Land dispute between 2 MPs
Chandigarh, December 4 Rakesh is an employee of Jindal and currently is in police custody. While Jindal has accused Rakesh and certain relatives of Arvind of having defrauded one of his companies to the tune of crores of rupees, the Karnal MP has lodged an FIR with the Delhi police that certain persons connected to Jindal had attacked his personal aide. Jindal had lodged an FIR against Rakesh and the relatives of Arvind, including the Karnal MP’s sister. Though the dispute is a few months old, it came into the limelight when Arvind lodged an FIR, in which Jindal’s name also figured. According to sources close to Jindal, one of his companies, Duce Properties and Services Private Limited, was to purchase land in Sonepat district, to which Arvind belonged, for real estate development. Arvind reportedly offered the services of his relatives to Jindal in identifying the land in Sonepat district. Jindal directed his employees to coordinate with the relatives of Arvind. Rakesh was one such employee. In August-September, officials reportedly detected a fraud, “running into crores of rupees” and lodged an FIR with the Sonepat police against Rekha Sharma, sister of Arvind, Lieut-Col Sunil Sharma and Surender Sharma, both brothers-in-law of the Karnal MP. Rakesh was also one of the accused persons. All four allegedly absconded and warrants were issued in their name. The Jindal camp alleges that certain land-owners had entered into an agreement to sell their land to the company, which paid to them through cheques. However, the sale deeds of over 80 acres of land were executed in favour of the accused persons or in the name of certain firms in which they were partners. Arvind, on the other hand, said his relatives were partners with the Jindal company. Since the land prices shot up tremendously, the Kurukshetra MP, he alleges, did not want to share the profit with his relatives. Hence, a fraud has been alleged. Informed sources say, in view of the sensitive nature of the case involving two MPs of the ruling party, senior officers of the state police are personally interrogating Rakesh, so that there is no premature leakage of what Rakesh reveals during his questioning by them. Meanwhile, the police is keeping a tight-lipped on the issue. |

Corporate houses to run abandoned dispensaries
Gurgaon, December 4 Deputy commissioner Rakesh Gupta today visited the dispensaries located in various sectors of HUDA. Six of the dispensaries were found lying abandoned, which were got constructed by the HUDA. After completion of the buildings of these dispensaries, doctors and other paramedical staff were not appointed even for once and these dispensaries never became functional. According to HUDA authorities, the construction cost of each dispensary was around Rs 20 lakh. The deputy commissioner was surprised to see that new dispensary buildings at Sector 55, 39, Sun City, Rosewood City, Sushant Lok, phase-3, and Palam Vihar were lying unutilised till now. The dispensaries of Sector 40 and 43 are being maintained and run by the district Red Cross Society where only ANMs attended the patients. As part of the visit, he also went to Seagram Dispensary in Sector 45, which was in similar condition as the above ones before a company took over it to provide medical facilities to the people of the area. The DC said satisfactory health services could not be provided to the people of the city due to some lacuna in the functioning of the health department. He said the functioning of the two of the dispensaries being run under the supervision of the Red Cross Society were also not up to the mark. Gupta said a number of big corporate houses had approached the administration showing their willingness to take over some of the dispensaries for providing better medical care to the people. He said the administration after finalising the procedure would hand over these dispensaries to the corporate houses. He said a charitable dispensary in Sector 45 is running under “Seagram model” by a corporate house on PPP basis, which was first of its kind in Haryana. The government gave the dispensary to the company on extendable lease of two years. Col Joginder Singh Ahlawat (retd), administrator of Seagram Dispensary, briefed Gupta about the management of the company, which had appointed a 13-member staff, including four doctors, who are specialists in their respective fields. Out of them, one is a gynaecologist and another a physician, who attended to the patients in the dispensary, and the other two doctors were deputed on mobile hospital vans. He said the company had also deployed three vans, out of which the two were sent to the rural areas daily to treat patients on the specified routes. One van had been kept in the dispensary for emergency purposes. The treatment was provided free of cost at dispensary and mobile vans, for which the company incurs a sum of Rs 1 lakh for medicines and Rs10,000 for laboratory tests. The dispensary had tied up with some laboratory in the city for conducting tests for which the company paid. About 100 patients mostly from nearby villages like Kanhai, Jharsa and slum areas come for treatment to the dispensary. Vice-president of the company Gopi Nambiar, who is one of the trustees, said the company was running a similar dispensary at Behrore in Rajasthan successfully. |
‘Involve women in farm sector’
Karnal, December 4 Dr Kumar was addressing a gathering of more than 200 farm women belonging to 19 villages of Karnal district, Kaithal district and Sirmaur district of Himachal Pradesh in a programme organised by the Krishi Vigyan Kendra (KVK) of the NDRI on the occasion of “Women in Agriculture Day”. Dr Kumar said in all areas of agriculture, crop cultivation, sericulture, weed management, fisheries and dairy farming, women were involved in most operations. He added that there was urgent need for capacity building of farm women through effective training programmes so that they were acquainted with the latest technologies, which could enhance farm productivity. Dr S.L. Goswami, joint director (Research), NDRI, said in the cooperative dairy sector, nearly 6,000 dairy cooperative societies in India were owned by women. He further added that if this number kept increasing, rural poverty would be eliminated. Dr G.R. Patil, joint director (Academics), NDRI, said if women formed self-help groups and sold value-added dairy products, they could earn more profits. Dr Dalip K. Gosain, head, KVK, said the programme was specially organised to honour women and also to acquaint them with various technologies developed by this institute. Dr Vivek Fellner, Dr Ratna Sharma and Prema Arasau from the North Carolina University, USA, were also present on the occasion and explained various activities of the NDRI, Agriculture Technology Information Centre and KVK through an exhibition. Saroj Mehta, coordinator of the programme, Dr J.C. Markanday (scientist emeritus) and Dr C. J. Juneja also spoke on the occasion. Manjit of Barsalu village, Sushma Devi of Dadupur, Priyanka from Gullarpur, Bala of Kaithal, Santosh of Chatargarh, Anita of Taprana, Ritu of Islamnagar, Puja of Gangar, Banto of Garhikhajur, and Anita from Kachwa were honoured on this occasion for their outstanding achievement in the area of agriculture, vermin-compost, dairy farming and other allied fields. |

IAS officers get addl charge
Chandigarh, December 4 Ajit M. Sharan, principal secretary, has been appointed as member secretary, Administrative Reforms Commission, in addition to his present assignments. The government also issued orders to give additional charge to 10 IAS officers during the period of election duty of nine IAS officers and leave period of an IAS officer. Dhanpat Singh has been given the additional charge of director and special secretary, higher education. P.K. Das will also be managing director (MD), Haryana Power Generation Corporation Limited, in addition to his present assignments. N.C. Wadhwa has been given the additional charge of director, employment. Arun Kumar will also hold the charge of director and special secretary, industrial training and vocational education and special secretary, technical education department. Sudhir Rajpal will hold the additional charge of MD, Federation of Cooperative Sugar Mills Limited. R.S. Prof Hooda to initiate MDU reconstruction
Rohtak, December 4 The newly appointed vice-chancellor said he would act as a facilitating agent to build a modern university where faculty members and students
had a sense of belongingness. He would take the necessary steps to provide due dignity and recognition to the faculty members. “I will always remain available to the students,” he maintained, adding that a new era of students’ welfare would be ushered in on the MDU campus. Earlier, Professor Hooda was given a warm welcome on his arrival at the vice-chancellor’s office. Professor Hooda has been appointed the MDU vice-chancellor for a period of three years or till the date he attains 65 years, whichever is earlier. He served as the vice-chancellor of Kurukshetra University from August 24, 2005, to December 3, 2007 and has a teaching and research experience of about 34 years. He also served as director, Apeejay Institutions, Delhi, for about two years. Professor Hooda, who holds the MA (economics) and PhD degrees, earlier also served as the registrar of Kurukshetra University. |
Bid to rape MNC employee
Gurgaon, December 4 Police sources said the incident occurred on the Gwal Pahari road at about 7.30 pm. Singh had been employed a few months back. The complainant said Sanjay, while dropping the victim to her home, stopped the car on a deserted road and told her that there was some mechanical fault. He then barged into the rear door and tried to assault her sexually. The complainant added that scared by the driver’s unexpected move, the woman started screaming and people passing by came to her rescue. The driver was thrashed up and then dragged to the police station. The police said Sanjay originally belonged to Bihar and was staying in Delhi. He was produced in a city court today. The accused has been sent into judicial custody. However, the accused has denied all allegations. Sanjay has been booked under Section 376 and 511 of the IPC. |
16-yr-old stabbed to death
Sonepat, December 4 Rakesh’s body was brought to the community health centre, Gohana, for a postmortem. In another incident, the Kharkhoda police recovered the body of Amit (29), from Katlupur village in Sonepat district. Amit was a resident of Swatantra Nagar, Narela, in Delhi. His body was brought to the civil hospital for a postmortem. The police has informed his family, as well as the Narela police, where a case of the alleged kidnapping of Amit was registered. He had left the house with Bijender of Kheri Dahiya village and Kuldeep of Jatheri village in Sonepat district on November 29 and went missing thereafter. |

ASI, superintendent held for graft
Jind, December 4 Officials of the vigilance department, after a complaint from Ram Pal, a resident of Nehra village, laid a trap to nab the ASI identified as Om Prakash, after the latter demanded Rs 1,500 from the complainant for releasing the licensed weapon of the applicant, who had deposited it with the police station concerned after a clash among two groups at his village, a few days ago. In another similar development, the office superintendent of the PWD (B&R) office here was caught by the vigilance department while accepting Rs 2,000 from a contractor here today. It is alleged that the accused identified as Joginder Kumar had demanded Rs 5,000 initially but settled for Rs 3,000 for raising the work contract limit of Balwinder, a contractor attached with the department, to Rs 20 lakh. Naib tehsildar of Uchana and district employment officer were designated as duty magistrates in this work. |

Anti-drug campaign launched
Sirsa, December 4 The movie was inaugurated by District and Session’s Judge H.P. Singh. The 41-minute movie showed the ill-effects of drug addiction. SP Vikas Arora said the film would be shown in 83 identified villages of the district where 70 per cent of the male population were reportedly drug addicts. He said the film would help addicts to know the real truth about the effects of the drug addiction. He said drug addiction could be rooted out if people became conscious about its harmful effect. The SP said the film would be shown in areas like Kalnawali, Dabwali, Badaguda and Rori where there a large number of youths were drug addicts. He said NGOs, sarpanches and prominent persons would be involved in the campaign to yield positive results. There has been a substantial increase in the number of addicts in the district. This can be attributed to the fact that drugs are easily available as the district is in close proximity with Rajasthan, where the cultivation of opium is permitted to license holders. The SP said, while a large number of marginal farmers in rural areas were addicts of opium and poppy husk, youngsters seemed to go in for smack. |
Kiran asks Delhi to control pollution in Yamuna
Chandigarh, December 4 She said water of Yamuna was immensely polluted owing to discharge of untreated or partially treated effluents of drains falling in Delhi in the river. She said the water was being used as potable water by the people living in Mewat area, which had adversely affected their health. She said the state pollution control board in collaboration with the central pollution control board was regularly monitoring the quality of river water at the Haryana-Delhi border near Palla village on monthly basis. She said it had been found that bio-chemical oxygen demand
(BOD) value of the river water, before entering Delhi, ranged from 1.44 to 2.76 mgs per
litre. But when it enters Haryana near Badarpur in Delhi, the range went up to 26 to 38 mgs per
litre, which was against the permissible limit of 3 mgs per litre. |

Dr K.V. Singh nominated to MCI
Chandigarh, December 4 K.V. Singh is currently posted as officer on special duty (OSD) to the Chief Minister of Haryana. He joined as medical officer in Haryana government in 1974. He remained in the service as medical officer up to 1994. He worked as OSD to Chief Minister, Haryana, in 1987-88 and OSD to the Deputy Prime Minister of India from 1988 to 1989. |

Chandigarh, December 4 A spokesman of the Women and Child Development Department said instructions had been issued to various government outfits to forward applications of outstanding girls to the government through the deputy commissioner concerned by December 10. |
Rs 1,200 crore paid to paddy farmers
Chandigarh, December 4 Haryana Deputy Chief Minister Chander Mohan said HAFED had made a payment of Rs 521.38 crore for the purchase of 7.19 lakh MT of paddy and the food and supplies department had procured 5.63 lakh MT of paddy and paid Rs 408.62 crore to the farmers. |

Chandigarh , December 4 The enquiry will be held by J.P.Kaushik, commissioner, Rohtak Division. Hooda, who was interacting with a delegation of mediapersons from Karnal led by president of the Haryana Patarkar Sangh, K.B. Pandit, at the Haryana Bhawan in New Delhi, regretted on the unfortunate incident in which some mediapersons were injured. He directed the officers concerned to get the damaged cameras replaced at the expense of the state government. The Chief Minister assured the mediapersons that officers and police personnel found responsible for the incident would be dealt with sternly. |
