President for weeding out corruption

President Pratibha Devisingh Patil today asked the nation to fulfil Mahatma Gandhi’s pledge of wiping every tear in every eye and expressed regret that benefits of a surging economy had failed to reach the weaker sections.

In her maiden Republic Day address to the nation, Patil also stressed upon strong measures to remove corruption and a collective action to combat terrorism.

Calling for expeditious steps to usher in a second green revolution, the President urged the people to take a pledge to uphold the nation’s solidarity and its varied culture, faith and ethnicity which had given India its “defining identity -- a country with unity and diversity.”

Patil’s address, which lasted 18 minutes each in Hindi and English, was telecast and broadcast live by the official media.

Our efforts and our commitment, while pursuing the goal of high growth rates, should be to ensure that all people of our country benefit from it. Our pledge will remain unfulfilled until, as Gandhiji had said - we have wiped every tear in every eye, the President said in her address on the eve of 59th Republic Day.

Patil said the country cannot look at the future without addressing the needs of under-privileged and disadvantaged sections of the society.

Referring to several flagship programmes like Bharat Nirman and Rural Health Mission, Employment schemes in rural areas, she said their implementation remains a challenge and needed to be executed in a time-bound and transparent manner.

Warning that terrorism constituted a grave threat to the civilised world, the President said the continuing terror attacks were reminders of the need to take collective action.

In rural areas, the cooperative movement should work in a more forceful and pro-active manner by providing guidance to farmers and becoming more agriculturist-friendly, Patil, who completed six months in office today, pointed out.

Listing various impediments to development, she said “Corruption is an evil that afflicts our system and we have to eliminate it. Every rupee meant for development that goes out of the system due to corruption is a rupee less for our development programmes. The country cannot afford the loss of resources meant for its development. We must strengthen measures for the removal of corruption by bringing about greater transparency.”

On other problems, she said the country was facing internal threats from Naxalism and terrorism. “Whatever their grievances, those who use guns and subscribe to an extreme ideology, have not chosen the correct path.”

To address this, the government “is committed” to give special attention to the welfare of tribals and marginal farmers as a part of its policy of seeking inclusive growth. “At the same time growth of Naxalism should be handled firmly.”

Women, who constitute about half the population, face a number of challenges. As such, there should be laws for the empowerment and protection of women and most importantly, they should be effectively implemented, she said.

“We also need to address social evils like child marriage, female foeticide, female infanticide and dowry. I am concerned about the debilitating effect on individuals, families and societies of alcoholism and drug addiction. I would particularly call upon women and the youth of the country to take up the challenge to eliminate these social evils and work towards changing social attitudes and mindsets.”

Acknowledging that the economy was growing at unprecedented rates, she said the country would be able to achieve the growth targets set for the Eleventh plan period (2007-12).

Karnataka polls likely to be delayed

The coming Karnataka Assembly elections are likely to be delayed beyond May as Congress leaders from the state are building pressure on the UPA government that the polls be held on the basis of the Delimitation Commission report.

Although the Centre has accepted the commission’s recommendations, it can only be operationalised following a Presidential notification.

Faced with a tough challenge in Karnataka, where the BJP has made deep inroads, state Congress leaders are insisting that the notification be issued soon as this will effectively postpone the May elections for the EC needs three to four months to prepare the electoral rolls on the basis of the redrawn assembly constitutencies.

There is unanimity among the Karnataka leaders, both at the Centre and in the state, on this issue and it was forcefully conveyed to Prithviraj Chavan, AICC general secretary in charge, at a special convened by him today. Among those who attended included Oscar Fernandes, Veerappa Moily, Margaret Alva and B.K. Hariprasad.

These state leaders have argued that if the delimitation panel report is not implemented in Karnataka, the Congress could invite a backlash from the Scheduled Castes and tribes as the commission has recommended an increase in the number of reserved seats. More importantly, it is felt, it will provide an opportunity to their opponents like the Bahujan Samaj Party (BSP) to dub the Congress as “anti-Dalit.”

The state Congress leaders also believe that the current sympathy wave for the BJP for having been denied a chance at government formation will abate if the election is put off for a couple of months. An extended spell of President’s rule, popularly perceived as a proxy Congress rule, could help the party recover lost ground, it is argued..

On the other hand, there is a view, although a minority one, that any delay in the elections will actually hurt the Congress as it will strengthen the perception that the party is afraid of facing the electorate. Besides, the UPA government will have to contend with stiff opposition from the BJP and its own supporters, the Left parties, when it seeks Parliamentary approval for the extension of President’s rule.

While this debate is raging in the party, the Congress leadership’s decision to allow the Maharashtra Governor and former Karnataka chief minister to return to active politics has resulted in a virtual revolt in the state unit. While those lobbying for Krishna have said he will help mop up the Vokkaliga votes, his detractors have declared that the Congress will be “doomed” if the former chief minister is allowed a role in the assembly elections.

President approves 425 gallantry awards

President Pratibha Devisingh Patil has approved awards of 425 gallantry and service decorations to Armed Forces personnel and others, including an Ashoka Chakra (posthumous), and four Kirti Chakras (two posthumous).

The other awards include 22 Shaurya Chakras (seven of them posthumously; 18 Army, three IAF including the two pilots of the force’s Around the World circumnavigation trip, and one civilian), two Bar to Sena Medals (gallantry), 107 Sena Medals (gallantry), two Nao Sena Medals (gallantry) and three Vayu Sena Medal (gallantry).

Of the gallantry awards, it is the specialised counter-insurgency force Rashtriya Rifles, tackling militancy in J&K, that has got the lion’s share, including the Ashok Chakra to Major Dinesh Raghu Raman (Jat/34 RR), while two of his unit were awarded the Kirti Chakra (one posthumously). Half a dozen of the Shaurya Chakras, two posthumously, have also gone to the force, followed by the Para Regiment (Special Forces) units.

The awards for service include 30 Param Vishisht Seva Medals, three Bar to Ati Vishisht Seva Medals, 52 Ati Vishisht Seva Medals, a Yudh Seva Medal, three Bar to Vishisht Seva Medals, 127 Vishisht Seva Medals, four Bar to Sena Medals (Devotion to Duty), 38 Sena Medals (Devotion to Duty), 10 Nao Sena Medals (Devotion to Duty) and 16 Vayu Sena Medals (Devotion to Duty).

A Tatrakshak Medal (gallantry), two Takrakshak Medals (Meritorious Service) and 28 Mention-in-Despatches have also been announced.

Major Raman, 3 others to be conferred posthumously

New Delhi, January 25
The country’s highest peacetime gallantry award, Ashok Chakra, has been awarded posthumously to Major Dinesh Raghu Raman. President Pratibha Patil will confer the honour at the Republic Day celebrations here tomorrow.

Three others - Captain Harshan R of 2 Parachute Regiment, Special Forces (posthumous), Naib Subedar Chunni Lal, VrC, SM of 8 J&K Light Infantry (posthumous) and Colonel Vasanth Venugopal of 9 Maratha Light Infantry (posthumous) -awarded the Ashok Chakra on the eve of Independence Day last year will also be honoured.

Born in April 1978, Major Raman joined the National Defence Academy in 1996. After passing out from the NDA he was commissioned into the 19th Battalion of the JAT Regiment. During his short and illustrious career, Maj Raman served in various appointments and was awarded the Chief of Army Staff Commendation Card in Drass during Operation Parakram.

In October last year, Major Raman deployed his company in a village in Baramullah district of J and K where an encounter with terrorists had commenced after 8 AM. While closing in on suspected houses, Major Raman heard shouts of a fellow officer who had been seriously injured. He crawled towards him under heavy hostile fire and extricated him and two other injured soldiers to safety. He then took on two terrorists who had caused heavy casualties to the troops and in a fierce close quarter battle shot both of them dead. The other terrorists then fired on Major Raman, who was seriously injured. Undeterred he continued leading and motivating his troops and pinned down the terrorists till he fell unconscious. He later succumbed to his injuries.

18 CBI men get Police Medal

New Delhi, January 25
Eighteen officials of the Central Bureau of Investigation have been awarded the President’s Police Medal for Distinguished Service and the Police Medal for Meritorious Service by President Pratibha Patil on the occasion of 59th Republic Day this year.

While the President’s Police Medal for Distinguished Service has been awarded to five personnel, the police medal for Meritorious Service has been given to 13 people.

Communal Harmony Award for Dr R. Puniyani, Setu Charitable Trust

New Delhi, January 25
Dr Ram Puniyani and Setu Charitable Trust have been selected for the National Communal Harmony Award for the year 2007 for promoting national integration and communal harmony.

The jury, headed by vice-president Mohammad Hamid Ansari, selected Dr. Ram Puniyani in the individual category and Mumbai based Setu Charitable Trust for the organisation category. They would get a citation and cash award of Rs 2 lakh in the individual category and Rs 5 lakh in the organisation category.

Dr Ram Puniyani, a former Professor at IIT, Mumbai has been spreading the message of peace and amity through lectures, publications, workshops and meetings and by travelling extensively to different parts of the country disseminating messages of secularism, pluralism and communal harmony.

The Setu Charitable Trust, Mumbai, which was established in 1994, is engaged in the rehabilitation of riot victims and their families and more specially, children orphaned by communal, caste and terrorist violence in Mumbai and in other parts of the country. — UNI
