The six robbers arrested after a shootout with the Delhi police on Monday at a busy south Delhi market are members of an interstate gang and reportedly had connections with notorious drug don Sharafat Sheikh who is currently lodged in Tihar jail. According to sources, some medical reports of Sheikh were recovered from the Honda Accord car being used by the gang at the time of the encounter at Green Park.

“It seems they were planning to get Sharafat Sheikh out of jail on parole citing health problems. The matter is being investigated and nothing can be confirmed as of now,” said a police official involved in the shootout.

Meanwhile, HGS Dhaliwal, DCP (south) today confirmed that Satya Prakash alias Satte and his gang members were involved in several cases of robbery in Delhi, Rajasthan and Uttar Pradesh. “‘They had robbed a family at Kota in Rajasthan of cash and jewellery worth Rs 80 lakh and had robbed several jewellers in the Sahibabad area in Uttar Pradesh,” said Dhaliwal today during an interaction with newsmen. It has also come to light that the gang was also responsible for looting 17 lakh from a bank van in the Satyaniketan area few months back.

According to Dhaliwal, 4 automatic pistols with huge quantity of cartridges, many cellular phones, 2 daggers, 1 robbed SX-4 car, 1 Maruti Zen used in the crime, 1 Honda Accord used in the crime, 1 Santro car used by the criminals to escape, 1 motorcycle used in the commission of crime have so far been recovered from their possession. The four accused, Satya Prakash, Shakeel, Sonu and Nadeem were injured in the shootout and are currently recuperating at the Trauma Centre of All India Institute of Medical Sciences (AIIMS), while two others Harpal alias Honey and Nadir surrendered in Noida.

“The injured assailants are reportedly not fit to give any statement to the police at the moment, but as per the available records, Satte had been involved in 27 cases and is wanted in around 12-13 cases of robberies at banks, houses and on roads in Delhi, Kota, Rajasthan, NCR, Panipat and other areas,” said Dhaliwal.

A case under MCOCA has been registered against Satte at the Nand Nagri police station.

During interrogation, Honey and Nadir disclosed of having committed many robberies in the area of Delhi and providing information regarding movements of cash to the members of Satte-Bittu gang. They have also accepted that they had provided information regarding jewellery shops, and banks also.

Court asks police to explain shootout

New Delhi, January 20
The Delhi High Court on Tuesday issued notice to the Delhi police asking it to explain the shootout in south Delhi on Monday after which six alleged bank robbers were arrested.

Family members of Sonu alias Kuldeep, one of the alleged gangsters who was admitted to the All India Institute of Medical Scineces (AIIMS) after he received bullet injuries in the shootout near Green Park Extension, sought transfer of the investigation in this case to an independent agency.

Kuldeep’s father Jashwant Singh also sought the court’s permission to meet him in hospital.

Justice G.S. Sistani issued the notice and asked the police to file their response by February 9.

The Delhi police counsel submitted that the police had not prevented Kuldeep’s family members from meeting him in AIIMS, but the police was not responsible if the hospital administration had not allowed them to meet him.

In the petition, Jaswant Singh said, “My son has been falsely implicated in the case. I don’t expect a fair investigation if the police will conduct the probe in the case.”

Kuldeep allegedly provided vital information to the gang of criminals.

The gang was planning to loot a bank in the Green Park area when the police intercepted them on the basis of a tip-off, the police said.

Meanwhile, duty metropolitan magistrate Sanjeev Kumar sent Nadir and Harpal to two-day police remand.

The police submitted before the court that they need to recover the weapon of offence.

The court also allowed Harpal’s counsel to meet him for an hour. — IANS

Dwarka resident held for DDA scam

The Economic Offences Wing (EOW) of Delhi police today arrested a resident of Dwarka for his dubious role in the recently held DDA flats draw taking the number of total arrests in the scam to five.

A direct selling agent Dinesh Dral was arrested from Dwarka in south-west Delhi this morning after his name appeared during questioning the arrested suspects.

Dral is accused of opening a bank account on forged papers to provide Rs 9,00,000 to one of the accused arrested for the scam. He allegedly opened a bank account in the name of one Rajiv on fake papers. From that account, Dral gave two cheques of Rs 4,50, 000 to one of the accused.

Although, police confirmed the arrest, it refrained from elaborating his role in the scam. “He was very close to the kingpin in the scam and has surely played some role in the whole matter,” said a Delhi police official.

The EOW has also sought clarification from the DDA about how a flat in Mayur Vihar, not included in the scheme, was allotted to an applicant. The probe however has not revealed any irregularity in this. “The DDA has clarified that there were no irregularities in including the particular flat in this scheme,” said additional commissioner of police (EOW) SBK Singh.

Meanwhile, police yesterday registered a fresh case against real estate agent Deepak Kumar after he was found to be in possession of two PAN card numbers. “Deepak has two PAN cards—one in the name of Deepak Kumar and another in the name of Deepak Singh. But details and photograph are the same in both,” said Singh. Deepak, who is already under arrest, has allegedly taken the lid off the fraud after he fell out with a cartel of property dealers involved in the scam.

Apart from the five arrested, the EOW is also questioning 10 more people in the scam. About five police teams from EOW are also working outside Delhi to dig more evidence against the arrested people.

2 accused in police custody

A city court today sent two accused in the DDA flat allotment scam, Deepak Kumar and Dinesh, to police custody but for varying periods.

Deepak Kumar, who was arrested earlier this month, was sent to a day’s police custody after the police filed yet another case against him, even as additional chief metropolitan magistrate Digvinay Singh sent him to 11-day judicial remand till January 31 in the first case slapped against him.

Dinesh, a commission agent who was arrested on Tuesday, was sent to three days’ police custody. — IANS

Did not like steel sprouts at AIIMS flyover? You are not alone

While the residents of the Capital have completed almost a year wondering what exactly the steel structures around All India Institute of Medical Sciences (AIIMS) flyover stood for, the Delhi Urban Art Commission (DUAC) has decided their fate.

Not pleased with the steel “sprouts” put by Jindal Stainless Steel Limited in two sections of gardens located at the centre of AIIMS flyover, the DUAC refused to give clearance to the project.

The Jindal Stainless Steel Limited got the contract to develop AIIMS flyover when the Delhi government decided to give the maintenance charges of 10 flyovers across the city to private firms.

The Jindals claimed that they had already finished 95 per cent of the work on the development of the flyover and spent around Rs 4 crore on the sprouts project.

The sprouts project started in March last year without the clearance from DUAC. The Public Works Department (PWD) officials said they were not initially sure that the project required a clearance from DUCA.

The DUCA Act makes it mandatory for any authority to get the commission’s clearance before starting any project that has anything to do with the aesthetics of the city. It was reported that the commission even wrote to the Chief Minister complaining about the violation of the act.

The residents of the city, who stop to take a look at the steel structures, also echo commission’s views.

“When I first saw them I thought they might light up in the night, but then I came in the night and they were as ugly as they looked in the daytime and I asked myself why did they do it.” said Lubna Shaheen, who works in a publication house.

Anubhav Jha a student of Delhi University thought the sprouts to be some “alien structures”. “The structures give a feeling of some alien invasion. I do not understand the relevance,” he said.

Even the construction workers working at the project site thought they were far from sprouts and looked more like balloons.

The sources said even Chief Minister Sheila Dikshit did not like the structures.

With almost everything going against the sprouts project, it looks like the steel bodies are on their way out. In the past also, the police memorial in Chanakyapuri did not get a clearance from DUAC and had to be broken down.

R-Day rehearsals leave commuters stranded

As if normal torture on city roads was not enough, traffic diversions due to the Republic Day parade rehearsals left many commuters stranded and choked in jams in different parts especially in the New Delhi area today.

Although the Delhi traffic police has been advertising about route diversions through print and electronic media, the publicity does not seem enough.

While some complained of being ignorant about the diversions, others grumbled of being confused regarding which roads to avoid and which to take. Moreover, the bus route diversion added to the woes of people, with auto rickshaw drivers having a field day charging hefty fare for only a few kilometers’ drive.

“I had a horrifying experience today while going towards Connaught Place from AIIMS. No matter which road I tried, all were blocked. It took me more than hour to find my way into CP. I had heard about route diversions but it completely slipped out of my mind,” said Akash Kapoor, a doctor.

R.K. Sharma of Noida who works in a private firm said bus routes were diverted due to the Republic Day parade rehearsals. “I was charged the same fare but had to walk quite a few kilometers to reach office. Buses were not allowed to enter the India Gate circle,” said Sharma.

However, the traffic police has appealed to people to avoid Janpath and the Vijay Chowk area on January 21 and 23. Route diversions would again take place on those days due to dress rehearsal of Republic Day parade.

“Dress rehearsal will take place on January 23 when parade route till the Red Fort will be out of bound,” said a traffic police official.

44 more roads to be out of sealing purview

In a move to benefit about 10,000 shopkeepers, the Municipal Corporation of Delhi (MCD) has identified 44 additional roads for notification as commercial, mixed-use and pedestrian shopping streets, bringing them outside the purview of sealing.

The municipal officials carried out an extensive survey as per the requirement of the Master Plan of Delhi-2021 and identified the 44 stretches in eight of the 12 zones of the corporation, MCD Standing Committee chairman Vijender Gupta told reporters here today.

After notification by the Delhi government, commercial properties in these streets will come outside the purview of sealing according to the mixed use regulations of the MPD.

Gupta expressed hope that the Delhi government will notify all these roads soon. The civic body had earlier identified 307 stretches to be notified as commercial, mixed use or pedestrian shopping streets.

Explosion in factory kills 1, injures 2

Noida, January 20
One person was killed and two others were seriously injured in an explosion in a garment export factory in Noida’s Sector-6 on Monday. The blast took place at around 12.30 p.m. because of an explosion in the boiler.

Three fire tenders took about three hours to control the fire. However, factory officials claimed that no blast had taken place in the factory.

Hari Babu, 41, was charred to death, while Ram Naresh and Kamlesh were injured and are in a critical condition in Vinayak Hospial and Max Hospital, respectively.

Some other employees— Habeeb, Babloo, Zahir, Asseemuddin Mumtaz, Abdul Rehman and Mahboob also received injuries due to commotion caused by the explosion.

The explosion took place on the top floor of Finesse International Design Pvt Ltd. The factory uses the floor for ironing of the garments and had a stock of chemicals, solvent, foam and cloth, which caused the blaze to spread even faster.

As a result of the blast, workers working on the terrace of the fourth floor were trapped. With the flames spreading in no time, workers in the adjoining factories also ran out of their factories in panic.

It has been learnt that the company does not have a No Objection Certificate.

4 held with Rs 1.5 lakh fake notes

Mussori Kotwali in Ghaziabad arrested four peddlers of fake currency and recovered Rs 1.50 lakh. Of the total money seized, one lakh was in Rs 500 note denomination while the rest was of Rs 100 denomination.

The consignment was brought from Bihar for circulation in the NCR, the police said.

According to SSP (rural), two of those arrested— Lalit Kumar and Ram Badan Chaudhary— are from Bihar. While Murtakeem is from Bijnore and the fourth one Amar hailed from Delhi.

All four men were arrested at Dasna Trijunction after they were seen loitering suspiciously.

Lalit and Ram Badan were carrying fake notes worth Rs 50,000 each, while Murtakeem and Amar had Rs 30,000 and Rs 20,000, respectively. They revealed the consignment was given to them by Tariqu alias Taj of Bihar.

Noida gives firms more time to complete projects

In the 158th board meeting of Noida Authority today, the board approved a policy under which any company or entrepreneur who finds it difficult to complete a project due to recession, will be offered extension up to 8 years to complete the project.

The period of payment of instalments will also be extended to 10 years. The first six-month instalments will clear the interest amount while the subsequent instalments will cover both the principal and interest.

Noida Authority CEO Mohinder Singh said those who were not keen to complete the project would be allowed to exit after deduction of statutory dues.

This policy of the state government will cover all industrial and development authorities in the state. The CEO said a number of representations were received from all over the state.

In another decision, the board approved the mobile eateries on various specific spots in Noida at a nominal rent of Rs 120 per month for specific period. Some norms for observing hygienic conditions and the quality of eatables will have to be observed, the CEO said.

In another decision, a four-acre plot has been allotted for construction of a hostel in Sector-44 for students of two colleges.

The Noida board also allowed guesthouses and paying guest accommodation in residential sectors for visitors coming for Commonwealth Games. Noida Authority will charge 10% from them.

About 8,000 rooms are required for the Commonwealth Games out of which 5,000 will be in Noida and the rest in Greater Noida. The paying guest accommodation would be as per the government of India scheme of bread and breakfast.

Work from grass-roots level for elections: BJP gen secy

Newly appointed general secretary of the Delhi BJP, R.P. Singh is of the view that the party should work from the grass-routes level to find out the reasons for losing assembly elections and work hard to win the ensuing parliamentary elections.

R.P. Singh, the first Sikh general secretary in the Delhi BJP, who was in charge of Jammu and Kashmir affairs, said that losing assembly elections in Delhi was not a major loss for the party. There is increase in percentage of votes that is significant.

“When I was given charge of Jammu and Kashmir, there were only two BJP MLAs in the state assembly. With the help of other workers, I made a network in the entire state and the final result is that the party had won 19 seats out of 23. This is the highest number of representatives the party has in Jammu and Kashmir,” R.P. Singh said.

Talking to The Tribune, he said that the BJP contested the first time in the valley and secured the second position in Habbakadal assembly constituency. This is the result of ground work done by his team.

When he was co-in-charge of Punjab affairs, the party had won 11 assembly seats the highest ever.

“I strongly feel that election is a game of war that needs a good strategy. If the strategy is better, election can be won,” he said.

As far as Delhi is concerned, according to Singh, overconfidence was the reason why the BJP lost power. For example, the BJP candidate lost Rajouri Garden seat by 38 votes and Patparganj by 600 votes.

Singh said there was need now to recharge the workers on zonal level. The team members under the newly appointed party president and the previous team should chalk out the strategy for parliamentary elections. Reasons for losing assembly election should also be found out by taking into confidence the earlier team members, he suggested.

The Delhi BJP general secretary who has been in politics since his days at Delhi University, said that now the party would take up the core public issues like unauthorised colonies and DDA scam that would touch the hearts of the people.

The BJP has taken nine youths in its newly constituted working committee and all these youths are former office-bearers of the Delhi University Student Union. They are very enthusiastic and committed to the party, he said.

Africa, a potential market: Rwanda President

President of the Republic of Rwanda H.E. Paul Kagame today visited the Indian Institute of Foreign Trade (IIFT) and spoke on ‘Changing International Political Economy and implications for Africa’.

Government officials, senior diplomats from different countries, students, faculty and management of the institute also attended the function.

Speaking on the Indo-African relationship and areas for improvement, Kagame said, “Though global meltdown has left the industry anxious, Africa still is a frontrunner in the list of potential markets. The time is ripe for a comprehensive business dialogue of Indian industries with key stakeholders of both public as well as private sectors in Africa.”

Kagame added India could help in the capacity building of people in African countries in international business, negotiations at the World Trade Organisation (WTO) and trade policy formulation.

He laid stress on regional cooperation to achieve economic equality. He called for a rise in living standard of people, reduction in income inequalities, bridging the gap between the rich and the poor, moving towards free and fair trade through reduction in marketing barriers, movement of persons, common passports, single monetary system and optimal use of resource endowments. 

Kagame candidly said India and Africa are no exception to the paradigm shift and evidence shows that countries sharing common borders are working on economic and political union to reap benefits of key factors of production i.e., labour, capital, technology, investment and natural resources in the region.

Plea to shift 128-year mosque rejected

The Delhi High Court on Tuesday rejected a plea of a group of residents from south Delhi seeking direction to the Wakf Board to shift a 128-year-old mosque elsewhere though it asked devotees not to crowd the area.

Hearing the petition from the residents of the Aravali Apartments from Alaknanda area, a division bench headed by Justice Sanjay Kishan Kaul asked police to ensure that the rights of the devotees who come there to perform Namaz are protected.

Wakf Board counsel Nazmi Waziri told the court that the mosque was 128 years old and was the property of the board. He said the mosque could not be shifted elsewhere as it existed there before the area was developed. — IANS

City to get 2 more BRT corridors

The union urban development ministry has cleared the construction of two more Bus Rapid Transit (BRT) corridors with certain conditions. The corridors will be completed by June this year.

According to sources, two corridors are in the pipeline — Akshardham to Krawal Nagar (12.5 km) and Moolchand Hospital to Jehangirpuri (27 km).

The government had planned to construct six corridors.

The first corridor from Ambedkar Nagar to Delhi Gate was not successful. Its location created problem for bus commuters and other vehicle users. Long jams were witnessed on the corridor.

The government has decided to change the corridor’s design so that commuters do not face problems, sources said.

BRT corridor managing director S.N. Sahai said whether the corridor would be on the left or the right side of the road would be decided in the design. Closure of cuts, turn, diversion of traffic and bus stops will be decided during designing of the corridor. The design has not been completed. It all depends upon the width of the road, he said.

The centre will grant the finance once the design is approved by the Urban Arts Commission.

After a couple of days of warm and sunny weather the winter chill is back in the Capital with the morning temperature on Tuesday dipping to 9.8 degrees Celsius. The maximum temperature was 21.0 degree Celsius.

The weatherman has predicted a colder day for Delhiites on Wednesday with maximum and minimum temperature settling around 19 and eight degrees Celsius, respectively.

Meanwhile, despite a shallow fog enveloping the Indira Gandhi International Airport in early morning, flight operations were normal. The runway visibility range was above 2,000 metres throughout last night, but it decreased to 700 metres at about 7.30 this morning, forcing airport authorities to implement low-visibility procedures. The IGI Airport has been witnessing disturbance in the flight schedules for the past two days. Yesterday, over 75 flights were affected due to inclement weather conditions.
