Stress on participation in lok adalat
Bassi Pathana, November 13 Surinder Gupta, District and Session Judge presided over, while Neelam Arora, Chief Judicial Magistrate was the guest of honour. A large number of panches, sarpanches and representatives of the rural development department attended the camp. Surinder highlighted the importance of Lok Adalats and said efforts would be made to make majority of the village’s litigation free by popularising the concept. He said under the leadership of Justice T.S.Thakur, Chief Justice Punjab and Haryana High Court "Samadhan 2008" project is being initiated. He said under this project all the cases related to civil, criminal, bank loans, matrimonial disputes, bouncing of cheques and accidental claims would be settled amicably. He also highlighted the newly introduced "Plea Bargaining Act". He said earlier it was applicable in USA and Europe but now it has been implemented in India. Under this Act both the parties can make bargaining in the presence of judicial officer and can reach to a consensus. Neelam called upon the litigants to take benefits of Lok Adalats as these would end their enmities as well as save their time, money and unwanted litigation. |

International conference on sustainable development

GSMCH starts family health card scheme
Patiala, November 13 Launching the scheme at the rural health centre of the hospital at village Gajjukhera, near here today, GSMCH principal Dr A.S. Sekhon, called upon the village elders, including the sarpanches and panches of the area, to make full use of the scheme. Dr Sekhon said the target audience of the scheme were the middle and upper middle class families and on an annual premium of Rs 50 family of five members were covered. The covered families were entitled to a privilege of 10 free consultations annually, 15 per cent discount on investigations, 10 per cent discount on hospital admissions, priority treatment at the hospital, and free ambulance services up to 20 km radius. Dr Sekhon invited the sarpanches and panches of the area to visit the hospital in groups to see the facilities available in the hospital. Dr Jasbir Kaur, vice-principal of the GSMCH, said hospital had also been empanelled under the ‘Bhai Kanhaiya Cashless Healthcare Scheme’ and those holding identity cards for the scheme could benefit from the specialised medical treatment. |

MLA condemns remarks against Ambika Soni
Ropar, November 13 In a press meet today, Rana demanded state body of the party to take action against Bir Devinder for ruining the party’s image. He added that Ambika Soni should be given a ticket from Anandpur Sahib. “She has worked laboriously for the commissioning of Rs 100 crore project for Talwandi Sabo, Rs 105 crore project for Anandpur Sahib, Gurta Gaddi Diwas celebrations at Nanded Sahib, Amritsar, airport and other major projects,” Rana added. Bhupesh Sharma, former youth congress president, demanded that the records and statements of Vidhan Sabha, during regime of Captain Amrinder Singh, should be checked to see where Bir Devinder has given anti-party statements. |

Quota for Shivalik girls in polytechnic college
Kalka, November 13 Vijay Bansal, former, secretary of state Congress said the financial commissioner and principal secretary to the Haryana Government, technical education department, has recently written a letter to the director, technical education, Haryana, stating that the Haryana Government has decided to reserve 50 per cent seats for the areas in ambit of Shivalik Development Board and out of 12 seats (maximum two seats in each branch) for the villagers of Morni for admission in diploma courses in the government polytechnic for Women , Morni. Bansal further added that a delegation of the residents of the area in this context had met deputy CM and local MLA, Chander Mohan, recently and taking a serious note of the issue, The deputy CM had written a letter to Bhupinder Singh Hooda, Haryana Chief Minister in this regard. |

Ornaments, Rs 25,000 stolen
Kalka, November 13 Tripta Devi wife of Yashpal Sharma a retired railway driver, resident of Tagra kali Ram, has lodged a complaint in the Kalka Police station that thieves stole gold ornaments worth rupees one lakh and cash worth rupees 25,000 by breaking open the locker of the Godrej almirah from the house. Tripta told The Tribune that she was alone in the house and at around 10.30 am today, she went to attend some religious function in the neighbourhood after locking the house. When she came back at around 12.30 pm, she found that the locker of the almirah was broken and thieves had decamped with the above said cash and gold ornaments. She added that the thieves had entered in to the house from the back door. |
Ex-serviceman held for duping youths
Chandigarh, November 13 According to sources in the economic offences wing (EOW) of the city police, Vinod Singh Cauhan of Uttrakashi lodged a complaint against Rajinder Singh Thakur of Hamirpur alleging that Thakur had duped him of Rs 70,000. He told the police that Thakur promised him a job in the military engineering services (MES) as a driver and took Rs 70,000 from him. The police said Thakur, in his late 40s, took premature retirement from the MES in 2001 after he was declared unfit. It was leant that he had duped about 27 such unemployed youths in similar fashion and the police was in the process of contacting the other persons cheated by him. Thakur was arrested by Ludhiana and Shimla police. He was brought on Wednesday by the city police on production warrants. |

Two arrested for filling less fuel
Chandigarh, November 13 The station house officer of the Sector 36 police station here said Sunil Doda, an advocate, had lodged a complaint, alleging that Sonu, an employee, and Raj Kumar, manager, at the HP petrol station in Sector 52 had cheated him by filling less fuel for the money charged. Both the accused had been arrested and a case had been registered against them. According to sources, Doda asked for petrol worth Rs 700, but just as he was about to leave, Charan Singh, a bank manager who was in a car next to him, told him that petrol worth only Rs 615 had been filled in his car. Sunil Doda came out of the car and found that the meter reading was 12.20 litres instead of the 13.80 litres that should have been for the money charged. He was given a receipt of Rs 700 by the petrol station. He then called the police. After preliminary inquiry, the police called a government photographer and got pictures of the meter reading and the receipt. The investigating officer also seized the complaint book which had several complaints regarding
less fuel. Sources said such malpractices were common at petrol stations on the outskirts of the city. |

Cases registered against dowry
Chandigarh, November 13 In one more case, Varinder Kaur, a resident of Sector 31, filed a complaint with the police alleging that her husband Tarunjit Singh, a resident of Delhi, harassed and maltreated her to bring more dowry. A case under Sections 406 and 498-A of the IPC has been registered at Sector-31 police station. The case is under investigation with the Woman and Child Support Unit of the local police.
Stolen
Nitin Prabha, a resident of Sector 21, filed a complaint with the police alleging that his Maruti car (CH-01-V-9899) was stolen from Sector 9 yesterday. A case has been registered under Section 379 of the IPC at Sector-3 police station. In another case, the local police registered a case on the complaint of Vikram Pilanian, a resident of Sector 51, alleging that his motorcycle (PB-02-AL-1616) was stolen from his residence yesterday. A case has been registered under Section 379 of the IPC at Sector-34 police station.
Accident
Dalbir Singh, a resident of Sector 33, filed a complaint with the police alleging that a three-wheeler (CH-03-P-0433), driven by Anil, hit his car at Sector 26 yesterday. None was injured. A case under Sections 279 and 427 of the IPC has been registered at Sector 26 police station. The accused has been arrested and bailed out later. In yet another case, the police registered a case on the complaint filed by Nishan Singh, a resident of Sirhind, alleging that Balbir Singh’s bus (PB-65-G-8263) hit his car (PB-10-BP-T-1790) near Sector 45-46-49-50 rotary today. Nishan Singh and his wife got injured, and were admitted in the GMCH-32. A case has been registered under Sections 279 and 337 of the IPC at Sector-34 police station. No arrest has been made so far.
Theft
Dharam Pal Raj, a resident of Sector 52, filed a complaint with the police alleging that his Maruti car (HR-01-C-2240) was stolen from his residence during the intervening night of November 12-13. A case has been registered under Section 379 of the IPC at Sector-36 police station. The police arrested the accused Vijay Kumar, a resident of Kharar, from Sector 52. The accused is said to be drug addicted.
Trespass
The local police registered a case on the complaint of Amanbir Singh Jaspal, a resident of Sector 44, alleging that Sunny and Suresh, both residents of Shimla, illegally entered his residence today, and were caught red-handed. A case has been registered under Sections 380 and 511 of the IPC at Sector-34 police station. |

Employers allege embezzlement, thrash youth
Panchkula, November 13 While the victim has been admitted in the local General Hospital since November 9, police said they were waiting for a medical report before taking any action in the matter. According to Safreet Singh, father of Sanjiv the victim, his son was employed at Sector 12 with a company dealing in the recovery of money of a private bank. On November 8 the owners of the company thrashed him mercilessly alleging that he has embezzled at least Rs 16,000 of the company after which he lost his mental balance and was admitted to a hospital. The in charge of Police Post Sector 2, Ishwar Singh said both the parties were summoned at the police post yesterday. As no injury marks were visible at the body of Sanjiv, any action in this regard could be taken only after receiving the medical report. |

3 booked for running illegal course
Mohali, November 13 According to the police, Sanjeev alleged that the accused ran an Institute of Software Technology in Phase 3-B2 and provided a course on ‘system anxious programme’ without licence. He also alleged that they were taking Rs 1,000 for this computer course. In another case, the complainant approached the DSP City-2 and he marked to the SHO Phase 11. The SHO along with a party of EIPR, Delhi, reached the spot and nabbed Munish, while Chetan was not present at that time. Police sources added they found SAP Software was loaded unauthorised. They were teaching the course without licence. A case has been registered and started further investigations. |

Theft on gurdwara premises
Chandigarh, November 13 Navneet, owner of the car, in her complaint, told the police that the car was parked on the premises of Sector 44 gurdwara. The thieves managed to break the windowpane and remove the purse hidden under the car seat. She lamented that gurdwara authorities did not help her and did not keep a watch on those entering the gurdwara. |

Chandigarh, November 13 On a day when pin placements were tough, Rashid called the shots with only one player, Abhinav Lohan, returning a par card. With Vikram Rana two strokes away, Rashid has set his sights on a hat-trick of triumphs in the LG Amateur Tour. The city golfer fought the windy conditions to sink one birdie and concede two bogeys for a one over par 37 at the turn. But, Aman was stuck on the 15th hole dropping a quadruple bogey. Three more bogies saw him play a seven over par 43 back nine and a miserable card of eight over 80 to finish the third round at 12 over par 228, eight strokes behind the leader. Placed eighth on the LG Order of Merit, Rashid, fought the winds on the front nine to make the turn at two over par. Vikram started badly putting thrice with the ball just 2 ft from the hole resulting in a triple bogey on the first hole. This was followed by a bogey on the second. He appeared to be drifting away leaving Rashid lonely on top of the leaderboard. But then he struck a bright patch sinking an eagle from the centre of the fairway on the par 4 sixth hole, reducing the deficit to just one stroke. Vikram said: “I just hit a good shot there I guess. It got me back into the round and kept me in the thick
of the action.” A final score of four over 76 was not bad considering he is trailing the leader by just two strokes and three shots clear of the next best player in the field. Abhinav Lohan was the only one who left the course without any battle wounds as he returned a card of even par 72, which moved him up to third spot and in to the last group for the final round. He had a good outing at the LG Golden Greens Amateur, where he was in contention for his first win on tour
and fell back on the last two days. A good round today has given him another chance and he would be looking to make the most of this opportunity. With18 holes left it remains to be seen if Rashid can pocket another title on tour or not. Cricket Tourney
Chandigarh, November 13 Panjab University won the toss and decided to field first. Bolstered by an unbeaten 76 runs by opener Amit Prashar, SGGS College posted an impressive total of 162 for 4 in allotted 25 overs. SGGS College had a disappointing start, as they lost opener Barun Sharma (1) at 3. Amit Prashar and Simratjeet (10) put on 38 runs for the second wicket before Simratjeet was out. Prashar and Anupam (31) were then associated in a 62-run partnership for
the third wicket stand. During his stay at the wicket for 39 minutes, Anupam faced 31 deliveries and hit two boundaries and one six. Amit Prashar was yet again involved in a 53-run unbeaten association for the fifth wicket with Rajeev Richi (25). In reply, the Panjab University innings fell like nine cards as they were bundled on 45 runs in 14.3 overs. None of their batsmen could reach the double-figure mark. Gurusar Sadhar college claim win in hockey
Chandigarh, November 13 Earlier, in the semifinals Jharkroudi College had beaten Khalsa College, Garhdiwala, by 3-1 to enter the finals and in the seond semifinals, SD College, Hariana, had defeated Rayat College of Physical Education, Rail Majra, by 3-0 to reach the final. While on the second day of Panjab University Inter-College Hockey (Men) Tournament, two matches were played on a league basis. In the first match, Barinderdeep Singh shone in the win of GHG Khalsa College, Gurusar Sadhar, as he struck a lone goal (16th minute) for his team against SCD Government College, Ludhiana. In the second hotly contested match, GNN College, Doraha (Ludhiana), beat LLR Government College, Dhudike (Moga), 1-0. After barren first half, it was Gurbhej Singh of GNN College who netted a lone goal in the 67th minute. Meanwhile, in women Judo Championship, MCM DAV-36 won. |
