While the ruling Bharatiya Janata Party (BJP) has been working overtime to make the first election rally of the National Democratic Alliance (NDA) prime ministerial candidate LK Advani in Uttarakhand, scheduled to be held here on March 8, a grand success, the opposition Congress has started crying foul.

The party has charged the ruling party of allegedly misusing the official machinery for political ends. The Congress has urged the Election Commission to immediately send a team to look into the matter.

State BJP members would be presenting a purse of Rs 3 crore to Advani during the "Vijay Sankalp Rally", besides formally launching the campaign for the Lok Sabha elections in the state. The day would also mark completion of the two-year of BJP rule under Chief Minister BC Khanduri.

Dinesh Aggarwal, Congress legislator from Laxman Chowk assembly segment of Dehradun city, has charged that the ruling party has allegedly been indulging in largescale 'loot' from traders, shopkeepers, businessmen and contractors to collect the Rs 3 crore purse for Advani.

Aggarwal further alleged that the entire transport department of the state has been mobilised to being in people from all parts of the state for the rally. "The entire transport system of the state will be paralysed in view of the largescale misuse of official vehicles that will be used to ferry people," he alleged. Suryakant Dhasmana, media incharge of the Congress, said the BJP should come out in the open about the forcible collections being made in the name of the rally. "The poor people of the state are not capable of giving money for political rallies, but the BJP has been targeting traders, shopkeepers, contractors and engineers. The Election Commission should take cognizance of the issue," he said.

On the other hand, ruling BJP has denied all the allegations. "We have involved all the party workers, office-bearers and even sympathisers to collect money. It is a blatant lie that money is being collected forcibly," said Dr Devender Bhasin, chairman of the state media advisory committee and a close aide of Khanduri.

Bhasin said the party has distributed coupons starting from Rs 50 onwards in the entire state to party office bearers and workers to collect money for the purse. "By doing so we would be involving each and every party worker and even voters in the efforts of BJP to win the Lok Sabha elections," he said.

Bhasin added that the collection of money has been done in a most transparent manner and it has been written on the coupons that they are valid till March 8 rally, so that nobody could misuse it later.

"Congressmen have nothing to show as compared to the two-year rule of BJP in the state, so they are frustrated and giving vent to it by making wild allegations," he said.

Pak pilgrims visit dargah

By granting visas to the pilgrims from across the border, especially post Mumbai attack; the Indian government has shown its broadmindedness, feel all Pakistani ‘zaireens’ (pilgrims), who reached here today morning to participate in Urs at Piran Kaliyar masouleum of Pir Sabir Sahib.

“We are grateful to Indian government and Pakistani government as well, which issued us visas to visit the dargah to offer our prayers during Urs. The visit has also saved the age-old tradition of Pakistani zaireens participating in Urs here,” said Abdul Hameed, the leader of the group.

Satisfaction of paying ‘Jumma-namaz’ at the Sabir Baba shrine was quite evident on the faces of the pilgrims.

“We have faith in Allah so we were quite hopeful about our visit even after unpleasant developments,” said the pilgrims while indicating towards the growing tension between the two countries after the Mumbai terror and recent attacks on Sri Lankan cricketers in Lahore.

However, the pilgrims remained silent on the current situation back in Pakistan.

“We are no politicians to comment on. But we want that the tension between the countries should be eroded soon,” said Mohammad Saleem, a pilgrim.

The group of the pilgrims expressed their satisfaction over the arrangements by the administration. “We are getting warm treatment by all of our Indian brothers. Nothing is there to complain about,” said Abdul Latif and Muhammad Rafiq, group members.

The guests, who have been granted visas till Wednesday, are being put up under security cover at Sabri Guest House in ‘dargah’ premises.

The Pakistanis crossed Attari border yesterday noon. Shamsher Ali and Aamir Hussain, officials of Pakistan High Commission in India, accompanied the group.

Due to unwillingness of different government departments to part with some space of their premises, the move to keep left turns free at important road junctions of the capital city, to facilitate smooth flow of traffic, is hanging fire.

As its efforts in this direction have failed to impress the government departments to relent in the larger public interest, the district administration is likely to take up the matter with the higher echelons of power. “We have decided to apprise the Commissioner Garhwal Division to find some solution to the nagging problem of traffic congestion. Neither roads can be widened nor can left turns be kept free for want of space,” said the district magistrate Amit Singh Negi.

Although there is a provision of acquiring required space, the administration’s problem has been compounded due to lack of funds needed to pay as compensation. So, the only option left is to somehow impress upon the government departments to willingly part with the space within their premises adjoining the choked left turns. “Talks with the departments on the issue has so far failed to yield desired results,” added Negi.

In the past, the administration succeeded in bringing around private institutions to part with the land to widen roads like in the case of Saint Joseph Academy, a leading school located on Subhash Road. Its boundary wall has been shifted by about one-and-a half metres inside, which will help widen the road as well as the left turn near Abhishek Tower. As per the plan, the boundaries walls of the state police headquarters as well as the secretariat may also be shifted inside.

But more than the state government departments, which can be brought around without much hassles, it is the Central government departments including Forest Research Institute and CPWD, which have so far not shown much interest in providing space near Darshan Chowk and Tibetan Market. Similarly, the BSNL has failed to relocate its box near Tehsil Chowk despite being requested for the same.

“If willing, both departments can easily make available 4-5 ft space, which will be sufficient.,” said Negi.

In a bid to prepare for the upcoming tourist season, a meeting was held in Mussoorie to discuss several measures to regulate the traffic in the summers. One way traffic in the Landour area, on the Mall Road and also the deputation of more traffic police in the coming months were some of the main decisions taken at the meeting.

In a meeting held at Nagar Palika premises, IG Garhwal Range, MA Ganpathy, assured full-cooperation and support of the police in regulating the traffic during the summer season and assured that more police force would be deployed in the town for this purpose.

It was decided that one-way traffic would be re-enforced in the Landour area and that the local vehicles would avoid using the Mall Road and would be routed through the Camel’s Back road during the summers.

Chairman of Nagar Palika OP Uniyal, SP (Traffic) Neelesh Bharane, members of the Nagar Palika and representatives of Mussoorie Hotels Association were present at the meeting.The problems of encroachment on the Mall, electricity and water supply were some of the other issues that were brought up at the meeting.

Sabha members condemn mela works

The Sarva Brahman Yuva Mahasabha (SBYM) has condemned the Kumbh Mela officer Anand Vardhan for deliberately ignoring the below quality material being used in the preparatory works for the mela.

The sabha has urged the Governor BL Joshi to look into this matter and take appropriate action. The SBYM held a meeting in this regard today and said the use of sub-standard material was dangerous to the crores of Hindus who would be here during the mela.

State general secretary of the sabha Ashish Sharma has demanded immediate action in this regard. “The quality of material being used by the contractors is an invitation to trouble. The mela officer, despite knowing this, has done nothing in this regard.”

The sabha members also objected to the construction of several bridges instead of one solo bridge between Malviya Deep and Subash Ghat. The members felt that this has indirectly been done to favour contractors. They also objected to the mela officer’s view of changing the places of Teerth Purohits and certain other measures.

Others present at the meeting included Dr Rajendra Parashar, Sanjay Gaud, Pushpendra Parashar and Vipin Sharma.

Help disabled join mainstream, say experts

A two-day workshop on maintenance and upkeep of assistance aids used by the physical challenged’ began here today at the National Manufacturing of Braille Appliances of NIVH (National Institute of Visually Handicap).

Speaking at the workshop, disability commissioner Uttarakhand Snehlata Agarwal said though the government provides assistance aids to the differently able people but it is also important that special attention is paid to their quality and maintenance.

She said several steps have been taken to provide accessible services to the physically challenged. “Rehabilitation centers have been opened in each district of the state to provide facilities to the challenged,” said Snehlata.

She said the Doon hospital would be developed as a referral center so that the complex cases could be taken up.

While programme officer Sudha Atrey said the efforts should be made to help the challenged people become a part of the mainstream society.

“We need to develop their potential rather than discouraging them, steps should be taken at the early stages so that it becomes easier for them to adjust later in life,” Atrey said.

The National Institute for the Visually Handicapped (NIVH) is an apex body in the area of manpower development, research delivery of the model services to the visually challenged at the national level.

Participants from NGOsS comprising of Cheshire Home, Karuna Vihar, Gokul, Nanhi Duniya and Sankalp attended the workshop.

Another man-eater shot
2 leopards were killed in Feb

After killing down two leopards in Uttarakhand last month, another leopard was shot dead today at Khoria village in Bageshwar Forest Division.

Divisional forest officer AK Upadhayaya said the leopard in question had killed two children and injured several others in the district.

Last month, two leopards were shot dead, one at Tehri and another at Chamoli by the forest department.

But the office of chief wildlife warden Dehradun had to withdraw its order of declaring the wild cat that had killed a 45-year-old woman, Kaushalya Devi on March 2 in Nainital district, as a man-eater after it failed to establish the identity of the wild cat.

Responding to the public outcry after the March 2 incident, the Uttarakhand wildlife authorities taking the wildcat as tiger and declared it as a man-eater.

But after examining the pugmarks, the authorities found it to be a leopard.

Abhimanyu Cricket Academy (ACA) scored a thumping 100-run victory over ICFAI University to storm into the final of the ongoing 57th District Cricket League at the Survey Stadium, here today.

Vipin was the star performer for the ACA team, as he scored 49 runs and claimed two wickets. Electing to bat after winning the toss, the team made a fine start. Openers Harsh and Paritosh gave a good start and smashed 40 runs in the first four overs. Harish contributed a useful 47 runs off 51 balls with eight hits to the fence. On the other end, Paritosh scored 24 runs, hitting one four and three sixes.

First-down batsman Ravinder failed to deliver and was out for a duck. Vipin who came in next made an important contribution and scored 49 runs. Lower order batsman Chand scored 40 runs off just 29 balls. The team set a total of 248 runs in its allotted 40 overs. For ICFAI University Parinay and Akshay took two wickets each.

Chasing a victory target of 249 runs, ICFAI University began on bad note and lost both its openers with the score on three. Middle-order batsman Nishant played a steady inning of 66 runs off 75 balls and smashed 16 fours. However, the entire team was all out for 148 runs.

Cancel factory licence, DM writes to Principal Secy

Following an enquiry into the incident of the blast in Narendra Explosives and Accessories Manufacturing Company, Ladpur, Dehradun, last year, the District Magistrate Amit Singh Negi has shot off a letter to the Principal Secretary Home Affairs Subhash Kumar, for the cancellation of the licence of the Company with immediate effect. Two persons had lost their life after a blast rocked Narendra Explosives on August 13, 2008. Subsequently, a magisterial probe into the incident was ordered and Additional District Magistrate Vinod Kumar Suman was entrusted the enquiry.

In his report submitted on February 27, 2009, the investigating officer (IO) mentioned that prescribed security norms were ignored in the Narendra Explosive. The report also mentioned that the factory is situated in a densely populated area and is not safe from the terror threat point of view as well.

“In the past also, there had been instances of the fire outbreak in the factory and many people had lost their lives. From the law and order point of view as well, it is not safe for the factory to operate from its current location,” reads the report submitted by the IO. Acting on the report, Negi has recommended the immediate cancellation of the licence of the company.

Vigil tightened to check liquor trafficking

Holi is just around the corner therefore, liquor trafficking in the holy city of Haridwar is also on the rise. Police and excise department has toughened the vigil in the entire district to counter such activities. Sale of liquor is banned in Haridwar and Rishikesh.

Last week, excise police recovered illegal liquor at Bhagwanpur, which was brought from Haryana and was being send to hilly districts. Since liquor was cheap in Haryana most of it was smuggled from that state. Though the locals point out various areas where illegal liquor is sold at lesser prices, but police has been unable to take any action.

With the Lok Sabha elections date announced, police is more focused on elections than to counter illegal liquor trade.

Last week, Kotwali police had seized several caskets of illegal English wine hidden in a car bearing the nameplate of district president of a political party.

Bio fair begins today

To revive the traditional fairs in Uttarakhand a two day Bio Fair will be held at Shuklapur on March 7 and 8. The fair is expected to focus on local resources and local technology and aims to increase rural urban connectivity.

The fair would be held under the aegis of Himalayan Environmental Studies and Conservation Organsition (HESCO) and Department of Bio Technology, New Delhi.

“We have been staging all kinds of fairs here but our fair is going to focus on the rural products, as we believe that in the coming years the rural market will attract the urban population, fulfilling most of their needs. Villagers from all parts of the state are expected to put up stalls at the fair. Special attraction would be on demonstrations on technology up gradation that can prove beneficial for those interested in cottage based industries,” said Dr Anil Joshi, founder president of HESCO.
