Private schools get concessions
Chandigarh, September 18 The Chief Minister, who was responding to the demands made by the representatives of various associations of private schools in a meeting here today, announced that those which had applied for recognition before the cutoff date need not seek CLU from the town and country planning department and NOC from the municipality. Hooda said the government had about 2,650 pending applications seeking recognition for schools and now this decision of exemption from CLU and NOC would benefit all of them. With a view to facilitating those seeking recognition for schools, the CM also announced that a district-level committee headed by the deputy commissioner and district education officer as member secretary would deal with the pending cases of recognition of schools. He empowered this committee to give 10 per cent further relaxation in the norms for recognition. Referring to the issue of recognition of schools, the Chief Minister also made it mandatory for private schools to provide at least nine square feet area per student up to class VIII and 10 square feet per student for higher classes in a classroom so as to facilitate the students. The Chief Minister suggested that private schools could tie-up with neighbouring government schools, government-aided schools or stadiums to use their playgrounds. In addition to this, the private schools would also be able to use even those grounds as playgrounds, which might have been developed for other purposes. He said even two private schools could tie-up with a government school to use the common playground. |

Yamunanagar, September 18 However, employees of the electricity department kept away from work in the morning demanding the arrest of the accused and also held gate meetings in front of various substations in the district. The police has registered a case against 18 persons, including 12 unknown persons, under Sections 147, 149, 332, 353 and 427 of the IPC. Tension further mounted in the town after a large number of villagers gathered in the grain market demanding quashing of the FIR registered against the villagers. They were later joined by workers of the Indian National Lok Dal. Claiming that the farmers were being falsely implicated in the case, they blocked the traffic in front of the power substation for at least four hours. The villagers lifted the blockade after SDM R.K. Singh assured to sort out the dispute soon. The situation had deteriorated in the town yesterday after residents of several villages had blocked traffic for about seven hours on the state highway protesting against unscheduled power cuts. They allegedly beat up SDO R.J. Verma and also caused injuries to an employee, Pritam. In retaliation, power staff had suspended the power supply to the whole district demanding immediate arrest of the villagers. As a result, residents of several areas came out on the roads to express anguish over the power shutdown. The police had to use a mild lathicharge to disperse of the crowd near Fountain Chowk at 9.30 pm. Later, power supply was restored late night after an assurance from the police that all protesting villagers would be arrested soon. “The employees have returned to work as the police had assured them that it would arrest the responsible villagers. The power supply had also been restored to all places,” superintendent engineer G.K. Nandan said. However, president of the Haryana State Electricity Board Inder Dutt Sharma has threatened that if the police failed to arrest the responsible villagers, then they would intensify their agitation. |

Sirsa, September 18 Ajay Sharma, SHO of the city police station, who is investigating the matter, said the police would find out from the calls details whether their was any communication between Bajwa and the two youths, and if yes, to what extent. Bajwa had lodged an FIR with the police against Rajesh Malik, a lecturer in the law department, and Baljit Yadav, a lecturer in the food science and technology department, accusing them of barging into his house, pulling his beard, crushing his turban under their feet and beating him up. He had also sent a copy of the complaint to the vice-chancellor, which is being looked into by a panel of three senior teachers of the university. Denying allegations of Sewa Singh Bajwa, one of the accused Rajesh Malik, who is the security in charge of the university, had alleged that Bajwa had made a false complaint against him to pre-empt his own implication in a case in which a youth Sanjay Bhadu was arrested from the university campus for eve-teasing. Malik had alleged that Sanjay was a frequent visitor to the campus and made entries in the security register as Bajwa's guest. Earlier, Sanjay's elder brother Mukesh was also arrested from the university campus for outraging the modesty of girls and he, too, was a frequent visitor to Bajwa, Malik had alleged. Bajwa had, however, denied any having links with these youths. No eyewitness has been reported in the case. “In his FIR, Bajwa has mentioned that his mother was present at the time of the incident, but in a letter given to the SP a day earlier, he said he was alone in the house. Even the date and day of the incident do not match,” said Sharma. |
Cong working on LS poll strategy
Faridabad, September 18 On the other hand, the BJP will finalise its alliance partner in the state by the third week of October, according to sources. The state executive of the BJP is scheduled to meet on September 26 and will discuss the issue. At a recent meeting of the core committee of the state unit of the BJP convened in Delhi, which was attended among others by the party’s Prime Minister-designate, L.K. Advani, and president Rajnath Singh, there were voices in favour of both the INLD and the Haryana Janhit Congress. According to political pundits, in an obvious effort to put pressure on the BJP, HJC supremo Kuldeep Bishnoi has changed tack, stating that his party is not interested in alliance with any party. The INLD, on the other hand, is believed to be diplomatically keeping a low profile regarding its intentions of a poll alliance. The state Congress president confirmed that the development works undertaken by his party government would be the main poll plank. Mullana said there was no match to Hooda in Haryana and Manmohan Singh and Sonia Gandhi at the national level. Mullana claimed that the state Congress was united to fight the parliamentary elections. The state Congress plans to launch its election campaign early. |
Punia launches Rashtriya Janhit Party
Chandigarh, September 18 Punia, who has been in and out of various political parties in the past several years, said his new outfit would be the first pro-poor political entity and he would be its national president.
Punia, a former bureaucrat, was brought into politics by former Deputy Prime Minister Devi Lal in the late eighties and was once the Dalit face of the Janata Dal in Haryana. The Janata Dal later transformed itself into the Indian National Lok
Dal. He said the unholy nexus between an inept and indifferent political class and a self-serving bureaucratic system was responsible for the continued misery in which millions of impoverished Indian masses had been forced to live even after 60 years of the country’s independence. He claimed that the RJP had been formed with the explicit objective of bringing about fundamental changes in the government and bureaucratic structure to ensure the uplift of the downtrodden.
Punia said the poor of the country had been excluded from the benefits of the country’s recent economic progress.The present political parties lacked the will power to take on the bureaucratic structure and bring about strong fundamental changes in it. The reason for a rapid growth in problems of our country was that those in power were not forced to come up with time-bound and realistic action plans to solve these. The RJP would announce a time-bound 10-year programme to eradicate poverty. The official definition of poverty would be modified to reflect the true levels of poverty.
Punia also announced a five-point agenda of his party, which included the eradication of unemployment within five years, ensuring a monthly income of at least Rs 10,000 per family and till that time the supply of wheat at Rs 2 per kg to poor families. |

Rewari, September 18 Paying tributes to Babu Balmukund Gupt, Yadav said he was a superb journalist, staunch nationalist and an epoch-making Hindi writer of the last quarter of the 19th century whose great contribution to Hindi journalism and robust antagonism to British imperialism would always be remembered thankfully. The minister also announced a grant of Rs 1 lakh for the college library and a financial assistance of Rs 31,000 for the parishad. Veteran literary writer and former HAS director Chander Trikha as well as noted Hindi journalist and former Editor of Dainik Tribune Vijay Sehgal were given the Babu Balmukund Award for their valuable contribution to Hindi literature and Hindi journalism, respectively. The award carried a citation, a shawl and Rs 5,100. Simultaneously, newly published works and anthologies of Dr Savitri Vashishth (Sonepat), Rohit Yadav (Ateli), Shamsher Koslia (Mahendergarh), Satya Vir Maan (Narnaul), Sheela Kakas (Ateli), Naraesh Chauhan (Rewari) and Satya Vir Nahadia (Nahar) were also released and dedicated to the public on the occasion. Dr Kumud Sharma, reader in the Hindi department of Delhi University, Dr Subhash Chander, reader in the Hindi department of Kurukshetra University, Dr Desh Nirmohi, director of the HAS, and others highlighted Babu Balmukund Gupt’s contribution. |
Health insurance for mentally challenged children
Sirsa, September 18 Disclosing this here today, district social welfare officer Alka Yadav said specialist doctors would examine mentally challenged children in these camps and issue certificates to them on the spot. She said a camp would be organised in Community Centre, Sirsa, on September 24 to examine the children of Sirsa city and a block-level camp would be organised in community hall, Sirsa, on October 2 for children of rural areas of Sirsa block. Similarly, a camp would be organised in the office of block development and panchayat officer, Nathusari Chopta, on September 26 where mentally challenged children belonging to this block would be examined, she added. On October 3, such camp would be organised in the office of the Market Committee, Ellenabad, on October 8 in Government Girls Senior Secondary School, Rania, on October 10 in Community Centre, Dabwali, on October 15 in the office of the block development and panchayat officer, Baragudha, and on October 17 in the office of the block development officer, Odhan. Yadav said in these block-level camps, bus passes and identity cards would be prepared and issued to those mentally challenged children who had already been issued medical certificates. She advised the mentally challenged children to bring with them their two photographs, ration card and slip of their blood group issued by a laboratory. She appealed the people to bring their children in these camps. |
Newlywed woman stabbed over 20 times in Gurgaon
Gurgaon, September 18 The incident took place about 11.15 am when Nancy (26) was alone at her home in Lakshmi Garden. She was married on August 8 to Sumeet Naveen, an IT expert. The attack on Nancy seems to be an act of professional criminals who left behind their gloves and dagger at the spot before fleeing on a motorcycle, a police official said. After the attack, Nancy came down from the first floor of her house to the ground floor. On hearing her screams, the tenants as well as the neighbours took her to Sethi Hospital. Ashok K. Sethi, the doctor attending to her, said the assailants had stabbed Nancy in over 20 places. Sethi said: “She was stabbed on the scalp, face, neck and also on hands. Scalp and hands have been found fractured. She is in critical stage and not out of danger. We will be able to comment only after we get scan reports of her brain.” The police officials said the tenants as well as the neighbours had seen two youths going to Nancy’s house in the morning. Ten minutes later, the youths were seen rushing back to their motorcycle and then they sped away. The police suspected that the youths attacked Nancy from behind when she was working in the kitchen. “She was stabbed multiple times as if the youths had an old enmity with her. Though gold jewellery worn by her is missing but we cannot term it as a robbery,” the investigating official said. Naveen, who works as a software engineer with an automobile company, ruled out enmity with anyone.

Khattar Murder Case
Ambala, September 18 Initially, the case was registered with Bahadurgarh police station on May 5, 2001. Later, on the directions of the Punjab and Haryana High Court, the case was transferred to the CBI. According to the prosecution, Sanjay Khattar, brother of deceased Raj Kumar Khattar, had filed a complaint with the Bahadurgarh police station that a person came to their house on May 5, 2001, asking about his brother. When he was told that Raj Kumar was sleeping upstairs, he went up and had a soft drink there. After a few minutes, Sanjay heard some sound from upstairs. Meanwhile, the said person left the house. After some time, when Raj Kumar’s mother went upstairs, she found that his son was lying in a pool of blood near the bed. He was taken to the Civil Hospital here, where he was declared brought dead. The CBI revealed that the accused, D.S. Dalal, had some grudge against the deceased due to his illicit relations with his wife in the past. The Judge observed in the order, “No lenient view is possible in view of the heinous crime committed by the accused and awarding lesser punishment will send wrong signals to society. In order to discourage like-minded people, this court is of the view that the quantum of sentence should be in proportion to the crime committed.” |

High Court Chandigarh, September 18 As the case came up for hearing, the orders of Sirsa Civil Judge (senior division) issued on September 2, granting interim injunction to pro-Abhay Singh Chautala District Rural Games Association (DRGA), and the dismissal of appeal by an Additional District Judge, were stayed by Justice Mahesh Grover. The orders were issued after the preliminary hearing on the joint petition of Congress MP Naveen Jindal-led HOA and Justice Garg. The Judge issued notice to respondent District Rural Games Association (DRGA) through its president Radhey Ram and fixed December 19 as the next date for hearing in the matter. The dispute has its origin in the amendment in the HOA constitution carried out on June 23, 2004, vide which Chautala was made the lifetime president of the HOA. This, according to petitioner, Jindal-led HOA caused unrest amongst the affiliated units of the HOA. It ultimately led to calling of general body meeting on May 6, 2006, in which the controversial amendment incorporated in the HOA constitution for making Abhay Singh Chautala as the lifetime president was resolved to be deleted. Also, a no-confidence motion against Chautala and then office-bearers of the HOA was passed. In the same meeting, Navin Jindal was unanimously elected the HOA president for four years as per the constitution. |

Widow deserts 4 kids to marry youth
Fatehabad, September 18 The widow, Darshana, a resident of Kabir Basti, has tied the knot with Dheera (25) from Jeetpura in Rajasthan in a Sirsa court. Dheera now lives with Darshana in her Kabir Basti residence. The woman has shown the door to her daughter Sonu (20) and three sons - Shankar (18), Bhola (16) and Akash (14). The children, who have taken shelter at their uncle’s house, are shocked at the conduct of their mother. Kin and relatives of the women approached her yesterday and asked her to shun Dheera and allow her children to live in the house. However, Darshana refused to budge and approached the police with her marriage certificate seeking protection against possible attack from her relatives. |

BPL families to get 35 kg wheat every month
Chandigarh, September 18 He said with the decision of issuing wheat to the BPL families, the government would have to bear an additional financial burden of Rs 44 crore. He said the decision had been taken in view of the demands raised by various representatives of APL families, who met him here today. Hooda said the decision to issue three litres of kerosene to the APL families had been taken despite the fact that the Rangarajan Committee in 2006 and the B.K. Chaturvedi Committee this year had recommended to issue kerosene only to the BPL families. The government had taken the decision to give oil to the APL families on humanitarian grounds, he added. Hooda said the BPL families would be issued 9.5 litres of kerosene per month on their ration cards. |

Gurgaon, September 18 The consignment contained 10 tonnes of foodgrains, medicines, including ORS, hundreds of family packs of utensils, tarpoline, bedsheets, sarees, dhotis, chlorine tablets, soaps and T-shirts. The Dhyan Foundation is a spiritual and charitable organisation headed by Yogi Ashwini. C&C Constructions, one of the first corporates to reach out to the victims, and the Dhyan Foundation have not restricted their assistance to mere financial help. Both organisations have already set up camps in the affected areas of Raniganj and Purnia to feed, provide shelter and medicines to the affected people. |
Rain damages paddy
Kaithal, September 18 According to reports received here, the paddy crop had flattened due to the rain, which had added to the worries of farmers, who would find it difficult to retrieve the lost crop. The poor drainage system in various parts of the district resulted into accumulation of water on roads and low-lying localities causing inconvenience to people. On the other hand, the paddy, which had been brought to the mandis for sale by farmers, was also damaged and it would not be possible to lift the paddy for a couple of days. If the rain continued, it can cause further damage to the crop and aggravate miseries of farmers. Kaithal town and surrounding areas had experienced 90 mm of rainfall till this evening and yesterday 45 mm rain was experienced. |

Man shot dead in Jind village
Jind, September 18 Roshan Lal reportedly became a victim of the jealousy of his former friends who had been booked in connection with a murder that took place about two years ago. Roshan Lal had been rounded up along with the accused - Jagmahender, Rajesh, Krishan, Mahender, Prittu and Hazoor Singh, all residents of the same village, in connection with the murder of Raj Kumar, a patwari in the irrigation department, in 2006. While Roshan Lal was left off by the police after initial investigation, the others were arrested and remanded in judicial custody. This is believed to have made the accused feel jealous of Roshan Lal, leading to his murder. This was alleged by Rajesh, younger brother of Roshan Lal, who lodged a complaint with the police today after the incident. A team of fingerprint experts visited the site of the murder. No arrest has been made so far. |
Freedom fighter cremated
Rewari, September 18 Chiranji Lal (99), who died of protracted illness yesterday, was a combatant soldier of the Indian National Army (INA) and had also courted imprisonment several times during the freedom movement. His elder son, Dhari Ram, lit the pyre. SDM Yogesh Bhardwaj and ASP Ved Prakash Godara paid tributes by placing wreaths on the body on behalf of the district administration. Personnel of the Khol police station fired several rounds into the air and reversed arms as a mark of respect to the departed soul. |
Adarsh Murrah Gaon scheme introduced
Chandigarh, September 18 Chief Minister Bhupinder Singh Hooda said under the scheme, all villages having 50 or more murrah buffaloes with at least one-third of them giving 15 litres milk or more per day would be declared “Adarsh Murrah Gaon”. Murrah breed societies would be constituted in these villages and each such society would be given a grant of Rs 5 lakh, which would be spent on the development, preservation and propagation of murrah buffaloes, he added. He pointed out that this year 15 villages had been declared as “Adarsh Murrah Gaon”. These were Madina, Kharkara, Gaddi Kheri, Nindana and Sundana in Rohtak district; Kungar and Badhra in Bhiwani district; Mandothi, Dubaldhan, Bahadurgarh, Dighal and Sasrauli in Jhajjar district; Sandhwakhas and Umra in Hisar district; and Ikkas in Jind district. |
No hike in bus fares
Chandigarh, September 18 A decision to this effect was taken at a meeting held under the chairmanship of Chief Minister Bhupinder Singh Hooda to review the performance of the department here. “The last bus fare increase in the state was made effective from April 1, 2006. There will be no increase in the fares of Haryana Roadways buses at this stage,'' an official spokesman said. The Chief Minister directed the officers of the department to introduce express services on certain routes. The department should also introduce de luxe and semi-de luxe buses. With the recruitment of staff, the roadways should add new buses to its fleet at the earliest, he added.

Power nigam told to refund fine
Fatehabad, September 18 Bhulla Devi, a local resident, had filed a complaint in the District Consumer Forum on June 2 accusing the DHBVN of charging a fine of Rs 1.10 lakh from her under threat of disconnection. The forum found the defense of the DHBVN devoid of merits and asked the nigam to refund the money wrongfully recovered from her. The forum has also asked the DHBVN to pay a fine of Rs 500 to the woman. |
