Haryana Governor A.R. Kidwai and Chief Minister Bhupinder Singh Hooda today announced that the proposal to construct the Rs 380 crore Mewat canal had been forwarded to the Central Water Commission (CWC) for approval to improve the water supply in Mewat area.

While attending Gandhi Jayanti celebrations at Ghasera village in Mewat district, Kidwai assured all-round development of Mewat area at an accelerated pace.

Hooda said with a view to provide its due share of water to Mewat, the proposal has been forwarded to the CWC and the work would commence as soon as approval was granted.

He said a Rs 425 crore drinking water supply scheme named after former Prime Minister Rajiv Gandhi had been implemented to benefit 503 villages. He said the first phase of the scheme costing Rs 258 crore was in progress. As many as 150 villages would be covered under the scheme by 2008.

The Governor regretted that although Haryana was now a fast developing state in the country, areas like Mewat were still under-developed. Drawing attention of the state government towards Gurgaon, Faridabad and Manesar, the adjoining areas around Mewat district, he urged the people to give the best education to their wards and avail of the facilities being provided by the state government.

He said the village had been declared as a model village and Rs 6.9 crore would be spent to improve its streets. The primary school of girls in the village would be upgraded and a delivery hut would also be set up at Ghasera. He also announced to open a library named after Mahatma Gandhi in the village.

Hooda gave away appointment letters to six safai karamcharis of blocks of Mewat to launch the scheme to appoint 11,000 safai karamcharis for maintaining sanitation in rural areas of the state.

Earlier, the Chief Minister, Governor and other prominent personalities present on the occasion paid floral tributes to Father of Nation Mahatma Gandhi.

Bhiwani: A large number of people today participated in the ‘Run for Fun’ organised by the district administration at Bhim Stadium to mark the 138th birth anniversary of Mahatma Gandhi here today. Deputy commissioner T.L. Satyaprakash flagged of the race.

Paying tributes to Mahatma Gandhi, chief parliamentary secretary Dharmbir Singh said they could pay true homage by following Gandhiji’s messages of truth, non-violence and sacrifice.

KURUKSHETRA: Deputy commissioner Pankaj Aggarwal called upon the people to work for the progress and prosperity of the country by following the path of truth, non-violence, honesty and harmony shown by Father of Nation Mahatma Gandhi and former Prime Minister Lal Bahadur Shastri.

KAITHAL: Rich tributes were paid to Father of Nation Mahatma Gandhi at a district-level function held at mini secretariat here on Tuesday to mark the birth anniversary of Mahatma Gandhi.

PANIPAT: In a befitting tribute to Mahatma Gandhi, the local administration on Tuesday invited members of various panchayati raj institutions (PRIs) at a special session to motivate them to launch a complete sanitation drive in the district.

More than 1,500 members of village panchayats, block samitis and zila parishads participated in the special programme held at Shiva Ji Stadium in Model Town to commemorate Gandhi Jayanti.

Additional DC Dr Amit Aggarwal said this year the administration had aimed to provide the status of Nirmal Grams, villages completely free from open defecation, in 100 more villages of the district.

Paucity of staff has made teachers out of students at government primary schools in the district. In government schools, where teachers are forever in short supply and “overburdened” with paper work, students play teachers for the benefit of their juniors.

“We have no choice. This is the only way we can keep discipline in school and complete the syllabi on time. With 160 students spread over six classes how else does the department expect us to manage the show?” a teacher in Harioli said.

With only one room at their disposal and the entire ground dug up for the construction of more rooms, office work has only intensified. While one of the teachers manages the students, the other is bogged down with registers and papers. So, even though he is sitting in the shade of a tree with three classes, his entire focus is on filling columns of fee, attendance and other student-related papers. A couple of months ago, the school had only one teacher and the situation was even worse.

In Kheri, a class V student wields the rod, managing a boisterous class III. She punishes them for creating a ruckus in the classroom and reads the chapters aloud to the class.

Though three teachers are posted at the school, the person in charge has written to the department to sanction an additional post for them. At any given time, there are two teachers to manage 160-odd students because one teacher is either on leave or away to the head office for work. “We can’t help it. We know it is not done, but there is no solution and we have to seek the help of bright students to manage all classes,” a teacher explains.

In one classroom, a teacher takes classes I and V simultaneously at the government school in Hangoli. Both sides of the classroom have blackboards and the students of the two classes sit facing in the opposite direction. “We manage by making one class do some writing work and teach the other. In the next period, we reverse the order,” he explains.

The students certainly don’t mind their new role and, in fact, enjoy teaching the juniors.

Urvashi Gulati has been made financial commissioner and principal secretary, Home, Criminal Investigation and Administration of Justice Department, in addition to her present assignments while K.S. Bhoria is abroad.

R.N. Prasher has been given additional charge of financial commissioner and principal secretary, Finance and Planning Departments, in addition to his present assignment during the leave period of S.P.Sharma.

Transport facility launched for pregnant women

Haryana Governor A.R. Kidwai and Chief Minister Bhupinder Singh Hooda launched a first-of- its-kind scheme to provide transportation facility to pregnant women to delivery stations at Ghasera village in Mewat district today.

They flagged off nine such mobile vans and a mobile delivery-cum-operating van, which would function as the ‘Hospital on Wheels’, at the venue of state-level function organised to mark the 138th birth anniversary celebrations of Mahatma Gandhi at the village.

As per the birth rate in Mewat district, the expected deliveries in a year are about 40,000. However, seeing the last years’ figures only 2,000 were institutional deliveries.

The aim of the scheme is to bring pregnant mothers to delivery stations to promote safe motherhood and to reduce the infant mortality rate and mother mortality rate.

Nine delivery stations -- Tauru, Nuh, Mandkola, Hatin, Pingwan, Punhana, Nagina, Mandikhera and Firozpur Jhirka -- have been identified for round- the-clock normal delivery services. These centers have been fully equipped with all facilities necessary for safe delivery.

The tentative expenditure will be about Rs 40 lakh in a year. This year the expenditure is being sponsored by the MDA. Meanwhile, a multi-speciality health camp was also organised at the village.

PGI killing: Police sees tantrik angle

The police has registered a case of murder and attempt to murder against unidentified assailants regarding the alleged attack on local PGI professor Promila Malik, in which her son Peeyush was killed.

Dr Promila and her elder son Abhishek were injured in the incident. The case has been registered on the basis of a statement given by Abhishek.

Though Dr Promila has regained consciousness, she was not in a position to give a statement. Her husband, Dr A.K. Malik, who was away to Delhi last evening, has also returned.

In his statement, he has conceded that his wife used to have premonitions and was under the influence of a ‘guru’.

However, Abhishek has told the police that they were attacked by three masked men.

SP Hanif Qureshi said Abhishek’s statement did not match the circumstantial evidence found from the scene of crime. He said in the given situation, it seemed that the “tantrik” theory was more close to reality.

“Even Dr Promila’s husband has stated that she used to obey the commands of her ‘guru’ in an attempt to ‘ward of evil spirits’. His statement, coupled with the kind of articles found at the scene of crime, indicate that it was not a case of assault,” he maintained.

Qureshi said from the minor cuts and injuries received by Dr Promila and her elder son Abhishek, the possibility of an armed attack on them seemed too far-fetched. “The injuries, but for the fatal one suffered by the younger son Peeyush, seem to be self-inflicted,” he added.

The SP, however, asserted that forensic experts had collected the evidence.

Miller-arhtiya combine cheats grower, govt

The miller-arhtiya (commission agent) combine in several mandis of Haryana is cheating both paddy growers and the state exchequer.

As apprehended by the growers earlier, with the entry of government procurement agencies in the mandis, the combine has come into action, resulting in the lowering of the prices of the parmal variety of paddy, at least on paper.

This variety of paddy was selling at Rs 725 to Rs 750 per quintal, which is Rs 50 to Rs 75 per quintal higher than the minimum support price(MSP) of Rs 675, before the agencies entered the market.

After their entry, the parmal variety in many mandis started selling at the MSP.

Informed sources say, in reality the parmal variety is still selling at Rs 725 to Rs 750 per quintal but arhtiyas were issuing bills for Rs 675 and showing that it was being purchased by the government agencies.

The paddy purchased by the government agencies is given by them to the millers for custom milling. The difference between the MSP and the market price of parmal variety is paid to the arhtiyas by those millers who are interested in milling the paddy(custom milling) on behalf of the government agencies.

In many cases the difference between the MSP and the market price paid by the millers is pocketed by the arhtiyas themselves. Only influential growers are able to take a cut from the arhtiyas from the difference paid to them by the millers.

By billing the paddy at the MSP, the arhtiyas and the millers evade not only the market fee and rural development fund, but also VAT on the difference between the MSP and the market price.

If the arhtiyas issue bills for the actual amount on which the paddy is sold, it would also reduce the financial burden of the government agencies as they intervene only if the produce sells at less than the MSP.

The sources say the nexus can not function without the connivance of officials of the Agriculture Marketing Board. It is mandatory for the board officials to ensure that the produce is sold through open auction in the mandis. But it is not done.

Chief Administrator of the board Ram Niwas told TNS that reports about the nefarious activities of the miller-arhtiya combine had come to his notice. He had instructed the field staff to ensure that all produce was sold through open auction.

At many places the combine also indulges in what is known as “paper transaction”. The arhtiyas issue false bills to the millers stating that a particular quantity of paddy had been given to a miller on behalf of a government agency. The money is received from that agency to which the paddy is never sold. The millers take this money from the arhtiyas after paying them their commission. Then the millers use this interest free money for their own business. They buy cheap rice or paddy from outside the state, particularly from UP, and deliver the rice to the agencies at the end of the season. In the past several millers defaulted on the delivery of rice to the agencies.

To stop this “paper transaction”, managing director of Hafed Sudhir Rajpal has directed his field staff that only that paddy which would be weighed at licensed weigh bridges would be deemed to have been purchased by the agency.

Haryana govt to vacate century-old house after 85 years

After over 85 years of government occupation, a century-old house in Hisar will finally be vacated by the end of next year. The property was let out to the state in the 20s for being used as the residence of Hisar’s Deputy Judge, Commissioner or Collector. Seeking the vacation of the house, the Tayals of Delhi had claimed that Haryana had not even paid arrears of rent at the rate of Rs 149 per month, besides the house tax, since September 1, 1968.

In fact, landlord Vinod Tayal had claimed that the property was about 100 years old and had outlived its life. Moreover, the state had failed to prove itself to be a good renter, and he had no intentions of keeping it as a tenant. As such, the state should be evicted from the property.

As the matter came up before Justice Hemant Gupta of the Punjab and Haryana High Court on Monday afternoon during the hearing of a revision petition filed by Haryana against the Lower Court orders directing their ejection from the property, the state Advocate-General appeared and sought the withdrawal of the plea. He, however, added that time till December 31, 2008 , may be granted to the state to vacate the property.

Appearing on Tayal’s behalf, Senior Advocate Ashok Aggarwal and Vikram Aggarwal said they had no objections to give them time, provided the state furnished an undertaking before the court of law, to vacate the premises, within a month.

After hearing, counsel for both sides, Justice Gupta ruled: “The present revision petition is dismissed as withdrawn. However, the ejection orders shall not be executed before December 31, 2008”.

Gurjars’ threat to stop milk supply on Oct 6

The Gurjar community today cautioned that it would stop the supply of milk in Haryana on October 6 to show solidarity with the struggle of the members of the community in Rajasthan for securing Scheduled Tribes (ST) status.

President of the Gurjar arakshan morcha, Haryana, Ranbir Singh Chandila announced the move here and said it would be a token protest against the Rajasthan government for being non-committal on the demand of the community. According to him, the call for the agitation on October 6 was that of the morcha. Other social organisations of the community in the state would also be approached for support, he added.

He said that 80 per cent of those related to the production of milk in the state were from the Gurjar community.

The producers of milk from other castes and communities would also be approached for participation in the agitation.

The morcha cautioned that a similar one-day protest would be resorted to with regard to the supply of vegetables to press for the acceptance of the demand of the Gurjars in Rajasthan.

He said a decision at the national level had been taken to rope in Gurjars from other states to take part in future agitations if the Rajasthan government failed to recommend the case for ST status for Gurjars to the Centre by October 11.

In response to a question he said there was no division in the Gurjar community on the demand for ST status.

Man gets life imprisonment for killing mother

Session’s Judge H.S. Bhangoo today sentenced Bahadur to life imprisonment along with a fine of Rs 5,000 for allegedly killing his mother and causing injuries to his father.

Granddaughter of deceased Santokhi, in a complaint lodged with the police said she was residing in Gandhi Nagar along with her maternal grandparents, Santokhi and Ram Dia, and her maternal uncles wanted a share in the cash lying with her grandparents.

She said on September 6, 2005, her maternal uncles Bahadur, Om Parkash and Subhash, accompanied by one more person came to meet their parents and reportedly attacked Ram Dia and Santokhi. While Santokhi succumbed to her injuries, Ram was badly injured in the incident.

Two given life term for aunt’s murder

Additional District and Session’s Judge M.C. Mehra today sentenced two brothers to life imprisonment in a murder case. A fine of Rs 10,000 each was also imposed on them.

The two brothers — Ranbir and Himmat — had reportedly stabbed their aunt and injured their uncle near the bus stand on November 19, 2004.

Sources said Zile Singh, residing in Lal Khania mohalla, and his brother Chhatar Singh, were engaged in a court battle over some issue.

Zile Singh, along with his wife, Krishna and son Jarnial Singh, was returning from the court, when his nephews attacked them with knives.

While, Krishna died in the attack, Zile and his son received injuries.

Hooda greets Muslims

Chief Minister Bhupinder Singh Hooda today congratulated the Muslim community and said the month Roza was a prosperous month.

He organised an ‘Iftar’ at Shahmudin park at Ferozpur Jhirka for people who fasted during Roza. He said Roza gave power to control desires and to improve upon our mistakes.

On the demand of deputy speaker of Haryana Vidhan Sabha, Azad Mohammad, he also gave approval for the construction of 25-km-long canal from Kameda Dam to Kotla.

Speaking on the occasion, Governor Dr A.R. Kidwai said the government had enhanced the education budget to improve the standard of education in the state.

Avtar Singh Bhadana, MP, was also present on the occasion. Hooda also laid the foundation stone of the Kasturba girls hostel in the premises of Government Model School, Ferozpur Jhirka.

Mange Ram attacks Bhajan camp

State education minister Mange Ram Gupta, who was once a loyal member of the Bhajan Lal camp, today trained his guns on the former Chief Minister on the issue of floating of a new party.

Gupta said Bhajan Lal and his MP son Kuldeep Bishnoi were wrong in airing their “personal'' grouses in public. Gupta admitted that a few months ago he himself was known as a “rebel” but floating a new party by leaving the Congress was never acceptable to him.

“The yellow brigade promoted by the father-son duo has no political future in the state,” he contended. The newly inducted minister also said that the “floating of a new political front'' was the only reason that led to strained relations between him and the Bhajan Lal camp, he claimed. He said the state government had made elaborate plans to meet the acute shortage of electricity.

He said the newly introduced government-run Sanskriti English medium institutions had not achieved the expected results due to a shortage of teachers.
