HC notice to state on female foeticide menace
Chandigarh, September 27 Petitioner Gaurav Goel, through his counsel Ashwinie Kumar Bansal, also pleaded for a comprehensive probe into more than 250 illegal abortions (as per media reports) of female foetuses which led to the recovery of a large quantity of remains of the foetuses from a 20-feet well/ underground septic tank at Buala Nursing Home, Pataudi in Gurgaon district. The PIL also sought to know the action taken against the officers concerned for the negligence which had led to the uninterrupted abortions of female foetuses for a long time now. It was also prayed that directions be issued to respondents asking them to submit regular district-wise report in this respect and also on the action taken to prevent incidents of female foeticide. The petitioner blamed the authorities for failure to strictly enforce the provisions of the law relating to prevention of sex determination tests and laid the onus on the loopholes in the implementation of the PNDT Act whereby unscrupulous clinics earned money through illegal means. The PIL also expressed concern at the declining sex ratio in Haryana which stood at 879 women for 1000 men in 1991 to 820 in 2001.The petitioner also referred to unqualified doctors carrying out illegal abortions as highlighted by the Pataudi incident of June this year in which 35 tiny bones, 8 skulls and some other parts of foetuses were recovered and one person Ajay Kumar Singh was arrested. Dera case
Justice Nawab Singh today adjourned to October 5 the hearing on the plea of Shaminder Kaur, a female inmate of Dera Sacha Sauda, whereby she has sought to be impleaded as a party to the habeas corpus petition filed by her mother Sukhjit Kaur. The habeas corpus plea was moved by Sukhjit Kaur to seek her daughter’s production in the court whom she alleged was being forcibly detained in the Dera. The court, following the mother’s plea, had appointed a warrant officer to visit the Dera and ascertain as to whether Shaminder Kaur was detained there forcibly or not. When the warrant officer went to the Dera with the police, she could not be found there, though the report in this regard was yet to be submitted to the high court. Justice Singh took on record an affidavit filed by Shaminder Kaur saying she was not in the Dera on that day and was with one of her aunts. Significantly, she had accused Khatta Singh, CBI’s star witness and her maternal uncle who was a driver of Dera Sacha Sauda head, of turning against the Dera head due to the influence of the Akali regime in Punjab for some consideration. |

Pvt traders offer higher prices than govt
Sonepat, September 27 Around 68,500 hectares in the district have been brought under paddy cultivation this season. As assessed by agriculture scientists, the per acre production of the crop is likely to be good because of timely rains, proper application of inputs and the crop being free from disease. Deputy director, Agriculture, Anil Sehrawat said these factors had also helped in increasing per acre production of the crop and the average production was likely to be around 18 to 20 quintals per acre in comparison to other years’ average of 15 to 16 quintals. According to the first day’s available report of paddy arrival in different markets, 70 tonnes of paddy had arrived till September 26 and the entire stock had been purchased by traders offering prices between Rs 1,591 and Rs 1,205 per quintal for the sharbati variety and Rs 1,626 to Rs 1,663 per tonne for the muchhal variety. However, many farmers of the district prefer to sell their produce at Narela market in Delhi, where they are offered around Rs 1,700 to Rs 1,800 per quintal, which is around 30 to 40 per cent more than the prices offered last year. Under these conditions, the farmers are likely to get the net profit of around Rs 20,000 to Rs 25,000 per acre after excluding per acre expenditure of Rs 10,000 to Rs 12,000. |

Kidnapped boy found murdered
Gurgaon, September 27 The police recovered the body after arresting the accused, Praveen Kumar, on Thursday morning and said the boy was kidnapped with the aim to get easy money. Police sources said Rahul, a Class VI student, was murdered on Monday evening. Praveen, a resident of Bohda Kalan in Gurgaon, called Rahul’s father Digpal on Tuesday demanding Rs 5 lakh as ransom after killing Rahul. ACP (west) Ram Kala said since Praveen was a frequent visitor to Rahul’s house, he faced no resistance while fleeing with the boy from outside the school on the pretext of showing him the movie. Rahul left his cycle and school bag at a local shop telling that he would be back in an hour. Praveen first took Rahul to a mall in the city and from there he took him to Rewari. When the boy persistently insisted Praveen to take him home, the accused took him near Jawahar Lal Nehru canal and stuffed a handkerchief in his mouth to kill him, the ACP added. Ram Kala said that Praveen first called up Digpal on Monday evening on a landline number. But that evening he murdered Rahul and called up Digpal again on Tuesday from a landline number. He told him that since Digpal had got about Rs 12 lakh from the sale of a family property, he could easily pay Rs 5 lakh for his son’s life. He said the police tracked the number from which he made the call and finally caught him. Then it’s he who led us to Rahul’s body. According to SHO Devinder Singh, Rahul’s father had lodged a case of kidnapping on Tuesday. He said they were sure that the boy was picked up by someone who was known to him. “What we suspect is the accused did not find a space to hide the boy for one night, else he might not have killed him. Though we caught the accused, but we could not save Rahul’s life,” he pointed out. He added that Praveen was out of job for the past two months. The police said the accused had taken Rahul to the City Centre mall about a fortnight ago also. Though he had thought of kidnapping him, he was sure that he would be caught since everyone knew that he was accompanying Rahul. |
Ambala DC’s directions ignored
Rahul Das Tribune News Service
Ambala, September 27 The process of cutting the trees had begun earlier this week, when the municipal councillors of Ambala Sadar strongly opposed the move. A total of 1,106 trees were to be axed out of which 80 trees were located within the Indra Park. A park without 80 trees would practically turn into a barren land, residents said. Regular visitors to the park estimated that at the most 11 trees could be considered for cutting. In order to widen the Gurguria nullah, about 322 trees were also to be axed. The enormity of cutting of trees and its resultant environmental impact was enough to show the lack of official apathy towards maintaining clean and green ecology, said residents. Officials claimed that the forest department had given an official nod to cut the trees. The municipal councillors opposed the move after scrap dealers informed them that the tendering process for the cutting of trees had not been completely transparent. The municipal councillors stated that the advertisement for the tender had been published in a local newspaper, which does not enjoy a wide readership. It was observed that the price, at which the tender was allocated, was much below the market value of the trees. When a hue and cry was raised about the cutting of trees, deputy commissioner, Ambala, Mohammad Shayin directed to stop the cutting of trees. But his directions were not heeded and the cutting of trees continued the next day. As soon as former Ambala Cantt MLA Anil Vij along with two municipal councillors — Gagan Dang and Naveen Yadav — learnt about the cutting of trees near the waterworks, they rushed to the spot and saw two trolleys loaded with freshly felled trees being carried away. Executive officer, municipal council, Pratap Singh directed an employee, Jai Bhagwan, to stop the felling of trees. Vij said as they attempted to stop the trolleys near the GT road, a group of persons attacked them and one of them brandished a pistol. The trolleys managed to escape in the ensuing melee. Local residents said the cutting of trees should be stopped immediately and the Haryana government must make efforts to increase the green cover rather than reducing it. They have sought a high-level enquiry into the entire incident. |
He spent 44 days in custody for no fault of his
Rewari, September 27 Sajjan Singh’s story also has a lesson for those who sell their vehicles without ensuring that its ownership is transferred in the name of the buyer as early as possible. If an ASI of the Haryana police named Sajjan Singh as an accused in a case of cheating, criminal breach of trust and forgery under Sections 420, 406, 464, 467, 468 and 471 of the IPC, leading to his arrest, his innocence was established also by an officer of the same force. The story began on September 20, 2000, when Sajjan Singh purchased a jeep (HR 26 D 3940) from Jai Bhagwan of Wazirabad village of Gurgaon district. He sold the vehicle, in turn, to Balbir Singh Yadav on December 13, 2000. A year later, Raj Kumar of Kanwali village, 30 km from here, was crushed to death on the Rewari-Mahendergarh road, near Saharanwas village, under the same jeep. Satish, son of Balbir Singh Yadav, was allegedly driving the vehicle when the accident took place. A case of rash and negligent driving was registered by the Rampura police against him. Simultaneously Ram Kala, wife of deceased Raj Kumar, filed a motor accident claim case in a local court. The court directed Jai Bhagwan, the original owner of the vehicle, to pay Rs 2.89 lakh to Ram Kala as compensation. Jai Bhagwan lodged a complaint with the Model Town police on November 17, 2006, alleging that he had been fraudulently implicated in the motor accident claim case by Balbir Singh Yadav, his son Satish and their advocate Ashok Yadav. However, the police registered a criminal case against Satish Yadav, advocate Ashok Yadav and Sajjan Singh. The police arrested Sajjan Singh on August 1, 2007. Family members of Sajjan Singh, along with village elders, made repeated representations to the district police chief as well as the deputy commissioner vouching for his innocence and seeking justice for the victim. Eventually, the matter was probed by ASP Ved Prakash Godara who then presented the factual position before Additional Chief Judicial Magistrate Ajay Tewatia, who discharged Sajjan Singh on September 14. It still remains a mystery how Sajjan Singh’s name was included as an accused in the FIR by ASI Daya Nand when the complainant Jai Bhagwan had clearly stated the names of Balbir Singh, his son Satish and their advocate Ashok. The police is yet to explain how the name of Sajjan Singh was substituted for that of Balbir Singh. |
Student drowned in canal
Karnal, September 27 Tarun, the deceased, and his two friends Rinku and Yateen had gone to McDonald’s and after buying eatables from there decided to sit on the bank of the canal and have a gala time. Tarun, who was sitting right next to the canal, lost his balance and fell into the canal. While falling, he caught hold of Rinku’s leg which resulted in Rinku also falling into the canal. The flow of the water was quite strong and both boys struggled to stay afloat shouting for help. Meanwhile, on hearing the cries of the boys people, who were nearby, tried to rescue them. A person threw a rope in the water towards them. While Rinku caught hold of the rope and was rescued, Tarun could not do so and he was carried away by the strong current of water. Karnal SDM R.K. Singh and a posse of policemen reached the spot and started rescue operations. A team of divers was also requisitioned from Kurukshetra and the water flow reduced in the canal. In spite of extensive search of the canal, the body of Tarun had not be found till the filing of this report. |
