There was not even a single voluntary response to the Delhi government’s ambitious scheme of persuading operators of old diesel-run light goods vehicles (LGVs) to switch over to new CNG-run vehicles by offering them a whopping Rs 80,000 (12.5 per cent) tax incentive per vehicle. Out of a total of 38,500 diesel-run LGVs registered, over 5,000 are between 14 and 15 years old.

Nephew suspected in old man’s murder

The Delhi Police is questioning the nephew of the senior citizen who was found murdered at his house in the Janakpuri area of West Delhi yesterday afternoon.

Students and teachers alike in the B.Com. (final) pass course, commerce department at Delhi University, are rejoicing after a re-test was ordered in one of the papers after examinations. Students were extremely unhappy with the paper of the exam which took place on April 4 and many complained that it was “extremely tough” and “many of the questions being set out of course”.

Noida residents want proactive policing

The Residents Welfare Association (RWA) of various sectors here held a meeting today and demanded more proactive policing from the city police chief in the wake of recent spurt in crime. The news of the brutal murder of a 14-year-old girl, Ayushi in sector 25 last night allegedly by the domestic help, woke up the various RWAs to the pathetic law and order situation in the city.

A total of 4,921 complaints were received during the first four years at the three Consumer Grievances Redressal Forums (CGRFs) set up by private power distribution companies in the NCT of Delhi. It means that only 0.16% of the total consumer base of over 30 lakh (BSES — 23 lakh and NDPL – 7 lakh) had complaints against the Discoms.

Copper factory looted
Noida/ Greater Noida, May 16
Copper wire worth Rs 50,000 and other goods were looted from a copper factory situated on plot No 37 in Kasna Udyogic area by some six criminals who had come in a mini truck and overpowered the security guards of the factory. The police, however, has registered a theft case instead of a loot.

Inter-religious prayer for peace

The Catholic Archdiocese of Delhi yesterday organised an inter-religious prayer service at the Community Centre of the Sacred Heart Cathedral in Gole Dakkhana for the human suffering caused by natural disasters in Myanmar and China and the blasts in Jaipur. Leaders of different religions including Islam, Sikhism, Jainism, Aryasamaji and Bahai came together from all over Delhi to pray for the victims and their families.

Rs 346 crore cleared for liver institute

The Expenditure Finance Committee (EFC) of the Delhi government has given its nod to six projects amounting to Rs 346 crore. The projects include two each for the home department and the department of health and family welfare whereas, one each for the education and transport departments.

DPS girl stabbed to death in sleep; servant missing

The gruesome murder of 13-year-old Arushi Talwar, a brilliant class 9th student of DPS Noida, has shocked Noida residents. Indeed it has been called as Noida’s black day that had plunged sector 25 and the DPS School into gloom.

Arushi had been stabbed to death in her sleep last night by Hem Raj, the family servant of the Talwars who live in L-32 of sector 25, Jal Vayu Vihar, Noida.

According to police, Arushi had been hit on the head and then stabbed thrice by Hem Raj, 48, a Nepalese servant the family had engaged on the recommendation of their earlier cook. He is absconding after the crime.

The family first came to know of the tragedy that had befallen on it through the maid servant who found the main door of the flat ajar when she came at about 6-30 am. Inside the bedroom, the parents found their child lying in a pool of blood through a dastardly act by one whom they had trusted all these years.

Daughter of Dr Rajesh Talwar and Mrs Dr Nupur Talwar, Aurshi’s parents are dental doctors with Fortis hospital Noida and had their own dental clinic in sector 19 Noida.

Arushi’s neighbours, her classmates, friends and the principal of the DPS School Noida described her as a very bright and good student, Rajshri, her friend and classfellow, described Arushi as her best friend who was always smiling and full of life and enthusiasm.

Ironically, Arushi, who would have turned 14 on Sunday, was agog at the preparations for the treat to which she had invited all her friends and the neighbours of Talwars, but sadly it was not to be as fate had something tragic in store for the family pushing them into grief on losing such a lovely child.

A reward of Rs 30,000 has been announced for anybody who informs the whereabouts of the absconding servant, Hem Raj, the killer. Arushi was cremated today in the evening. The whole of sectors 25, 21 and the DPS School and a large number of friends and Noida citizens turned up to bid a heartfelt send-off to Arushi.

This latest tragedy has once again highlighted the importance of getting the verification of domestic helps done by the police.

Day 2: Tis Hazari Courts shut as lawyers’ strike total

The full impact of the strike was visible today on the second day of the two-day strike call given by the lawyers at the Tis Hazari courts as the lawyer chambers remained shut and no legal work was taken up. This was in sharp contrast to yesterday when the strike was hardly effective and cases were taken up till 2 pm.

“We observed a complete bandh at the courts today and no legal matter was taken up at all. The senior lawyers would be meeting later in the day to decide the next course of action,” said Nikunj Singh, a practising lawyer at Tis Hazari courts.

The lawyers here are protesting against the Supreme Court’s endorsement to a plan to divide the Capital into nine judicial districts. They believe that the bifurcation of the courts would only require them to run from one court to another and nothing much would change.

The lawyers approached the apex court challenging the formation of more district courts in the Capital, which they said would benefit only judicial officers.

Delhi Bar Association (Tis Hazari courts) president Rajiv Khosla said that the lawyers have high regard for the judiciary but, at the same time, the functions of the government cannot be taken over by the courts.

“The executive committee is highly aggrieved by the unconstitutional order of the apex court, which ultimately provides benefit only to the judicial officers at the cost of litigants and general public at large,” said Jaiveer Singh Chauhan, secretary of the Delhi Bar Association.

He said the lawyers would approach the Chief Justice of India to refer the matter to the constitutional bench for deciding whether the apex court by its order can create districts in a state on the request of judicial officers without prior approval and enactment by the state legislature.

The Delhi High Court has already declared the strike illegal and said it would not tolerate any hardship to the litigant public.

“The state of affairs cannot be tolerated any longer. The lawyers must know that enough is enough and everything has a limit,” a bench said.

CNG incentive scheme finds no takers

There was not even a single voluntary response to the Delhi government’s ambitious scheme of persuading operators of old diesel-run light goods vehicles (LGVs) to switch over to new CNG-run vehicles by offering them a whopping Rs 80,000 (12.5 per cent) tax incentive per vehicle.

The scheme which was announced in February this year to persuade owners of 14 to 15 year

old diesel-run light goods vehicles to switch over to more eco-friendly CNG-run ones, closed on April 30.

According to the transport department of the Delhi government, out of a total of 38,500 diesel-run LGVs registered, over 5,000 were between 14 and 15 years old and it was this group which was being targeted by the Delhi government in order to bring down the pollution levels in the National Capital Territory of Delhi.

However, the officials of the transport department were surprised by the fact that not even a single operator turned up to register under the scheme and take advantage of the tax exemption offered.

According to the Indian Foundation of Transport Research and Training (IFTRT), which closely monitors the transport scene in the National Capital Territory of Delhi, this was because of the fact that it was more profitable for the owners of 14 to 15-year-old diesel-run LGVs to

continue with the old ones rather than invest in new CNG-operated vehicles despite the offer of hefty VAT exemption. It was simply a matter of profit. The Delhi government would have to take some drastic measures if it wants to bring about a tangible change in the air pollution levels.

The IFTRT also revealed that it was ironical that the joint Delhi government joint venture Indraprastha Gas Limited (IGL) engaged in the distribution of clean auto fuel—CNG—in the Capital and neighbouring areas was operating its distribution network on diesel-run LGVs.

The IFTRT feels that if the pollution levels in the National Capital Territory of Delhi have to be brought down to reasonable levels then it would require a comprehensive review of the existing rules and regulations governing both the goods as well as passenger urban transport systems.

The Delhi government has been continuously making efforts to bring down the pollution levels in the national Capital which boasts of the highest number of vehicles in the country.

Nephew suspected in old man’s murder

The Delhi Police is questioning the nephew of the senior citizen who was found murdered at his house in the Janakpuri area of West Delhi yesterday afternoon.

B.D Sharma, 70, was found with his throat slit by his wife. Rs 1 lakh was missing from the house. Vikal alias Vicky, the nephew of the deceased is being questioned.

According to a police official, “The murder is surely a handiwork of someone close to the family and, thus, relatives are under scanner. We are interrogating Vikal.”

Vikal works at a printing press in Janakpuri and was a frequent visitor to the couple.

It is presumed that someone known to the family committed the murder with an intention of robbery. Sharma’s wife was out at the time of his murder while his sons are settled in the US. The couple had recently drawn the money from a bank.

Bike thief nabbed

With the arrest of one person yesterday, the North East district police has claimed to have solved six cases of vehicle theft.

Parveen alias Sonu, 23, a resident of Bhagwan Pur Khera was nabbed from Picnic Hut near Shahdara. Three motor cycles including one Bajaj Pulsar, one Hero Honda CBZ and one Hero Honda Splender, stolen from Shahdara and Mansarovar Park have been recovered at his instance. A motor cycle and documents of a scooter and a motor cycle were also recovered from him.

The police stopped Sonu at Picnic Hut. He was riding a motorcycle. He could not produce its documents. He admitted to have stolen the motor cycle that he was caught riding from the Gandhi Nagar area. It was learnt that the motor cycle was stolen on May 13.

He disclosed that he used to steal vehicles particularly, motor cycles from different areas of East Delhi and, then sold them to one Fareed in Meerut. He had already sold one motor cycle and one scooter to Fareed. He was going to sell the motor cycle to Fareed on the day of his arrest too.

3 proclaimed offenders held

The Nand Nagri police yesterday arrested three persons – Chhotu, Vimla and Bhupender, who have been declared as proclaimed offenders, from different areas of the Capital.

Chhotu, 25 and Vimla, 50, are residents of Ganga Vihar. Chhotu was apprehended at Tahirpur T-point. He was declared a proclaimed offender under an Arms Act case registered at Seema Puri police station in 2004. While Vimla was arrested near Nand Nagri DTC depot. She was declared a proclaimed offender in an Excise Act case registered at Kotwali police station in 1997.

Bhupender, a resident of Kalyanpuri near Gagan Cinema was declared a proclaimed offender under the NIT Act.

Students were extremely unhappy with the paper of the exam which took place on April 4 and many complained that it was “extremely tough” and “many of the questions being set out of course”.

Students and teachers were in a state of shock not only because it was extremely tough but also as the paper-setter had revealed his identity in the paper, which is never done.

Rekha Dayal, a member of the Executive Council at Delhi University informs, “Yes we have ordered a re-test of the said paper for B-Com pass course. Teachers and students alike have been in shock with this paper and the manner in which it was prepared. Not only were most of the questions out of course but the paper-setter had revealed his identity in the paper which is completely out of regulation and against the university rules.”

Rekha adds, “Of course, students after the paper came out extremely agitated and we received hundreds of representations from them. The feeling among the faculty is that the paper-setter, P.C. Tulsiyan, set this paper on purpose and gave out his identity. Many of the questions were from his book and this was a purely commercial move.”

Dayal further informs that a prolonged enquiry was ordered into the incident and “we had 23 examiners examine the paper and they mutually arrived at the decision of holding a re-test and the examination will now take place most likely by the end of this month.”

Aditya Narayan Misra from DUTA informs, “We are extremely satisfied that a re-test has been ordered into the paper, the paper had been earlier causing tension among students and it has several irregularities. Many of the questions were set out of course.”

Students are jubilant as many will be applying for an MBA or for jobs after this course.

OBC issue: No clarity in JNU as new session approaches

As the new academic year approaches, the issue on reservation for the Other Backward Classes (OBC) gains limelight on the Jawaharlal Nehru University (JNU) campus.

The lack of clarity on the question of 54% seat increase, which was to accompany the implementation of reservations in the university, has increased the tension between different political wings.

“More than a week has passed after the academic council (AC) of the university has ratified the decision to implement 27% OBC reservation in our university from the next academic session,” said TK Anand, president of JNU Students’ Federation of India (SFI).

“A section of teachers and students has expressed concern over what exactly has been decided by the AC on the issue.”

Last year, JNUSU took a position in favour of 27% reservation along with 54% seat increase. The understanding of AC on this issue in a meeting held in April 2007 was that while the 27% OBC reservation would be implemented in one go, 54% seats would also increase simultaneously even if it occurs in a staggered manner.

However, this year JNUSU did not ask for a seat increase during their agitation before the AC meeting. “Now, AC is talking about 7% seat increase in the university,” said Anand. “We feel that the administration is not keen on increasing the seats along with the implementation of reservation.”

In this regard, JNU students have urged the JNUSU office-bearers to clarify the decision taken by the AC as they were a part of the AC meeting that was held on April 30, where final decision was taken about the OBC reservations. “We also want to know whether the position of the JNUSU has changed on the issue of 54 per cent seat increase,” he said.

Meanwhile, the JNUSU has maintained that the decision taken by the AC is upholding the Parliament Act and last year’s resolution. “The Parliament Act does not mention the percentage of seats but says that the institutions should maintain a balance so that the number of seats under the general category is not affected,” said Sandeep, president, JNUSU.

According to the JNUSU, AC has decided to increase the seats to almost seven per cent. “This would slightly increase the general category seats and would also accommodate the 27 per cent OBC seats,” he said.

Noida residents want proactive policing

The Residents Welfare Association (RWA) of various sectors here held a meeting today and demanded more proactive policing from the city police chief in the wake of recent spurt in crime. The news of the brutal murder of a 14-year-old girl, Ayushi in sector 25 last night allegedly by the domestic help, woke up the various RWAs to the pathetic law and order situation in the city.

Apart from various shootout incidents every second day, chain-snatching and carjacking have become the common feature here while the police hardly cracks any case. The RWAs have asked the local police to take up the servant verification scheme and enforce it strictly. It has also demanded the local police stations to increase police patrolling.

Anand Mohan Kool, the president of Sector-22 RWA, said that his sector is one of the worst affected sectors in terms of motor vehicle thefts and in spite of multiple visits to the police station, the situation is as bad as ever. “More than ten to 15 motorcycles and cars have been stolen from here in the last two months. We have complained so many times but there is hardly any police patrolling here. The criminals have no fear of police in this city anymore,” says Kool.

Col. R.S Kumar (retd), resident of sector 29, says that the policing in the city has been a big failure and unless drastic measures are taken, there is going to be a complete lawlessness here.

“The least the police department can do is start the verification of the servants working in the houses. I am sure the registration can lead to lessening of many losses that are in store for their employers,” opined Col. Kumar.

Meanwhile, representatives of RWAs met the senior superintendent of police in the evening today and demanded him to work towards the safety of city residents.

Fall in power complaints

A total of 4,921 complaints were received during the first four years at the three Consumer Grievances Redressal Forums (CGRFs) set up by private power distribution companies in the NCT of Delhi. It means that only 0.16% of the total consumer base of over 30 lakh (BSES — 23 lakh and NDPL – 7 lakh) had complaints against the Discoms.

According to sources, the total number of complaints received by the two CGRFs in the BSES areas was only 3,268. It shows that only 0.14% of customers had grievances against it.

According to sources, the CGRFs received a lot of complaints during the first year. After that there has been a decline in the number of complaints. It has become almost negligible now. Efforts are being made to streamline the system and bring down the complaints to zero.

When private companies took over power distribution system from the erstwhile Delhi Vidyut Board on June 30, 2002, the network was in shambles. There was near-zero investment on network upgradation. Frequent unplanned outages for long duration were common. The concept of customer care, leave alone satisfaction was unheard of. Long queues, even for routine activities like — bill payment was a common sight. Power theft was rampant. Concepts like — standardisation and business processes were alien. IT and automation were confined to drawing boards only. Corruption was prevalent. All this made the system financially unviable and sustainable.

These led to customer complaints. To address the rising grievances, three CGRFs were constituted – one each in the BRPL, BYPL and NDPL areas, under the Indian Electricity Act, 2003.

Copper factory looted

Young bike-borne criminals had committed three loots in the Greater Noida area, one after the other. They had looted cash and cell phones from an engineer and two students in different incidents. But no FIRs had been registered till the evening.

At LG crossing, a lecturer Narinder Kumar was robbed of Rs 1,100 and a cell phone, while he was walking to the Gama sector. Two others who were robbed of cash and mobile phones, said the bikers had put guns at the earpits and deprived them of their possessions. But still police refused to register their cases.

Kapil Kumar, an engineer from Hyderabad was also robbed while walking to the MINDA institute.

In another incident, the car of a property dealer of Noida was hit by another car in sector 27. Mohd Afzal alleged that after the accident, around four persons came out and started beating him. Two of them got into his car and forced him to drive to the highway where they snatched Rs 15,000 from him and further beat him up.

Inter-religious prayer for peace

Fr. Dominic Emmanuel SVD, secretary, Commission for Inter-religious Dialogue, at the start of the prayer service announced that it would be purely a prayer service and there would be no speeches.

In the strict Christian tradition, prayers were also said for terrorists. It was wished that they gain some degree of sanity and have a change of heart so that they do not repeat such acts of violence on innocent people.

Religious leaders who attended the event included Swami Agnivesh, Maulana Nawabuddin Naqshbandi, Kulmohan Singh, Manjeet Singh, Yuvacharya Lokesh Muniji, Tint Swe (MP from Burma), A.K. Merchant, Fr. Victor D’Souza and Fr. Susai Sebastian.

The programme began and ended with a bhajan each.

Rs 346 crore cleared for liver institute

The Expenditure Finance Committee (EFC) of the Delhi government has given its nod to six projects amounting to Rs 346 crore. The projects include two each for the home department and the department of health and family welfare whereas, one each for the education and transport departments.

Delhi finance minister A.K Walia announced that Rs 223.29 crore has been sanctioned for the construction of Institute of Liver and Biliary Sciences (ILBS) Phase – II at Vasant Kunj. The institute would be an autonomous body and would be the first institute in the country for liver diseases.

It will be a teaching and training institute dedicated for research. Besides, it will include some of the clinical activities left out in Phase – I. It will house accommodation for faculty and other employees of the institute.

Phase – I of the institute is on the verge of completion. Both the phases will be integrated as a single unit.

Walia further announced that another Rs 64 crore has been sanctioned as revised estimate for the construction of an administrative-cum-OPD block and an additional basement parking at the G.B Pant Hospital.

Delhi Pradesh Congress Committee (DPCC) president Jai Prakash Aggarwal today exhorted voters of the Delhi Cantonment area to vote for the Congress.

It was the last day of the campaign for the Delhi Cantonment Board elections.

He said that it was necessary to defeat ineffective candidates of the Bhartiya Janata Party (BJP).

He said this after flagging off a motor cycle rally in the morning led by Delhi Youth Congress president Anil Choudhary.

The rally passed through the main roads of the eight wards of the Cantonment Board.

Boy’s body found

The body of a five-year-old boy, who went missing on Wednesday, was found in the field yesterday morning in village Safta, about 15 km from here.

The body of Manish, resident of village Sikri, adjoining village Safta, had several injury marks. The hands and legs were broken and face brutally badgered.

The police has registered a case against two youths of village Sikri. However, no arrest has been made so far.

Another 12-year-old boy, Sharook, a native of Sikri, is reported missing since Wednesday.

The police is yet to establish link between the death of Manish and missing of Sharook.

The Delhi Police and the Delhi transport department should act strictly to check traffic violations. Lieutenant Governor Tejendra Khanna said this to a Resource Persons Group today.

He said that it would reduce the inconvenience faced by public in the Capital. Officials must be careful while issuing driving licenses and registering vehicles to reduce traffic-related woes. Government agencies should educate the public particularly, drivers and pedestrians on road usage. He asked that the Traffic Management Centre manned by the Delhi Police to effectively manage the traffic.
