The problem of respiratory diseases is so prevalent among children of this city that almost every other child, visiting a paediatrician or a general practitioner, displays symptoms related to respiratory diseases. This shocking fact surfaced during a study on “prevalence of respiratory diseases among children in Bathinda,” conducted by Dr H.S. Narang, a city-based paediatrician recently. Dr Narang said that some 20 to 30 per cent of children visiting them during this time of the year, displayed symptoms like cough, shortness of breath, wheezing, asthma of frequent nasal symptoms related to allergies.

Gang out on bail, city sees rise in theft cases

Incidents of snatching, burglary and theft have increased in the city in the recent past. During the past one week, hardly a day had passed when cases of chain snatching and house thefts has not been lodged with the local police.

In one such case, Surinder Kumar of Model Town, an eminent personality of the local Arhitya Association, lodged a complaint with the Civil Lines police that he along with his family had gone to Bajakhana on Saturday night. When they returned early morning, they found all the articles lying scattered. He claimed that he had lost 45 tolas of gold and Rs 25,000 in cash. The Civil Lines police registered a case under sections 457 and 380 of the IPC.

In another case, Suman Kashyap said two unidentified men on a scooter snatched her chain near Quila Mubarik on Saturday morning. In her complaint with the police, she alleged that the scooter was an old one and did not bear the registration number.

Two days before that, two motorcycle-borne youth had snatched a gold chain from a woman employee of the agriculture department on the Mall road.

During this week, the Civil Lines police have registered number of cases of two-wheeler thefts. In one such case, one Rajwant Singh had his scooter stolen from near the court complex. That the thieves have crossed all limits is obvious from the fact that the district police has registered a case of theft of 10 KV electricity transformer from Kalyan Sukha village.

Apart from such incidents, many more cases of vehicular thefts and snatching have been registered at other police stations of the district. But in most cases, the investigation is confined to only registering of the cases for the sake of record.

A senior police official informed that a gang of thieves, nabbed by the Bathinda police some weeks ago, had recently come out on bail, and might have restarted their activities.

When contacted, SSP Bathinda, Ashish Chaudhary said, “I too have come to know about the rise in such incidents. We are going to set up special check-posts to contain such incidents. Moreover, the drive, which was slowed down due to elections is going to be re-launched with renewed vigour.”

In his judgment, president of the forum, Sanjay Garg has directed the PSEB to pay compensation to the tune of Rs 100 per day for the period since the Board has not replaced the defective meter of the complainant Baldev Singh.

In his complaint, Baldev Singh had contended that his meter had become defective in the month of June 2007 and thereafter, the Board started charging the electricity bills on an average basis. Earlier, they were charging as per his bi-monthly consumption amounting to 416 units. However, from the month of July,2008, they started charging him taking his bi-monthly average consumption as 866 units.

Baldev Singh asserted that his actual consumption was very less and he should not have been charged on average basis. He further pleaded that the Board was deficient in services as it had not replaced his meter from the month of June, 2007 till date. Sanjay Garg, president, while quoting the relevant regulation framed by the Punjab State Electricity Regulatory Commission, held that the PSEB was liable to pay compensation at the rate of Rs 100 per day for the period during which it failed to replace the defective meter of the consumer till its replacement with a new meter.

The Consumer Forum also directed the Board to pay the complainant Baldev Singh a sum of Rs 2,000 as compensation for the period June 2007 to December 2007 and thereafter Rs 100 per day for each day's default for the period from 1.8.2008 till the Punjab State Electricity Board replaces the meter of the consumer with a new one. The Forum also quashed the penalty of Rs 2,000 imposed on the consumer as sundry charges by the Punjab State Electricity Board. The Forum further directed the Board to pay the complainant Rs 1,000 as litigation expenses.

BJP protests case against councillor

The Bharatiya Janata Party (BJP) has strongly protested against the registration of a criminal case against its councillor Ravi Makkar and kin of two other women councillors allegedly on the behest of members of the local wine syndicate.

As per the information available, a deputation of the saffron party comprising Geeta Chaudhary, president of the South Mandal, Kaushal Pihwal, senior vice-president in the Municipal Council, councillors, Suversha Narang, Thakur Dass Siwan, Kamal Nagpal, Rajinder Chaudhary, Kamal Nagpal and Buta Singh, district unit general secretary Arun Narang and Virender Grover, legal adviser of the BJP here, met DSP Tarun Rattan Sharma and alleged that councillor Ravi Makkar, Rishi Narang, son of a councillor and Titu Chhabra, husband of another BJP councillor, had been ‘falsely implicated’ in a case at the behest of a liquor baron, who heads the local syndicate.

None of them was present near the Alamgarh bypass at the time of the reported clash. The other faction had allegedly attacked the younger brother of Ravi Makkar, as he opposed fixing of a kiosk illegally near the Alamgarh bypass on Friday with malafide intention.

The syndicate reportedly formed by other licensees had allegedly been "mounting pressure" on Makkar to join them in selling liquor and wine at pooled rates which were higher than the common market. Grover later told The Tribune that they had cautioned the authorities that the law and order situation may worsen, if the activities of the syndicate members were not checked effectively.

How the authorities allowed opening of about hundred branches while spots had clearly been defined in the contract, the deputation wondered. The deputation told the authorities that more than 150 persons had been deployed by the other faction near the Alamgarh bypass to harass the workers of the Makkar group.

“The DSP has assured us that the complaint lodged by the syndicate group would be thoroughly investigated and there will be no house for injustice,” Grover said.

Meanwhile, the Sadar police have also entertained the complaint from Raman Makkar, who was allegedly assaulted and had to be shifted to the Civil Hospital at Fazilka.

A case against liquor baron Shiv Lal Doda alias Sholi, his kin Amit Doda, Raj Kumar Chalana, Kali Bathla, Rajneesh Raja and 20 other persons had been registered under section 382, 336, 323, 324, 148, 149 of the IPC and 25, 27, 54, 59 of the Arms Act , sources said.

The police sources clarified that a case against the members of the Makkar group had earlier been registered under section 341, 336, 323, 324, 427, 148, 149 of the IPC and 25,27,54,59 of the Arms Act and not under section 307 as propagated by the regional electronic and print media.

Dr Narang said that some 20 to 30 per cent of children visiting them during this time of the year, displayed symptoms like cough, shortness of breath, wheezing, asthma of frequent nasal symptoms related to allergies. He was of the view that respiratory diseases have been on the rise. The spurt in respiratory diseases in the city was attributed to increasing air pollution and thermal ash.

Among other causes for greater incidence of respiratory disorders were poor food habits, lack of exercise, stress, polluted water and increased use of pesticides, Dr Narang added.

On the type of diseases caused due to air pollution, Dr Narang opined that allergic bronchitis and allergic asthma were affecting the children more. Then comes allergic rhinitis, bronchitis, etc.

He was of the opinion that the environment of the city was playing havoc with the life of children and if things did not change for the better, time was not far when tuberculosis will assume the form of an epidemic.

Disclosing his observations, Dr Narang said that on an average, around 12-15 per cent children displayed symptoms like cough, shortness of breath, frequent nasal symptoms, wheezing and asthma.

He maintained that the respiratory symptoms had increased in the recent past.

“The physical condition of the children is having an adverse effect on their ability to study and play,” claimed Dr Narang.

“Repeated chest infections decrease immunity of children which results in making them unable to tolerate stress. The condition also severely affects their ability to concentrate on studies and outdoor games,” he observed.

On the remedial measures, Dr Narang quoted to have remarked that as most of the vehicles running in the city were not fuel efficient and were a major source of harmful emissions, it was high time that the law of the land has been followed and steps like banning of vehicles with harmful emission and regular pollution check of the vehicles taken.

At the same time, industrial units causing pollution should be dealt with sternly and burning of wheat and paddy husk should be strictly banned.

Further, to safeguard the lives and health of children, afforestation should be promoted and good eating habits be inculcated among children, said Dr Narang.

Leaders of several political and non-political outfits have come up in support of the labourers who have been struggling for plots to construct their houses. Politbureau member of MCPI (U) Chandershekhar said that providing employment and houses to the poor was the duty of the government.

Trade union leader said that SAD had adopted anti-poor policies and as per the Indian Constitution and the 73rd Constitutional Amendment, Panchyat land were for the purpose welfare of poor people and development common people. He said that the arrest of labourers and their leaders was undemocratic. NREGA was not implemented properly in Punjab, he added.

General secretary of Punjab Kissan Sabha and leader of CPI (M) Lehamber Singh Taggar said that it was the right of every person to have a house. He said that plots for houses should be provided to all landless and houseless people in the state.

Jagroop Singh, leader of CPI, said it was the duty of the state to inquire why big part of population was without houses and job. Former MLA and SAD leader Sukhvinder Singh Aulakh said that houses were basic necessity but forcible possession of government land was not right to acquire it.

District Congress president and MLA Ajitinder Singh Moffar criticised the state government for not providing plots to labourers for living.

Former MLA and CPI leader Butta Singh also supported the demands of labourers and said that they should take the support of other pro-poor people organisations.

Leader of Bhartiya Kissan Union Ekta (Ugrahan) Ram Singh Bhaini Bagha said that their outfit had been also fighting for the same cause but state government was not fulfilling its promises.

Leader of the UCPI Charan Gill said that all progressive and pro-poor people outfits should be consulted for the purpose. Leaders opined that absence of basic amenities was the main reason for any movement. The people of this area had been reeling under scarcity of basic needs.

Speaking at the ‘Dhanyavad rally’ in Bhadra segment of Hanumangarh district that made a part of Churu constituency due to delimitation now, Mandelia said the BJP would have been completely wiped out of Rajasthan, had some Congressmen not played a spoilsport.

“Even when Ram Singh Kaswan of the BJP has emerged as winner from Churu, I assure better performance for getting development projects sanctioned for the area,” he assured.

Notably, the party high command had delayed finalising the second list of candidates only to accommodate the minorities while other contenders from other communities had cautioned against putting Mandelia from Churu, a senior party activist pointed out.Haji Maqbool Mandelia MLA from Churu, local legislator Jaideep Doodi, Haji Dau Khan Qureshi, former legislator Sanjeev Beniwal, former minister Jai Narain Poonia, Municipal Council president Jagdish Prasad Chachan and Dharam Pal Meghwal, chairman of the Panchayat Samiti exhorted the party men to shun differences and work for the betterment of the common people.

The traffic rules are not enforced here in this town housing about 1.5 lakh people, thanks to the apathetic attitude of the authorities concerned and poor infrastructure facilities. Commuters can often be witnessed riding on two-wheelers without helmets, without wearing seat belts in car, jumping red lights in a hurry and crossing from the railway crossings even when they are closed by the gatemen.

The policemen on traffic duty act as silent spectators to all these happenings. They hardly bother to control the haphazard traffic even when accidents have become a common feature everyday claiming at least 25 lives due to poor traffic management.

A recent survey of the town conducted by The Tribune revealed that even long whistles by a fast approaching train fails to deter most of the motorists. The gatemen close the gates on time but the people riding two-wheelers and rickshaw pullers including the pedestrians instead of waiting for the train to go, tend to cross through the closed gates in a hurry.

On almost all the railway crossings, no traffic police personnel are deployed and in case any policeman happens to be on duty by chance, he hardly takes pain to stop such people risking their lives.Dwarka Bansal, chairman of the Citizens' Welfare Council has said that people should not try to cross railway crossings when the gates are closed.

"People should be extra cautious when it comes to unmanned level crossing. They must carefully look before crossing over," he said. ople. The Railway Act considers this violation as trespassing while the Motor Vehicle Act considers it as negligent driving, he said.

As far as the traffic blues on the main square in the heart of the town are concerned, it is one of the worst managed by the police. Even as the district magistrate has banned the stoppage of buses but the traffic police hand-in-gloves with the private bus operators give them the liberty to stop and take passengers posing traffic dangers to the common commuters.Things are so worst that sometimes even the traffic lights create confusion among the commuters resulting in traffic jams on the National Highway.

The problem has been compounded as most buildings and commercial establishments have flouted regulations without providing parking space as per the PUDA rules and building bye-laws.

This crisis faced by traffic managers has only exposed the police, the Municipal Council and administration authorities in poor light.

DIG BSF Wassan accorded warm send off

With the distinction of being awarded Police Medal for meritorious services in 1999 followed by the President's Police Medal in 2006, DIG BSF Ferozpur sector, Mohinder Lal Wassan today superannuated after rendering 38 years of distinguished service to the Border Security Force (BSF).

Wassan, who had joined BSF as Assistant Commandant on October 29, 1971, started his long eventful career with the "Seema Praharis" as Company Commander in Fazilka sector. Thereafter, he was posted at various frontiers including Assam, Far Eastern States, Jammu and Kashmir serving along the international border and also discharged Internal Security(IS) duties as well. While being posted on IS duties in Jammu and Kashmir, Wassan conducted many anti-insurgency operations against the militants and even sustained bullet injuries during the same. As a mark of his valour, Wassan was awarded Wounded Medal and Antrik Suraksha Duty Medal by the BSF and was subsequently selected for training the "Black Cat" NSG commandos in Manesar, Haryana.

Wassan commanded battalions during the election duties ensuring fair and free elections. Owing to his academic quest, he attained a degree in MA (Military Science) and was promoted as DIG in the year 2003. He commanded sector headquarters in Guwahati and Ferozepur besides serving Punjab Frontier as DIG/PSO looking after logistical and administrative aspects of the troops deployed along the Punjab border.

He was accorded a warm send off by the BSF troops and officials here today at the Indo-Pakistan Joint Check Post, Hussainiwala.

Bankers to hold strike on June 12

The Indian Banks’ Association (IBA) and the United Forum Bank Unions (UFBU) have failed to arrive at a settlement over their wage revision negotiations and resolve matters pertaining to pension option.

In a press release, NK Gaur, vice-president, All India Bank Employees Association, while protesting the development stated that the bank unions had decided to go on a day-long nationwide strike on June 12. It would be followed by a two-day strike in July the dates for which were yet to be finalised, Gaur added.

He stated that though the IBA had revised its offer of increasing the wages of the bank employees to 15 per cent from its earlier offer of 13.09 per cent as part of the ongoing 9th bipartite talks, the bank association leader thinks that the IBA’s offer was far below their expectation of 25 per cent and hence rejected the offer.

Gaur further stated that the other offer from the IBA, which was also rejected by the bank association leaders during the talk, was the implementation of the New Pension Scheme for the fresh bank employees, who were to join after 9th bipartite wage negotiation.

Also, the UBFU leaders are demanding the implementation of one more option for pension for over 2.50 lakh bank employees that could not avail of the offer when the banks first offered it during early 90s.

Cops nab five persons, claim to have foiled dacoity bid

With the arrest of five persons late on Sunday evening, the Bathinda police claimed to have busted a gang of criminals who were planning to perpetrate a dacoity at the time of arrest.

As per the police sources, the accused were arrested from the Bathinda-Mansa road and the police recovered 250 grams of gold and sharp-edged weapons from them.

A case under sections 399 and 402 of the IPC has been registered with the Kotwali police. Interestingly, all the accused are kin.

In-charge of the CIA staff, Rajinder Kumar, said, “We got a tip-off that accused were chalking out a strategy for perpetrating the crime. We were also informed about their den.”

“When the police team raided that spot near Patiala railway crossing, all were present there. On frisking, 250 grams of gold and two sharp-edged swords and some iron bars were recovered from their possession,” he added. 

The names of alleged gangsters are Buta Singh, his brother Jagsir Singh, their cousin Gurmukh Singh (all of Deep Nagar), one Ram Singh of Rajasthan and a Shinda Singh of Mansa. Buta Singh was the kingpin and was wanted in various criminal cases registered against him in Faridkot and Moga districts.

When contacted, the SP (D), Ajay Majuja said, “Interrogation of the accused is going on.”

Training session for PRTs concludes

The 12-day ‘In Service Training Programme for PRTs concluded at the Kendriya Vidyalaya No.1, Bathinda Military Station on Saturday.

Various aspects related to the teaching-learning process were touched with special emphasis on spoken English and Computer Aided lesson during the programme.

The three resource persons, namely Surat Malhotra, head mistress KV Zirakpur, Surriya Parveen, PRT, KV 1, Patiala Cantonment and Makhan Lal, TGT Hindi, KV 1 Bathinda Military Station made the participants well versed with the new teaching learning technologies, changing trends in the system of education, National Curriculum Framework 2005 and the basic concepts of Common Minimum Programme flagged by Kendriya Vidyalaya Sangathan.

Group work was planned by the resource persons under different modules such as role play, dramatisation, extempore, presentation of Computer-aided lessons, and educational games to make the classrooms more bright and wonderful. 

Course director and venue principal T.D.Garg inspired the participants by sharing his experiences during his service.

Arjun Jee, principal, DPS, Bathinda, was the chief guest at the closing ceremony. He distributed trophies among the winners of different competitions organised during the course. — TNS

Man commits suicide

Bathinda, May 31
Mystery shrouds the death of Jagjit Singh (35) of village Bhalaiana, who allegedly committed suicide by consuming poison here today.

According to information available, Jagjit, a bus driver by profession, had differences with his wife and obtained divorce. Later, he started living with Gurmeet Kaur of Udham Singh Nagar, Bathinda.

Police sources said Jagjit and Gurmeet were having an extra-marital affair. The divorced wife of the deceased had no issue while Gurmeet had kids.

Volunteers of an NGO found Jagjit near the warehouse godown located near Patiala rail crossing and rushed him to the Civil Hospital, where he died. The volunteers informed the police that on way to the hospital, Jagjit disclosed that he was upset over the dispute with his wife, due to which he wanted to end his life.

When contacted, investigating officer Ajaib Singh said, “Prima facie, it is observed that he committed suicide by consuming poison. However, the post-mortem report is awaited. We have been interrogating the deceased’s kin. A case would be registered after discussing the matter with senior officials.” — TNS
