Srinagar, October 8
United Jehad Council (UJC) chief Syed Salahuddin has announced unilateral ceasefire for three days from October 12 to 14 on the occasion of Id-ul-Fitr.

A news agency here quoting spokesman of the Pakistan-based UJC, Syed Sadaqat Hussain said here the decision was taken at a meeting presided over by supreme commander Syed Salahauddin. The meeting decided there would be complete ceasefire for three days on the part of all militant organisations operating in Jammu and Kashmir, the spokesman said. It was alleged the security forces were resorting to excesses and killing of innocents in "fake encounters" even on auspicious occasions like Id. Therefore, the Jehad Council, had decided on the three-day unilateral ceasefire, the spokesman added.

The Pakistan-based UJC had earlier offered certain conditions for a ceasefire during Ramzan, which did not take place. The ceasefire during Ramzan was supported by CPM state secretary and MLA, M. Y. Tarigami and the ruling alliance party, the PDP.

Udhampur, October 8
Death of two more migrants at the Talwara camp, allegedly due to starvation, touched off tension and anger in Reasi and adjoining localities. Authorities termed the deaths as natural, but family members of the deceased alleged that starvation was the cause of it.

Basant Ram (70), son of Rama, who was sitting on dharna at Talwara, collapsed this afternoon. He was taken to the nearby health centre where he breathed his last. Basant Ram, a native of Shikara village of Mahore teshil, migrated in 2000, along with family.

His death sent a wave of anger among the camp dwellers who raised slogans against the administration for not providing relief to the displaced Dogra migrants. As the migrants were demonstrating, some people informed about the death of Kakoo Devi,(65) wife of Lakshi Chand, putting up at the migrant camp. She had migrated along with her family from the Dhaki Kot area of Reasi district.

News of the death of Kakoo Devi fuelled anger of the migrants. Many migrants came to Ramlila ground and staged a demonstration there. They blamed the administration for these deaths and alleged both persons died due to starvation. Migrants placed the body of Basant Ram on the ground and shouted slogans against the government.

They alleged that due to apathetic attitude of the coalition regime towards displaced people of Jammu, camp dwellers had been losing lives. They alleged that the authorities had failed to provide even medical treatment in the migrant camps.

Talwara migrant camp dwellers have been staging dharna for the past 87 days in support of their demands of relief on a per with Kashmiri migrants.

Deputy commissioner Reasi, Sanjeev Verma, however denied allegation of the migrants and termed these deaths as natural. Talking to The Tribune, Verma said Basant Ram was ill since long and he died due to illness.

The deputy commissioner said the authorities had offered adequate ration and Rs 1,600 as cash relief to the each displaced family but migrants were not ready to accept this relief.

2005 quake: Poonch hospital cries for govt attention

Poonch, October 8
It is two years since an earthquake struck this part of the state on October 8, 2005, resulting in large-scale causalties and damage to property, but as the area prepares to observe second anniversary of the quake, very little has been done to replace what was lost in the quake.

People in this border district of the state blame government's inefficiency to repair the government structures damaged in the quake.

District hospital here bore the brunt of the earthquake in which a major portion of the hospital, including building housing wards, out-patient department (OPD) building and X-ray machine building, got damaged, but despite the promise of early repair of the building, the government has failed to execute major conservation and instead have made cosmetic repairs.

"There is always a risk associated with the patients admitted to this hospital here. Given the cosmetic repairs made in various buildings of the hospital, in case a mild earthquake hits the area again, these buildings can collapse causing loss of human lives", said Aejaz Kazmi, a resident.

Sources said at present patients were housed in the building having all eight wards, including paediatrics, gynaecology, orthopaedic and surgery wards. This building had suffered severe damage in the earthquake two years ago and can fall in case of minor tremors, so it was quite huge risk to house the patients in this building, the sources added. Besides the OPD building has also suffered severe damage and may be unsafe for patients.

Effort to contact the hospital administration failed. Deputy commissioner J.S.Pachnanda said these were false allegations by some people with vested interests.
