Illegal treatment centres flourish in state
Panipat, June 7 As per the official records available with The Tribune, a private company registered under the name of Ceragem World India Private Limited has opened around 29 treatment centres across six districts in the state, including Fatehabad, Kaithal, Panipat, Karnal, Panchkula and Sirsa, in the past two months. The company claims that ailments like joint pain, TB, piles, blood pressure, arthritis, polio, paralysis, infertility, ulcers, sugar, asthma, thalassaemia, constipation, heart problems, digestive disorders and obesity can be treated easily at these centres using a South Korean machine. As per the information provided by the Directorate of Health, Haryana, that was sought under the RTI Act by PP Kapoor, a social activist, the company has five centres at Fatehabad, four at Kaithal, one at Karnal, 14 in Panipat, one in Panchkula and four centres at Sirsa. Even as the in charge of Fatehabad centres, Kuldip, has told the district authorities that there are centres running at Hisar, Bhiwani and Jind also, the authorities at Hisar and Bhiwani stated that there was no information available in the office regarding such centres, while Jind is yet to provide information on this. The authorities stated in writing that none of the centres have appointed any qualified doctors. As per the report of the Fatehabad civil surgeon, unprofessional individuals carry out the treatments to cure the above said diseases. According to the civil surgeons at Fatehabad, Kaithal, Karnal, Panipat, Panchkula and Sirsa, these centres have not sought any permission either from the Health Department or any other competent authority and are being run in violation of the norms. The civil surgeons also admitted that therapy (massaging) being used to treat patients at these centres is not recognised by the medical science. PP Kapoor said he had even sought information as to what action had been taken against these centres. All districts, expect Panchkula and Fatehbad, had replied that they had not received any instructions from the directorate of health to proceed against these clinics. While the Panchkula Health Department said the clinic premises was raided and a case under the Objectionable Advertisement Act of 1954 was filed in the court, the Fatehabad Health Department stated that therapists used no medicine and thus no action was taken against the centre. Kapoor contended that if such centres could treat patients using machines, then what was the use of MBBS and MD doctors. He said it was a bogus company that wanted to cheat unsuspecting people of their money. He asserted that it was the duty of the district health authorities to take action against such centres. When The Tribune contacted on one of the mobile numbers mentioned in a pamphlet circulated by the company, a person identified as Sanjeev stated that people were being treated through massaging. He claimed that some people had recuperated well by use of this therapy. On being asked about the qualification of those doing physiotherapy at his centre, he said they had passed their class XII exams and had been given training at Rohtak. He, however, tried to conceal the information regarding the owner of the centre. According to medical expert Dr Reetika Dewan, medical universities across the nation offer special five-year degree course in physiotherapy. She contended as to how anybody could become a physiotherapist in just 15 days. Meanwhile, the health departments of Faridabad, Sonepat, Rewari and Bhiwani have stated that there were no such centres in their districts. Though the company claims that it has its headquarters in Gurgaon, the district health authorities there stated that they had no information regarding any such centre. |
‘Links’ with Jharkhand Naxalites
Yamunanagar, June 7 The officials came here after getting inputs that one of the suspected Maoists - Samrat - was trained by the Naxalites in Jharkhand and suspected Maoists have links with the central committee of Jharkhand Naxalities, revealed a senior police official. Besides, another cause of worry for the IB officials was the recovery of hand grenade and CDs containing the training of Jharkhand Naxalites and aggressive speeches to attract the villagers to join their movement. Four inspectors of the Intelligence Bureau reached here this afternoon while other senior officials, including the joint director, IB, are expected to reach here tomorrow. The police had arrested eight suspected Maoists, including their state president Dr Pardeep Kumar and three others, Sanjay, Mukesh and Samrat. They had claimed to seize a grenade, four detonators, two country-made pistols and publicity material from their possession two days ago. All suspected Maoists have been sent in police custody till June 13. The IB officials will stay here for a few days for investigation and to visit different areas of the district, including Chhachharoli from where most of the suspected Maoists were arrested as it turned out to be the main centre of training. Chhachhroli area is surrounded by thick forests and proves to be the safest hideout for Maoists to carry out their activities, said police sources. Besides, IB officials will also probe the Jharkhand Naxalities Leaders Association with Maoists leaders of the state and their modus of operandi and their network in the state. So far, the police did not have details of all members of Maoists in the state. |

Sirsa, June 7 Shanti Devi, who ekes out a living by polishing shoes in Sirsa town, said she was taken in by the assurance of tripling the deposit by some agents. Therefore, she sold all her ornaments to raise Rs 2.65 lakh to deposit with Jadeja. Shanti Devi, who belongs to Rattangarh town of Churu district of Rajasthan, said she had six married daughters and their in-laws had refused to accept them till they get back their ornaments, which were now mortgaged with a moneylender. “I had thought that after getting thrice the amount invested with Jadeja, I would give even more cash and gold to my daughters, but everything has finished now,” she said. She had also planned to buy a small house for herself. Now, she has been forced to come to Sirsa from Rattangarh, where she polishes shoes to eke out a living for the family. |
Mother buffalo accepts clone, scientists relieved
Karnal, June 7 Dr AK Srivastav, Director, NDRI, said “Garima” walked a few steps and appeared to be in fine health. The survival of the second buffalo clone was important for the scientists as the first clone born in February 2009 had died six days after birth and another clone had aborted in the seventh month in March this year. Scientists believe that the successful cloning of buffalo calves through the “Advanced Hand-guided Cloning Technique” would bring a new white revolution and help increase milk production. “India has the largest population of buffaloes in the world, but the percentage of ‘elite’ animals is low and there is an urgent need for enhancing the population of these buffaloes and the cloning technique has the potential to achieve it,” said a senior scientist. |
Girls shine in MDU results
Rohtak, June 7 Manisha of Rajiv Gandhi Government Girls College, Bhiwani, topped BA-I with 83.75 per cent marks, Jyoti Paliwal of GVM Girls College, Sonepat, bagged the first position in BSc-I with 85 per cent marks and Neelam of GVM Girls College, Sonepat, topped BCom-I with 86.33 per cent marks. The pass percentage of BA-I is 53.1 per cent, BSc-I is 52 per cent while that of BCom-I is 50.55 per cent. Sonepat, June 7 Hooda said this while addressing a public meeting at Khewra village after launching Gram Panchayat Sadan Yojna named after Swatantarta Sainani Chaudhary Ranbir Singh in the district by laying the foundation stone of Sadan at the village. The district administration has planned to construct Panchayat Sadan in all 320 villages of the district within four years. Soon after the formation of the Congress government in Haryana in 2005, he had set the target to generate additional power of 5000 MW, he said, adding that this target would almost be achieved by the end of next year. Thanking people for voting for Congress candidate Jitender Singh Malik, he urged them to vote in a similar way in the Assembly elections also. MP Jitender Singh Malik and Chief Parliamentary Secretary Ramesh Kaushik also addressed the meeting. The CM announced a grant of Rs 50 lakh for village streets and Rs 15 lakh for the village sports stadium. Sirsa, June 7 The intentions of the party, which has not only lost the parliamentary elections miserably, but also witnessed erosion of its traditional Jat vote bank in the parliamentary poll, particularly in the Jat heartland of Rohtak, Jhajjar and Sonepat, are clear from the manner in which party supremo Om Prakash Chautala has deputed his party’s senior leader Sampat Singh to study the recommendations of the Gurnam Singh Commission’s report on provision for OBC quota for Jats in Haryana. Sampat Singh will meet delegations of various organisations and listen to their views at Rohtak tomorrow before giving his report to Chautala. The INLD plans to raise the demand of grant of OBC status to Jats after Sampat Singh presents his report, according to sources. The INLD leadership, according to the sources, was in favour of passing a resolution for raising this demand on June 1 at the time of party’s state executive meeting in Hisar, but it was deferred because none of the party leader had fair knowledge of the complete details of the Gurnam Singh Commission’s report at that moment. The sources said the INLD leadership was keen on raising this demand for two reasons. One, the party wants to convey a message to the Jat community that the party cared for its concerns and second, the INLD is apprehensive that Chief Minister Bhupinder Singh Hooda may try to please the Jat community by implementing the recommendations of the Gurnam Singh Commission before going for the Assembly poll. The INLD leadership, according to the sources, wants to preempt any such move by Hooda. Interestingly, it was Bhupinder Singh Hooda, who was the president of the HPCC at that time, who demanded the implementation of the Gurnam Singh panel’s report in October 1999, when Chautala was the Chief Minister and was preparing to go for a snap poll in the state. |

AIIMS-II blueprint ready
Badhsa (Jhajjar), June 7 The Director of AIIMS, New Delhi, Prof RC Deka, stated this while talking to mediapersons during his visit to the proposed site of the institute in Badhsa village here yesterday. “AIIMS-II will be set up with an investment of Rs 1,000 crore and it will also cater to the health needs of people residing in southern Delhi, western Delhi, north-western Delhi and North Delhi, besides people of Rajasthan, Punjab and Uttar Pradesh,” said Professor Deka, adding that nearly a dozen health institutions like the National Institute of Mental Health Services, besides the Jhajjar AIIMS, would also be established on the soil of Bhadsa village. He maintained the AIIMS-II would have OPD and operating theatres, besides a research centre on the pattern of the Delhi AIIMS in order to provide educational facilities to medical students and researchers. |

One year gone, but MC
fails to take off
Gurgaon, June 7 When the MC was established, the areas which were within the jurisdiction of HUDA, the HSIIDC and Gurgaon’s erstwhile Municipal Council till then were transferred to it. Besides the 58 sectors of Gurgaon, these areas included those specified by the notification under the Gurgaon’s Master Plan, 2021. However, till date, the MC has even failed to take over the provision of essential services like water supply, sewerage, roads, parks and streetlights in most areas within its jurisdiction from other government agencies like HUDA, the Public Health Department, the PWD, etc. The millennium city’s civic body does not have a website or even a logo to call its own. As of now, the MC authorities are carrying out a wardwise survey of the city. Apart from it, its functioning seems to have failed to take off. “We had high expectations from the MC when it was formed. However, it has not been able to bring about a noticeable difference so far,” says Vinod Kumar, a local employee. On its part, the government has changed the guard by shifting the local municipal commissioner as well as the additional commissioner elsewhere. Admitting the MC’s non-performance on several counts, newly appointed Municipal Commissioner RK Khullar maintains that taking over the public services from other government agencies would be his immediate priority. “We plan to take over these services in a phased manner after working out the modalities,” he asserts, adding that Gurgaon has made its presence felt at the international level and the “happening” city requires a “doing” local government (which the MC was supposed to be). But the million dollar question here is: Will it deliver? |

Industrialists rue poor amenities
Yamunanagar, June 7 The industrialists have sought government intervention demanding construction of Yamunanagar bypass, maintenance and widening of internal roads and state highways and also proper drainage and sewer system and widening of roads in the Industrial area. They have also demanded the removal of encroachments in the Industrial area in Yamunanagar and Industrial estate in Jagadhri. Thousands of employees work in these industries. A three-member committee of the Yamunanagar-Jagadhri Chamber of Commerce and Industry - president Gurmeet Singh Jauhar, vice-president Samira Saluja and general secretary Rajeev Vasudeva - met Deputy Commissioner Amit Kumar Aggarwal and apprised him of their problems here today. “The traffic has increased manifold due to plying of a large number of trucks besides tractor-trailers and four-wheelers. Therefore, it has become necessary to connect the Kurukshetra-Yamunanagar state highway with the Ambala-Jhota road by constructing a bypass. Besides, an overbridge should be constructed on the rail line to connect the Ambala-Jhota road with Saharanpur. It will help reduce traffic congestion on Yamunanagar and Jagadhri roads,” said Jauhar. He further complained that the Industrial area even lacks streetlights posing threat to the security of workers and owners. A large number of employees in the Industrial area have night shifts. The Deputy Commissioner said work on the bypass would be completed within one and a half years while the administration would take care of the carpeting and maintenance of roads. |

Revised Pay Scales
Rohtak, June 7 Dr Vazir Nehra, president of the MDUTA, said the demand had been raised by the association at a regional consultative meeting held recently by the UGC at Jamia Millia Islamia University, New Delhi, for inviting suggestions from various teachers’ associations of North India regarding draft regulations of the revised pay scales. During the meeting, the association pointed out that the effective implementation of the UGC scheme for ensuring uniform standards in higher education would depend upon the content and character of the UGC regulations. The association welcomed the clarification issued by the UGC, withdrawing some of the most restrictive provisions in the draft regulations with regard to the Career Advancement Scheme in respect of incumbent teachers who were placed in the Reader/Lecturer selection grade as on January 1, 2006. Nehra said similar modifications should be made in the draft regulations in respect of Readers/lecturers (selection grade) in service as on December 31, 2008. |
Constable commits suicide
Rohtak, June 7 The police has booked his wife, Manisha, her parents and a cousin on a charge of abetment to suicide and criminal intimidation on a complaint of the deceased’s father, Mukhtiar Singh. According to reports, Raj Pal was posted in Faridabad and he got married to Manisha, a resident of Madana village in Jhajjar district, about six months ago. He went to his wife’s paternal home in Madana village on June 5 to bring her back to his house in Girawar village. However, Manisha did not return with her husband Raj Pal, who returned alone and took some poisonous substance at his house at night. He was taken to the PGIMS where he died. |
20-yr-old raped, 2 held
Rewari, June 7 Sources said family members of the victim, along with some villagers, spotted the duo while dropping the victim on the outskirts of the village in the early hours on Saturday. They overpowered the two youths and handed them over to the police. During interrogation, they revealed their identity as Nar Dev Yadav and Pradeep Kumar Yadav of Tigra village, near Ganiyar village. Both Ganiyar and Tigra villages fall under the Ateli police station of Mahendergarh district. The girl and the accused were medically examined at the Civil Hospital at Narnaul. Consequently the Ateli police registered a case of abduction and rape against the accused. Both Nar Dev and Pradeep were today produced before the Duty Magistrate of Narnaul who remanded them in judicial custody. |
5 gangsters arrested
Kaithal, June 7 The police has seized one country-made pistol, live cartridges, “gandasi” and some other articles from their possession. According to SP Sultan Singh, the members of this gang were allegedly involved in dozens of theft cases. The SP said on a tip-off, a police party raided a bus shelter at Saran near Deoban. The criminals tried to flee but were overpowered. They have been identified as gang leader Sushil Kumar, a resident of Roop Garh in Jind district, Raman Balmiki, a resident of Mullapur near Agroha in Hisar district, Sanjay, alias Sanjeev Khati, a resident of Bhagpur district in Jhajjar, Sanjeev Kumar Balmiki, a resident of Kakrod in Jind distict, and Sandeep Kumar, a resident of Anayat in Sonepat district. The accused were produced in the court of ACJM VP Sirohi yesterday and sent to 14-day judicial remand. |
3 youths killed in road mishap
Rewari, June 7 The mishap occurred when they were coming from Bawal to Rewari to buy a tractor from an agency here while the tanker was going towards Banipur Chowk, near Bawal. The Model Town police has registered a case against the tanker driver, who reportedly fled after the accident. |

Jhajjar, June 7 The committee will not only keep a watch on police functioning during the investigation but also assist it by providing evidence in this regard. Besides, the committee will inform the villagers about the investigation as well. The case has also been handed over to the CIA branch in order to speed up the investigation process. Earlier, the Jhajjar Sadar police was making investigation into the case and it had arrested a youth, Shamsher, a resident of same village, in this connection. He is on police remand. Meanwhile, the police has booked nearly 20 residents of the village on a charge of disrupting traffic on the national highway and causing inconvenience to road users. SSP Saurabh Singh said the steps had been taken to speed up the investigation process, besides making it transparent. Satish was found murdered on May 28 in the village. |
