Every household to get credit card
Shimla, October 3 The Reserve Bank of India has selected the hill state for the new initiative to provide hassle-free credit in view of its impressive performance in the implementation of the “total financial inclusion” programme. All 12,13,276 households were brought within the banking network under the programme by opening “no- As per the chalked-out programme, all households, except those that decline the offer, will be issued credit cards by banks by March, 2009. While the farmers will get “kisan credit cards”, others will get general credit cards. Thus, each household will also have a credit account. The card will enable them to utilise credit limit (to be fixed on the basis of their capacity) to pay interest. The limit can range from Rs 5,000 to Rs 50,000 for those having general credit card. They will have the rollover option for interest that can be paid even during the next year. Besides crop loan, the farmers will be entitled to consumption loan of up to Rs 25,000. They will be eligible to draw amounts up to 3 per cent of the credit limit anytime for making urgent payments. Interest for the credit availed will be charged at the prime lending rate, which is almost 3 per cent lower than the normal rate of interest, in case of general cardholders. The holders of kisan card will be charged interest at 7 per cent rate on crop loans of up to Rs 3 lakh. All cardholders will be provided insurance cover of Rs 50,000 on a token premium of Rs 5 per year. They will be required to fill a two-page form to avail credit on the basis of which the loan amount will be transferred to his or her account. The bankers will implement the scheme by involving the block development office and panchayati raj institutions. |

Just 2 contestants for Miss Tibet pageant
Dharamsala, October 3 Lobsang Wangyal, founder and director of the pageant, gave this information while talking to The Tribune here today. Ever since the contest was started in 2002, the maximum numbers of participants in the event has remained just six. The event attracted just one contestant in 2003 and 2005. Lobsang said the names of the girls would be announced on the day of the actual competition. There would be four rounds. The contenders would be trained in yoga, dance and stagecraft, and given orientation on Tibetan culture for a week. The winner would get Rs 1 lakh, while the runner-up would get Rs 50,000. “The prize money is offered to help the winners further their education or vocational skills,” Lobsang said. Tibetan businessman Gyalnor Tsewang, a member of Tibetan parliament, sponsored Rs 50,000 for the pageant. The Asia Health Resorts would co-sponsor the event. The pageant would take place on October 12 at the Tibetan Institute of Performing Arts, Lobsang said. |

Govt contemplating medical varsity at Tanda
Kangra, October 3 He said the work at the Vivekananda Medical and Research Institute at Palampur would start in the current month. He said the Tanda medical college was the dream project of his government and hoped all posts there would be filled soon. He also lauded the role of the previous Congress government saying such big projects could be executed only through joint efforts of all and not by one individual or one government. Nagrota Bagwan MLA and former transport minister G.S. Bali also addressed the gathering. He demanded compensation for those who donated land for the Tanda medical college. He lambasted the doctors who referred patients to private hospitals. The Chief Minister warned doctors against indulging in such a practice. Health minister Rajeev Bindal said private wards would be made available to patients at Tanda hospital by the end of this month. He promised that the required posts would be filled soon. He said Rs 100 crore would be spent on health care facilities this year. Earlier, the Chief Minister laid the foundation stone of the resident doctors’ hostel, inaugurated Vir Savarkar internee hostel, dedicated 500-bedded Deedayal hospital, inaugurated an MRI machine, echocardiography machine and an EPBX exchange at the hospital. Later in the day, he inaugurated the Kangra general bus stand. |

Ex-servicemen league to have HQ at Dharamsala
Kangra, October 3 He was addressing the annual conference of the league in the auditorium of the local polytechnic college here. He said jawans of Himachal Pradesh had always contributed a lot towards protecting the sovereignty and integrity of the country and the government was committed to ensure uplift of the ex-servicemen, war widows and the families of martyrs. He announced a grant of Rs 2 lakh for the league. He said the post of the Sainik Welfare Board director would be filled soon. Earlier, president of the Ex-servicemen League Major Vijay Singh Mankotia said 1,00,585 jawans from the state had attained the martyrdom for the country and 1,00,112 of them were from Kangra, Una and Hamirpur districts alone. He demanded that the international cricket stadium should be named after Major Soom Nath Sharma and the proposed central university after Major Vikram Batra. Lieut-Gen A.S. Jamwal, Lieut-Gen K.S.Jamwal, Lieut-Gen P.D. Rampal and Maj-Gen T.S. Rana also attended the conference. Four Param Vir Chakra awardees, including Sanjay Kumar, were honoured on the occasion. A number of war widows and other awadees were also honoured by the Chief Minister. |

Cong general house meets tomorrow
Shimla, October 3 The meeting is being primarily convened to finalise the strategy for the coming Lok Sabha elections. However, it will also focus on the acts of commission and omission of the BJP regime to identify issues to be raised at the hustings. The party will also look into the membership issue and draw a plan to conform it to the new delimited constituencies so that new teams could be constituted for
the block units. The meeting will be attended by party’s top leaders, including Vidya Stokes, Virbhadra Singh, Viplove Thakur and Anand Sharma, who is specially coming from New Delhi for the purpose. Meanwhile, Sandeep Kumar, a co-opted member of the earlier house, has complained to the AICC president that the co-opted members were not being invited which was against the tradition of the party. They continued to be the members as the earlier house had not been dissolved yet, he had said. He has urged the high command to issue instructions to the state unit to invite the co-opted members for

Centre urged to hike honorarium of anganwari workers
Shimla, October 3 In a written communication to the Centre, she has requested that the honorarium of anganwari workers and helpers should be enhanced to Rs 4,000 and Rs 2,000 pm, keeping in view the services rendered by them. She also pleaded for the integration of angawnwari crèches and anganwari centres in order to improve their functioning. She had taken up the matter with the Centre during the national-level meeting of social justice and empowerment ministers and secretaries in Delhi on January 28 and 29. She stressed that keeping in view the difficult geographical conditions of the state, the parameters for sanctioning anganwari centres should be redefined and the population criterion for their sanctioning should be 150 for anganwari centres and 50 to 100 for mini anganwari centres. She also urged that more budgetary provision be made to enable purchase of modern equipment like computers for angawnawri centres under the ICDS. |

Chandigarh, October 3 In a communication to The Tribune, the advocate said the land referred to in the report, and the vegetation on it, had been purchased by his client from the Forest Department. As such, his client had a legitimate right. The advocate added that the construction had started, but denied the dumping of debris in the Uhal river. He said his client had never violated “the ban”. In fact, there was no ban by the government and the Himachal Pradesh High Court had ruled in the company’s favour. Also countering the reference to the felling of 18 trees, the advocate said these were bushes belonging to his client. He added that his client “is working legally, so range officer, Darang, cannot take any action”. Bilaspur, September 3 Kumar said some such persons, who were coming to the district to earn their livelihood through various means and avocations, had been found involved in number of criminal cases and it was in pure public interest that such persons should be weeded out and should be spotted so that this would helped in keeping peace and safety of citizens here. The notification has warned that any body found ignoring these instructions would be sternly dealt with under the law and such outsiders are also warned to get themselves identified at the police station of their residence to save themselves from any future complications. |

Solan, October 3 DC Amandeep Garg said the matter came to notice when a villager went to the office of the BBNDA and produced receipts of the fee paid by him for getting some building map approved. BBNDA officials told the villager that they had authorised no such agent to do so. SHO Madan Kant Sharma said a case was registered after one Rajkumar filed a complaint against Kabal Singh. He was then arrested from near Harraipur barrier and booked under Sections 170 and 420 of the IPC. |

Workshop on e-governance ends
Shimla, October 3 Different modules designed and prepared for use in the Indian Council for Forestry Research and Education (ICFRE) and its institutes situated in various parts of the country were tested, discrepancies observed and were rectified. The tested modules were declared ready for adoption and implementation. Chairing the valedictory session of the workshop, HFRI director Mohinder Pal said it was a matter of concern that India was known as the IT hub in the world but it was still not reaching the desired level in the sector as compared to other leading countries. With the implementation of the e-governance initiatives in the council, the findings of research would be available at the click of a button to the farmers, stakeholder and other user agencies, he added. He said the initiative would serve as a model for other institutions engaged in research. |

Plan for sports complex
Chamba, October 3 Spokesman of the department said officials were rapidly on the job for drawing a proposal for raising the colossal sports complex so that it could be submitted to the state government for according fiscal approval shortly. The selected site was absolutely suitable for developing a huge sports complex which would be constructed at a notional cost of about Rs 2.50 crore, the spokesman said, adding that when the complex would complete it would go a long way in promoting the sports and other youth activities in a big way in the district. |
