Faridabad, November 29
The mortal remains of Gautam Gosain, who was doing internship as an assistant chef in Taj Hotel and was gunned down by terrorists on the first night of the terror saga that ended in Mumbai today, were consigned to the flames amid emotional scenes in the city today.

Hundreds of residents joined the funeral procession and all along the 2 km journey from the parental house of Gautam in Sector 48 here to the cremation ground near Patel Chowk they raised slogans against Pakistan.

Gautam’s father Devi Singh Gosain and his mother Radha were inconsolable. Devi Singh is the president of the Garhwal Sabha in the city and is an employee of Escorts Ltd here. The family belongs to Garhwal, but has a house in Sector 48 in the city.

Gautam had received three bullet injuries below the navel region, resulting in his death. According to relatives, the last call that Gautam made to his father was at about 1.30 am, about four hours after the terrorists stormed the hotel. In the call made from his mobile, he had asked his anxious father not to make any call to him as he was getting to the basement to save his life. The terrorists had, by then, surrounded the place and were closing in on him and others. A few hours later, Devi Singh got a call from the hotel management to say that Gautam had been killed by the terrorists.

Several prominent persons, including politicians and government officials, were present at the cremation.

Students as ‘Energy Soldiers’
HAREDA, MDI join hands for pilot project

In a novel initiative to sensitise the state youth to energy and environment conservation, the Haryana government has decided to utilise the students' potential in bringing about a positive attitudinal change in their schools, homes and society.

The ambitious plan, the Bal Urja Rakshak Mission, has been conceived by the Haryana Renewable Energy Development Agency (HAREDA) and will be launched by Chief Minister Bhupinder Singh Hooda here shortly.

"The mission aims at sensitising school teachers as well as students to the vital significance of issues like energy conservation, climate change, global warming and sustainable development," said Sumita Misra, director, HAREDA, who had come to participate in an interactive session-cum-presentation on the mission organised at the Management Development Institute (MDI) here today.

The mission envisages that this team of teachers and students - developed as energy educators and soldiers, respectively -will create the much-needed awareness among the people regarding a matter of universal concern.

HAREDA, which is the state designated agency in this regard, has selected Gurgaon for carrying out a pilot project and has joined hands with the MDI, which will execute the plan in coordination with the district administration.

The agency is in the process of signing an MoU with the MDI for the execution of the mission. Prof Atmanand, dean, MDI School of Energy Management, said they had identified 25 schools of the district to participate in the programme.

A team comprising MDI faculty members and students will train the schoolchildren and their teachers selected for the purpose. These teachers and students will get a resource kit comprising relevant literature, films, posters and audio-visual publicity material and a digital energy meter to carry out an energy audit of their homes/schools.

The selected teachers as well as students will also get attractive cash incentives for their efforts and participation. After getting trained themselves, these teachers and students will spread the message of environment and energy conservation in their schools, families and society.

A series of academic events focused on the core issue of energy consciousness will also be organised as part of the programme. On the successful completion of the pilot project in Gurgaon, it will be replicated in the other districts of the state.

Representatives of HAREDA, including additional director B.S.Yadav and senior technical manager P.K.Nautiyal, besides Gurgaon DC Deepti Umashankar, ADC Praveen Kumar and the principals, teachers and students from the schools identified for the mission participated in today's interactive session.

125 women tested in college found anaemic

In a shocking revelation, all 100 girl students and 25 women lecturers, who were tested for haemoglobin in the local Manohar Memorial College today, were found suffering from anaemia.

The blood samples of the girls and the lecturers were taken in a health camp organised in the college today by the women wing of the college.

Dr D.K. Kaushik, principal of the college, was the chief guest.

A team of medical and paramedical staff from the local general hospital, led by Dr Anamika Bishnoi, gynaecologist, tested blood samples of the girl students and the women teachers and gave suggestions relating to women health to them.

Dr Meenakshi Kohli, in charge of the women wing of the college, organised the camp.

Resham Sharma, Shanta Grover, Kamla Devi, Vanita Vashisht, Seema Sharma, Jina Dhuria and Rajni were among the lecturers present during the camp.

Interestingly, all 100 students and 25 lecturers were found suffering from anaemia.

Confirming this, Dr Kaushik said the haemoglobin of all those who were tested was found to be less than 12 gm per cent, the minimum limit prescribed for women.

As many as 70 per cent of the teachers and the girls had haemoglobin contents less than 10 gm per cent in their blood.

“The WHO standards prescribe 12 to 14 gm per cent haemoglobin contents for women but the Indian standards prescribe 10 to 12 gm per cent haemoglobin considering the Indian conditions,”said Dr Renu Bhatia, a local physician, when contacted by The Tribune.

“The deficit in haemoglobin is largely due to nutritional deficiencies. In our society, people still care less about providing nutritional diet to their daughters,” she added.

“Loss of haemoglobin due to biological structure is also one reason, but that is already taken care of while determining the minimum standards by the WHO - men have higher minimum standards for haemoglobin,” she said.

Defence Colony assn seeks basic facilities

The Welfare Association of the Defence Colony on the Murthal road has sought basic facilities like sewers, drains, roads and drinking water for the colony that came into being about 30 years ago.

At a meeting of the association which was presided over by president Jitender Kaushik here recently, subedar Amar Singh said serving as well as retired military personnel constructed houses and formed a society in 1989 and named the area as Defence Colony. However, governments in the past made efforts to acquire the area of the colony for the Haryana Urban Development Authority, he added.

He said the state government’s move was challenged in the Punjab and Haryana High Court and the court gave its decision in favour of military personnel on July 30, 2001. The government appealed against the decision of the high court in the Supreme Court, but the apex court rejected the appeal.

The government had spent crores on providing civic amenities in as many as 69 unauthorised colonies before regularisation of these colonies in 2004. However, the Defence Colony, despite being within municipal limits, remained deprived of such amenities, he alleged.

Panchayat byelection schedule announced

The Haryana State Election Commission has released the schedule for the conduct of panchayat byelections for the remaining term to fill the seats of panch, sarpanch and member of panchayat samiti which have fallen vacant due to death, resignation, removal, disqualification or otherwise.

While stating this here today, State Election Commissioner Chander Singh said the relevant notices would be published on December 3 by the district election officers (panchayat) and the period for nominations would be from December 4 to 6.

The candidates would have to furnish information in a prescribed format to the returning officer (panchayat) by December 8 that he or she was not suffering from any disqualification. He said the nomination papers would be scrutinised on December 8 and these could be withdrawn by December 10.

The date of the polling, if required, would be December 21. In the case of election of panches and sarpanches, the votes would be counted immediately after the close of the polling at the polling stations. In the case of election as members of panchayat samitis, the counting would be held on December 22.

Accident death rate drops marginally

While the total number of deaths in road accidents in Haryana marginally decreased during the first 10 months of 2008, Faridabad district recorded highest number of 147 deaths followed by Gurgaon (113), Sonepat (85) and Kurukshetra (79).

As many as 1,006 persons lost their lives and 2,137 were injured in 1,976 accidents in 2007, while 975 persons were killed and 1,339 others injured in 1,533 accidents in 2008 till October 31, official sources said.

Haryana has 22 Traffic police stations (TPS) for 20 districts with two TPS each in Faridabad and Gurgaon. One TPS in each of these districts has been set up for National Capital Region, as the incidence of road accidents is higher in these regions.

Karnal district in heartland of the state showed improvement in accident rate and against 110 casualties in 216 accidents past year, only 66 persons died and 142 persons were injured in 116 accidents this year. However, in Kurukshetra the number of deaths has already touched 79 this year as compared to 68 in 2007.

No accident case was registered in Mewat and Bhiwani districts in 2007, but during the current calendar year 26 persons died in 27 accidents in Mewat, while 17 persons lost their lives in 33 accidents in Bhiwani.

The number of accidents increased from 224 to 283 in Faridabad, but the number of casualties increased from 146 to 147, while in case of Gurgaon, the number of accidents came down significantly from 227 to 159, the number of deaths rose marginally from 110 to 113.

The Haryana traffic police has identified 306 accident-prone locations in the state, which included 49 danger points in Ambala district, 35 in Hisar, 27 in Gurgaon, 24 each in Sonepat and Rohtak, 18 in Kaithal and 17 in Karnal.

The Road Safety Management System project being launched in the state from next month would pay special attention to these locations to further reduce the accident rates.

2 get 10-yr RI

The cout found Harjit Singh guilty of possessing 400 kg of poppy husk filled in 10 gunny bags. The contraband was recovered from the bunker constructed in his cattle shed on November 26, 2003. In another case, Rakesh Kumar has been sentenced for being found in possession of 300 gm of smack, which he had smuggled from UP and it was to be sold in Haryana. He was carrying the same in his Indica car no. UP78-X-7504 when he was coming from Kamal on May 11, 2005.

In both the judgments, in default of payment of fine, the accused shall further undergo rigorous imprisonment for another three years.

Youth murdered over property dispute

A youth was murdered over a property dispute in Therri village in this district last night.

Victim Gurbaksh Singh's father Fauja Singh alleged in his complaint to the police that he had a dispute over property with Bhagwan Singh of Sangatpur Dhani.

He said when Gurbaksh Singh went to his fields yesterday, some persons allegedly led by Bhagwan Singh reached there and attacked his son with sharp-edged weapons. He took his son to hospital, but he succumbed to his injuries there.

The police has booked Bhagwan Singh, his wife Jeeto Kaur, sons Hardev, Dharamveer, Hardev and Chhinda and Bhagwan Singh's brother Harnam Singh in this connection under sections 148, 149, 324, 506 and 302 of the IPC.

Husband booked on murder charge

Sunita Devi (25), wife of Rajender Kumar, reportedly died of severe burns under mysterious circumstances in Mohalla Sanghi Ka Bas here last night.

On a complaint filed by Suresh Kumar, father of the Sunita and resident of Nandrampur Bas village, near Dharuhera, the city police has registered a case of murder under section 302 of the IPC against her husband Rajender.

Suresh Kumar alleged that his daughter Sunita, who was “frequently subjected to cruelty”, was burnt to death allegedly by her husb and Rajender.

Sunita, who got married to Rajender over seven years ago, is survived by a four-year-old daughter.

8 killed as jeep, truck collide

Hisar, November 29
Eight persons were killed when the jeep they were travelling in collided head-on with a truck at Litani Crossing on the Chandigarh road here around noon today.

The deceased included two women and three children. The owners of the jeep, Rajbir and Sultan, brothers, of Khedar village, were also killed in the mishap. One of the injured has been admitted to the local General Hospital in a serious condition.

The truck was going from Hisar to Uklana on the way to Punjab while the jeep was heading towards here from Uklana. The truck dragged the jeep towards the fields on the roadside after the collision.

The dead and the injured were taken out of the jeep by villagers while the truck driver and the cleaner fled the scene of the accident.

Villagers booked for clash

The police today booked more than 12 persons of Mamidi village who were involved in yesterday’s clash that took place between two groups following a dispute over the land. The villagers were booked under Sections 323, 427,506,448, 452, 148 and 149 of the IPC in Farakpur police station.

The two groups of villagers had clashed to prove their rights over the disputed land. The incident occurred when Krishna Devi, along with her supporters, had claimed it to be her and expressed desire to build a temple on the land, while another group led by Hari Ram barricaded the area. SDM Harish Chander Jain has called both the groups to bring documents on Tuesday to prove their claims.

Undertrial falls ill, dies in hospital

An undertrial prisoner, who was in judicial custody in the district jail in Sirsa, died today at the PGIMS, Rohtak, where he was shifted after he fell ill.

The prisoner, Buta Singh (50), son of Gurbachan Singh of Jangi Rana village in Bathinda district of Punjab, was arrested by the Dabwali police on November 23 along with 28 others when they were allegedly found carrying poppy husk in a bus coming from Hanumangarh in Rajasthan.

Buta Singh as well as the other bus passengers, the police had alleged, were drug addicts and had brought small quantities of the contraband for their own consumption.

The prisoner allegedly developed the drug withdrawal syndrome and loose motions and was taken to the general hospital, Sirsa, on November 27 and was shifted to the PGIMS, Rohtak, after his condition deteriorated.

He, however, died there today.

J.S. Sethi, superintendent of the district jail, said the jail authorities were not authorised to send prisoners to de-addiction centres for treatment."We are only custodians of the prisoners. Prisoners are here on the orders of the courts. We cannot take a decision to shift any prisoner to a drug de-addiction centre on our own," Sethi maintained, when contacted by The Tribune.

Reacting to a news-item, “Education body chief accused of sexual abuse; Suspended principal, senior lecturer seek justice”, published in these columns on September 24, a Rohtak-based advocate, on behalf of Dharambir Hooda, president of the Jat Education Society, has refuted the allegations contained in the report.

In a communication to The Tribune, the advocate has described the allegations as “far away from the truth”. He has asserted that the charges were “highly defamatory” and his client has been humiliated in the eyes of the general public. Seeking “withdrawal” of the allegations, he has added that the news report “has caused mental agony and shock to my client”.

We published the report in good faith and our intention was not to cause agony to anyone. — Editor
