Security stepped up in Karnal

The Security forces have been put on high alert in Karnal and surrounding areas, following an email sent to TV channels and newspapers. According to the email, Punjab, Haryana and Himachal are on the target list of the Mujahideen. The district police has put a mechanism in place which would help in tracing the culprits in case the incident was reported, SSP A.S. Chawla said.

Fever believed to be chikunguniya and viral fever by private doctors has taken the shape of an epidemic in various villages of the district.

People have been suffering due to the apathy of the district health authorities on one hand and expensive treatment of private doctors on the other hand. Meanwhile, the fever has claimed two lives in the district.

While Meeru Yadav (20), daughter of Jaswant Singh Yadav of Shahbazpur village, near here, died of fever at a private hospital here on Saturday, Indra Devi (52), wife of Narender Singh of Budhpur village, 5 km from here, died of fever at Ganga Ram Hospital in Delhi on Friday.

Former sarpanch of Khol village Hari Ram Gehlot today said over 150 persons had been suffering from this fever in the village alone while a large number of people were in the grip of fever in surrounding villages - Balwari, Nandha, Khaleta, Dhawana, Maan, Manethi, Bohka, Padla, Kund and several others.

He ruefully said over 200 blood slides lying at the Community Health Centre here had been awaiting chemical examination for over a week due to the absence of a lab technician.

He said when he brought this sorry state of affairs to the notice of district malaria officer Gajraj Singh, he simply said blood slides would now be examined at the local Civil Hospital and the CHC of Bawal.

He rued the fact that the CHC at Khol, which catered to the needs of patients of at least 80 surrounding villages, had only one medical officer, who was incapacitated to handle such a grim situation.

Daya Ram Krantikari, a social activist, said over 100 persons were in the grip of fever in Khandora village, near Bawal.

He said while the sub-health centre of the village was incapable to cope up with the increasing rush of patients, the apathy of the health authorities concerned was deplorable as well.

Gehlot and Krantikari have urged the deputy commissioner to direct the district health authorities to send medical teams immediately to the villages to provide relief to the patients.

Karnal MP sticks to his guns
Plays down reports of HPCC seeking action

Karnal MP Arvind Sharma today sought to play down reports that the Haryana Pradesh Congress Committee (HPCC) had sent a report to the party high command seeking action against him for his anti-government utterances and advised the HPCC to send the “correct report” about the ground situation in the state.

Sharma said he fully supported the high command and was only attacking the “discriminatory policies” and the style of functioning of the state government. He said he had been raising several issues of larger public interest for the past four and a half years, but there had been no effort to redress the grievances.

Asking the state government to give district-wise details of the 40,000-odd recruitments in government departments during its present tenure, he said the statistics would prove that all charges made by him were true.

“Demanding justice for my constituency and constituents cannot be termed as indiscipline,” he maintained.

He said the government was observing 2008 as education year, but nothing had been done in his constituency and even the Kalpana Chawla Memorial Medical College project was hanging fire for more than two years. “I have always called a spade a spade, and continue to stand by the truth,” he added.

With Rohtak emerging as the hot spot for protests in the state, the Haryana government has decided to earmark areas for organising meetings, dharnas and rallies.

Still recovering from the killing of a guest teacher in firing during one such protest over a week back, the district administration certainly does not want a repeat for which the exercise of earmarking protest sites has been expedited.

Citing inconvenience to the public given the frequency of protests, dharnas and meetings by organisations wanting Chief Minister Bhupinder Singh Hooda’s attention, the administration has identified five places for organising rallies and meetings in Rohtak.

Deputy commissioner R.S. Doon said protests blocked traffic and caused law and order problems. “However, since we are in a democracy and any organisation cannot be denied the right to hold a rally or meeting, we were forced to give even last minute permissions. These protests invariably led to great inconvenience to the public as also the administration. As a check on that, we have fixed protest sites based on the crowd strength,” he added.

While Vikas Sadan and the Shri Ram Rangshala with an accommodating power of 5,000 persons would be available for small meetings and rallies held by employees, labour and such like organisations, the grounds of an abandoned senior secondary school would play host to protests with a crowd size of up to 15,000.

Two other sites, Sector 6 and 34 HUDA grounds, had been reserved for bigger rallies and meetings, especially those of political parties. Also, the district administration was willing to make the CR stadium available for bigger gatherings or those that VVIPs are scheduled to attend as a security measure. This, however, would be available on a payment of Rs 20,000.

Cases of organisations wanting to use their private areas, which have adequate parking space, would also be given permission after being examined on merit.

“With these spaces identified, we will have no hassle giving permissions to whoever approaches us. At least normalcy will prevail in the city while protests go on,” he maintained.

The identification of sites was undertaken on priority after the protest by guest teachers turned violent and the police had to resort to firing to control the protesters. Being in the heart of the city, the police maintains that segregating protesters from the common man on the road also becomes a hassle as does the identification of miscreants.

“There are four favourite haunts of all protesting organisations, including Mansarovar Park and Tau Devi Lal Park, which are frequented by the locals. We have decided to keep all protests out of city parks, which are meant for the public. The only way out was to identify sites since everyday is a protest day in Rohtak and the numbers of protesters only continues to grow,” explains superintendent of police Alok Mittal.

Bus skids off road, 2 killed

Two persons lost their lives and 27 others were injured when a private bus in which they were travelling skidded off the road and rammed against roadside trees near Madhosinghana village on the Sirsa-Ellenabad road here today.

The injured have been admitted to the local general hospital, where condition of five persons is stated to be serious.

One of the injured, Lal Chand, has been referred to a hospital in Hisar in view of his critical condition.

The deceased have been identified as Jaswant Singh (45) and Madan Lal (26).

According to Jagdish, brother of the deceased Madan Lal, the bus, which was coming from Ellenabad was being driven by its conductor, Ramesh. The driver of the bus, who lived in Madhosinghana village, used to take charge of the bus from the village. However, it met with an accident just before it could reach the village bus stand.

Sources said the incident took place when Ramesh was reportedly trying to lift lunch box, which had fallen from the dashboard. He lost control over the bus.

The driver escaped as he jumped out of the window.

The bus was overloaded with passengers, including students of the local Government National College and other institutions. The bus, which had the capacity of 60, had about 100 passengers and 30-40 on its rooftop, said Mahaveer, who has received minor injuries in the accident.

Rajesh Malik and Baljit Yadav, the two teachers of Chaudhary Devi Lal University against whom another teacher of the university, Sewa Singh Bajwa, had levelled charges of criminal trespass and hurting their religious sentiments, today failed to file their replies with the disciplinary panel set up by the vice-chancellor.

Anu Shukla, professor and chairperson of the English department and head of the disciplinary committee that includes Sultan Singh and Vikram Singh, had sought replies on the allegations of Bajwa from Malik and Yadav, and the two had been asked to submit their replies by today.

However, the two have sought some more time for filing their replies as they were out of town due to some preoccupation.

Shukla has given them an extension of two days and has now asked them to submit their replies by September 17, according to sources.

The committee is yet to seek a response from Bajwa on the complaints against him given to the committee by 12 teachers of the university, including some women, accusing Bajwa of vitiating the atmosphere in the residential area of the university by inviting unscrupulous youths to his residence, making the campus an unsafe place to live.

The sources said the committee would seek his reply once Malik and Yadav submitted their replies before the committee and the process of personal hearing began.

Meanwhile, the police has also been holding simultaneous investigations into the FIR under Sections 295-A, 452, 323 and 34 of the IPC against Malik and Yadav lodged by Bajwa.

The police had summoned both parties to the police station today, but no headway could be made in the investigations due to the absence of Malik and Yadav.

Ajay Sharma, SHO of the city police station, said the two had sought exemption from appearance today due to preoccupation.

The police would now summon both parties to the police station tomorrow, said Ajay Sharma.

DSP (Headquarters) Partap Singh, who is verifying the veracity of the allegations of hurting the religious sentiments levelled by Bajwa, is yet to submit his findings on the issue.

Attack on Dera Chief’s Cavalcade
14-day judicial remand for 7th accused

Dharminder Singh, the seventh accused in the case pertaining to the bomb attack on the cavalcade of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, was remanded in 14-day judicial custody by a local court here today.

Dharminder, brother-in-law of main accused Bakshish Singh, was arrested in Yamunanagar on September 6 and sent to eight-day police remand.

He was produced in the court of Judicial Magistrate Amit Garg here today and sent to judicial custody.

A case has been registered against him under Section 307 of the IPC and Sections 3 and 4 of the Explosives Act. The case will come up for hearing on September 29.

Meanwhile, the other six accused were produced in the court of Additional District and Sessions Judge Balbir Singh, who fixed the hearing for September 18 for framing of charges against the accused.

A bomb planted in the spare wheel of a truck had exploded around the same time near Nilokheri on the GT Road on February 2 last when the cavalcade of Gurmeet Ram Rahim Singh was passing from there.

At least 12 persons were injured in the blast. However, the dera chief escaped unhurt. Seven accused, including alleged human bomb Parveen, had been arrested while the main accused, Bakshish, is still at large. The Haryana police has announced a reward of Rs 1 lakh for providing any clue about him.

He said security personnel had been deployed at various vulnerable places like bus stand, railway station, temples and main chowks.

Around 15 PCR vans and 25 riders have been put on high alert. Vehicles frequently plying on the Kaithal and Uttar Pradesh borders are under strict vigil and the security arrangements at the nakas have been strengthened.

Chawla said people had been cautioned to remain vigilant and immediately informed the police about suspicious persons and objects.

Security men trained in bomb diffusion were already in the force and in case of exigency, experts could be requisition from Madhuban, he added.

NH-1 Stretch
Panipat residents may be exempted from toll

Local residents, who had been opposing the setting up of a toll barrier in the city after a 10 km elevated stretch on the NH-1 opened here recently, are likely to be exempted from paying the toll soon.

The union government had recently come up with a proposal of exempting the local populace of toll in case toll barriers are located within the municipal limits. The proposal, once passed, will be implemented across the nation and will provide the much-needed relief to the local residents.

The toll barrier for the elevated highway in the city falls under the MC limits. After the implementation of the proposal, the local residents will be able to use the NH1 without paying any extra money.

It was learnt that the proposal, which was in its final stages of clearance, would be implemented soon.

The residents had been opposing the charging of toll from them. Even the villagers residing on the other side of the toll barrier, who had to visit the district headquarters, were against the charging of toll.

As per the proposal, the local residents seeking exemption would have to get their vehicles registered with the toll plaza along with their residence proof. Exemption would be given to people living within a radius of 15 km of the toll plaza.

The proposal also provides setting up of toll collection points 5-10 km away from the main city centres in the future.

With the clearance of the proposal, the local residents will find it to be more convenient to commute within the city.

Narinder Kumar, a local resident, said at times one just had to cross the NH1 to go to the other side of the city and even for that he had to pay the toll. He said it was the right of the citizens to be exempted from the toll as they were already paying several taxes to the government.

Meanwhile, official sources said the government had also mooted a proposal for 50 per cent discount on toll charges for frequent commuters on toll roads. Frequent commuters would be able to get a monthly pass made at 50 per cent discount.

Blood donation marks Hooda’s birthday

To mark the 62nd birthday of Chief Minister Bhupinder Singh Hooda, a blood donation camp in Palwal was organised by the rural unit of Faridabad District Congress here today. The camp was organised in ITI College , Palwal, with the help of Palwal Lions Club and the Lions City Heart along with the District Red Cross Society. Nearly 105 units of blood were collected on the occasion. The students of the ITI college were the main donors.

Meanwhile, the urban unit of the District Congress organised a function at its headquarters. Several Congress leaders and social organisations celebrated the birthday.

FATEHABAD: Navyug Nirman, an NGO, which is run by Kunal Bhadoo, son-in-law of Chief Minister Bhupinder Singh Hooda, celebrated 62nd birthday of Hooda by organising a blood donation and free medical camp in Bhuna in the district here on Monday.

Bhadoo inaugurated the events by donating blood. Nearly 350 units of blood were collected in the blood donation camp organised on the occasion.

Several doctors examined patients and gave them medicines during the medical camp.

The camp was inaugurated by the president of the All-India Kisan Khat Majdoor Congress and local MLA, S.S.Surjewala. As many as 54 persons donated blood.

Meanwhile, the deputy commissioner made an appeal to people to help the flood victims of Bihar.

Phalgu mela begins

The Phalgu mela began amidst chanting of hymns and performing of yajnas in Faral village, 25 km from here, today.

Commissioner, Ambala division, Mohinder Kumar, deputy commissioner Vikas Gupta, SP Sultan Singh, SDM-cum-mela administrator Hawa Singh, other officials, prominent citizens of the area and a number of Brahmins were present on the occasion.

The mela will conclude on September 29 when lakhs of pilgrims will take a dip in the holy tank on the occasion of somvati amavas after offering pind dan to their ancestors.

The commissioner said the administration had made elaborate arrangements for the smooth stay of pilgrims. Besides, special steps had been taken to ensure sanitation, water supply, lightning, availability of food articles, maintenance of law and order and security of all those visiting the place.

Deputy commissioner Vikas Gupta said the mela area had been divided into 12 sectors, in which sector magistrates had been appointed. Besides, a special Judicial Magistrate would remain present during the mela period to dispose of cases on the spot.

The holy tank had been filled with fresh water and ghats had been renovated. The mobile teams of the health department would be available and an ayurvedic dispensary under the supervision of Dr Rakesh Kaushal had also been set up. At least 400 temporary toilets and water taps had been set up for the convenience of pilgrims.

SP Sultan Singh said 2,000 security personnel would remain deployed in the mela area and a special watch would be kept on the movement of criminals and anti-social elements. Divers would be deployed at the sarovar to meet any eventuality.

Farmers block traffic

A large number of farmers blocked the traffic on National Highway no. 71 for about an hour protesting against the alleged failure to procure bajra crop in the local grain market here today. The dharna was staged right in the front of the grain market. However, it was lifted after an assurance by the district officials that the purchase of the crop would start from tomorrow onwards.

The farmers claimed that they had been camping in the grain market for the past many days but no government agency had come forward to buy their produce. As a result, many growers had resorted to distress selling to private parties, which had been paying less than the MSP of Rs 840 per quintal.

They threatened that they would again stage a dharna on the highway if the agencies did not start the purchase from tomorrow morning. The district officials, however, assured that the official procurement would positively start from tomorrow.

In another similar development, residents of Nirjan village here blocked traffic on the Jind-Safidon road here today in protest against inadequate supply of water and power in the village.

They alleged that the department concerned had failed to redress their grievances regarding snags in the local transformer and no supply of irrigation and drinking water to the village for the past many days. The protest came to an end after an assurance was given by the SDM and other officials of the Safidon subdivision.

HC summons chief secy

Following the failure of Haryana to do the needful for handing over the land required by the National Highways Authority of India (NHAI) for widening of the road between Chandigarh and Kalka, the Punjab and Haryana High Court today asked state chief secretary to be present in the court on September 23.

He has been asked to explain why the authorities have not been able to ensure the implementation of the undertaking given earlier in the matter.

As the matter came up for resumed hearing before the Division Bench of Justice Uma Nath Singh and Justice Daya Chaudhary, NHAI counsel said work on widening of the road in certain areas could not be taken up as Haryana was yet to handover the land to them, as agreed upon earlier.

As army land was part of the required chunk, Haryana had offered to provide the army an alternative land in the vicinity for locating certain defence establishments.

Agarsen college to have MD, MS courses

The state government has accorded its sanction to the start of postgraduate courses of MD and MS in six specialties in Maharaja Agarsen Medical College, Agroha.

The courses will start from the next academic session.

This was stated by chairman of the Confed Bajrang Dass Garg while talking to mediapersons here today. Garg refuted media reports about suspension of the government grant to the college and said the college had already received Rs 3 crore of total grant of Rs 6 crore for the current fiscal.

He said a further grant of Rs 2 crore had been sanctioned by the government and would be released soon.

The college had 50 seats of the MBBS course and sanction for 50 more seats was expected soon, he added.

Bajrang Dass Garg, who is on a public mobilisation tour for the October 5 visit of Chief Minister Bhupinder Singh Hooda in Sirsa in connection with the celebrations of Maharaja Agarsen Jayanti, said the Chief Minister would announce several welfare schemes for the trading community on this occasion.

The Hooda government had given several concessions to the trading community in the state ever since it had come to power.

Naveen Kedia, convener of the Maharaja Agarsen Jayanti and Heera Lal Sharma, state general secretary of the Haryana Pradesh Vyapar Mandal, were present on the occasion.

Teenager gangraped; 4 youths booked

A teenaged girl (16) of the Gulabi Bagh Colony here was allegedly gangraped by four youths in a room at an unknown place on September 10.

The girl was dropped by the accused near the bus stand here in the morning on September 11.

On a complaint filed yesterday by the victim, the Rampura police here has registered a case of gangrape, abduction, seduction, wrongful confinement and criminal intimidation against the accused - Sonu of the Gulabi Bagh Colony; Abhey and Sombir, both residents of Gurgaon district; and another youth.

The girl was also medically examined here. In her complaint, the girl alleged that on Wednesday afternoon when she went to a chemist’s shop to buy medicine, she was administered some stupefying tablet by the chemist’s assistant, Sonu, following which she was forcibly taken away on a motorcycle to an unknown destination by Sonu and his accomplice Abhey.

She alleged that two more youths joined them and then she was kept in a closed room where she was repeatedly raped by the four youths throughout the night.

Schoolboy found murdered

Jhajjar, September 15
A student of class V was found murdered in the fields of Bahujholari village here today. The deceased has been identified as Yudhisther, son of Prakash of the same village.

The police has registered a case of murder against unidentified persons on the complaint of the deceased’s father and started investigation.

According to information, Yudhisther went to attend a spiritual function in the village yesterday evening. However, he did not return till today morning. Meanwhile, someone informed his parents that Yudhisther’s body was lying in the fields. The family members rushed to the spot and identified the body. The police has sent the body for postmortem to the Civil Hospital here.

Fake currency seized

Kurukshetra, September 15
A special district police staff led by inspector Yashwant Singh Yadav seized 42 fake currency notes of Rs 500 denomination during a raid conducted at the residence of Vinod Kumar, alias Shilla, of Ladwa, 10 km from here, today.

District police chief K.V. Ramana said Vinod Kumar had already been arrested under the NDPS and the Arms Act on September 12 and since then he was in police remand.

During interrogation, Vinod Kumar told the police that he had kept these fake currency beneath a mattress in his bedroom. Five kg of opium, 6 kg of sulfa and a magazine with five live cartridges had already been recovered from his possession, Ramana added.

31 cases settled in lok adalat

Kaithal, September15
At least 17,072 cases have been settled in the lok adalats, and 1,262 in the gramin lok adalats in Kaithal district so far.

Addressing litigants in the gramin lok adalat held in Manjhla village of the district here yesterday, District and Sessions Judge P.L.Ahuja said as many as 174 lok adalats were held in the district till now.

As many as 57 cases were put up of which 31 cases were settled in the lok adalat held here yesterday.
