He had joined the university as Reader in Economics in 1962 after serving in the Institute of Economic Growth, Delhi. With his M.A. in Economics from Manchester University, Mishra completed his Ph.D from the London School of Economics.

After finding that Rakesh Kumar was illegally occupying the post of Haryana Urban Development Authority’s chief vigilance officer-cum-enforcement officer, the Punjab and Haryana High Court has quashed his appointment.

Pronouncing the orders in an open court on a petition filed by the HUDA Technocrats Association, a Division Bench of the high court, comprising Justice Hemant Gupta and Justice Mohinder Pal, also ordered that the post would be deemed to be vacated forthwith.

Prior to his appointment as the chief vigilance officer, Kumar was working as private secretary to HUDA chief administrator.

Challenging the appointment, counsel for the petitioner argued that the chief vigilance officer-cum-enforcement officer had been assigned not only the duties of monitoring and checking encroachments, but also checking the attendance of staff in the HUDA office, along with the pending references.

The petitioner had added that the present incumbent was a “promottee in class-II cadre”. He had worked as stenographer and private secretary with an executive engineer, superintending engineer and chief engineer.

On the other hand, the duties assigned to Kumar empowered him to keep a check not only on these officers, but also others who had been his superiors. It was also pointed out that only a technically qualified person could check development and maintenance work. Kumar could not possibly carry out such duties.

It was also argued that the post of chief vigilance officer-cum-enforcement officer was, in fact, resolved to be filled up by posting an HCS officer. A departmental officer could be considered for promotion only if an HCS officer was not available. As HCS officers were available and one was posted at that point of time, Kumar’s promotion was usurpation of the post.

After going through the arguments and the documents, the Bench held: The fact remains that creation of post of chief vigilance officer-cum-enforcement officer by the state government, with the approval of the Finance Department, was required to be filled up on deputation by an HCS officer.

The Judge concluded: The communication of the commissioner and secretary to the Government of Haryana, Town and Country Planning Department, dated January 20, 2000, was to request the chief secretary to post an HCS officer.

It was also communicated that “in case it is not possible to spare an HCS officer”, intimation to that effect may be given that the post is filled by a departmental officer.

Neither in the said communication nor in the approval of the state government, there is any reference to the non-availability of an HCS officer. It is apparent from the stand of state counsel that HCS officers are available for posting.

Therefore, the methodology devised to appoint a private secretary to the chief administrator as chief vigilance officer-cum-enforcement officer is nothing, but clearly in contravention of the resolution of the authority as approved by the state government.

90 booked for fraud to get job

In a case of blatant cheating to get a government job, the Haryana police has been investigating a matter in which 90 prospective teachers used fake certificates to claim a government job.

The Panchkula police has registered a case under Sections 420, 467, 468, 470 and 471 of the IPC and efforts are on to nab the claimants of jobs.

Surprisingly, the accused belonged to 13 districts of the state and the fact indicated that a statewide racket of fake certificates was being run, said a police official.

The districts from where the people submitted fake certificates are Sonepat, Panipat, Karnal, Jind, Bhiwani, Kaithal, Rewari, Jhajjar, Rewari, Fatehabad, Hisar, Rohtak, and Kurukshetra.

Interestingly, the racket came to light when a team from the Haryana education department visited Patna, the capital of Bihar, on the direction of the Punjab and Haryana High Court to know the antecedents of the institute, namely Bihar Vidyalaya Pariksha Samiti.

The applicants produced the certificates purportedly issued by this nondescript institute showing that the accused had passed the examination of primary teacher training from the institute.

The Haryana Staff Selection Commission had advertised 3,483 posts of JBT teacher on July 20, 2006 following which the interviews were held by the board between December 12 and January 18, 2007.

However, the interviews were challenged in the Punjab and Haryana High Court on the plea that many applicants had submitted certificates by an unrecognised institution. While disposing of the civil writ petition, the court directed the education department to hold an inquiry into the matter.

Rewari to be on par with Gurgaon

Chief Minister Bhupinder Singh Hooda today announced that with the accomplishment of development works here in the next two years, there would be a radical transformation of Rewari which would then be on a par with the Gurgaon region.

Addressing a public meeting at the Gymkhana Club complex here today, the Chief Minister said work was already in progress here on development projects worth over Rs 536 crore.In response to a demand raised by the local minister, Capt Ajay Singh Yadav, the Chief Minister announced that the building of the sanctioned Government Women’s College, Rewari, would be erected on a 10 acre piece of land, provision for which had been made in the site plan of Sector 18 here. He added that if suitable accommodation was made available for the purpose, classes would be started there from the next academic session. Earlier, the Chief Minister laid the foundation stone of a Rs 90-lakh building complex of a sub-tehsil at Dharuhera. In response to the residents’ demands, he also gave his concurrence to the establishment of an industrial training institute at Dharuhera and also directed the deputy commissioner to construct a building for the municipal committee of Dharuhera.

He later inaugurated the newly constructed Rs 12-crore waterworks as well as the HSIIDC’s Rs 200-crore phase-11 of the Industrial Growth Centre at Bawal. Soon afterwards, the Chief Minister came to Rewari where he inaugurated the Rs 1-crore Town Park in Sector 19 and simultaneously laid the foundation stone of a Rs 50-lakh war memorial-cum-war museum in the park complex.

He also laid the foundation stone of a Rs 2.30-crore administrative block of HUDA in Sector 1 here. He also inaugurated the newly constructed Rs 1.25 crore Gymkhana Club in Sector 4 here. He also inaugurated the new building of the Model Town police station in Sector 4 here.

VC with a difference

VIKAS MISHRA, a former vice-chancellor of Kurukshetra University, died at Kurukshetra on January 22. He was 84. He had joined the university as Reader in Economics in 1962 after serving in the Institute of Economic Growth, Delhi. With his M.A. in Economics from Manchester University, Mishra completed his Ph.D from the London School of Economics.

Mr Hardwari Lal, the first regular VC of Kurukshetra University lured Dr. Mishra into joining the Economics Department as its Head. Mishra served also as Registrar of the University, 1969-1970, and was appointed a Professor of Economics in 1971. He took over as Vice-Chancellor of the university on April 6, 1978.

Vikas Mishra had an original cast of mind. He kept off the beaten track. He was a voracious reader of books, but wanted something far more than mere scholarship. He had developed the habit of playing with ideas from different angles. As a teacher, Mishra firmly believed that there was no point in burdening the minds of students. He insisted that a teacher’s duty lies in making his students think by developing in them a spirit of enquiry and a habit of critical analysis. That is why he promoted the study of methodology in social sciences, which he thought was the foundation of knowledge. Vikas Mishra conceived the idea of setting up the Social Science Faculty Forum. Fortnightly meetings would take place where faculty members from the departments of History, Economics and Political Science would assemble and take up a specific theme for discussion. Later, teachers from the Science faculty were also invited.

He had his own style of teaching in the classroom. He would select a few topics from the courses of study and deliver his lectures without using notes. He possessed a remarkable gift of reconciling incompatible views, through his logical skills.

During his Vice-Chancellorship Mishra gave immense respect to the teaching community. In his time, there was no question of the local or regional virus creeping into the functioning of the university. It was his view that a university should be international in character. The last year of Mishra’s tenure was marred by a long non-teaching strike, which was triggered off by disgruntled elements in the university. Mishra refused to yield to their demands which he thought were unreasonable.

After the publication of his first book, he realised that he could not go forward in his research without a firm grasp of the application of mathematical and statistical techniques to economic theories. Despite his painstaking efforts, he could not move forward, which explains why he could not make a substantial contribution in economics. He was bold enough to say so, which shows his intellectual honesty.

Cold damages crops

The cold wave sweeping the region has caused extensive damage to the tomato, potato, cauliflower and pea crops in the district. The cold has also caused damage to the cane crop.

Satish Kumar, a farmer in Radaur block, said his entire raddish crop had been damaged and he could not sell it in the market for even Re 1 a kilo. Another farmer from the area, Jagdish, said that even after irrigation he could not save his tomato and potato crops.

Sources in the agriculture department admitted that the cold had done extensive damage to vegetable crops in the region. They advised the farmers to regularly water their crops to reduce the damage.

Satpal Kaushik, secretary of the Haryana Pradesh Congress Committee and senior leader of the Haryana Janhit Congress (BL), today shot off a letter to the Chief Minister demanding compensation for the affected farmers.

Talking to this correspondent, he demanded that the government should order a special girdawari and announce a compensation of Rs 20,000 per acre to help the farmers. He also complained that farmers were not able to irrigate their crops as the power supply to tubewells was minimal.

Patrol vehicles to keep tabs on cabs

The Business Process Industry Association of India launched its pilot project of round-the-clock hotline wireless network and security patrol cabs for the National Capital Region to ensure staff safety in the area today. This is the first fleet of security patrol vehicles to keep check on cab movements. Haryana DGP Ranjiv Singh Dalal launched 10 cabs and the wireless system at Gurgaon.

Talking to The Tribune, Genpact vice-president, infrastructure and logistics, Vibhu Narayan, revealed that the purpose of launching these cabs and the wireless system was to connect the police and BPO companies in case any crisis was detected. The information would be passed on to the local police for necessary action using the hotline connectivity.

Briefing about the system, Narayan said as soon as they found anything wrong, including overspeeding, cab-jacking or breakdown, these vehicles would inform the police and then necessary action would follow.

He said there were six BPO companies with which cabs would be linked. The companies were Genpact, Dell, WNS, Convergece, American Express and Tell Performance.

He said, “We have identified five points where five patrolling cabs would be parked to check the movement of BPO cabs. These are AIIMS, Dhaula Kuan, Punjabi Bagh, ITO and Azadpur. The remaining five will patrol during night hours in areas where BPOs have been set up.”

Man axed to death by brother

Rohtak, January 25
Tara Chand, a resident of Kharawar village in the district, was allegedly axed to death by his brother Atma Ram at the former’s residence in the village today. Tara Chand’s wife Neelam, sister-in-law Shakuntala and her son Devender were injured in the assault.

According to police sources and eyewitnesses, Tara Chand had some dispute with his brother Atma Ram over a piece of ancestral land. Atma Ram, along with his two sons Pardeep and Sandeep and some other persons, went to Tara Chand’s house this morning.

There, some altercation took place between them over the said piece of land. Atma Ram allegedly picked up an axe lying there and attacked Tara Chand with it. Neelam, Shakuntala and Devender, who came to Tara Chand’s rescue, were allegedly assaulted by Pardeep and Sandeep.

In the meantime, some neighbours reached the spot. On seeing them, Atma Ram, his sons and others fled the scene. All four injured were rushed to the local PGIMS, where Tara Chand was declared brought dead by doctors.

The police has registered a case.

Inter-state gang of criminals busted, 8 held

Yamunanagar, January 25
On the eve of Republic Day, the police today claimed to have busted an inter-state gang involved in dacoity, murder, drug peddling and thefts.

The police has arrested eight persons and claimed to have solved eight cases, including the sensational robbery of Rs 25.52 lakh from a plywood manufacturer at gunpoint here.

The police also recovered several guns and 900 gm of smack and 130 gm of opium from the possession of two of them.

With the arrests, a case of murder of a shopkeeper for money in Ambala district on October 21, 2007, had also been solved, said superintendent of police C.S. Rao at a press conference here this evening.

The gang members had committed at least four robberies.

All eight were today produced in a local court which remanded them in four-day police custody. Those arrested are Abdul Gaffar (Raipur, Chhattisgarh), Praveen Kumar (Muzaffarnagar, UP), Munish, Jabbar, Narinder Kumar, Anil Kumar, Rakesh Kumar and Manjesh, all local residents.

Rao said Manjesh was the kingpin of the gang and was deft with guns. He used to live a luxurious life and had at least two girlfriends (the girls were arrested a few days ago in connection with the Rs 25.52 lakh loot).

SBI to sell stamp papers valued at over Rs 10,000

To facilitate transactions related to property, the Haryana government has decided to allow State Bank of India (SBI) branches to sell stamp papers valued at more than Rs 10,000 needed for registering sale deeds.

Right now, only the government treasuries sell stamp papers costing more than Rs 10,000. Stamp vendors sell stamp papers of lower denominations.

It is learnt that the state government had recently given its go-ahead to a SBI proposal to sell stamp papers costing more than Rs 10,000 through branches of the bank in various places of the state.

Official sources said a notification in this regard would be soon issued by the state government.

A-Block Dalits to court arrest

Members of the Dalit-A Mahapanchayat, Haryana, have announced to court arrest after February 10 if the state government fails to accede to their demands, including the restoration of the reservation based on category in the state.

This provision had reportedly been withdrawn by the government about two years ago. The association has declared to observe January 27 as ‘slavery day’ and to wear black badges and arm bands to show their resentment over the issue.

The Chief Minister is scheduled to visit the district to inaugurate a substation in Chhattar village on the same day.

The mahapanchayat, which held a meeting here today, submitted a memorandum to the government through the district authorities demanding acceptance of their demands.

Cop gets jail for raping relative

Jhajjar, January 25
A local court today awarded seven-year imprisonment to a Delhi police cop on a charge of raping a girl who was his relative.

The accused, Baljeet Singh, a resident of Gubhana village, had raped the daughter of his wife’s sister, who had come to visit them in April 2002. The girl narrated the incident to her aunt, who asked her to keep quiet for fear of social insult to the family. However, the girl revealed the matter to her parents, who lodged a complaint in this regard.

Additional District and Sessions Judge M.C. Mehra convicted the accused on the basis of the statement of the victim and the medical report.

In another case, the judge sentenced three persons, including two brothers, to life imprisonment in a murder case in Barahi village in the district. The accused, Krishan and Rajesh, residents of Barahi village, along with their accomplice Sanjay, had shot dead Kismat Singh, a resident of Kair village in Delhi, on December 30, 2005.
