College students go on rampage

The infuriated students of a private polytechnic college went on rampage inside the campus against its management for reportedly failing to take action against a sports teacher, who allegedly attempted to rape a student, here today.

Peeved at the dilly-dallying by the college management, students turned violent and broke windowpanes of the college building.

Raising slogans against the management, they sought stern and prompt action against the teacher concerned.

According to students, the teacher had attempted to outrage the modesty of a student on Friday. The victim immediately brought the matter to the notice of the principal of the college. Finding that her pleas went unheard, the next day, she contacted a senior official of the management. He promised to take action on Monday. However, when she found that her complaint had failed to elicit any response, the crestfallen student of graduation part one spoke to her parents and friends.

Her parents and friends reached the college today in the morning and the number of students demanding prompt action swelled. The management had to call in the police. The police had to use force to vacate the college campus.

Later, the students blocked traffic on the busy Moga-Ludhiana road. In the ensuing melee, stones were pelted at the vehicle of a private news channel and some buses, reportedly at the behest of the college management.

On the complaint of the college management, the Mehna police registered a case against the students for taking law into their hands. Meanwhile, a DSP rank officer has been asked to conduct a thorough probe into the matter.

College management officials later said that it was the work of the outsiders who were in league with the students union. They also said that the sports teacher was merely trying to enforce discipline and had also lectured the students on de-addiction.

Following tense moments in Ablu village after followers of Noor Mahal and Ek Noor Khalsa locked horns, Balwant Singh Nandgarh, jathedar, Takht Damdama Sahib and Baljit Singh Dadu Sahib today appealed to the government to deal strictly with the activities of the Noor Mahal sect, accusing it of being against the tenets of Sikhism.

According to the information received from the village, a follower of the Noor Mahal sect had arranged a “satsang” at his house today. For this purpose, he along with others, went to Gurudwara Banota Sahib and asked the priest to announce the programme on loudspeakers in the gurudwara. But the step created a controversy with people in the area expressing their resentment.

After this, followers of the Noor Mahal sect started gathering. Members of Ek Noor Khalsa Fauj also passed on the message to neighbouring villages. Sensing the situation, members of the panchayat informed the Nehianwala police station. The satsang was not allowed and the situation was brought under control by the cops.

Meanwhile, Gurudwara priest Meva Singh, conveyed the matter to Balwant Singh Nandgarh, jathedar, Takht Damdama Sahib and Baljit Singh Dadu Sahib.

When Nandgarh was contacted over the phone, he said, “The followers of the sect disrespect Sikhism, which will not be allowed. We have been odered through a ‘Hukumnama’ issued by the Akal Takht Sahib to have no relations with the followers of this sect. The government should keep a tab on their activities.”

Terming it serious, Baljit Singh Dadu Sahib, said, “Followers of this sect make inappropriate comments which force the Sikhs to retaliate. The government should impose a ban on them, as they will always create a controversy.”

P.K. Yadav, an IPS probationer, said about the incident, “The police team was sent to resolve the matter and it was done immediately.”

PCMS opposed to Nagpal’s appointment

The Punjab Civil Medical Services (PCMS) Association opposed the appointment of Nagpal, a PCS officer posted as joint secretary in the health and family welfare department, as the director of health services (ESI), Punjab.

The association termed it as a conspiracy hatched by some bureaucrats in the state health department who had been traditionally against the medical fraternity.

D.C. Sharma, general secretary, PCMS Association, Barnala, said that till date, the post of the director, health services (ESI) was always held by a senior PCMS officer of an equivalent rank, but unfortunately, now, a PCS officer of the level of SDM, had been posted as director, just to belittle the professionals.

Sharma said the PCMS association had asked all senior government doctors to rise to the occasion to save the dignity of the profession.

He futher said that the association had also decided to take up the matter with health minister Laxmi Kanta Chawala as also other long pending demands of PCMS doctors.

Sharma reiterated that certain posts like managing director, Punjab Health System Corporation, project director of the AIDS Control Society, Punjab, project director, National Rural Health Mission and Director, Ayurveda, which were technical posts, should be held only by medical personnel.

But these had been cornered by the bureaucrats during the last few years and the director, health services, had been virtually reduced to the level of an additional director, he rued. The senior most director should be made the director-general of health services as in Central government.

Centre urged to resurvey BPL families

The Punjab government has urged the Union government to re-conduct the survey to identify families belonging to below poverty line (BPL) strata so that all needy and poor families left out could derive benefit from the welfare schemes mooted by the state as well as the central governments.

Speaking in Parliament today on behalf of the SAD-led state government in Punjab, MP Zora Singh Mann stated that the last BPL survey conducted in the year 2002 did not include all the poor families in the list. Mann stated that 12.42 per cent families in the state come under BPL category.

However, the number of SC/ST families was more than 13 lakh (29 per cent). While talking to The Tribune over phone, Mann said the state government felt that the definition of BPL families was arbitrary, inadequate and thus required re-examination.

According to the information, the BPL families at present are identified on the basis of definition given in mid 70s.

The requirement of consumption of food items in terms of calories is worked out in urban areas and rural areas and the income required to meet this requirement forms the basis of definition of the BPL families.

As per this formula, families having an annual income of Rs 24,011 for urban areas and Rs 22,075 for the rural segment are classified as poor in the state whereas the national average is Rs 27,480 and Rs 21,360 for the urban and rural areas, respectively.

A committee appointed by the Supreme Court had recently recommended that the families having an annual income of less than Rs 49,284 be classified as BPL.

“Leave drugs, learn animation,” was the catchword given by noted satirist Jaspal Bhatti, who exhorted the youth to shun drugs and become “animation addicts.”

Bhatti, who was here to speak at a campaign on animationawareness drive at the local DAV College, said creativity is an addiction in itself and animation was an upcoming art which provided both employment opportunities and positive channelisation of energy.

Bhatti who has founded the Mad Arts Jaspal Bhatti film School explained in detail about the courses available at the institute which was the only one of its kind in the region.

He said the youth is attracted to acting, directing, cinmetography and other trades in film industry and animation has emerged as another area with a wide scope. The Mad Arts film school has come up with a mission to explore the talent of people in the region, especially in Punjab, Haryana and Himachal Pradesh, and help them learn and develop the art and skill as per their talent and aptitude, he added.

The school is providing courses in cartoon films, feature films, videogaming, cinematography, acting, camera and lighting effects, radio jockeying and above all, animation, which are useful and rewarding.

He said that the school is also offering short-duration courses in various trades for NRIs and others and holding evening classes for the employed. Speaking at the campaign, Savita Bhatti, CEO, Mad Arts, said the name has been inspired by the ‘Pagalpan’ craze and passion for work and means Media and Digital Arts.

A brief introduction of the courses available and description of the institute and faculty was also presented before the students.

“It is the absence of women that makes a man successful. The more frequently your wife visits her parents, the more successful you are,” said Jaspal Bhatti, the noted comedian, in his familiar style.

When asked how he forayed into the world of cartoons, Bhatti said it was Prem Bhatia, the then Editor-in-Chief of The Tribune, who published his cartoon in the esteemed newspaper. “It inspired me to become a cartoonist,” he added.

The engineer-turned-satirist who is disseminating social messages through cartoons, jokes and comedy, said humour is a temporary comic relief which could be based on tragedy, while happiness is an independent feeling and an eternal state of well-being.

In an exclusive interview with the TNS, the actor, considered to be the pride of Punjab, said emotions and sensitivity are key to good humour and every comedian has these qualities ingrained in him.

Bhatti carries the image of an entertainer but is of the view that cartoons are meant to send an instant message and not to hurt the feelings of others.

“Drawing cartoons of gods and goddesses is not in good taste as no one has the right to fiddle with the religious faith of any other community and any expression which creates ill will should be scrupulously avoided,” he said.

The humorist, who is in serious business of making people laugh, now plans to get into film production. His serials, “Flop Show,” “Ulta Pulta,” “Mahaul Theek Hai,” and “Jijaji” have hit the small screen and he is now eyeing the big screen.

Speaking about cartoon and animation, he said animation is an interesting area. “Nobody can forget the Tom and Jerry show, I guess,” he said in his unique style.

Animation films have heralded their entry with a bang with “Hanuman” turning out to be hit. More such films are in the pipeline, he added.

When asked about the vulgarity in films and Punjabi albums, Bhatti said, “It is the sense of insecurity which compels people to resort to such tactics but it does not last long as the time is not far when people will feel repelled by it.”

Kisan Mela to be held on Mar 18

The annual regional Kisan Mela of the Punjab Agricultural University at Bathinda would be held on March 18 at PAURRS from 10 am to 3 pm.

Gurmit Singh Buttar, director, Punjab Agriculture University Regional Research Station (PAURRS), Bathinda, gave this information.

“Sukhbir Badal, president, SAD (B), would be the chief guest while Manjit Singh Kang, PAU VC, would preside over the function. Seeds of improved varieties of crops and farm literature would also be sold on the occasion. ‘Save Environment, Save Punjab,’ would be the theme of this year’s fair,” Buttar said.

Two bodies found

The Kotfatta police today recovered the body of a man in his 50s, from a canal distributary at Kotfatta village, 20 km from here.

The volunteers of Sahara Jan Seva said they pulled out the body from the distributary in the presence of a police team.

The body could not be identified and it was taken to the civil hospital, Bathinda, for postmortem.

In another incident, the body of a man, believed to be in his 60s, was found on the Bathinda-Sirsa rail track, 45 km from here, late on Monday evening.

Volunteers of an NGO and the Raman GRP post staff reached the spot and sent the body for postmortem.

BKU protest on March 5

The Bharatiya Kisan Union (Ekta) Ugrahan group and the Punjab Khet Mazdoor Union would protest outside the offices of DCs in Bathinda, Mansa, Faridkot and Gurdaspur on March 5.

In a press release issued here today, they informed that they would protest for the realisation of their demands. These protests are part of their statewide agitation against the government.

The protesters would demand jobs and Rs 5 lakh as compensation to the kin of farmers and farm workers who committed suicide due to poverty.

Farmers advised to irrigate crops

Officials of the state agriculture department and the Punjab Agriculture University (PAU) have suggested to the farmers that they should irrigate crops to save it from the summer heat.

Agriculture experts said that earlier, the dry cold season had badly affected the crops. But now, the sudden rise in temperature could affect the crop.

Director of the Punjab Agriculture University, Bathinda, Gurmeet Singh Butter and development officer, agriculture department, Ravinder Singh Chehal, conducted a survey of crops in the district.

After conducting the survey, they said that the crops need water. They pointed out that temperature was more than required. Therefore, farmers should irrigate their crops as per the need.

People’s grievances redressed at Sangat Darshan

People put up complaints for redressal at a sangat darshan held today at
the DC office.

In the first case, Bibi Veero, a resident of Basti Kesar Singh Wala, under Guruharshai police station, submitted a written complaint against a doctor for not issuing a MLR (medico- legal report) in connection with the injuries sustained by her daughter and herself.

Taking cognisance of her complaint, the DC immediately issued instructions to the SP (Headquarters) Harjinder Singh to get the complainant medically examined and register a case against the culprits as per the provisions of the law.

In another case, sarpanch Jagir Singh and members of the panchayat of village Swaya Rai Uttar, submitted a complaint that the bankers were not opening pension accounts in village Jiva Arai. The DC ordered the lead bank officer M.S. Gill to look into the complaint and ensured that the accounts are opened.

DC Megh Raj said that at the 58th sangat darshan held today, 48 complaints were received, of which 11 were resolved on the spot and the rest were marked to the related officials.

TSU to stage protest

The Technical Services Union (TSU) will organise a sit-in before the divisional office of the Punjab State Electricity Board (PSEB) here on Wednesday.

TSU divisional secretary Balwinder Singh and treasurer Jarnail Singh said today that the board management had not relented on victimisation of TSU workers who had spearheaded the anti-privatisation agitation for the last few years.

As many as seven such workers had been dismissed in Patiala whereas 12 were placed under suspension in the Bathinda zone. They had been asked to join during the period of suspension at far-off places.

The zonal Sangharsh Committee had given a call for staging a dharna at the divisional level on Wednesday. The employees of all the sub-divisional offices of the PSEB had been mobilised for an overwhelming participation, they added.

The TSU has demanded that all workers terminated in the past be reinstated and suspensions and transfers be cancelled.
