Panipat, December 7 Earlier, the Delhi government had alleged that untreated industrial wastewater was being drained into the Yamuna by Panipat-based handloom units. The government had shown serious concern as a large part in the national capital receives drinking water from the Yamuna. Following an official complaint lodged by the state government about the presence of certain industrial pollutants, including ammonia, in the Yamuna, scores of industrial houses, particularly dyeing units of this handloom township, had come under the scanner of the pollution control board. Yamuna flows in the plains of Yamunanagar, Karnal, Panipat and Sonepat districts of Haryana before entering the national capital. The high-power team of the Central Pollution Control Board and the HSPCB had launched a combing operation in the district to detect the anomaly, if any. The two agencies had reportedly raided various industrial units in Panipat, Sonepat and other districts of the state to nab those, who are not using the mandatory effluent treatment plant (ETP) at their respective units. Deputy commissioner, Panipat, Mahender Kumar said here today that water samples taken by the experts had confirmed the absence of untreated pollutants in the river. However, official sources said there was a need to keep a constant tab on the local handloom industries. They admitted that scores of dyeing units were not using ETPs at their respective units. The HSPCB has also proposed to install continuous water flow meter (CWFM) at various dyeing units to ascertain the exact working of the ETPs. Sources said though it was mandatory for the dyeing houses to maintain the ETPs at their units but a large number of them allegedly remained non-functional throughout the year due to irregular checks by the authorities. There are about 605 registered dyeing units in Panipat and most of these units run from residential areas in and around the township. |

Rohtak, December 7 It seems that in view of the massive turnout at the Janhit Rally, the Congress leadership has made the success of its upcoming rally a prestige issue. Hence, the party office-bearers and other senior leaders are leaving no stone unturned in mobilising people for the rally. This holds especially true for the Rohtak MP and Chief Minister Bhupinder Singh Hooda’s scion Deepender Hooda, who is making all-out efforts to ensure a sizeable gathering at the rally. The reason behind the young parliamentarian’s keenness to make the Dalit rally is simple. First, Hooda junior, in all likeliness, is going to be weighed against Bhajan’s son Kuldeep in the time to come. Moreover, buoyed up by the success of his efforts at the recent Bijli Rally organised at Jharli, Deepender wants to repeat the feat so that he emerges as a weathered and mass-based politician. As part of his campaign to mobilise the masses for the rally, Deepender is organising meetings of the party workers these days. While he held a meeting at Jhajjar a couple of days ago, another was convened here yesterday. At the yesterday’s meeting, Deepender asserted that the Congress leadership in the state was trying its level best to provide maximum facilities to the Dalits and many more welfare schemes for their benefit were in the offing. Manjit Grewal, a former member of the Bhajan Lal faction, joined the Congress in the presence of Deepender Hooda on the occasion. Deepender assured Grewal and his supporters that they would get due regard in the party. |

CPM’s rally on Dec 25 Jind, December 7 Senior national leader and politburo member Sita Ram Yechury and former MP Nilotpal Basu will be the main speakers at the public meeting christened as “Jan Vikalp Rally”. Stating this, general secretary of the Haryana unit of the party Inderjit Singh said here today that the party felt the need of organising a state-level public meeting because of the wrong and misleading messages being given by various political parties. He said the proposed rally would be very different from others, as it would take up issues concerning the people and was not aimed at usurping power at any cost. Alleging that the other political parties and their leaders, including the ruling Congress party, had been taking up irrelevant issues and were not concerned with the development issues, he said the slogans of development so far had been only deceptive and did not speak of the true picture of the suffering of the masses. He said the party would try to evolve the concept of a third alternative that would exclude the principles and policies propagated and followed by other parties. Lambasting the publicity campaign of the present state government and its claim of taking Haryana to the number one spot in the development and progress, the CPM leader said this claim was misleading, as the government had not been giving due attention to the farming community that had been facing a deep crisis. |

Mullana questions Bishnois’ ‘dual’ party stance
Chandigarh, December 7 Mullana said neither Bhajan Lal nor his son had so far resigned from Congress. They could not remain members of two political parties simultaneously, he added. The HPCC chief said he had read media reports about the new party formed by Bishnois. He had not been given any written intimation in this regard by anyone, he said. Poking fun at Kuldeep Bishnoi’s post-dated resignation from the Lok Sabha on June 1 next year, Mullana said the step had exposed Bishnoi’s lack of confidence in facing a byelection. Mullana talked to the mediapersons at Chief Minister Bhupinder Singh Hooda’s residence where he had gone to take part in a function on creating mass awareness against female foeticide. Hooda came down heavily on regional parties and described them as having no policy and no future. Hooda said regional parties thrived on parochialism and were guided by the personal interest of their leaders. People knew very well about the fate of regional parties in Haryana, Karnataka and other states, he added. Though Hooda refrained from making any specific reference, it was obvious that the Chief Minister had Bhajan Lal’s party in mind when he was attacking regional parties. Earlier, the Chief Minister launched an awareness campaign against female foeticide organised by Janmajey Jan Kalyan Charitable Trust. Instead of formally flagging off the improvised “chariot”, Hooda drove the vehicle around to the delight of the assembled television crewmembers. Hooda said Haryana was the only state in the country to record two convictions of doctors under the Pre-natal Diagnostic Technique Act. Haryana had also recorded two convictions under the Medical Termination of Pregnancy Act, sentencing the doctors and the patient. |
Submit report or forget funds, depts told

Fatehabad, December 7 C. G. Rajnikanthan, ADC, has told the departments concerned that no further funds under these schemes would be released unless they submitted the requisite reports for the month of November by Monday. Under the integrated child development scheme (ICDS), the government is spending Rs 60 lakh per month in this district for supplying supplementary nutrition to women and children. The ADC releases the funds for the scheme, while the purchases are made at local level by the implementing department under the project officer, ICDS. As the project involves a huge amount of over Rs 7 crore per annum in the district, Rajnikanthan had told Asha Setia, project officer, ICDS, to submit a consolidated report of the money utilised by the end of every month so that the funds for the next month could be released in time. However, Setia has not submitted the report for the month of November so far. Rajnikanthan has given a time till Monday to the officer to either submit the report or be prepared for the freezing of funds. Rajnikanthan said after assuming the office of ADC Fatehabad, he noticed that the departments getting huge funds under such schemes were not giving any utilisation certificate or report of the funds used. Similarly, under the mid-day meal scheme, run by the education department, the government has been supplying rice, khichri and other nutritious items for schoolchildren. Earlier, the scheme was implemented in primary schools alone, but now even the middle and high schools have been covered. The scheme is now being implemented in over 200 schools in the district. The department, too, has failed to submit the report for the month of November to the ADC office. Meanwhile, Setia said her department was running 724 anganwadi centres in the district, which were being looked after by six child development project officers (CDPOs) and supervisors working under her department. The report demanded by the ADC was a routine matter and would be submitted as soon as she got it from her CDPOs, she added. |

Govt, NGO work to set right students’ vision
Rohtak, December 7 As part of the campaign, the schoolchildren studying in classes I to VIII at the government schools in all 20 districts of the state are being targeted. The drive is being organised under the aegis of the Sarv Shiksha Abhiyan of the elementary education wing of the state government in collaboration with an NGO, the Health and Vision Society. Following a three-phase pattern, district-wise eye check-up camps are being organised under the campaign. In the first phase, teachers drawn from all schools of a given district are trained to test the vision of the students themselves. They are also provided with vision-testing kits for the purpose. In the second phase, the students identified with defective vision or other eye ailments are examined at eye camps, where students requiring spectacles are provided these free of cost. Those suffering from other eye disorders are referred to the PGIs for surgery or other treatment. “The most unique aspect of the drive is its intensive approach ensuring 100 per cent coverage,” said Dr Archana Kumar, president of the Health and Vision Society. She asserted that Haryana was the first state in the country to have organised such an intensive programme. Talking to The Tribune during one such camp here today, Dr Archana maintained that while Ambala district had already been covered, camp was in progress at Rohtak. Sonepat and Panipat districts would follow it, she added. |
UHBVN issues 1 lakh disconnection orders
Chandigarh, December 7 These orders were issued during the special campaign launched for the disconnection of electricity supply of non-paying consumers against the target of 66,668 disconnections in the month of November 2007, said an official release issued here yesterday. A spokesman said a sum of Rs 132 crore was pending against 100,135 consumers, whose disconnection orders had been issued in the first phase. It was observed that 50,398 disconnections had been made by the field staff during the month of November. The disconnections of the remaining non-payers had to be effected by the field staff for which the period of disconnection campaign had been extended up to December 15, he said. The nigam had recovered Rs 27.34 crore from non-payers during the special campaign period up to November 30. He said instructions had specifically been given to the field staff to ensure that power supply system, including cable and meters be removed from the premises so that the drawl of electricity was not possible keeping in view the nigam’s instructions. He further said the nigam had detected 9,718 cases of pilferage of electricity during the current financial year and imposed a penalty of Rs 9.06 crore on the erring consumers out which Rs 4.31 crore had been recovered. Earlier, the nigam had targeted to check 1,18,900 consumer connections during the current fiscal out of which 1,09,262 connections had been checked by the end of last month. – PTI |

Panchkula IT Park draws good response
Chandigarh, December 7 If it got 60 applications for 13 plots measuring 97 acres in the first phase of the Panchkula IT Park, the corporation was deluged with a record number of over 3,500 applications for 140 plots in the far off Bawal growth centre near Rewari. MD of the corporation Rajiv Arora said here today that located along the picturesque backdrop of the Shivalik range facing the golf course in Sector 22 of Panchkula, the IT Park was likely to generate direct employment opportunities for about 50,000 professionals and an equal number of avenues for indirect employment. He said some of the best known IT and IT-enabled service companies in the country had evinced interest for setting up their ventures in the park. Two plots of 10 acres each would be developed under the campus development norms of the state’s new industrial policy. Development works such as construction of a retaining wall along the Ghaggar to protect the area from flood and soil erosion, construction of roads, laying of sewerage, drainage and street lights had been completed at a cost of over Rs 8.50 crore. |
Steps to implement National Food Security Mission
Chandigarh, December 7 Stating this here today after the first meeting of the State Food Security Mission Executive Committee, chief secretary Promilla Issar said under this mission, districts of Bhiwani, Ambala, Gurgaon, Yamunanagar, Rohtak, Jhajjar and Mahendragarh had been selected for wheat, while Rohtak,
Sonipat, Bhiwani, Hisar and Sirsa for pulses. These districts had been selected on the bases of low productivity of these crops at present, but having good potential for increasing
production. Issar said the Union Government had sanctioned Rs 15.44 crore for wheat and Rs 2.15 crore for pulses under the mission. In order to replenish the micronutrients and sulphur deficiency, a subsidy of Rs 500 per hectare on micronutrients and gypsum was being provided. Farm mechanisation was also being promoted for timely sowing and to cut the cost of cultivation. She said a subsidy of Rs 15,000 per machine or 50 per cent of the actual cost was being given on purchase of zero till seed drill. She said the department had issued special instructions to its field staff of these districts to organise block-level awareness camps to educate the farmers regarding objectives of the mission. |

Andhra delegation visits state polytechnics
Chandigarh, December 7 A spokesman for the state technical education department said the Andhra delegation was headed by the secretary of the department. The spokesman claimed the delegation had appreciated the qualitative and quantitative growth of technical education in Haryana in recent years, including introduction of double shifts in polytechnics in which Haryana was the pioneer in India. He claimed the jump from 9,000 seats in the polytechnics in 2005 to over 25,000 seats in 2007, was highly appreciated by the delegation. He said the delegation also took note of the welfare schemes such as free education for girls and Dalit students in state polytechnics. The scheme of preparing work force for unorganised sector through informal technical education and the concept of community polytechnics was also appreciated by them, he said, adding that the delegation also liked the steps of starting consultancy and production centres in the polytechnics in collaboration with industries in the neighbourhood. |

MDU reduces mercy chance fee
Rohtak, December 7 He said the fee had been reduced from Rs 2,000 to Rs 1,100 in case of undergraduate classes and from Rs 3,000 to Rs 1,500 in case of postgraduate classes. Sukhbir Singh further maintained that the students who had deposited more fee as per the existing norms would be refunded the excess amount. It may be pertinent to mention that the MDU academic council, at its meeting held on November 17, had decided to provide a mercy chance to the students. The examination fee for availing the mercy chance had also been fixed. |
14 get life term for murder
Gurgaon, December 7 The convicts were involved in the murder of two persons at a marriage party in Rathiwas village in the district over panchayat election rivalry. Additional sessions judge Kuldeep Jain convicted all 14 accused. Convicting the accused, the court held that the accused failed to prove their innocence. During the argument of the sentence, the convicts had pleaded for leniency with the court, saying that they were the sole breadwinners of their families, had children to take care of and were from poor agricultural background. The prosecution for its part did not seek a death sentence for the convicts, which is the maximum sentence that could be awarded for this offence. According to prosecutor Vishal Gupta, the incident took place on June 17, 2005. The deceased were attacked when they were attending a marriage party of their cousin. He said the family members and supporters of one Manchand had attacked on the family members and relatives of Sohan Lal to take revenge of Manchand's defeat in the Panchayat election held in April 2005. |

Electrical goods looted
Jind, December 7 According to sources, burglars targeted Baljit Electric store and Kharab Electrical shop and escaped with goods, including four quintal of copper wire and other materials. Both the shops were situated at a distance of less than 100 metres on the road connecting the Rohtak bypass. The goods reported stolen from Baljit Electric store are - batteries of 1,800 HP, three quintal of copper and two invertors costing about Rs 3 lakh. In Kharab Electrical store, thieves decamped with one quintal copper wire worth about Rs 1 lakh. It may be recalled that recently the police arrested a gang of thieves who had stolen over 200 bags of wheat from the godown of the Confed, a state government procurement and marketing agency, a couple of days ago. The spot from where the wheat was stolen is located at Safidon, a sub-divisional town in the district. With the arrest of another person, the police claims to have recovered as many as eight motorcycles stolen from the city. |

High Court Chandigarh, December 7 The directions were issued on a petition filed by ASI Devinder Singh. The petitioner alleged that Mohinder Lal had acquired properties at several places, including Haryana and Rajasthan. The details had already been furnished to the state government, but action had not been initiated, he claimed. Apprehending threat to life, the petitioner alleged that he had been now threatened by the officer. Giving details, the petitioner alleged Mohinder Lal acquired land by misusing power when he was SP at Panipat. The petitioner also alleged his involvement in the killing of one Makhan Singh, who was reportedly involved in land deals. Replying to the notice, the state counsel today apprised the court that the matter was being probed by ADGP Resham Singh. However, the petitioner’s counsel raised questions over the inquiry and insisted that the petitioner did not expect a fair probe as Resham Singh and Mohinder Lal had been close associates. The case would now come up for hearing on April 10. |

Kaithal, December 7 The police arrested main accused Babu Ram, a dhaba owner, along with six accomplices and also seized six cars, four gas tankers (capsules), implements used for extracting gas from tankers, 40 gas cylinders, 40 bottles of country-made liquor and 258 stolen iron pipes. SSP Anil Kumar today said sub-inspector Raj Singh, in charge, Dhand police station, and a CIA party, headed by ASI Parma Nand, last night raided a dhaba near Kaul village and arested Babu Ram and driver Satinder Pandey of Siwan, Bihar, and four others who were purchasing LPG. The SSP said each tanker had taken 18 tonne of gas from a Panipat gas plant and were on way to Punjab. |
Bhajan Lal visits Kashyap’s village
Kurukshetra, December 7 Kashyap was killed in a road accident at the Rohtak-Jind road, while returning home after attending a ‘Janhit’ rally organised by MP Kuldeep Bishnoi in Rohtak on December 2. Two persons were also injured in the mishap. Expressing grief on the sad demise of Kashyap, Bhajan Lal announced a financial help of Rs 1 lakh and promised a government job to a kin of the deceased on coming to power. He also visited and inquired about the health of the two injured persons - Charan Rana and Raj Kumar - at a private hospital here. |
School principal held for graft
Karnal, December 7 The principal, Vinod Prakash, had demanded the bribe from Gulab Singh for the release of the latter’s service book. Gulab Singh was recently posted to the Government Senior Secondary School, Model Town. His service book was lying at the school at Bastli and was to be verified by the school principal. When he asked Prakash to verify the book, the latter demanded Rs 1,000 to do the job. Gulab reported the matter to the Vigilance Bureau, which laid the trap to nab the accused. |
Three killed in road mishap
Rewari, December 7 The mishap occurred when the victims were returning to their village after attending a marriage ceremony at Mohdinpur village, near Palhawas. The trailer was on its way to Rewari. The postmortem examination was conducted at the civil hospital here yesterday. A case has been registered against the trailer driver, Krishan Singh of Khuddan village in Jhajjar district, who was later arrested. |

Jhajjar, December 7 Sources said Sudhir, son of Ramesh, was crossing the road when a truck ran over him. He died on the spot. Later, villagers caught the truck driver, Sube Singh, and beat him up. Later, DSP Sukhbir Singh and SDM Satender Duhan reached the spot and placated the agitated villagers. |

Sonepat, December 7 The accused also beat up his wife and threw her out of the house. According to the information, Tara Chand, a migrant labourer, after consuming alcohol last night started beating up his wife Sonali and the child. When Sonali objected to it, he drove her out of the house. He then dashed his son Kishan against the ground. Later, he dumped the body in a drain and fled. |
