Sirsa, February 5 In another statement, Tarlochan Singh justified the stand of the Akal Academy, Ratia, the CBSE-affiliated school run by the Kalgidhar Society, Baru Sahib, Himachal Pradesh, whereby the school management had expelled eight Sikh students for trimming their hair. “I am against any kind of yatra for religious purposes. In no other religion do we see people blocking roads in the name of religion, much to the inconvenience of hapless road users, as has been seen in the Sikh religion,” the MP said, while talking to The Tribune. Tarlochan Singh also criticised the demand for a separate gurdwara committee for Haryana and said 12 members and one co-opted member of the SGPC from Haryana along with the president and general secretary of the Sikh supreme religious body could form a regional committee for Haryana and manage the affairs of gurdwaras in the state. The regional committee could ensure that funds collected in Haryana were used in this state only and employees appointed for the Haryana gurdwaras were appointed from this state only. On the issue of expulsion of Sikh students from the Ratia-based Akal Academy, Tarlochan Singh said the school management had every right to do so as that institution was run by people of a minority community with funds collected from that community only. “If a school funded by Sikhs cannot uphold the traditions of the Sikh religion, then who else would?” he asked. The MP maintained that the Kalgidhar Society, Baru Sahib, was doing yeoman’s service in espousing the Sikh tradition among students and everyone must support their stand. Jagdish Singh Jhinda, president of the HSGPC (ad hoc), however, ridiculed Tarlochan Singh’s statement and said if he was really against yatras, he should first ask the Indian National Lok Dal, the party that has made him a Member of Parliament to stop their “jan akrosh yatra”, which, he alleged, had been causing a lot of inconvenience to people across the state. Meanwhile, the “shukrana yatra” reached Ratia in Fatehabad this evening after passing peacefully from Aherawan, the native village of SAD (Badal) state president Joginder Singh Aherawan. |

New Delhi, February 5 On the night of December 23, 2008, a police team of 30-40 members, led by ACP Krishan
Murari, had entered Jama Masjid in uniform and shoes and had allegedly beaten up innocent and poor
labourers, rickshaw pullers and workers. It had illegally detained around 150 odd persons and had mercilessly beaten them up. The action and conduct of the police was criticised by political, social and religious leaders of several parties, including the Congress. After several panchayats and mega
panchayats, the action has now shifted to the capital with a protest march. A Congress leader on the condition of anonymity said the Congress high command had scolded its leaders for criticising the state police and had warned them of disciplinary action if they attended the
panchayat. As a result, Congress leaders led by Javed Aslum (Chairman Forest Affairs), Aftab Ahmad (district Congress president
Mewat), Maman Khan, secretary, Congress (Mewat) etc. have taken a U-turn and did not attend the protest march. There has been quite a resentment among people for the alleged police atrocity in Mewat on January 7, where a police team of 200 members entered the village and beat up innocent people. |

Karnal, February 5 Anger and grief gripped Assandh as family members of the victims - Rassa, Samarpal and Joginder - reached the Community Health Centre at Assandh to receive their bodies and anti-government slogans raised by a large number of people gathered there rent the air. The local people were furious over the tardy manner in which rescue operations were carried out by the administration and rued that no disaster management plan was in place to deal with such situations. Had the rescue operations been conducted in an orderly manner and people not allowed to gather near the borewell, three precious lives could have been saved, they maintained. Besides the administration, local MLA Rajrani also became the target of public rage and was virtually gheraoed by the irate mob which also attempted to block traffic. Left organisations and the BSP were quick to react and demanded compensation for the kin of each victim. Rassa and Samarpal, both labourers, and another person Joginder died after they had an accidental fall into a borewell while another person was seriously injured in Papharana in Assandh, 30 km from here, last night. The tragedy struck when a portion of borewell under excavation caved in and two labourers Rassa (18) and Samarpal (25) fell into the hole dug for installing a tube well. They cried for help and local people gathered at the borewell and started rescue operations. By the time the labourers were identified and the process to rescue them from the pit started, a huge mound of earth from the side of the borewell gave way plunging two more persons into the hole, virtually suffocating the labourers to death. Sanjay and Joginder were brought out alive from the pit, but Joginder succumbed to his injuries on the way to a hospital. The condition of Sanjay is stated to be critical. |

HC finds abuse of power

Chandigarh, February 5 Justice Adrash Kumar Goel and Jitendra Chauhan of the Punjab and Haryana High Court have prima facie found patent abuse of power and illegality in the process. The reply of the state Chief Secretary has now been sought for February 25. Taking up the petition filed by one Bharpai and others for quashing notifications issued between October 2005 and October 2008 under the Land Acquisition Act, 1894, the Bench observed: Case set out in the petition is that 833 acres of land was notified for acquisition for public purpose….. “Subsequent actions have clearly shown that in fact there was no public purpose, but only private purpose for the acquisition. After notification dated October 5, 2005, was issued, some of the respondents were enabled to purchase substantial part of land, i.e. more than 653 acres. “In spite of notification being well known and well-published, the state machinery allowed the sale deeds to be registered. After these respondents were enabled to purchase the land, the state machinery was used for releasing the land by notification dated October 16, 2008, under Section 48 of the Act. The notification was one day prior to announcing of the award. “Prima facie, the above facts which are borne out from the government notification and the sale deeds show patent abuse of power and illegality. “Before we pass further order, we will require the Chief Secretary, Haryana, to file an affidavit within two weeks from today, showing how land which was notified for public purpose, was allowed to be acquired by these respondents after notification under Section 4, and how the same was released to the respondents, when land was declared to be needed for public purpose and when the said respondents were not even owners on the date of notification under Section 4 of the Act.... “The state will also indicate in its affidavit as to whether any further remedial steps are being taken after fraud, abuse of power and violation of law has been brought to its notice by way of this petition”. |

Chandigarh, February 5 If reliance is placed on the documents annexed with the bail application and the issues raised by the petitioners, the police registered an FIR on the basis of a complaint, which gave details of an occurrence which was yet to take place. In their application for anticipatory bail in a rioting and criminal intimidation case, accused Som Dutt, Satya Parkash, Bhagwan Dass, Jawahar Singh and Ajit Singh have referred to the prosecution version, the FIR and the police report, to drive home the message. Quoting the details of the prosecution case, the petitioners claimed the complainant was present before an assistant sub-inspector at 7.35 am in a police station at Nuh on October 29, last year. The complainant handed over a written application, “in which he shows the time and date of the alleged offence to be October 29, 2008, at 11:10 am the same day”. The petitioners added it could safely be deduced that the complainant wrote the complaint and reached the police station before the alleged occurrence. “It is clear the present FIR is false and fabricated. And it is crystal clear from the fact that the complainant pre-planned to implicate the petitioners in a false case”. It was added that FIR dated November 5, 2008, under Section 323, 506, 452, 148 and 149 of the IPC at Nuh police station in Mewat district was registered only to pressurise the petitioners into a compromise in a civil dispute pending in a civil court. On merits, the petitioners argued the only allegation against them was they were present at the time of occurrence. But they were not present. In fact, the alleged incident never took place. Taking up the matter, Justice KS Ahluwalia of the high court stayed the arrest of the petitioners. Justice Ahluwalia also issued notice of motion to the State of Haryana. The case will now come up for further hearing on February 20. |

PGIMS to be upgraded
Rohtak, February 5 MP Deepender Singh said this had been a result of the efforts put in the recent past for getting the approval and this would prove beneficial for the residents of the region as they would get world-class medical facility. He expressed his gratitude to the Centre and the Health Minister in particular. He said the upgrade of the PGIMS was like a tribute to his grandfather, late Ranbir Singh Hooda, as the construction of the PGIMS had begun when the latter had been MP from Rohtak in 1960. As per reports, the PGIMS will get a grant of about Rs 125 crore of which a budget of Rs 25 crore would be borne by the state government. This would help in creating and maintaining a top-class medical infrastructure and services in the hospital of the PGIMS, he said. The other five existing government medical colleges, which have been selected for upgrade, include Government Medical College, Amritsar; Government Medical College, Tanda (Himachal Pradesh); Government Medical College, Madurai (Tamil Nadu); Government Medical College, Nagpur (Maharashtra); and Jawaharlal Nehru Medical College, Aligarh. According to Deepender, the state government had already offered to provide 250 to 350 acres of land to the Central government to set up an extension of the AIIMS at Badsa village in district Jhajjar. A team of the Union Health Ministry yesterday visited the proposed site of the institute and he hoped that the proposal would mature soon. |

Gurgaon, February 5 Addressing a public meeting as part of his election campaign in the Pataudi Assembly segment in the district today, Chautala asked the people to oust the Congress from power by voting in favour of his party nominees in the coming elections. The INLD commander, who kicked off his election campaign for the Gurgaon Lok Sabha segment from Alipur village in the Sohna Assembly constituency yesterday, toured a number of villages of the area. During the public meetings, which were dominated by INLD cadres and flags, Chautala asked the people whether they were getting enough power, water and price for their agricultural produce. Buoyed by their response in the negative, the former Chief Minister promised to buy wheat at Rs 1,400 per quintal and sell it at Rs 7 per kg to the common man, besides giving Rs 1,000 monthly allowance to the unemployed and raising old-age pension to Rs 700 per month if his party came to power. Addressing the villagers, he asserted that the common people like them struggled to vote a party to power, while the government was formed by capitalists and industrialists. Terming the Congress as a pro-rich and anti-poor party, Chautala asked the villagers to remain united and firm on making a people’s government during the next elections.Near-absence of the BJP leaders was a politically significant aspect of his public meetings, which also indicated that the Gurgaon Lok Sabha seat has been wrested by the INLD. |
Mystery shrouds woman’s death; husband booked
Gurgaon, February 5 The victim, Reena’s in-laws were all set to perform the last rites without informing anyone. However, her parents and kin came to know about it and reached the cremation ground. They allegedly thrashed her husband and informed the police. Reena’s brother Vickey told the police she got married to Sanjay 11 years ago. He alleged that Sanjay started torturing his sister for dowry. Vicky said they gave her money many times hoping that Sanjay would stop beating her up. However, it did not help. He said Reena had recently asked him to give her Rs 50,000 as she required it for her husband. Reena’s mother Shankuntla Devi alleged that her son-in-law had relations with another woman because of which he killed her daughter. She said Sanjay had called them up to say that Reena was not well and he was taking her to AIIMS. “There are many good hospitals here. Where was the need for taking her to Delhi; anything could have happened on the way,” she said. Sanjay told the police that Reena was not keeping well for the past few days and her health deteriorated yesterday following which she died. The police has registered a case under Sections 304-B and 498-A against Sanjay. |

Fatehabad, February 5 Pawan, a resident of Hinjranwan village, was arrested by the police on June 20, 2006, at Bhagat Singh Chowk, Ratia, with 15 fake currency notes of Rs 100 denomination each while he was trying to circulate the notes in the market. All notes bore identical numbers and there were many discrepancies in the notes. The police booked Pawan under Sections 489 (B) and 489 (C) of the IPC and recovered a computer set used for the purpose. In another case, Additional District and Sessions Judge JS Dahiya today sentenced a drug trafficker to 10-year imprisonment and imposed a fine of Rs 1 lakh. The accused, Vinod, a resident of Mohammed Pur Rohi village, was arrested by the police along with two others with 40 bags of poppy husk on October 4, 2004. The other two - Radhey Sham and Dharam Pal - were acquitted by the court for want of evidence. |

Budget session opens today
Chandigarh, February 5 After the Governor’s Address, the house will adjourn after paying tributes to all those prominent persons who died after the last session of the house. The next three days are holidays. While February 7 and 8 are Saturday and Sunday, February 9 is a closed day in view of Guru Ravi Das Jayanti. The business advisory committee will meet tomorrow morning to plan the final programme of the session. But the Budget is likely to be presented before the house on February 16. The session is likely to conclude on February 20. Earlier the session was to start from February 4 but was postponed in view of the death of veteran freedom fighter Ranbir Singh
