New Delhi, May 11 Delhi police commissioner Y.S Dadwal has directed DCPs of all districts to launch an ‘intensive’ verification drive of domestic helps, especially in case of senior citizens living alone. “A servant who is reluctant to get himself verified may have mala fide intentions. A servant verification drive will begin from tomorrow. Servant verification forms can be downloaded from www.delhipolice.nic.in,” said a police official. He also advised people to collect the addresses and telephone numbers of the employee’s relatives. People can contact the beat constable or nearby police station for verifying the servant’s antecedents, he added. “Officials have been directed to interact with senior citizens and generate awareness about the safety measures they should take,” a police official said. “We are also involving students and NGOs to visit houses of senior citizens,” he added. Proper screening of domestic helps is necessary to check crimes, the official added. Employers should also keep a photograph and fingerprints of servants, besides keeping an eye on their visitors, he added. “Verification should be done before they are hired. Once employed, it is almost impossible for the employer to identify the intentions of servants, as they go to any extent to gain the employer’s confidence,” the official warned. In many cases involving servants, the official said, crimes were committed within a short span of their employment. The move comes in wake of the two incidents involving ‘unverified’ servants committing crimes at their employers’ residence last week. A elderly woman was found murdered in South Delhi house, while an interior designer and his son were drugged in South West Delhi allegedly by domestic helps before they decamped with valuables. In both cases, police verification of the servants was not conducted. |

New Delhi , May 11 Saloni and Saran Suri, both 24, hailed from Chandigarh and lived in Sarvodaya Enclave in South Delhi. “Their maid Lucy allegedly drugged the two girls,” a police officer said. The incident came to light when the girls’ mother called them but there was no response on Friday night and Saturday. She then asked her friends to go and check. “The friends found that the TV set was playing at high volume, the lights were on in the apartment and their vehicle was parked. But the door was locked from outside. Both were rushed to a hospital where they were discharged on Sunday morning. Lucy, who hailed from Orissa, was hired from a placement agency. “Lucy was suspected to have been helped by somebody in the robbery. She also tore up her verification form, but we are checking with the placement agency also,” the official said. — IANS |

Ajit Prakash Shah Chief Justice of Delhi HC
New Delhi, May 11 Chief Minister Sheila Dikshit, MLAs, senior High Court judges, lawyers and Delhi government officials attended the function. Born on February 13, 1948 at Solapur, Shah comes from a family of lawyers. Shah’s father was a judge at the Bombay High Court and after retirement served as a Lokayukta. Shah completed his graduation in law from Government Law College, Mumbai. After a short span in the district court at Solapur, he shifted to the Bombay High Court in 1977 and joined the chambers of the then leading advocate justice S.C. Pratap. He acquired expertise in civil, constitutional, service and labour matters. On December 18, 1992, he was appointed as the additional judge in the Bombay High Court. Further, on April 8, 1994, he became a permanent judge of the Bombay High Court. He assumed charge as the Chief Justice of the Madras High Court on November 12, 2005. |

CAIT lauds LG order on sealing
New Delhi, May 11 Encouraged by the LG’s statement, the CAIT has now decided to submit a chargesheet to the LG against MCD and DDA, containing details of violation of statutory provisions of MCD Act, 1957 and DDA Act, 1957. The CAIT has sought time from LG for submission of chargesheet. In a communication sent today to the LG the CAIT has drawn his attention to several statutory provisions of MCD Act, 1957 and DDA Act, 1957 which are binding upon the authorities. However, they are being grossly violated in the garb of the order of the Supreme Court. Illegal sealing is being carried throughout the city in most inhuman manner. The CAIT has urged the LG to convene a meeting of senior officials of MCD and DDA and that of their respective law department officials to discuss points and chargesheet. The CAIT is of the confirmed opinion that no department can defy statutory provisions in the name of order of Supreme Court, but unfortunately for last more than two years, both MCD & DDA have become the biggest violators. Meanwhile, the CAIT has urged both the BJP and the Congress not to politicize the issue which has direct bearing on the livelihood of lakhs of people in Delhi. It has also said that when both the parties are supporting issues raised by the traders and working to resolve the issue, it will be in the fitness of things if in the larger interest of Delhi both parties rise above politics and adopt a unified approach to resolve sealing crisis. The CAIT has urged Delhi LG to form a joint committee comprising representatives of BJP, Congress, traders and residents to evolve an amicable solution. The CAIT has also sent communication to this effect to the state presidents of both the parties, Delhi CM Sheila Dikshit and Delhi Mayor Aarti Mehra. |

Metro to introduce 14 lakh tokens
New Delhi, May 11 At present, Metro tokens are blue and red in colour and the old tokens would continue to be valid and used by the DMRC as usual, a spokesperson said today. About 2 lakh red and blue colour tokens are presently in circulation and the Delhi Metro will be introducing another 2.5 lakh new black colour tokens from Monday in a phased manner as passenger ridership goes up in view of new sections to be opened in phase-ii of the Metro project. In view of the expected increased rush and passenger flow, the DMRC has ordered an additional 14 lakh tokens for single journeys and the 2.5 lakh black tokens being introduced from Monday are the first instalment of this order. The different colour of the new batch has been introduced to differentiate with the old batches of tokens already available on the system. At present, 6.5 lakh passengers travel everyday on the Metro and this is expected to increase to between 15-20 lakh passengers per day with the completion of 125 km of phase-ii by 2010. The DMRC has carried out progressive indignisation of the manufacture of its tokens. Initially, all the tokens were imported from France and cost about rs 98 each. However, the dmrc gradually indignised the technology and now the tokens are produced in India at a cost of only Rs 20.50 each. — UNI |

Move to include internal assessment in final exam
New Delhi, May 11 Now, the final marks will include both the university and college average. Internal assessment accounts for 25% of the total marks in undergraduate courses. Teachers inform that the university compares the marks scored by a student in internal assessment with the one scored in the university exams. If a wide gap is found, then internal assessment will be moderated. An overall average will then be taken. Prof Rekha Dayal of commerce department and member of the academic council comments, “We have been fighting for this for quite sometime and have been closely monitoring the moderation system. A decision has been taken to hold moderations in terms of both university and college averages. However, internal assessment marks continue to be counted.” |

New Delhi, May 11 Pleasant weather is expected to continue till Monday. The minimum temperature was 21.4 degrees Celsius, five notches below the normal and Delhi recorded rainfall of 3.4 mm, an official of the meteorological department said. The maximum temperature at 36.5 degree Celsius registered a fall of three degrees. “Partly cloudy sky will be witnessed on May 12 and temperature will hover around a minimum of 26 degrees Celsius,” the official said. “The weather was great when I woke up in the morning. Mild rains have given a relief from the blistering heat. I am planning to go to India Gate with my friends,” said Ritika Tiwari, a student. —IANS |

Govt to build recharge wells
New Delhi, May 11 According to officials, the groundwater level has dipped by 20 to 30 metres in South, South West and North West zones. Moreover, the quality of water is deteriorating. The water has been found unfit for human consumption at several places of the city. As advised by the Central Ground Water Board, the city government has decided to construct artificial recharge wells in water notified zones. During monsoon the rainwater after attaining a certain level can percolate through recharge wells and raise the groundwater table. Recharge wells will be constructed by adopting scientific method in over 42 villages. |

Five sleeping labourers
crushed to death
Noida, May 11 The victims were asleep near a crossing under the Sector-24 police station of Noida. According to superintendent of police Mahesh Mishra, the driver of an Uttar Pradesh Roadways bus was trying to park his bus at 11.45 pm on the ground when he failed to spot the sleeping labourers. Driver Satpal, while taking a round of the open ground to park his bus at a safer corner, drove straight over the sleeping people. Four of the seven died on the spot, while one died in hospital. A critically injured girl was taken to the Guru Tegh Bahadur Hospital in Delhi. The other injured, a 10-year-old boy, is said to be improving at the Ambedkar Hospital. The dead were identified as Kude (50), his wife Sagar (45), his daughter Hari Bai (16), Tunga (40) and Gulab (60). Kude’s daughter Chanda (7) has been referred to GTB hospital in Delhi. His son Balak Ram (10) is improving. The driver, Satpal, a resident of Aligarh is absconding. A team of police has been sent to arrest him. A case has been registered against him and the bus seized, the police official said. —

Greater Noida, May 11 Superintendent of police (rural) Babu Ram said the families of Bane Singh and Sri Chand of Rustampur locality under the Rabupura police station of Greater Noida had a property dispute. Their neighbours were attempting to broker peace between them at a meeting when Bane Singh’s family, led by his elder son Hari Shankar, who is a police constable in Delhi posted at Shahdara, opened unprovoked fire on the rival group, the police official said. According to the complaint with the police, Hari Shankar, his younger brother, father, mother and a close relative fired at least 25 rounds, killing Sri Chand’s son Sonu on the spot and injuring Subhash and Shri Pal. The police sent the body for post-mortem examination while those injured were rushed to the Ambedkar Hospital at Noida. On the complaint of Raghuraj Singh, a criminal case under sections 302 and 307 of the Indian Penal Code (IPC) was registered against five people. The complainant named Hari Shankar, his brother Sunil, mother Ramwati, Bane Singh and Danvir Singh in the criminal case. Ramwati was arrested while the remaining four were absconding, the police official said. —IANS |

Mobile FIR Cell launched
Noida, May 11 The facility of mobile FIR will be available every Saturday on Thana Divas at select Noida and Greater Noida police stations. The first FIR was registered by a resident of Greater Noida who even had the copy of the FIR delivered to his doorstep. The other copy of the FIR will be forwarded to the police station concerned for action. As per A.S. Ganesh, senior superintendent of police (SSP) GBN, the mobile FIR system has been introduced for the first time by a state in the country. To start with, one mobile FIR vehicle has been launched at the Kasna police station. Initially the mobile vehicles will be operational only on Saturdays on Thana Divas and three police stations would share one mobile FIR cell in a vehicle. Depending on the response, the facility will also be extended to Tehsil every Tuesday. Once the scheme is successful and the force has more vehicles at their disposal, one FIR mobile van will be posted at each police station in district, the SSP said. With promises to monitor the status and progress of the registered FIRs, combined with proper functioning of the cell, residents hope this venture of GB Nagar police will not flop. |
Valuables worth lakhs stolen

Greater Noida, May 11 The CO, Rafal Singh Tomar, posted in Baraut police circle, was living in Beta-I Greater Noida. On Saturday, thieves struck when Rafal Singh, his wife and children had gone to market. The thieves decamped with cash and jewellery worth several lakhs. Rafal Singh has filed a report with the Kasna police. In another incident, bandits robbed a youth in Knowledge Park of Rs 500 and his cell phone at gunpoint. The police has registered an FIR on youth’s report. Summit, son of Jagdish, resident of Rampur Jagir was returning from the Sharda hospital on Saturday evening after collecting medicines when he was waylaid by two robbers on a bike near G.L. Bajaj Institute who snatched Rs 500 and his cell phone at the gunpoint. When Summit resisted them, the bandits thrashed him. On his raising the alarm, the robbers fled away. |

16 Noida cops dismissed in one month
Greater Noida, May 11 D-G police Vikram Singh was prompted to take this action on getting reports about policemen roaming on roads in a drunkard state, causing indiscipline in police lines. The D-G police asked the district police heads to keep strict watch on such cops who bring a bad name to the police force. The cops have been punished so that a message goes down the line that indiscipline and inefficiency will not be tolerated. The police administration is determined to reform the force through punishment and zero tolerance of negligence and laxity, says GB Nagar SSP, A. Satish Ganesh. Names of the 16 cops and eight SIs had come to the notice in Gautam Budh Nagar during one month. All the 16 cops were dismissed on orders of the Director General of Police. The SSP said D-G police has taken a serious view of the cops and officers who bring a bad name to the force. All such cops will be awarded severe punishment. |

The NGO has also recently opened a library in Bhagirathi Vihar in East Delhi to serve the working children of the Capital. CIC pulls up state on use of plastic bags
New Delhi, May 11 The observation came during the hearing of an RTI appeal, seeking information regarding the implementation of Delhi Degradable Plastic Bag (manufacture, sale and usage) and Garbage Control Act, 2000. Chief information commissioner Wajahat Habibullah accused the Delhi Pollution Control Committee (DPCC) and the department of environment of having a perfunctory attitude on the RTI plea. “The perfunctory attitude of the DPCC and the ignorance of the department of environment to enforce the Act — so pivotal for environmental conservation — are apparent,” Habibullah said. The DPCC had said that advertisements have been given in newspapers to stop the use of non-biodegradable plastic bags in five-star hotels, restaurants, hospitals, shopping malls and Mother Dairy booths. The Committee informed that no action had been taken against any industrial unit till date. However, five polythene bags manufacturing units were recommended for closure. |

Patient’s relatives on rampage at hospital
Noida, May 11 In a written complaint to Noida’s Sector 58 police station, the family members alleged that the Fortis Hospital management had not allowed them to meet the patient, Shailendra Agarwal of Gulaothi in Bulandshahr, for three days and he had been declared dead on the fourth day. Shailendra was admitted to the hospital on April 28 with neurological ailments. According to the complaint, the doctors conducted an operation on him April 30 and billed Rs 135,000 but three days later asked the relatives to deposit further Rs 265,000 to perform a second operation. After the second surgery on Thursday, the doctors did not allow the relatives to meet the patient but they said that he had died. The family members alleged the patient had died on the operation table three days earlier, but the death was announced three days later only to overcharge them. The hospital management was not immediately available for comments. —

1 killed in Expressway accident
Noida, May 11 The deceased has been identified as Raju, a resident of Bhatia Mode, Ghaziabad. High speed was given as the cause of the accident. According to police, Raj Kanaujia 26, of Shiekh Sarai Pocket-II, Delhi and Manoj, 25, of Chirag Delhi were employed in a call centre situated in Sector-63 Noida. Raju in his Indica car UP-14-AS-0720 was coming from Greater Noida to Noida with Raj Kanaujia and Manoj yesterday morning. At about 5.30 am, their car collided with a tractor trolley loaded with sand on the service lane near Bakhtawarpur village on Expressway. The collision was so severe that Raju was badly entangled in the driver seat. All three were extricated from the wreckage and rushed to the Fortis Hospital, Noida, where Raju was declared brought dead by doctors. Raju and Manoj are still in coma. Incidentally this is seventh accident since March 27, 2008, on Expressway. It may be added that there is no speed limit on Expressway, no street light at night. Broken down dumpers are parked in the middle of road, often causing accidents. |

Man gets RI for raping daughter
New Delhi, May 11 The court termed the crime as unthinkable and worst than murder. “The crime is of the most horrifying nature. He is convicted of raping of his daughter. It is worse than a murder,” additional sessions judge Sanjay Sharma said. Sharma added that it is unthinkable of a person who is supposed to protect the victim has committed the crime. Balbir Singh, 45, a government employee, has been charged under Sections 376 (rape) and 507 (criminal intimidation) of the Indian Penal Code. According to the prosecution, on April 3, 2005, Balbir Singh had raped his 15-year-old daughter at his residence in Vivek Vihar and threatened her not to tell about it to anyone. On April 11, 2005, the victim, whose mother is dead, sought help from an advocate friend of her father to file a complaint, as the police had refused to act on her plea. The defence accused the victim of having physical relationship with her brother’s friend. However, the court rejected the argument. “It is all the more degrading for a father to malign the character of her daughter,” the court said. It also considered eight days delay in filing the complaint. |

Woman accuses cop of molestation
New Delhi, May 11 The victim said that she was going to a mall in Vivek Vihar at around 5.30 p.m. with her brother Pankaj and sister Sakshi in a car when police officials stopped them near the Surya Vihar flyover for over-speeding. “We were asked to pay a fine of Rs 400, which we paid. At the same time, another speeding car zipped passed us just as we were laughing about something. Sub-inspector Arun Chauhan mistook it for an insult and started making lewd comments at us,” she said. “When we objected, we had a squabble and the policeman started thrashing us. Chauhan also ripped my clothes,” she alleged. However, joint commissioner of traffic police S.N Srivastva told IANS that the woman first slapped the sub-inspector and bit another policeman after arguing over the prosecution amount. “She gathered a huge crowd and in order to prove them wrong, she started making false allegations that they had tried to rip her clothes apart and made molestation attempts. We have asked the officers to register a criminal case against her,” he added. The woman has filed a complaint of molestation at Vivek Vihar police station.
