Dehradun, October 29
One person was charred to death and several sustained burn injuries in a fire that engulfed the crackers market in Gandhi Park, Rudrapur, Udham Singh Nagar, yesterday. As many as 127 cracker stalls were gutted in the fire. Rough estimates put the loss at Rs 80 lakh.

The cause of the fire is yet to be ascertained. The deceased has been identfied as Raghunath Yadav (50). Uttarakhand Chief Minister Maj B.C. Khanduri has ordered a magisterial probe.

Udham Singh Nagar SSP Deepak Jyoti said, “though one fire tender was stationed at the site, within minutes the fire spread to the entire cracker market. Seven fire tenders were rushed to douse the fire, which also engulfed vehicles parked nearby.”

He said Raghunath could not escape because of a problem in his leg. “ Despite the fact that it was a massive fire, prompt action by the Fire Brigade helped contain it.” Udham Singh Nagar district magistrate D. Shandilya said the Administration was conducting a survey and a probe has been ordered. “ We will submit the report very soon so that we can start the procedure for providing compensation to the victims.”

The CM has directed Administration to grant compensation to the victims as per the government policy. He has also asked the Rudrapur Civil Hospital to provide the best medical aid to the injured.

No takers for four-laning NH-58
Raju William
Tribune News Service

Dehradun, October 29
Even as it holds utmost economic significance for Uttarakhand, the fate of the proposed four-laning of the stretch of NH-58 passing through the state is in the hands of bidders.

To be done on the build, operate and transfer (BOT) basis, the proposal of the much-needed capacity upgradation which is hanging fire for long, is expected to significantly reduce the travel time between Delhi and Dehradun.

Mooted about four years back, the National Highway Authority of India (NHAI) had proposed to widen the highway on the recommendation of the state government from Muzzafarnagar on the UP-Uttarakhand border to Dehradun via Hardwar at an estimated cost of Rs 1,100 crore.

But the project failed has to take off as the bidders found it financially non-viable even as the state government has since lobbied hard to get the work started as early as possible.

Other formalities like clearance to acquire forest land are yet not complete, said state government sources.

The lack of interest shown by the bidders led to the cancellation of the tender floated earlier. “We have invited fresh tenders for the project but its fate depends on the response of the bidders. In case of successful bidding, the tender will be awarded in a couple of months.

Then the work may start by June 2009,” said a top NHAI official who did not wish to be identified.

However, he underlined the need to expedite the formalities to ensure early completion especially in view of Kumbh Mela at Hardwar in 2010 in which lakhs of pilgrims are expected from all over the world.

The around 120 km stretch of the highway in question is part of the NH-58 from Delhi to Dehradun.

As of now, the work is on between Meerut and Muzzafarnagar. And if all goes well in the bidding process, the project may take at least two-and-a-half years for completion, said sources.

On the reluctance shown by the bidders, Delhi based engineering consultant SS Chakraborty said that all aspects of roads construction including upgradation and maintenance is considered expensive in the hill state due to its terrain.

Above all, for taking up road projects on the BOT basis, bidders look at the volume of commercial traffic which is sadly missing in the state due to industrial underdevelopment.

Capital Issue
CPI leader warns of agitation
Umesh Dewan
Tribune News Service

Dehradun, October 29
Anand Singh Rana, joint secretary of the state CPI who is on a fast-unto-death since October 21 at Gopeshwar in Chamoli district, has threatened a massive agitation in case the state government did not concede to the demand of making Garsain the permanent capital of Uttarakhand.

Flaying the BJP government in the state, Rana said that it was unfortunate that government is not tabling the report of Justice Virender Dixit about the selection of a site for the permanent capital.

Rana said, “It was people like us who actively participated in the agitation for the demand of the separate state of Uttarakhand. Ever since the agitation for Uttarakhand started in 1994, the setting-up of the capital in a hilly place was on the agenda. But sadly after the formation of Uttarakhand, Garsain was not made the capital.”

Ever since Justice Virender Dixit presented his final report in August 2000, most statehood agitators and their organisations have been actively pressurising the state government to reveal the findings of the one-man commission and declare Garsain as the permanent capital.

Further stating that Dehradun was only declared as interim capital by the interim government of Nityanand Swami in 2000, Rana flayed Chief Minister Maj Gen B.C.Khanduri (retd) for ‘overlooking’ the crucial issue.

“By not making the report of Justice Dixit Commission public, Khanduri has murdered democracy,” he alleged adding that they won’t tolerate Khanduri’s self-styled functioning.

Threatening to launch an agitation, Rana said that he would not end his fast-unto-death till the government makes the report public.

Snag hits water supply on Diwali

Tribune News Service

Dehradun, October 29
Dry taps greeted residents of upstream Jakhan this morning. The water supply, hit by a snag since Diwali, was restored in the afternoon. The residents’ misery was compounded as it being a government holiday today, there was none to give them information on when the supply would be restored.

“ I tried the number of Jal Nigam office several times but no one picked up the phone. The supply was disrupted last evening, but I did not imagine it would take so long for the fault to be removed. There was not enough water in the tank even to wash my face in the morning,” said Rajender Singh of Kishanpur locality.

The family of Salman Ahmed, manager of a leading automobile firm, had to face similar hardship. “ At least the Nigam authorities should have taken care to depute an official to provide information to the public as to what had caused the disruption and when could the snag be rectified,” he said. At one point, he even toyed with the idea of arranging for a water tanker from a private supplier.

A number of residents said never in the past had they to go without water for so long. Pardeep Singh of Canal Road area said for the first time in years their water tank was exhausted last evening as the entire family, including his parents and son studying in Chandigarh, were home for Diwali.

“ Luckily, my neighbours were away and we sought their permission on the phone to use the water in their tank,” he said. After repeated calls, a JE in the Jal Nigam, GP Gairola, told the reporter that the water supply line had been choked with deposits of calcium. Claiming that workers of his maintenance team were trying to repair it since yesterday, he regretted the difficulty faced by the residents. He said cutting the affected part and replacing it with a new piece took time.
