All dists get job scheme
Chandigarh, April 1 The Chief Minister was addressing panches, sarpanches and numberdars of Karnal district after launching the National Rural Employment Guarantee Scheme at the Karan Stadium in Karnal. He also released a book published by Haryana Rural Development Institute, Nilokheri, about the NREGS. Hooda said the NREGS had been implemented in all remaining 16 districts of the state. Earlier, it was implemented only in four districts of Haryana. He said under the scheme, employment of a minimum 100 days would be ensured in a year and a sum of Rs 135 per day would be given to as wages. He made it clear that if the employment opportunities could not be made available to a person within 15 days after registration, unemployment allowance would be given to him. The Chief Minister assured that paucity of funds would not come in the way as under the programme a sum of Rs 1,000 crore could be incurred by optimum utilisation of the scheme. YAMUNANAGAR: The National Rural Employment Guarantee Scheme was launched at the Tejli Sports Stadium here on Tuesday. Krishan Pandit, local MLA and parliamentary secretary, while launching the scheme, said the scheme would go a long way in improving the economic condition of rural unemployed persons. The unemployed rural persons could approach their gram panchayat or the BDPO to avail of the benefits, said Pandit. Works to be taken up during the scheme included water harvesting, plantation and digging and repair of water bodies, said Narinder Singh, additional deputy commissioner and CEO of the district rural development agency. Haryana Assembly Speaker Raghubir Singh Kadian on Tuesday urged people not to be misguided by the “nefarious campaign” of the opposition as the governments in the state and at the centre were working for the betterment of the people. Addressing a gathering on the occasion of the launch of the employment guarantee scheme in Jhajjar district, Kadian said this scheme of the central government was the brainchild of Congress leader Rahul Gandhi. He said this scheme would not only provide guaranteed employment to the jobless but also ameliorate the financial status of people living below the poverty line. FATEHABAD: Dura Ram, parliamentary secretary, Haryana, on Tuesday inaugurated the employment guarantee scheme in this district by starting work on digging a pond in Dhangar village. Dept gears up to raise kharif production
Chandigarh, April 1 The deputy commissioners have been urged to convene a meeting of the district-level committees for coordination and effective implementation of programmes like the National Food Security Mission (NFSM) and the Rashtriya Krishi Vikas Yojana (RKVY). The idea is to focus on extension activities, including demonstrations, training programmes, kisan melas, seminars, farmers’ field schools among others. “We introduced the NFSM and the RKVY in January this year to increase foodgrain production and to enhance the growth rate of agriculture to 4 per cent. The national average of the same, at present, is 2 per cent. Substantial funds have been released under these new initiatives to the districts for the implementation of various activities and other programmes,” says director, agriculture, Sumita Singh. Besides these programmes, a new farmers’ education programme to vitalise the system, called the Agriculture Technology Management Agency (ATMA), has now been extended to all districts of the state after encouraging results from 14 districts where it had been introduced in the first phase. “Since our aim to increase foodgrain production, we have asked the deputy commissioners to convene meetings within this month and ensure that a programme for farmers’ education activities is chalked out at the block and district levels for the next two months,” she stated. The DCs have been asked to involve senior district officers and public representatives in this exercise to educate the farmer about the best farming practices. Also, the department has asked them to ensure that surprise checks are carried out in offices of the field staff and a monthly report be sent to the head office on a monthly basis. “We want the farmers to be up-to-date about what they should do to increase crop production. For this, it is essential that the field officers go out and educate the farmer about the schemes, the facilities available and practices which can be adopted to increase production,” the director said. Meanwhile, as another step, an agricultural officers’ conference is being organised for kharif-2008. All subdivisional officers, specialists and those involved in the trade will finalise a package of practices along with scientists of the Haryana Agriculture University, Hisar, for paddy, cotton and pulses. |
Delhi-Mumbai Industrial Corridor
Chandigarh, April 1 Haryana chief secretary Dharam Vir said this today while presiding over a meeting to discuss the project with Ajay Dua, adviser to the department of industrial promotion and policy of the union government. The central government wants to develop a dedicated freight corridor (DFC) linking Delhi with Mumbai. The first phase of this planned development constitutes construction of the DMIC. The project will have equity participation from the union government, the state government and government agencies. The chief secretary said in addition to freight traffic, passenger traffic would have to be planned for the DMIC. It was also recommended that representation of all states on the board of the DMIC needed to be ensured for the smooth functioning of the project. Dharam Vir added that Haryana had drawn detailed plans of connectivity, both within the selected regions and hubs and from the regions, to the proposed dedicated rail freight corridor as well as the existing and planned passenger
rail routes. Managing director, Haryana State Industrial and Infrastructure Development Corporation, Rajeev Arora said two committees had been constituted for monitoring the progress of the DMIC project. A steering committee had been formed under the chairmanship of the principal secretary, industries and commerce, to look into the aspects of special planning of the proposed area of Haryana under the DMIC. It would identify and suggest suitable amendments to the existing development plans of the towns falling under the project. A sub-committee had been formed to finalise the preparation of transportation plan for their inter-connectivity and linkage to the DMIC. More than 60 per cent of Haryana's part of the National Capital Region comes under the project area which will be extended upto 150 km on both sides of the alignment of the DMIC. This will open up opportunities all along the NH-8, the NH-2, the NH-1 and the NH-10 for developing industrial, urban and supporting infrastructure through public-private initiatives. Seven investment regions covering an area of minimum 200 sq km each and 13 industrial areas over an area of minimum 100 sq km each have been planned along this corridor. The proposed investment regions of the first and second phases of the DMIC include Manesar-Bawal (the expected date of its completion is December 2012) and Kundali-Sonepat with completion date of December 2016. The locations of the proposed industrial area are Faridabad-Palwal and Rewari-Hisar. Dua said as the northern region of the country was away from the sea, this corridor would serve the purpose of providing connectivity by linking this area with ports of Gujarat and Maharashtra. Huge industrial townships and special economic zones would come up in the corridor and the infrastructure development would give a boost to the economy of Haryana which was right next to this planned corridor, he said. Locations of multi-model logistic parks to cater to this corridor were also discussed at the meeting. Dua suggested that the state government should start technical education courses in fields such as aerospace component manufacturing and defence equipment components to prepare a workforce for meeting the demand of new industries. |
Cantonment board elections on May 18
Ambala, April 1 Elections for the cantonment boards were last held in 1998. The elections for the board are held after a gap of five years, however, they (elections) were not held as it was decided by the ministry that the Cantonment Act of 1924 had been amended many times and needed to be reframed to impart greater democratisation and improvement of their financial base and to make provision of developmental activities. The last elections were scheduled to be held in 2003, but it was decided in 2000 to frame the act again. The boards were given an extension for one year till 2004. It was also decided to conduct the cantonment board elections under the new act. A cantonment board official, Ambala Cantt, told The Tribune that the elections for all cantonments would be conducted under the new act. The new act was introduced in the form of the Cantonment Act, 2006. Later, the cantonment electoral rules made under the Cantonment Act in 1945 were also repealed and reframed in 2007. Thereafter, since the population had increased, the area of the wards had to be redefined and the delimitation process of the ward was started, which ended late last year, stated the official. “It is only then that we could announce the elections, which will be held now,” he added. The boards were then dissolved as the central government had the power to vary the board. For the past around four years, the cantonment boards are being run by the president, an ex-officio member and a nominated member. However, now with the elections, the cantonment boards will have their members again. |

Sitawali, Rahmana, Moi, Majri and Dubeta from the Kailana constituency and Ahmadpur village from Baroda constituency have been included in Gohana assembly constituency. Hooda. Because of this demarcation, Gohana constituency, which was confined within radius of around 15 km, has now been extended up to a distance of 30 km on the Gohana-Sonepat road. Badwasni village on this road, which has now become a part of Gohana constituency, is on the outskirts of Sonepat town. Now, the constituency is represented by villages mostly located between the Gohana-Sonepat road and the Gohana-Khanpur-Purkhas-Sonepat road. Another significant change in the constituency will be of the voters composition. Earlier, the constituency was dominated by 12 densely populated villages of Malik
Khap. However, after the exclusion of six such villages and the inclusion of around same number of Dahiya Khap villages, new political equations will emerge in the constituency. |
Varsity sought for Ahirwal-Mewat region
Rewari, April 1 He told The Tribune yesterday that it was unfortunate that the southern parts of Haryana, comprising Rewari, Mahendragarh, Gurgaon and Mewat districts, continued to suffer from regional disparities in the matter of higher education and other spheres of development even 40 years after the state’s formation. He deplored that while over two dozen colleges of the region had been churning out thousands of graduates annually, the absence of a university here had been proving detrimental to their easy access to higher education. He said it was all the more agonising that owing to the tardy pace of development as well as general apathy, the postgraduate regional centre of the MDU, Rohtak, at Rewari had been functioning from rented accommodation since its inception in October, 1988, while the postgraduate regional centres of Hisar and Sirsa, which were established much later, had developed into Guru Jambheshwar University, Hisar, and Tau Devi Lal University, Sirsa, respectively,
long ago. Stating that Haryana Janhit Congress leader Kuldeep Bishnoi had recently sent a communication to Prime Minister Manmohan Singh seeking the establishment of a central university here, Rao asserted that if the HJC was voted to power under the stewardship of Kuldeep Bishnoi after the next assembly elections, a university would definitely be set up in the Ahirwal-Mewat region. Rao alleged that while over Rs 3,000 crore had been lavishly spent on development works in the Rohtak region, the Ahirwal-Mewat region had been neglected in the matter of development during the past three years. |
Drive against polythene
Yamunanagar, April 1 A notification regarding the same would be issued soon, said sources in the pollution control board. The board has also decided to use micron meters to measure the thickness of polythene used in the state. As of now, the board in association with the district administration has only been creating awareness among masses about the hazardous effects of polythene. In absence of any punitive law against the use of polythene of less than the prescribed thickness use and sale of such polythene was rampart in the state. An official in the board said after the issuance of notification (draft has been prepared), committees at the district level would be formed to “effectively” tackle the menace of polythene. Municipal bodies would be associated with the committees, informed the official. Sources said right now the board or district administrations did not have instruments to gauze thickness of polythene being used and sold in the state. Once the proposed notification came into affect, micron meters would be purchased. It was not yet clear if the board would purchase the meters or district administrations would buy the same. Meanwhile, the board had issued Rs 85 lakh to the eco-clubs functioning in the state’s government schools. The Tribune had earlier reported that the 2007-2008 academic session was at its fag end but the grant to the eco-clubs were not issued. The ministry of environment gives the grant. In absence of the grant, schools were diverting other funds to run the activities of the eco-clubs. Sources in the board claim that eco-clubs were doing a “good job” in creating awareness among the public especially the rural population. Children associated with eco-clubs take out rallies and participate in various competitions to educate masses about environment. D.B Batra, a scientist of the board, said the board had issued Rs 85 lakh for the eco-clubs and same had been given to the district education office as per their respective share. He said the stress of the eco-clubs during the next academic session would be on polythene. “Polythene is very dangerous for environment and its menace must be tackled at the earliest”, said Batra. |

Zakir said it was also decided at the award committee meeting to confer the Hali Award on Hakim Ajmal Khan of Shikrawa village in Mewat district and the Kanwar Mohinder Singh Bedi Socio-Culture Award on Rifat Sarosh of Delhi. The Sabir Dutt Award for the Social Upliftment of Women would be given to Sajida Zaidi of Delhi. Satya Parkash Sharma Tafta of Kurukshetra and Desh Raj Sapra of Shahabad had been chosen for the S.M.H.Burney Award for poetry and the Khawaja Ahmad Abbas Award for prose. The Munshi Gumani Lal Award for Urdu fiction would be given to Safia Shad of
Faridabad. Savita Malhotra of Ambala had been chosen for the Surinder Pandit Soz

Cop saves 2 lives, honoured
Kaithal, April 1 SSP Anil Kumar Rao has honoured the cop with a commendation certificate and a cash prize. He has also recommended his name to the IG, Ambala range, for suitable honour. A police spokesman, giving details of the incident, said here this evening that a man aged about 30 slipped into the Bhakra Canal adjoining the police post near Azimgarh village in the district this afternoon. The victim’s cries attracted passers-by. A man who appeared from the crowd and was later identified as Ajit Rahi of Deha Basti, Samana (Punjab), jumped into the canal to save the victim. However, the strong current of the water had Ajit too crying for help. Kaithal SSP Anil Rao, deputy commissioner Vikas Gupta and DSP Guhla were present at the Azimgarh police post. Noticing two persons getting drowned, constable Shakti Singh without caring for his life jumped into the canal and after some struggle rescued both persons. The crowd which gathered at the spot praised the courageous cop. The SSP later granted him a commendation certificate and a cash reward of Rs 1,000. The other person saved has been identified as Raj Singh. |

3 get jail for food adulteration
Rewari, April 1 The CJM has also imposed a fine of Rs 1,000 on each of the three convicts. According to information provided by district food inspector R.K. Yadav, samples of flour were taken from Chaman Lal’s hotel at Dharuhera and Ram Singh’s canteen in Khaliawas village, near Dharuhera, in 1997 while a sample of fish meat was taken from Suchha Singh’s hotel on Railway Road here in 1998. The samples, which were dispatched for chemical examination to the public analyst, Haryana, Chandigarh, were later found adulterated. Consequently cases under the Prevention of Food Adulteration Act were registered against the three hoteliers, and the cases sent to court for trial. |

Work on Naorangrai Sarovar in full swing
Ambala, April 1 The holy pond, which is spread over three acres, has historical and religious sanctity. The local Sanatan Dharma Sabha has been celebrating this festival for past one century. The state government has also declared it a state festival. However, the renovation of this pond was started around two decades back when the then Chief Minister Bhajan Lal laid the foundation stone of the renovation work. The district administration had started the work, but it was left uncompleted. Around two years back, local MLA Venod Sharma once again launched the work for which several Congress leaders came forward. But the work was carried on in a slow manner due to which the holy idols could not be floated for the previous two occasions. Recently, deputy commissioner Mohammad Shyin started this work with the cooperation of local residents. The work is in full swing and it seems that a major part of the boundary wall will be completed within next three months. The base of the temple of Lord Vishnu to be constructed in the middle of the pond is nearing completion. The work of concreting the base of the pond will be started soon. |

Pehowa mela from April 4
Kurukshetra, April 1 Stating this, the subdivisional magistrate (SDM), Pehowa-cum-mela administrator, Mahavir Kaushik, said the state government had sanctioned Rs 5.50 lakh for making the mela arrangements. Basic amenities would be provided to the pilgrims. Haryana Roadways and Punjab Roadways would ply special buses from different places in Haryana and Punjab, respectively, for the pilgrims. Regarding security arrangements, Kaushik said the mela area had been divided into four sectors and each sector would be supervised by one magistrate and a police officer. A police control room would be set up and security beefed up. Kaushik said the Saraswati tank had been filled with fresh water and all roads leading to the mela area had been repaired. He said a cultural programme would be organised by the Public Relations Department. |

New subdivision of bijli nigam
Yamunanagar, April 1 The subdivision will benefit 11 villages and 21 colonies of the district. The new division carved out of the existing operation subdivision located in Model Town was inaugurated by Dr Krishna Pandit, local MLA and parliamentary secretary, in Ramnagar here. As many as 13,000 connections of various categories such as domestic, non-domestic, industrial and tubewell will be released from the subdivision. Four feeders with high-tension and low-tension lines of 52.3 km and 89.2 km, respectively, and 137 transformers have been installed in this subdivision, said T.P Mahajan, executive engineer, operation division, UHBVN, Yamunanagar. |
Farmers against ban on pvt wheat trade
Chandigarh, April 1 As per the government order, private sale of wheat will not be allowed in both states and the farmers can only sell their produce to the government. Meanwhile, the farmers’ leaders disclosed that the order will cause a loss to farmers of Rs 90 billion in Punjab and Rs 60 billion in Haryana - a combined loss of nearly Rs 150 billion. The order came following apprehension by government procurement agencies that farmers would opt for private sale of wheat at higher prices instead of the government’s Minimum Support Price (MSP) being offered at Rs 1,000 per

Ban orders in force near exam centres
Sirsa, April 1 The orders prohibit the assembly of five or more persons within a distance of 200 metres of the examination centres and also the carrying of firearms or other weapons in that area. There will also be a ban on the setting up of a photostat machine in that area.The orders will remain in force till May 4 and persons violating these will be prosecuted under section 188 of the
IPC. |
INLD leader’s daughter-in-law dies
Fatehabad, April 1 Sakshi, a daughter of former Rajasthan minister Radhey Shyam, has left behind son Sagar (17) and daughter Samya (14). According to family sources, Sakshi could not cope with the death of her husband and suddenly died today. INLD Rajya Sabha member Ajay Singh Chautala, his younger brother Abhay Singh Chautala, former minister Sampat Singh and parliamentary secretary Dura Ram attended the funeral today. |

2 brothers drowned in pond
Sonepat, April 1 The father of the victims,
Dinesh, had died a few years ago and they were being raised by their mother
Meena, who works as a labourer. The family stays in an accommodation of Sunder in the village. The boys were found drowned when a villager, Inder Singh, entered the pond for bathing his buffaloes and his foot touched the body of one of the boys. Later, he found the body of the other boy also and brought them out of the
pond. Meena has reportedly told the police that the boys had gone out to play in the morning and might have entered the pond for taking a bath. |
