10 pc quota for students from poor strata: CM
Amarjit Thind/TNS

Khiala (Jalandhar), September 11
Punjab Chief Minister Parkash Singh Badal today denied that the Akalis had acted with vendetta in stripping former CM Amarinder Singh of the membership of the assembly and added that the decision of the house was supreme.

He was here to attend a function organised by the management of the Sant Baba Bhag Singh Education Complex.

At pains to downplay all talk of political vendetta as rubbish, Badal said, “We merely acted on the report of the committee of the assembly in which charges of corruption, misuse of official position and mala fide intent had been established. In fact, the enquiry had been initiated during the rule of the Amarinder Singh government and the committee had Congress members, he pointed out.

Responding to a query, he said the government would act in a similar manner if such cases against ministers and government officials were brought to the notice of the house during his tenure, he added.

Earlier, the CM met Baba Malkiat Singh and appreciated the efforts being made by the latter in transforming the educational scenario in the countryside.

Badal emphasised that the educational institutions must come forward with innovative projects to ensure that students from the poor strata could get special attention for developing their potential and making them professionally competent. He said the universities and higher education institutions, therefore, had an important role to play in guiding the national endeavour for bringing about social transformation and equality in society, which was the basic objective of free India.

Badal further said recently the government had also signed an MoU with private engineering and technical institutions to provide absolutely free seats to the economically poor rural students in their respective institutions, for which the state government would allot them an additional quota of 10 per cent seats. He said the basic objective of this scheme was to impart technical education to the underprivileged.

Another scheme of Rs 141 crore, to encourage students to opt for the science stream, had also been started by upgrading the existing infrastructure in 351 government senior secondary and high schools (three in every constituency of the state), he added. Earlier, Badal, along with Baba Malkiat Singh, laid the foundation stone of a nursing institute in the complex. He announced a grant of Rs 10 lakh for the complex.

Lucky Day
Minister comes to the rescue of 6 little labourers

Hoshiarpur, September 11
The day proved lucky for six child labourers today as minister for labour Tikshan Sud happened to notice their plight while he was passing through the Hoshiarpur-Jalandhar road here today.

The children, identified as Umesh Pal (6), son of Charan Singh, Patara (7), Sukha (9), Manpreet (14), son of Chhote Lal, Omveer (12) and Suraj Pal (10), son of Karam Singh, were rescued by the minister after he took them in his custody. All these children were unloading stones from a tractor-trailer at a road construction site.

Sud immediately called the officers concerned of the local department and ordered to take strict action against those contractors who had been getting work done from these children. The minister said the Child Labour Act would be strictly implemented in the state and strict action would be taken against all those contractors, traders and industrialists who were still carrying on with this unhealthy practice. — OC

Urban Esate, Phase III, Project
PUDA’s loss is colonisers’ gain
Deepkamal Kaur/TNS

Jalandhar, September 11
Even as PUDA suffered a major setback after shelving its Urban Estate, Phase-III, project in Nangal Shama, Chokan and Bhojewal villages on the Hoshiarpur road here last year, a number of approved and unapproved colonisers and property dealers have swung into action in the area, reaping rich dividends.

The move has also led to a haphazard development of the 302.13 acres and fleecing of villagers at the hands of land grabbers and property agents. PUDA’s project, it is learnt, was cancelled owing to a political decision. The awards in lieu of land acquisition were not deliberately announced by the state government in time, which led to the lapse of the term of the scheme, sources in PUDA revealed.

But now the prices of land in the area have shot up since last year. While areas falling right along the Jalandhar-Hoshiarpur road are being sold for Rs 5-6 lakh per marla, those somewhat inward are going for Rs 2.5 lakh per marla. The area near the Apeejay Institute of Management is also developing fast with property dealers setting up market areas and private colonies there.

In fact, the property dealers are waiting for the proposed shifting of the judicial complex to Nangal Shama. Property dealer Sunil Kumar said, “Once that happens, the prices are going to skyrocket. Many advocates have already bought land around the area.”

While all NRIs have sold their entire properties, many villagers have sold their land partly or are waiting for lucrative offers. Paramjit Singh, a farmer of Chokan village, said, “Every other day a property dealer is visiting me with one offer or the other. I am waiting to get something better. Till then, I will keep on cultivating my land and taking care of my dairy farm.”

He added that the villagers were against selling their land to the government. “The officials tried every bid to take our land forcibly and put up their own signboards but we had resisted tooth and nail. We were not hopeful of a good price for our land. The residents of all three villages had then jointly began a legal fight,” he recalled.

“Later, assembly elections arrived and the SAD supporters told us that they would support their cause and drop the land acquisition. It happened exactly so. As soon as Parkash Singh Badal came to the power, the project was cancelled,” villagers revealed.

The ACA, PUDA, A.K. Sikka, said the scheme was denotified on June 25, 2007, the same day on which the awards were to be announced. Asked if he had pursued the case for withdrawing of the orders, he said, “It came during the term of my predecessor Kulbir Singh. I did not follow it up later since the decision came directly from the higher authorities.”

3 nabbed for fraud

Pathankot, September 11
The police arrested Ravinder Singh of Kang village, Sandeep Kumar of Dhariwal and Bakhshish Singh of Surjewal for cheating a local tyre dealer for Rs 16,200 under sections 382, 342, 506, 148 and 149 of the IPC here today.

According to a complaint lodged with the police on Wednesday, it was alleged that five persons came to the tyre shop situated on Dalhousie Road and asked owner Gurjit Singh to change the tyre and tube of their car. When the tyre and tube were changed, two persons asked for a test drive to check the new tyre. As soon as the two persons drove away in the car, the three accomplices left in the shop forcibly locked the owner in a room of the shop and to fled.

Two persons, Sukhdev Singh and Mukha, are still absconding. — OC
