the rescue operation.

According to the railway sources, the railway has put the pointsman, Jasmail Singh, under suspension while the shunting master, Om Pal, has been put under observation after given charge sheet. However, the railways was also pondering over the action to be taken against shunter, Sunder Shayam, the sources added.

While the Punjab State Electricity Board (PSEB) is celebrating the Bhoomi Poojan of the 540-MW thermal plant at Goindwal Sahib, two units of the Guru Hargobind Thermal Plant (GHTP) at Lehra Mohabbat are lying non-operational due to snags.

If sources in the plant are to be believed, the plant is running as a ‘sick’ unit ever since its second stage was commissioned. Hardly a month passed when the production was either not affected due to tripping or some other problem. Frequent snags at the GHTP has drawn a lot of criticism.

As of the fresh development, two units of the GHTP having capacity of 210 MW and 250 MW are non-operational since Monday and Tuesday morning, respectively. The loss is being estimated at the rate of around 50 to 60 lakh units per day per unit. The loss of generation is also being considered as a cause of concern ahead of paddy plantation.

The sources informed that unit II (210 MW) of the stage I was not functioning since Monday early morning, as the boiler tube had started leaking.

Meanwhile, unit IV (250 MW) of the stage II, which was recently dedicated to nation by deputy CM Sukhbir Singh Badal, is also temporarily shut down for repair work.

Sources in the engineering wing of the GHTP informed that the unit IV witnessed a burst in the main steam line pipe, which runs at 150 kg/cm square at 540 degrees temperature, at around 4.30 am today.

“A bend in the pipe broke down. On inspection, the bend was found to be small in size and the quality of the material used was inferior,” said an engineer.

It may be mentioned that since the commissioning of the second stage of the plant, majority of engineers concerned have been accusing the BHEL authorities of doing a sub-standard job.

When contacted, GS Chabra, general manager (operation and maintenance), GHTP, said, “We have attended to the defects. Most probably, the unit II will start operations by tonight. For unit IV, a spare part is awaited and is expected to reach by Wednesday. So, this unit may take some more time to become operational.”

The president of the District Consumer Disputes Redressal Forum says consumers here are not aware of their rights and the district administration, which has to make the consumers aware, is not performing its duty properly. Due to this, a majority of the ‘innocent’ consumers are bearing with the defective products and services silently. He advised the aggrieved consumers to exercise their right and file their complaints before the Forum.

During an interaction with this correspondent, George, the former director of the Himachal Pradesh State Judicial Academy who has been recently appointed as the president of the Forum, said the district administration here has forgot its duty to promote and protect the rights of the consumers. It lacks in making people aware about the simple procedure of sorting out their grievances.

“While the Consumer Protection Act calls for the district administration protecting the rights of the consumers, it seems nobody is ready to shoulder the responsibility here,” said George.

The local Forum has been receiving only about 20 genuine complaints in a month. Giving details, George said locals had been filing either frivolous complaints or the ones aimed at settling personal scores. “But for this, the consumer cannot be blamed as they are not properly guided,” he added.

George mentioned the sale of cold drinks, packed water, milk packets and grocery items in the city above the MRP. The president said shopkeepers in this region had been fleecing all without any fear and maintained that the consumer was entitled to lodge a complaint.

“It is the duty of the district magistrate to check such quasi-criminal activities. Meanwhile, people too are ignorant. Fearing a complicated procedure to correct the irregularities they face in their daily life, they do not raise a voice against the illegal practices. The aggrieved party must come to us with a simple written complaint after depositing a nominal fee. We are there to sort out the grievance,” added George.

Answering a query, he said, “Even if it is printed on the invoice — No warranty, No claim — one can lodge a complaint if the product is found to be faulty.”

“It is high time the authorities concerned as well as the consumer understood their duties and rights and brought to book the ones carrying out the illegal practices,” he added.

Rise in crime
SHOs shifted to ‘serve public better’

Following criticism due to the steep hike in crime graph, the district police chief effected major changes at the police stations and police posts of the district late on Monday night.

Ranbir Singh has been posted as SHO Phul, Pirthi Pal Singh as SHO Sadar police station, Sandeep Singh as SHO Nathana and Satish Kumar as SHO Maur police station. Earlier, they were posted at the Police Lines. SHO Rampura Buta Singh has been shifted to Nehianwala, SHO Nathana Gurdeep Singh has been shifted to Dialpura and SHO Phul Major Singh has been shifted to Rampura.

Sandeep Singh, in-charge of the Civil Lines police post has been promoted to SHO and will take charge of the Sangat police station. Sandeep has been replaced by Gurdeep Singh, in-charge of the RTI and Litigation Cell.

Jaskaran Singh, in-charge Kili Nihal Singh Wala, has been transferred to Nandgarh check-post. Harwinder Pal Singh, SHO Sadar police station, Gursewak Singh, SHO Sangat, Daljeet Singh, SHO Nehianwala, and Gurser Singh, SHO Dialpura, have been sent to the Police Lines, Bathinda. Besides, 10 more officers have been transferred. SSP Ashish Chaudhary said, “Reshuffle was necessary. I ordered it on the request of my subordinate superintendents. We are hopeful that the change would help us in serving the public in a better way.”

Sold girl recovered by cops, reunited with mother

In the racket related to selling of girls that was busted recently, the Sangat police today reunited Kamaljeet Kaur of Lal Singh Basti with her mother. She had been allegedly sold by a couple and the police recovered her on Monday. Earlier in the day, the girl recorded her statement before the local court. Confirming the details, investigation officer Sikander Singh said, “We recovered the girl from Pipli Laxmangarh in Rajasthan on Monday.

She was produced before a local court, where her statement was recorded under section 164 of the CrPc.”

The girl stated to the police that she was sold for Rs 1.4 lakh to Parkash, son of Rameshwar, the kingpin of the racket.

For the past one month, she was assured of her marriage with Parkash. Her mother Sukhjeet Kaur expressed ignorance about the deal and said Kamaljeet used to sell clothes. It may be recalled that with the arrest of one Jaspal Kaur and her paramour Major Singh from Nar Singh Colony in Doomwali, the Sangat police had claimed to have busted the racket on June 5.

During the preliminary interrogation, the accused couple had admitted that during the past couple of months they had sold four girls to one Rameshwar of Rajasthan, who had further sold them. The accused couple is on police remand till Wednesday. Meanwhile, the police had been conducting raids to nab the other accused in the case and recover the other three girls.

Cops claim gang of thieves busted

With the arrest of five persons, the Bathinda police claimed to have busted a gang of thieves involved in about a dozen thefts committed in the city during the past couple of days. The gang is being named as "Vicky Babe Da Gang".

As per the information received, the CIA staff nabbed the members of the gang from the Paras Ram Nagar-Behman road canal-bridge while they were conspiring a big theft in the city.

The arrested accused are Vicky Baba of Sirsa, Som Nath of Paras Ram Nagar, Rajinder Kumar alias Sonu of Sirsa, Kuldeep alias Gorkha of Sirsa and Raj Kumar of Paras Ram Nagar here. They all have been booked under section 399 and 411 of the IPC.

Rajinder Kumar, in-charge, CIA staff, informed that the gang members had admitted 10 thefts committed in the city.

Earlier, the gang used to have a network in many cities of the state. After Ludhiana, they landed in Bathinda a couple of week ago.

About their modus operandi, it has been informed that they used to locate aloof houses in the morning and committed thefts at night.

The police has recovered 60 grams of gold from the possession of the arrested gang.

Lovers end life in Moga

Moga, June 9
Two young lovers had allegedly committed suicide by consuming tablets of sulphas (poison) at village Chirag Shah Wala about five km from Kot-ise-Khan in Moga district, last night.

As per the details available, Daljit Kaur (22), daughter of Fauja Singh, a resident of this village fell in love with one Bikramjit Singh, son of Baldev Singh, a resident of village Ghukian Wali near Ajnala in Amritsar district about six months back when she had gone in that village to attend a marriage ceremony.

After that they started meeting regularly but the parents of the youth were not willing to marry him to Daljit probably due to caste considerations. Yesterday, he came to Chirag Shah Wala village to meet her.

There is a house lying vacant in her neighbourhood where he called Daljit to meet him but they consumed Celphos and ended their lives. Today in the morning, the bodies were recovered and sent for postmortem examination.

The police had initiated inquest proceedings under section 174 of the IPC. — TNS

Woman, paramour commit suicide

A woman along with her alleged paramour today committed suicide by consuming poison at village Panjava in Muktsar district.

Sources said, the deceased Paramjeet Kaur (22) and Jagga Singh (26) of village Panjava were having an affair. About three months back, the girl was married in village Nehianwala Kotha. On June 3, she eloped with her paramour Jagga Singh. Later, family of the girl nabbed both near Abohar.

The matter reached the village Panchayat, which today tried to effect a compromise. Meanwhile, the woman and her paramour consumed tablets of Celphos. SHO Lambi, Harinder Singh Chameli said, "We have started inquest proceedings.” SHO Kotwali Harmeek Singh Deol said, "The case would be probed by Lambi police.” — TNS

BSF seizes heroin

Within a span of few days, BSF sleuths have seized yet another consignment of drugs along the Zero Line of the Indo-Pakistan border which was intended to be smuggled inside Indian territory.

BSF sources said that at 11:55 am today, BSF troops belonging to 7 Battalion recovered a consignment of 2 kg heroin which was hidden beneath the ground between border pillar number 194/3 and 194/4 near the border outpost Dona Telumal.

The modus operandi adopted by the smugglers was "conceal and clear.” BSF sources said the consignment was wrapped in a green plastic bag and seemed to be of Pakistani origin. — OC
