Bikers rob 2 youths of  Rs 10 lakh
Tribune News Service

New Delhi, March 15
The terror of bikers’ gang continues to haunt the people of the Capital as two more youths were robbed of Rs 10 lakh by motorcycle-borne miscreants at gunpoint in the Jhilmil Industrial Area of Northeast Delhi last night.

According to information, Mukund and Dharmendra, who work for copper merchant Arun Jain, were going on the company’s scooter when they were accosted by two motorcycle-borne robbers around 9 pm.

The duo was carrying Rs 10 lakh that they had collected from one of Arun’s clients. The cash was lying in the boot of the scooter and it seems the robbers knew about the money. Not bothering to extort the money from the duo, robbers showing a country-made pistol asked them to handover the scooter.

As soon as Mukund and Dharmender got down from the scooter, the robbers zoomed off on it leaving behind their motorcycle.

According to Seemapuri police station officials, where the case has been lodged, the scooter was later found near Dilshad Garden Metro station in an abandoned state.

The motorcycle left behind by the culprits turned out to be stolen. “It seems the robbers were aware that the money they will get from the robbery will be far more than the price of the motorcycle they were riding.

They probably took metro train after dumping the scooter. We are trying to get hold of the CCTV footage of Dilshad Garden Metro station so as to get some break through in the case,” said a police official.

Statement of rape victim enough: Court

New Delhi, March 15
The statement of a rape victim is sufficient evidence to nail the accused, a city court has said in its order.

Additional Sessions Judge Ravinder Dudeja said a rape victim’s statement would be accepted while he sentenced a 19-year-old youth to seven years imprisonment for raping a woman after entering her house on the pretext of being an electrician.

“If the victim of rape states on oath that she was forcibly subjected to sexual intercourse, the said statement will clearly be accepted, even if it is uncorroborated,” the judge said in the order last week.

The court said an accused could be convicted on the basis of the victim’s testimony alone if it inspired confidence and looked natural.

“In the tradition-bound and non-permissive society of India, a woman is more conscious of the danger of being ostracised by the society and being looked down by the society and would want to avoid publicity on account of fear of social stigma,” the court said.

In the present case, the convict had alleged that the woman could not be trusted as her testimony indicting him was not supported by any independent witness, despite the fact that the alleged offence was committed in a densely populated area. —IANS

2 suspected thieves found electrocuted
Tribune News Service

New Delhi, March 15
Two men who villagers alleged were thieves were found dead in the Issapur village under Jaffarpur Kalan police station in South West district this morning. The bodies bore electrocution marks besides injury marks forcing the police to register a case of murder. The deceased have been identified as Ashish, alias Awadh Narayan, and Raju who stayed in JJ Cluster near Dwarka.

Both are from the Jharkhand region, the police said.

According to the police, it received a call around 8 am about two men lying dead on the road to Issapur village. When the police team reached the spot, villagers expressed ignorance about seeing the men and suggested that some outsiders have put the bodies there. However, the inquiry led police to believe that the duo must have come to the village to steal cable wires from the tubewell and were caught by the villagers and killed.

“The bodies had the electrocution marks. While villagers say that they must have got electrocuted during the stealing, there are enough signs that the duo have been electrocuted by someone,” said a police official close to investigation.

The deceased also had injury marks apart from torn clothes. However, villagers expressed ignorance about the whole matter.

Investigation is on and a police team has been deployed in the village. Although, no arrest has been made so far, police is hoping to crack the case soon.

212 FIRS against poll hoardings, banners

Tribune News Service

New Delhi, March 15
According to a statement issued by the Delhi police, it has registered more than 200 First Information Reports (FIRs) against hundreds of hoardings, banners and posters that have sprung up in the national Capital as part of campaign by various political parties in the lead-up to the forthcoming general elections.

“We have already registered 212 FIRs in various districts against the illegal putting up of hoardings and posters,” said a senior Delhi police official.

According to information, strict action would be initiated against all the offenders. Without naming any political party or politician, the official revealed that the force has already removed 470 hoardings and 751 banners under the Delhi Prevention of Defacement to Public Property Act 2007, which came into effect from March 1.

Under the Delhi Prevention of Defacement of Public Property Act, 2007, any person can file an FIR with the police against illegal advertisement in his area and demand action.

The fine for putting up these illegal hoardings and advertisements has also been increased from Rs 200 to Rs 50,000.

In addition to this, on being guilty, one can be imprisoned for a period of one year. Under the new Act, residents who have erected hoardings on their rooftops will have to remove them as this is also in contravention of the policy. And if found flouting this rule, appropriate action would be taken against them.

‘’Directions have been issued to all district DCPs to pull down any such posters that violate the Act and register cases. The police is playing a very vigilant role in the matter and nobody would be able to get away,’’ said Rajan Bhagat, PRO, Delhi police.

According to a senior police official, in many cases the political party being advertised on the hoarding is implicated if it is proved that the hoarding was put up with the permission of the party. ‘’Normally, if the hoarding carries any text or photograph, we first question that person.

If he is able to prove he has no idea about the hoarding, we approach the publisher, who then leads us to the persons responsible for putting it up,’’ he said.

CBSE admits error in maths paper
Consideration will be given to it in the marking scheme
Tribune News Service

New Delhi, March 15
The Central Board of Secondary Education (CBSE) has admitted to a printing error in the Class 10 mathematics question paper and said that students who attempted that particular question would not unnecessarily lose marks.

“There was a problem in a particular question. Consideration will be given to it in the marking scheme,” said M.C. Sharma, controller of examinations CBSE, a day after students complained that a question in the third set of the mathematics question paper was wrong.

Calling the error a “typographic misprint”, Sharma said, “A panel of experts will meet on Monday and a decision would be taken on the marking scheme.”

Thousands of students across country and abroad sat for Class 10 CBSE maths exam on Saturday. Many found the paper tough and indirect.

However, controversy arose over question number 19 of set 3, as students complained that it had incorrect dimensions that would yield no solution.

The question had asked to construct a triangle similar to a given triangle. “If we used the given angle, the dimension of one of the sides fell short. In the other two sets, the angle was marked differently,” said Aman Sehgal, a student who sat for the exam.

As anxious students and parents spoke to the teachers concerned to look into the problem, CBSE officials accepted that there was a mistake.

This year, over 1.45 million students are sitting for the board examinations at over 5,000 centres spread across the country and abroad. Of them, 8,24,438 students are appearing for Class 10, while 6,37,578 students are appearing for Class 12.

12-yr matrimonial dispute settled in 30 min
As many as eight cases were pending before different courts in the Capital.

New Delhi, March 15
For Zeenat Sheikh (name changed), the legal battle she was fighting against her husband for 12 years seemed to drag on and on. But Sunday brought her big relief when her case was settled by a Lok Adalat, and that too in just half an hour!

Zeenat, 58, married Ismail Khan, 65, in 1980 and the couple has five children. But after some time the marriage started turning sour and they ended up filing cases against each other. As many as eight cases were pending before different courts in the capital.

But on Sunday, the matrimonial Lok Adalat (People’s Court) organised by the Delhi Legal Services Authority (DLSA), solved all the eight cases in just 30 minutes and ordered the husband to pay Rs.300,000 to Zeenat in four months’ time as final settlement.

Lok Adalats are informal courts whose decisions cannot be challenged in any other court. The litigation is free. The matrimonial Lok Adalat on Sunday was the second such session. It began on March 1 this year.

Former registrar-general of the Delhi High Court B.B. Gupta, who was presiding over the matter, told IANS: “To settle a matrimonial dispute there is need of an informal atmosphere so that both the parties can be taken into confidence so that they feel someone is ready to hear their grievances. Giving a patient hearing to these matters helps a lot.”

He added that in the present matter, the dispute was minimal but it dragged for 12 long years just because they were not heard properly.

Another matrimonial case that was decided was of Ruksana. She had married Deen Mohammad in 1993, but they began to fight often. Their dispute reached the court in 2002 and it dragged on for over five years. The case was settled Sunday when the husband agreed to pay Rs.100,000 to the wife and she agreed to take back all the cases against him.

“We have received a very good response from the litigants, especially in matrimonial adalats that are now a regular feature. It has in fact re-written the concept of Lok Adalats in the country,” Sanjay Sharma, projects officer DLSA, told IANS.

“The idea is to offer an informal platform for the settlement of matrimonial disputes and at the same time decongest the courts of such matters. It has been the priority of this authority to settle the disputes between the parties, particularly in matrimonial and family matters, at the pre-litigation stage itself to save the time and money of the parties involved,” Sharma added.

According to data provided by DLSA, 5,426 cases of domestic violence and 7,700 cases of maintenance are pending in the five district courts of the capital. —IANS

New Delhi, March 15
With the National Capital Territory of Delhi gradually sliding into spring, it is once again time to celebrate the coming together of a large number of nations of different hues and cultural values to mark their ‘oneness’ through a common language: French. And to mark this event is the eagerly awaited annual weeklong festival of arts and culture–Francophonie.

The spread of French language and culture began over two hundred years ago when tradesmen travelled far and wide in search of commerce. Today, the French language is second only to English in terms of the number of countries where it is spoken. In fact, the language became the origin of a large number of other languages spoken in several countries.

The “Francophonie Community” today encompasses 63 states and governments which have chosen to be a part of this grouping. Every year, this community celebrates this coming together of diverse cultures through a festival of arts and cultures.

Francophonie this year will not merely comprise the traditional mela, but also other events including musical concerts and cultural evenings, theatrical shows and film show, conferences to discuss issues of relevance to the community, and even contests and competitions to test the skills of the young.

With the main organizer, the Alliance Francaise de Delhi, having successfully completed more than half a century in India, the event becomes even more significant this year.

The week is being observed from March 15 to March 22 and the highlight of course will be the mela on March 21, which will bring together more than 15 embassies and associations to present their cultures and shed light on the rich traditions and culinary specialties of the French-speaking world through live games and fun and frolic.

Eighteen films from ten different countries, including France and India, will be screened during the week at the M L Bhartia Memorial Hall at the Alliance Francaise de Delhi at 72 Lodhi Estate in south Delhi. The other countries are: Switzerland, Bulgaria, Canada, Austria, Belgium, Egypt, Lebanon and Romania.

Jazz artist Sylvain Luc and his band “Trio Sud” will open the celebrations on March 15, sharing their feelings through music. This will be followed the next day by C. Ramsauer who, with the help of her accordion, will pay tributes to the Francophonie. The young songwriter and singer from Quebec, Canada, Kym Tardif will perform on March 17.

The same evening will see a concert by the band Sunny Side Up with the Indian singer Vasundhara Vidalur singing soul, gospel and even jazz.

The final musical performance on March 18 is by Slave Farm Crew which is coming to India for the first time with its music using hip hop and rap to transmit its humanist principles.

A major highlight of the celebrations is a festival of pop French culture showcasing cinema, art, fashion and music through the ages, “The Way We Were” on March 19 through iconic French films, music by best Parisian DJs, a sampling of fashion and art, and divine period cocktails.

There will be two theatrical performances from Switzerland on March 20 and from France the next day.

When judge offered Rs 500 to end dispute

New Delhi, March 15
It was a dispute over a paltry amount of Rs.500 between a bank and a customer. And a judge at a special court here today offered the money from his own pocket to setle the case, but in vain.

Jaan Mohammed had taken a personal loan of Rs 36,000 from the ICICI Bank but defaulted after paying some instalments initially.

The case was one among around 400 cases taken up at the special Lok Adalat organised by the Delhi Legal Services Authority to settle money related disputes between banks and its customers.

The ICICI Bank expressed its willingness to accept Rs 7,000 as final payment from Mohammed. But he resisted, saying he would not pay more than Rs 6,500.

The presiding officer, in a bid to settle the dispute and reduce at least by one case the huge backlog of litigations in his court, offered Rs 500 to Jaan Mohammed.

But he refused to take the help and said he was ready to settle the case in a trial court.

“In money matters, one cannot force any party to accept a given amount proposed by the opposite party,” said a judicial officer who was handling one such Lok Adalat at Patiala House Courts complex.

At least 297 cases of private banks were listed for the day. From these 240 were settled. And 89 from 96 cases of public sector banks were settled in the special court.—IANS

Seminar on Punjabi culture held
Our Correspondent

Noida, March 15
A two-day seminar on “International influences on Punjabi language, literature and culture” was organized by the Punjabi Academy, Delhi, on Friday.

A number of scholars from Punjab, Delhi and abroad presented their papers and attended the seminar.

In his keynote address at the seminar, Sutinder Singh Noor, a noted scholar and vice-president of Sahitya Academy, New Delhi, said that even the connotation of international influences has been changing over the years.

Noor traced the international roots of changes and influences on people of Punjab, Punjabi language, culture and civilization right from the days of Aryans and Alexander’s invasion of India. The Greeks, Arabs, Persians, English—all affected the Punjabi language and culture through the centuries.

Noor said cultural effects have ideological connotations also. According to a recent survey, he said, Chinese is the leading language which is spoken by 150 crore people.

Chinese is followed by 51 crore English-speaking people, 48 crore have declared Hindi their mother tongue while 14 crore speak Punjabi. Germany and France have stoutly rejected the English language and American philosophy, Noor remarked.

Then Punjab and Punjabi came under the impact of Sikh Gurus and Gurbani. British and French influences were also to be traced on the Punjabi language, culture and civilization. The latest being the influences of European languages on Punjabis abroad.
