6th arrest in DDA scam case

Taking further the investigation into the alleged irregularities in the allotment of 5,328 flats by the Delhi Development Authority (DDA), the Economic Offences Wing (EOW) of the Delhi police today made the sixth arrest.

According to information, the police arrested a Bahadurgarh resident Satbir, who is a close associate of Deepak Kumar, already arrested by the EOW in connection with the case. The EOW is questioning Satbir for further clues, as he is believed to have forged documents for Deepak Kumar.

Deepak, arrested on January 11, was accused of obtaining two PAN cards giving different names and addresses, besides helping co-accused to open a bank account using forged papers. Ironically, Deepak is the person who informed the police about the entire scam planned by ex-DDA official M.L. Gautam.

Meanwhile, the police has begun verifying the details related to finances, PAN card numbers and other documents furnished by successful candidates from the Bulandshahr and Khurja area of Uttar Pradesh. “Since M.L. Gupta’s ancestral village is located in Bulandshahr and he had been visiting the area quite frequently at the time of filing the applications for the DDA flat draw, it is presumed that he got his acquaintances and relatives to apply for the flats. We are now checking the antecedents of the people who have been allotted flats,” said an official close to investigation.

According to sources, 10 people from Bulandshahr and Khurja have been allotted flats and the investigators have asked them to provide the details of the documents furnished by them for verification.

M.L. Gautam, who had been arrested for alleged offences of cheating, forgery, using forged documents as genuine and criminal conspiracy under the Indian Penal Code, is under police custody. He had managed to get 40 allotments for his men in the scheme. The EOW is also probing the financiers of Gautam. The retired DDA employee has named about 17 to 18 persons who were involved in the scam.

The DDA had on December 6 conducted a draw of lots for 5,328 flats.

7,500 cops to be recruited in NCR: DGP
Says induction of women improved police functioning

The Director-General of Haryana Police, Ranjiv Dalal, has said as many as 7,500 police personnel would soon be recruited in the state districts falling under the National Capital Region (NCR).

Talking to The Tribune on the sidelines of the closing ceremony of the 46th annual athletic meet of Government Post-Graduate College here today, Dalal disclosed that these officials would be appointed to strengthen the state police force in Gurgaon, Faridabad, Rohtak, Sonepat, Rewari and Jhajjar districts.

”The officials to be inducted include 25 DSPs, 150 inspectors, 350 sub-inspectors, 1,500 head constables and the rest constables,” the DGP revealed and added that the recruitment process was under way and would be completed in three to four months.

Dalal further stated that an advanced digital trunking system for improved communication and control worth Rs 3.5 crore, besides the latest hi-tech outdoor surveillance system worth Rs 8 crore were being installed in the city shortly.

“Gurgaon will be the first district in the country to have this state-of-the-art outdoor surveillance system, he maintained, adding that 400 hidden cameras would be installed in the city to help the cops keep track of the outdoor situation and happenings.

In response to a query, the DGP asserted that the induction of women police personnel had improved the functioning of the state police force.

“Till a few years ago, the number of women cops in the state was negligible. In a policy move, the present state regime decided to raise the number of women police personnel to 10 per cent of the total strength of the force, following which large-scale recruitment of policewomen began,” he noted.

Dalal observed that the induction of women personnel had brought a seachange in the behaviour of the male cops, who had now become “much more punctual, disciplined and soft-spoken” owing to the presence of women colleagues.

The state commissioner of higher education, Jyoti Arora, was the guest of honour at the ceremony, while the college principal, Dr Ranjana Lall, presided.

DGP, police commissioner in musical chair race

Seeing the top police and other officials, including Haryana DGP Ranjiv Dalal, Gurgaon Police Commissioner Mohinder Lal and government Post-Graduate College Principal Dr Ranjana Lall competing with each other in a musical-chair race was once-in-a-lifetime spectacle for most of the participants and viewers at the event. Dalal also delivered his speech in an informal manner, instantly striking a chord with the gathering.

3 held for cheating banks of Rs 30 lakh

The crime branch of Delhi police has arrested Mohammad Naushad, Nadeem and Junaid for allegedly cheating local banks by opening accounts and receiving credit cards using fake documents. They also got issued an EDC (swipe machine) and withdrew large cash.

As of now, cheating of over Rs 30 lakh has been unearthed.

The police had received complaints that credit cards of Axis Bank were being used fraudulently.

One person was arrested on January 20 from the Inderlok area. He said that his name is Mohammad Naushad but carried a PAN card in the name of Mohammad Shuaib.

Mohammad Naushad runs a betel shop called Naushad General Store at shop no.-1, near Badi Masjid in Inderlok. He also disclosed the names of his other two accomplices.

While Nadeem runs a readymade and woolen garments shop along with his friend Junaid. They came in contact with Naushad through this betel shop.

“Naushad had heard about persons opening accounts and getting credit cards from different banks on fake documents. He along with his accomplices opened a shop called Sahil Enterprises through the same means. They also got an EDC (swipe machine) issued from ICICI Bank and got credit cards from different banks on fake identities,” said a police official.

Two PAN cards, credit cards, debit cards and cheque books of different banks in the names of Shuaib and Naushad have been seized.

The role of bank employees is also being probed.

Dead rat found during mid-day meal inspection

In a major embarrassment, a dead rat was reportedly found in the mid-day meal of a municipal school in the Capital.

One of staff members of a municipal school in Shahdara south zone, New Kondli, Block A, said that he found a dead rat present in the mid-day meal prepared for the students on Thursday. He even clicked the photographs and made clipping of the rat.

“We inspect the food before serving it to the students. It was while inspection that I saw a huge dead rat in the meal. I complained to the principal and the food was then returned to the distributor,” said the staff member on the condition of anonymity.

He also said that the matter was reported to the principal who sent a written complaint to the Director of Education.

However, the school principal Dharam Veer Singh Tyagi refused to acknowledge the incident. According to him, the food was returned because of its bad quality and not because of the presence of any rat.

“It is just a rumour and no such thing was found in the meal. Though the quality is not satisfactory sometimes. In such case we return the entire order,” said Tyagi.

Director of Education, Prem Lata Kataria, refused to comment in the matter.

When came to know about the incident, the parents got agitated and protested outside the school. “They want to kill our children. They are least bothered about what they are serving to them. Why don’t they stop giving this filthy food when they cannot maintain the minimum standard of hygiene,” said one of the parents protesting outside the school on Friday.

This is not the first case of adulteration in the mid-day meals of the students of municipal schools. The reports of mid-day meals having worms were received earlier as well.

“It is the sheer negligence of the ruling party for not being able to provide clean food to the poor children. We demand the mayor’s resignation after this incident,” said J.K. Sharma, Leader of the Opposition.

BPO owner shoots at two brothers

A call centre owner along with an accomplice allegedly shot at and critically injured his two brothers here on Thursday midnight after being taunted publicly by them for not paying his monthly installment against the loan he had taken.

The incident occurred at the posh Shastri Nagar locality under Kavi Nagar police station.

According to the police, Balvinder, the owner of M/S Cognizant Technologies at C-83 Raj Nagar District Centre (RDC), had taken a loan of Rs 50,000 from Anuj (25), a resident of Shastri Nagar, Ghaziabad. He would pay Rs 2,000 as installment on the 17th of every month. But he failed to pay the January installment, after which Anuj reportedly misbehaved and insulted him publicly.

On January 22 midnight, determined to take revenge for Anuj’s provocative behaviour, Balvinder called his friend Saurabh and then asked another friend Thakur to phone Anuj and tell him to come to his residence.

Anuj came to his residence as requested whereupon Balvinder and Saurabh pumped bullets into him. Hearing the sound of firing, Anuj’s elder brother Deepak (28) rushed to the main gate. Balvinder and his friend Saurabh fired around six bullets at Deepak and fled from the spot in a Hyundai Accent car.

In an attempt to cover up his crime, Balvinder fired a shot in his palm and went to Kavi Nagar police station and told the police that he had been injured by Anuj and Deepak when he went to pay the loan installment.

He alleged that they had also threatened him in the past. He said he had become a defaulter due to the financial crunch.

When the police reached Anuj’s house, they were shocked to see the two brothers critically injured. They rushed them to the Sarvodaya Hospital from where they were taken to the Fortis Hospital at Noida where their condition is said to be critical.

A doctor said Anuj sustained six bullet wounds in his abdomen and thighs, while Deepak sustained four gunshot injuries in his chest and arms.

In the meantime, Kirpal Singh, uncle of the two brothers, lodged a complaint stating that Balvinder and Saurabh Gupta shot his nephews while Thakur was also an accomplice.

SO Sunil Kumar of Kavi Nagar police station said, “We have taken Balvinder into custody and are verifying the facts narrated in the FIR.” — IANS

Minister backs exporters

Minister of state for commerce Jairam Ramesh has said that the demand of garment exporters of an increase in duty drawback is legitimate and should be considered seriously by the government.

The planning commission has called a special meeting of garment exporters on February 5 to discuss the measures required to boost the apparel sector reeling under the impact of global financial meltdown. The export orders from major markets such as US and Europe are drying up.

Ramesh said this after holding a meeting with top exporters at the 42nd India International Garment Fair (IIGF) going on in the Apparel House here today.

Apparel export has been declining since August 2008. Shipments in November 2008 were 621 million dollar, which is a decline of 11.29 per cent as compared to the shipments in the same month last fiscal.

Further, the Apparel Export Promotion Council (AEPC) feels that exports in the current fiscal would be below nine billion dollar, which will be a decline of about 9.4 per cent over 2007-08.

Ramesh retreated, “The AEPC has demanded increase in drawback rates, tax holiday on export income and interest-free loan for machinery and I think that the demands are legitimate and the government should consider them.”

“Duty drawback is the single-most important step that the government can take,” he avowed and affirmed, “Garment exporters are demanding a rise in duty drawback from eight per cent to 14 per cent. In such a situation where India is losing market share to countries like Vietnam and Bangladesh, the target of 25 billion dollar would be difficult to meet.”

On being asked that exporters, including those in garment trade, have complained that the two stimulus packages unveiled in December and earlier this month, did not provide any relief to the sector , Ramesh said, “I spoke to Montek Singh Ahluwalia (deputy chairman of the planning commission) twice. He is sympathetic towards the exporters, as the stimulus packages have bypassed the apparel industry.”

A significant work on artistic research

S.H. Raza’s fascination with the spiritual ‘Bindu’ is self-evident in his work and runs as an emergent theme through his canvases. A collection of Raza’s paintings were on display at the French embassy on the eve of the release of Raza’s book, ‘Mandala’. Raza’s book, which is a significant work on artistic research and practice authored by Olivier Germain Thomas, French critic and journalist, has now been translated into English by V. Varadarajan and Padma Natarajan.

‘Mandala’ was released today at the French embassy by the ambassador, Jerome Bonnafont.

An emotional Raza nostalgically recalled his young days as an artist in Paris saying that, “I have always believed in taking my destiny in my hand. In my younger years I was extremely keen to live in Paris, for me the city of art and artists. I was in Bombay when I started studying French and after two years of hard work got a scholarship for two years in Paris.”

Raza continues in the same vein, “Being in Paris was an incredible joy for me. There was real satisfaction in working in those years despite the fact that there was little or no money.”

“However,” said Raza, “all along I have had an intense relationship with India and Indian culture. Naturally, my journey on canvas has been part of my inner evolutionary spiritual journey and since 1980 I have been doing these Mandala paintings.”

Vardharajan, translator of the book ‘Mandala’, commented at the book release, “While I was working on the book I was reminded of the enhancing description of the universal and Raza’s works are really his artistic journey of the spirit which is what he essentially symbolizes.

EC to look into malaise of bogus votes

The Election Commission today assured the BJP that it would look into the issue of bogus voters when a delegation led by the opposition leader of Delhi assembly, V. K. Malhotra met the election commissioner.

Election commissioner Naveen Chawla said that he would discuss this issue with the chief electoral officer of Delhi, Satbir Silas Bedi, to rid the electoral roll of bogus voters.

The delegation consisted of V. K. Malhotra, O.P. Kohli, Delhi chief of the BJP, Madan Lal Khurana, former Chief Minister of Delhi, Abdur Rashid, vice-president, Delhi BJP, Ramesh Bidhuri, MLA, Badarpur constituency, Vivek Goel, IT cell in-charge of the Delhi BJP and Sanjay Kaul, executive member.

The delegation appealed to the EC to make a joint mechanism of government officials and BLOs of the political parties to find out the data of bogus voters. The delegation submitted a list of 11 lakh bogus voters in various constituencies. It has also submitted photos with complete address of such voters.

The delegation also demanded to extend the date of revision of electoral roll as it was major work and could not be done in one or two weeks. The procedure to revise the rolls is to be extended till January 27 and in February, the list of electorate will be finalised.

He said when the Municipal Corporation of Delhi elections were held in 2007, the number of voters was 99.63 lakh and this number has increased up to 1.7 crore during assembly elections in 2008. He expressed surprise as to how within a year, 7.50 lakh voters had been added to the electoral roll. This should be inquired by the Election Commission.

R-Day parade causes traffic jams

The full dress rehearsal for the Republic Day today led to massive traffic jams across the Capital making it difficult for the daily commuters to reach their destinations on time. People were confused as most of the roads were jammed.

While some were aware of the full dress rehearsal, a majority of the commuters did not know about it and the morning turned out to be no less than a nightmare for them. The alternative routes directed by the Delhi traffic police also fell flat when most of the commuters got stuck in long traffic jams. Bus routes were also changed and the change was highlighted through media. Those who were not aware of this development kept waiting for buses for long hours.

“This is very irritating. People are unnecessarily honking and this is making the whole thing very chaotic. Even the traffic police is not able to manage the situation properly,” says Anand Nath, a commuter going towards Patel Chowk from Noida.

Adding to their miseries were traffic lights at most of the intersections which stopped functioning.

Even after the traffic police had issued an advisory two days ago, the traffic arrangements were not up to the mark, Nath said.

In the mornings, no traffic was allowed on Vijay Chowk, Rajpath, Rafi Marg, Janpath and Man Singh Road.

2-room flat for Rs 1.75 lakh in Noida

Noida Authority has decided to make available two-room flats for people living below the poverty line for Rs 1.75 lakh per unit.

The Authority has promised to allot these two-room flats in Sector-45 for Rs 1.75 lakh per unit.

The cost of land has drastically been reduced by Noida Authority. The work of construction of the flats has already been taken in hand.

The target date for completion of these flats is September 25 to 28, 2009. The whole project will cost Rs 22 crore.

According to engineering department of Noida Authority, work will be completed by August 2009 and possession could be handed over thereafter.

According to Noida sources, 32 blocks, with 16 four-storey flats in each block will be built.

Each room will have 40 sq ft area. The first room will be 10 x 11 ft. Each flat will consist of a kitchen, a toilet, lobby and balcony, besides the two rooms. About 30 per cent work has already been completed on the site. The roof lintel is expected be laid by January 31, 2009.

But the allotment of these flats will be made to BPL card holders.

A total of Rs 22 crore will be spent on construction of the EWS flats.

The construction was commenced in December 2008. Since the onset of monsoon slows down the pace of construction, Noida Authority engineers are trying to finish the work before monsoon.

DDA ex-officer overstays in flat

The Delhi Development Authority (DDA) has failed to get vacated the house occupied by its commissioner (personal) Sunil Kumar even after his transfer to his original cadre of Railways more than a year ago.

While working with the DDA he was allotted a house on Bhagwan Dass Road, said Udit Raj, chairman of the All-India Confederation of SC and ST. Udit Raj said, according to the rule, after transfer or retirement an employee can occupy the government house for six months. Thereafter, he has to pay its rent as per the market rate.

In an RTI filed by R.K. Agarwal, director of Nazarat R.K. Sharma said Sunil Kumar’s unauthorised occupancy of SQ number 7/12 on Bhagwan Dass Road had already been referred to Estate Officer, DDA. In response to the commercial rent charged and received, he said that market rate for the house was Rs 35,700 per month for overstay period. Sunil Kumar has not deposited any rent to the DDA, though the demand of Rs 3,21,300 was sent to him in September last year. Reminders are being issued to him.

Class VIII boy commits suicide

A thirteen year old school boy committed suicide late last night by hanging himself from a ceiling fan in his house in the Sultanpuri area of Southwest Delhi. According to the police, the deceased’s family discovered the incident around 11 pm.

Pramod Kumar was a class VIII student of a government school in C Block of Sultanpuri.

According to Om Prakash, deceased’s father, Pramod was weak in studies and often remained depressed about it. “Like every parents, we had scolded him in the past regarding his studies. However, nothing particular had happened yesterday and Pramod did not give any indication that he was planning to take such an extreme step,” said Om Prakash, who works in a private company.

A case of suicide has been lodged and Pramod’s body has been sent for post mortem to Sanjay Gandhi Memorial Hospital. “We are investigating the matter and it appears to be a case of suicide. However, we are awaiting the post mortem report and will be in a position to say anything only after going through the report,” said a police official close to investigation.

Student held for killing trader

An animation student, Navpreet, was today arrested for allegedly murdering a person  from whom he had borrowed money.

Navpreet had borrowed over Rs 3 lakh from Sandip Arora of NIT and had murdered him, as he was unable to return the money.

Sandip was into finance business and used to lend money on interests.

According to the police, Navpreet has disclosed that Sandip had been pressurising him to return the amount. He had borrowed the money to purchase equipment and tools related to animation. Navpreet of Faridabad is pursuing the course from Gurgaon.

According to the police, Navpreet called Sandip in Sector 21 on January 16 to collect the amount. He had told the deceased that someone would be coming with the amount from Delhi. He waited with Sandip in Sector-21 for a while and left in the latter’s car after a while. On the way Navpreet threw red chilly powder in Sandip’s eyes and attacked him with a knife. Sandip succumbed to his injuries. Navpreet then threw his body near a park of Municipal Corporation of Faridabad (MCF) in Sector 21.

The body was found after Sandip’s father lodged a police complaint.

Cops clueless about girl kidnapped 28 days ago

The  Noida police has failed to trace the 14-year-old girl Sajni (name changed) who was kidnapped 28 days ago from a village under Sector-58 Kotwali.

The police has lodged a missing complaint.

According to a court ruling, the case of a person gone missing should automatically be changed into that of kidnapping after a fortnight of the incident. But the police has not yet registered a kidnapping case.

Sajni’s family fears that she might have been killed by now. According to sources, some musclemen had abducted Sajni from her village. Her family has been visiting the police station for over a fortnight.

Earlier, Sajni’s brother had gone to lodge a complaint in Sector-58 Kotwali but was shooed away. The case was finally registered after he made numerous trips to the police station. According to the police, the suspects had abducted Sajni earlier too.
