Samalkha (Panipat), November 10 Sources in the police told The Tribune that there were certain discrepancies in the narrative put forth by Sherawat. “Though it will be inappropriate to divulge details, but the police is going into every minor detail to ensure that the truth is brought to light,” said the sources. The police has sent the suicide note recovered from the crime spot to handwriting experts at the Haryana Police Academy, Madhuban. In the suicide note, a woman teacher was accused of making life hell for Anju and her two kids, forcing them to take the extreme step. The sources said the date mentioned on the suicide note was November 9, while, according to the narrative of Sherawat, his wife had shot dead their two children and then committed suicide on the intervening night of Saturday and Sunday. “Why would she mention the date of the following day,” contended a senior police official. “This is a matter of concern and is being looked into,” the official said. The sources said the revolver found at the crime spot had been handed over to forensic experts for examination. District police chief M.S. Sheoran, who was camping at the Samalkha DSP’s office today to monitor the progress being made in the investigation, said the police was going into every minute detail related to the incident. He said as of now no case had been registered against anybody as verification was still on. Surprisingly, none of the relatives of Anju or Virender has so far come forward to give a statement to the police. The sources said attempts were being made to find out what kind of relation the couple shared so that the matter could be looked into with more vivid details. SP M.S. Sheoran said the police would soon question Sherawat, who at present “is not in a condition to give any statement as he is in a state of deep shock”. |

Tohana (Fatehabad), November 10 Hundreds of members of the IMA from all over the state today assembled at Tohana to attend the “bhog” ceremony of the slain doctor. D.S. Jaspal, national vice-president, and Vinod Tayal, state president of the IMA, served an ultimatum of 72 hours on the police to arrest the accused. The doctors threatened a statewide agitation in case the killers were not arrested by that time. Inderjeet Agarwal, president of the local unit of the IMA, Sunil Sethi, Vikram Kamboj, Shiv Sachdeva, president of the local unit of the National Integrated Medical Association, and several other doctors spoke on the occasion and condemned the killing. A deputation of the IMA met the local MLA and parliamentary secretary, home, Paramvir Singh, and demanded that security be provided to doctors as they were being made soft targets by criminals. They alleged that only two months ago a doctor was gunned down at Bhiwani in a similar fashion. The local unit of the IMA, meanwhile, lifted their strike from today on a request of the state body. They said doctors all over the state would go on strike in case they did not get justice within 72 hours. Fatehabad, November 10 With this objective in mind the party has started training camps for its workers, where senior leaders of the party apprise the workers of the task ahead and various aspects of state politics. A training camp for the workers of Hisar, Sirsa and Fatehabad was held here today in which Om Prakash Chautala, party supremo; Ajay Singh Chautala, MP and secretary-general; Ashok Arora, state president; Sampat Singh, former minister; Kailasho Saini, president of the women’s wing of the INLD; K.C. Bangar, former HPSC chief; and M.L. Ranga, former vice-chancellor, addressed the party workers. Exhorting the workers to get ready for the task ahead, the former Chief Minister claimed that people had made up their mind to dislodge the Congress governments from the centre as well in Haryana. Chautala alleged that the Bhupinder Singh Hooda government had failed on all fronts and no section of society was happy with it. He said the law and order situation in the state was in a shambles and murders and fake encounters by the police had become the order of the day. Ajay Singh Chautala spoke about the role of the youth in the organisation and said they had a big role to play in the coming elections. Sampat Singh spoke about comparative financial management during the tenures of various governments. Kailasho Saini exhorted women to increase their participation in politics. The next training camp for workers of Gurgaon, Mewat, Faridabad, Palwal, Rewari, Sonepat and Mahendragarh will be held in Gurgaon on November 12, said Ashok Arora. Expansion of IMT, Manesar, on cards
Gurgaon, November 10 “We will provide a conducive atmosphere for investment in the readymade garments sector,” said Chief Minister Bhupinder Singh Hooda. He said there was need for capacity enhancement and skill development in the labour-intensive sector. Hooda was speaking after laying the foundation stone of a building of the AEPC’s Institute of Apparel Management (IAM) and Apparel Training and Design Centre (ATDC) here today. He announced that on the infrastructure front, the government would form sister townships of the IMT, Manesar, in Rohtak, Faridabad and Kharkhuada. “The government is in the process of acquiring land for the expansion of the IMT, Manesar,” Hooda said, adding that the demand for providing 20 acres for the establishment of Apparel Design and Training Centre would be considered. He said the textile sector was expected to attract an investment of Rs 1,50,600 crore by the end of the 11th Plan and it would generate employment opportunities for a 17.3 million workforce, of which 5.2 million would be skilled.” AEPC chairman Rakesh Vaid sought the allotment of up to 30 acres from the government for establishing a training and design centre, besides a research and development centre. He said AEPC would set up a school with training facilities in Rohtak. |
DGP for major penalty against DSP Phool Kumar
Chandigarh, November 10 In a communiqué placed before the Punjab and Haryana High Court, DGP R.S. Dalal said he “did not concur with the findings of the inquiry officer, who exonerated inspector Phool Kumar”. Now, promoted as DSP, he had remained absent during the departmental inquiry. “The absence of Phool Kumar constitutes a grave misconduct, which deserves to be reviewed,” the DGP said. He added: “On June 14, 2003, Phool Kumar was promoted as DSP. Under these circumstances, it would be appropriate to proceed against him for infliction of major penalty by the competent authority under rule 7 of the Punishment and Appeal Rules, 1987”. The DGP further asserted: “The matter is referred to the government for decision”. Taking on record the communiqué, the Bench of Justice Tirath Singh Thakur and Justice Jasbir Singh fixed December 3 as the next date of hearing. The matter pertains to inspector Phool Kumar's promotion as a deputy superintendent of police. He was accused of raping a 16-year-old girl. The matter was brought to the high court's notice by Ambala resident Surinder Juneja. Seeking directions for arresting police officials declared proclaimed offenders in heinous offences, he had also asked for an inquiry into the circumstances, leading to the turning hostile of witnesses in the rape case registered in 2001. Taking up the matter on September 10, the Bench had observed: We had noticed with some bit of anguish that the state authorities had used their might to exonerate an accused in a serious offence. He was a fugitive from law and after pardoning all lapses, they rewarded him with promotion as a DSP. The Bench had added it was amazed at the profanity of the whole situation and how the former DGP had acted in a manner which was devoid of any semblance of reason by expunging the remarks. The Judges had added that the expunction of remarks had laid the foundation of his promotion. |

Chandigarh, November 10 The Bench, comprising Justice Mehtab Singh Gill and Justice K.
Kannan, dismissed the petition filed by advocate Jagbir Malik. A similar petition filed by Satish Kumar was also dismissed. In his petition, Malik had sought directions for quashing advertisements dated September 15 and September 23 to the extent that “these provided for holding preliminary examinations for selection to the posts of civil judge (junior division) in HCS (judicial branch)”. The petitioner had also sought directions to the respondents to carry one with the recruitment progress in accordance with the provisions of the Punjab Civil Services (Judicial Branch) rules. He had contended holding of preliminary test would amount to amendment in the rule as there was no provision for holding the test in it. Plots for landless
The high court today issued notice of motion for December 19 on a petition for directions to Haryana, Sirsa deputy commissioner and other respondents against the move to carve out and allot plots from jumla mushtarka malkan land in Meerpur village for distribution to the landless. In their petition, Kewal Krishan and another petitioner had also sought directions to the respondents not to convert the land to plots. It was added the gram panchayat was leasing out 18.5 acre every year for the welfare of the panchayat. The income of approximately 2.30 lakh derived from it was being utilised for providing benefits to the villagers. |
No shortage of DAP in state, says Hooda
Rohtak, November 10 This was stated by Chief Minister Bhupinder Singh Hooda while interacting with locals to redress their grievances here today. It is reported that some of the residents had complained regarding delay and possible shortage of fertilisers in the district. According to the CM, the state government had taken measures to provide all help to farmers during the sowing of rabi crops. He told the gathering that there had been an increase of Rs 103 crore in the annual budget for the agriculture sector in the state for the present financial year. The annual budget for the sector had been just Rs 142 crore about three years ago. He announced that all those farmers whose land had been acquired by the government in the past three years would be benefited by a rehabilitation scheme launched by the government. Regarding the result of the move to write off loans of farmers by the government, he said as many as 7.12 lakh farmers and their families had been benefitted by the scheme, which led to a total benefit of Rs 2,189 crore. He added that floor rates of the land acquired by the government in the recent past had been revised for at least two times, which had been a unique development and had come as a major relief for the people, especially the farming community. The Haryana government had also included some of the important crops, including cotton, bajra, corn, gram and sarson, under the purview of the National Crop Insurance Scheme to cut down the risk to minimum for farmers. The scheme was started as a pilot project in five districts this year. The state government would also give a subsidy of 50 and 75 per cent on the purchase of metallic storage tanks and pesticides, respectively, used to conserve foodgrains, said the Chief Minister. |
Jats demand OBC status, reservation
Karnal, November 10 Jats under the leadership of Randhir Singh Ghaylon held a meeting at Jat Dharamshala and decided to protest peacefully and marched to the DC’s office to submit the memorandum. Most of the Jats were rural based and the standard of education in the rural areas was low, said Ghaylon, vice-president of the action committee. Vocational training was not being imparted under the education system and the youth had no opportunity for self-employment. Increasing frustration among the youth was driving them towards criminal activities, he added. The population of Jats in the state was 30 per cent and the community had a strong case for getting OBC status and reservation in jobs. Ghaylon claimed that 60 per cent of Jat youth were unemployed, 10 to 15 per cent landless while another 30 per cent had land holdings between 1 acre and 2.5 acres. |
Nurses demand NPA
Rohtak, November 10 They have expressed concern over the delay in revision of several other allowances given to them. They have threatened to resort to an agitation in case their demand is not met. The demand for the NPA was raised at a meeting of the Nurses Association held on the PGIMS campus here today. Alleging that the nurses were being meted out a poor treatment, a spokesperson for the association said despite the institute having been upgraded to a university and the college and hospital being one of the leading institutes in the country, the facilities provided to the nurses were “appalling” and unacceptable. Seeking a 10-fold raise in allowances, she said the diet allowance, which was Rs 100 per month, had not been revised since 1994. The uniform allowance, the transportation allowance, the risk allowance and the night allowance should be revised as per the norms. The association has announced to donate an amount of Rs 1 lakh for the flood victims of Bihar. The elections of the association will be held on January 5. |
Ensure safety of Marathi families, SPs told
Jhajjar, November 10 The police has directed the SPs of all districts of the state to constitute a special team to keep a strict vigil on persons of dubious character who can cause harm to Marathi families. A communication in this regard has recently been issued to the SPs from the police headquarters. The SPs have been directed to provide security cover to the Marathi families of their areas to prevent any untoward incident. Any complaint made by a Marathi family would be treated seriously and prompt action would be taken in order to deal with the complaint. Besides, the police headquarters would also be informed about the complaint and the action taken by the police, sources said. Moreover, a comprehensive list of people of dubious character would be prepared by the vigilance department, who reside near the houses of Marathi families so that they could be kept under surveillance. Sources said a significant number of Marathi families had been staying in various districts of the state and provocative statements made by MNS chief Raj Thackeray of evicting north Indians from Maharashtra were posing danger to Marathi families residing here. A few days ago, three persons had reportedly barged into the house of a Marathi family in Karnal and threatened the family members to leave Karnal or face elimination. |
Stone of Indian Institute of Corporate Affairs laid
Manesar (Gurgaon), November 10 Addressing the gathering, Gupta said the institute would be developed at a cost of Rs 250 crore and would tie up with reputed international institutions. The structure of management of this institute would be such that there was minimum interference of the government and its five trustees would be from leading corporate houses of the country. The minister said next-generation MBA degree holders would be produced in the institute and newly recruited officers of the Indian Corporate Law Services would get training here, and added that these officers would be recruited on the pattern of the IAS and the IPS. Earlier, Chief Minister Bhupinder Singh Hooda said Haryana had already attracted investment to the tune of Rs 40,000 crore, both from domestic as well as international sources during the past three and a half years and investment worth Rs 77,000 crore was in the pipeline. He said world-class infrastructure was necessary to facilitate sustainable development and flow of foreign direct investment to the state. The IMT, Manesar, and the growth centre, Bawal, were “shining examples of this endeavour”. Hooda mentioned the state government’s plan to launch skill-development programmes for persons whose land had been acquired by the government to prepare them for alternative employment. |
Over 1 lakh throng Kapal Mochan fair
Bilaspur (Yamunanagar), November 10 The pilgrims, mostly from Punjab, Himachal, Uttar Pradesh, Delhi, Uttarakhand and Haryana, thronged the town to take a holy dip in the Kapal Mochan sarovar with the belief that they would attain salvation. The other two sarovars which witnessed a huge rush of devotees are the Rin Mochan and Surajkund sarovars. Over seven lakh pilgrims are expected to reach here on the second and third day of the fair on the special occasion of “Kartik Purnima”. The place, known as Kapal Mochan, is a symbol of unity and integrity of people of different religions. This place is equally important for Hindus and Sikhs. According to Hindu mythology, Lord Shiva took a dip at the sarovar here. Lord Rama and Lord Krishna also also believed to have visited this place. For Sikhs, this place holds importance as Guru Nanak Dev visited this place. Guru Gobind Singh also stayed here for 52 days. All roads leading to the town were jampacked. People were seen traveling on trucks, tractor-trailers, buses and two-wheelers. Special arrangements were made to ferry the pilgrims. Over 50 buses were deployed by the Haryana Roadways for the purpose. The mela area, spread over 90 acres, has been divided into five sectors. Tents have been pitched on about 75 acres for the stay of pilgrims by private parties as well as the administration. Besides gurdwaras and temples, langar is being served at around 250 places by religious organisations and individuals. Over 1,000 kiosks displaying various items have been set up along the roads. Meanwhile, commissioner, Ambala Range, Mahender Kumar today inaugurated an exhibition highlighting various development works carried out in the state. |

Sonepat, November 10 Demanding a solution to their unemployment and other problems mentioned in the memorandum, the sangh pointed out that during interviews, employers demand degrees, but the government had not opened any institution of higher and engineering studies in the state. They said they were given training for trades like fitter, turner and welder, but whenever they applied for a job in private industries, they were rejected on account of their disability. They also pointed out that the deaf and dumb were being given monthly pension of Rs 6,000, but this amount was not sufficient to sustain a family. The sangh had been giving representations about the problems being faced by the deaf and dumb for the past 10 years to the CM and other high ranking officers, but no step had been taken so far to redress their grievances. Even posts, which could be filled with this category of persons, had been lying vacant. Fake currency seized, 3 held
Kurukshetra, November 10 The three were arrested when they had gone to deliver the consignment of fake notes near the bus stand in Pipli, 5 km from here, last night. The police confiscated the fake currency notes of 1,000 denomination and a car, which was stolen by the accused from Uttar Pradesh. The three arrested were identified as Ram Prasad, alias Pradeep, of Sonepat, Om Prakash of Bir Badalwa in Karnal district and Rakesh Kumar of Delhi, the police said. All three were of 25 to 28 years of age and educated. Rakesh owned a printing press in Bahadurgarh town of Jhajjar district from where the fake notes were allegedly churned out. The trio lived in Patel Nagar, Bahadurgarh, in a rented house. They used to supply fake notes to drug peddlars, the police alleged.

Sirsa, November 10 The police has registered a case against five persons under sections 148, 149, 332 and 186 of the IPC for rioting, causing hurt to a public servant and obstructing public servants in the performance of duty. Police sources said Sohan Lal, a farmer from Asakhera, had taken a loan from the SBI, which he failed to repay in time. The bank moved court and obtained orders for the possession and auction of the land belonging to the farmer. When officials of the bank and some revenue officials went to the bank for the auction, some villagers roughed them up and allegedly snatched Rs 48,500 deposited by a bidder from the bank employees. The police booked Sohan Lal and his four fellow villagers on a complaint lodged by the officials. |
‘Jal Adesh Padyatra’ enters Gurgaon dist
Rewari, November 10 The 200-km long yatra, which has traversed a distance of over 125 km and covered over 200 villages of Mahendergarh and Rewari districts in the past nine days, entered Bilaspur town of Gurgaon district today. The troop, which comprises 100 regular yatris, includes a visually impaired person, Babu Lal of Dohar Khurd village, an ex-serviceman, Budh Ram Gujjar of Karoli village, and several other old people. Demanding canal water for parched fields of Ahirwal region, the padyatra has received enthusiastic response from people of almost all villages en route. |

Faridabad, November 10 The driver of the canter, a native of Uttar Pradesh, was arrested today. He had fled the spot yesterday. The tempo was on its way to Ballabhgarh from Dheerajpur. All victims were locals. The injured have been referred to a trauma centre in the national capital. |

Sirsa, November 10 The cause of the fire is not yet ascertained. The manager of the store has estimated the loss at Rs 10
lakh. A guard of the cremation ground noticed the fire around 12 am and informed the fire brigade by calling from a neighbouring factory. The fire tenders tried a lot to extinguish the fire. However, over 2,500 quintals out of 3,000 quintals of firewood stacked in the store was burnt into coal. |
