Housing Board to construct 2.5 lakh dwelling units

With a view to providing affordable accommodation to people, the Haryana Housing Board has been entrusted with the task of constructing 50,000 dwelling units. The board will also construct two lakh additional dwelling units to achieve the target set by the union ministry of urban employment and poverty alleviation under the national housing and habitat policy, 2006, to provide affordable accommodation to all by 2020.

Adventure camp from Oct 8

The Haryana Youth and Sports Affairs Department in collaboration with the Tourism Department will organise training camps for adventurous activities at Morni Hills from October 8 to November 4. Events in the camp will include rock climbing, rappelling, trekking, bridge crossing and boating. The participants will be in the age group of 16 to 30.

Police claims to have cracked 3 cases

The Haryana police yesterday claimed to have cracked three important cases by arresting hardcore criminals involved in these cases. In one case, the criminals were planning an armed robbery, while the second case pertains to snatching of a vehicle at gunpoint and the third to selling of a diesel tanker.

Police stations computerised

All police stations in the district have been computerised under the Common Integrated Police Application programme from today. District and Session’s Judge H.S. Bhangoo launched this programme at a function held at Sadar police station. Bhangoo said computerisation would be of great help as the police would be able to deal more effectively with criminals.

Conversion rates to go up yet again

The Haryana government has taken a decision to revise the conversion rates pertaining to licence fee for setting up industrial colonies as well as other colonies.

The new rates will come into effect after the amendment to the Haryana Development and Regulation of Urban Areas Rules, 1976. The amended rules, known by the same name, will have an upward revision in licence fee throughout the state.

As per a notification issued by D.S. Dhesi, commissioner and secretary, town and country planning, Haryana, for industrial colonies, the rate of conversion of licence fee will be Rs 50,000 per acre in Gurgaon town and block (except Manesar), Faridabad town and district, Ballabgarh town and block. In Bahadurgarh, Kundli, Panipat town and the industrial model township of Manesar, it will be Rs 20,000 per acre, while in the rest of the state it will be Rs 5,000 per acre.

The rates have also been changed for urban/town areas for the purpose of constructing plotted colonies, group housing colonies, and commercial/office complexes in residential sectors. As per details being worked out by the department in Gurgaon, Faridabad and Panchkula, a plotted colony will attract a fee of Rs 1 lakh and a group housing colony Rs 1,25,000.

For commercial/office complex in Gurgaon, Faridabad and Panchkula, the fee will be Rs 50 lakh for 2 per cent Sector area, Rs 75 lakh for 1 per cent Sector area (for 175 floor area ratio) and Rs 25 lakh (for 100 and 150 floor area ratio). The Gurgaon-Mehrauli road attracts a whopping fee of Rs 1.50 crore (for 175 floor area ratio). Barring Sonepat, Panipat, Manesar and Bahadurgarh that attract between Rs 1 lakh and Rs 15 lakh for developing colonies other than industrial, the rest of the state has a minimal fee.

The town and country planning department hiked the conversion charges in November last year which were cleared by the cabinet. In less than a year’s time, the state has decided to increase the rates further, much to the dismay of the industry and others concerned.

Fighting political battles through hoardings

With mega rallies on the cards, the political temperature in Haryana is beginning to rise even as the mercury otherwise is showing a downward trend as the winter approaches.

Mega banners worth lakhs of rupees have been put up by supporters of various political parties, defacing important landmarks in towns and villages falling along important highways throughout the state.

The Indian National Lok Dal held a rally at Ambala on September 25. Hoardings put up by the party managers all over Haryana continue to be in place a week after the rally concluded.

Congress supporters are putting up huge hoardings at every conceivable point throughout Haryana urging people to participate in the October 7 “bijli rally” in Jhadli village in Jhajjar district. The rally will be addressed by Congress president Sonia Gandhi.

Rebel Congress MP from Bhiwani Kuldeep Bishnoi has been holding small rallies all over every week. His supporters do not miss any opportunity of putting up huge banners and hoardings en route from Delhi to the venue of his rally. Hisar is their favourite, being the hometown of Bishnoi.

Bishnoi’s supporters had put up hoardings on his birthday last month. These banners can be spotted from a distance because of their bright yellow background being the colour of Bishnoi’s proposed political outfit’s flag.

Huge hoardings carrying a photograph of former Vice-President Bhairon Singh Shekhawat have been erected by a Bharatiya Janata Party activist who is holding a shaheed sammaan samaroh in Qutubpur village,near Hansi, in this district on October 7.

All these banners and hoardings violate the apex court’s directive banning the erection of billboards of any kind along roads as these distract motorists resulting in mishaps.

These plastic hoardings are not bio-degradable. These are printed on plastic cloth and the chemicals in paints are a potential health hazard. The hoardings usually continue to be in place for months after which strong winds and exposure to extreme temperatures bring them down, choking canals and village ponds.

But no political party or leader is prepared to appeal to party men not to erect these dangerous hoardings which have become a public nuisance.

Rather, politicians encourage them to do so to gain mileage. On the other side, small-time politicians get noticed by their political godfathers when they see the hoardings.

Bishnoi rules out tie-up

Rebel Congress MP from Bhiwani Kuldeep Bishnoi today said his proposed new party was ready for a possible mid-term parliamentary election. To a question, Bishnoi, who addressed a meeting of his workers here, said he was ready for an assembly election also. “I have at least two candidates for each of the 10 parliamentary seats and at least five for each of the 90 assembly segments in the state,” he said.

He reiterated his challenge to Chief Minister Bhupinder Singh Hooda for a public debate on the issue of corruption. To another question, he said his proposed party would not have an alliance with any political party.

Earlier, addressing the workers’ meeting, organised by former chief of the Municipal Corporation, Faridabad, Tek Chand Sharma, Bishnoi said the ruling Congress had invited Sonia Gandhi to address a rally in Jhajjar only to counter his widely-accepted movement in the state.

His supporters presented him “pugris” and a purse of Rs 1 lakh at the meeting.

Day-care centres for elderly soon

Chief Minister Bhupinder Singh Hooda has said the government will soon set up day-care centres in HUDA sectors in the state.

He was speaking at a function organised to mark International Elders Day at Nirmal Dham Ashram here today. The function was organised by the Senior Citizens Council, Karnal.

Hooda said the day-care centres would cater to the elderly and would have various facilities for them like refreshments and newspapers. He gave orders to set up such a centre in Sector 13 here and announced that he would give Rs 2.51 lakh for the purpose.

He said the survey to identify persons eligible for old-age pension would be completed every year by October-November. This would benefit the elderly as pension would be released to them promptly.

He said in the present social scenario, the elderly were being neglected. He urged the youth present there to take care of their parents and give them the respect they deserved.

He also announced the setting up of a Rajiv Gandhi education city in the Kundli area of Sonepat district.

“This will be an international-level institute where 25 per cent of the seats will be reserved for students of the state, of which 5 per cent seats will be for those students who will be charged no fees,” Hooda said.

Mahatma’s statue desecrated

Unidentified miscreants removed the spectacles from Mahatma Gandhi’s statue at the busy Gandhi Chowk here in the walled city area in the wee hours today even as the local administration prepared to celebrate his birth anniversary tomorrow.

Morning walkers were shocked to find the Mahatma’s statue without the round spectacles which had become the hallmark of Gandhi during his lifetime. A small crowd of elderly residents of the town gathered there after the incident was noticed.

Significantly, deputy commissioner Deepti Umashankar is scheduled to garland this statue tomorrow on the birth anniversary of the Father of the Nation. A run-for-fun race is also scheduled to be held at Mahavir Stadium tomorrow morning.

Several local social organisations have condemned the incident and demanded that the culprits be brought to book.

Housing Board to construct 2.5 lakh dwelling units

With a view to providing affordable accommodation to people, the Haryana Housing Board has been entrusted with the task of constructing 50,000 dwelling units.

The board will also construct two lakh additional dwelling units to achieve the target set by the union ministry of urban employment and poverty alleviation under the national housing and habitat policy, 2006, to provide affordable accommodation to all by 2020.

Stating this on the occasion of World Habitat Day, Chief Minister Bhupinder Singh Hooda said new housing colonies would also be set up throughout the state, including small towns and big villages. Residents of villages, in which land would be offered at the rate fixed by the government, would be given priority in allotment of dwelling units.

The coming up of houses would ensure better habitable environment with facilities of potable water, electricity, sanitation, shopping, entertainment, schools and health care. This would not only upgrade the living standard of slum-dwellers and the poor, but would also help in checking migration to big towns and cities, Hooda said.

Power staff demand action against CM’s aide

The All-Haryana Power Corporation Workers Union and the Haryana Rajya Bijli Board Workers Union have demanded legal action against Narender Rana, assistant political secretary to the Chief Minister. Rana allegedly thrashed Rajender Hooda and Leelu Ram, assistant linemen on duty, and threatened them with dire consequences yesterday.

Though the Chief Minister has sought the resignation of his aide, the protesters have demanded legal action against him.

Employees of the Uttar Haryana Bijli Vitran Nigam (UHBVN) today locked the premises and staged a dharna in front of the office.

They alleged that Rana also brandished a pistol while threatening the employees.

The employees threatened to intensify their stir if immediate action was not taken against him.

Superintending engineer K.K.Goel and Chief Minister’s political secretary J.K. Malhotra reached the site and urged the protestors to end their dharna.

Malhotra said the Chief Minister had sought Rana’s resignation and removed him from the post. Goel assured that proper action would be taken against Rana. Following this, the employees resumed their duties.

President of the union, Devender Hooda, said merely removing Rana from his post was “grossly inadequate” in view of the serious nature of charges against him.

DC to probe felling of trees

Taking a serious note of the tree cutting incident in Ambala Sadar, deputy commissioner Ambala Mohammad Shayin today said he would inquire into the episode himself.

He said he would visit the site, where the trees were to be felled, tomorrow.

“In spite of it being a holiday tomorrow, looking at the gravity of the situation I will inquire into the incident. I have received a report of the trees that were to be felled and the ground situation will be tallied with the report,” he said. He said action would be taken against guilty officials.

“After the inquiry is over, an FIR will be lodged against the guilty officials,” he said.

Vikas Parishad activists led by former MLA Anil Vij today met the deputy commissioner at his office. Vij handed over a memorandum pointing out that trees had been illegally axed in different parts of Ambala Sadar.

Vij said in spite of the fact that efforts were being made at the global level to increase the green cover, trees were being felled in Ambala Sadar.

He said around 1,200 trees were to be felled and the incident seemed to be a major scam.

He claimed that the market value of the trees to be felled was around Rs 1 crore, but the tender was awarded for just Rs 12.25 lakh.

He pointed out that most of the trees were located on the land owned by the Haryana Government and the municipal council did not have any authorisation to allow the felling of trees that did not belong on its land.

According to information, he said, only one person’s earnest money had been deposited, which meant there was just one bidder at the time of the awarding of contract, while it was mandatory to have more than one person for the bidding process.

Vij said looking at the list of the areas where the trees were to felled it was clear that no development purpose could have been served. He said trees in Indira park, Dasehra ground and the Jagadhari road did not hinder any development work.

Adventure camp from Oct 8

The Haryana Youth and Sports Affairs Department in collaboration with the Tourism Department will organise training camps for adventurous activities at Morni Hills from October 8 to November 4.

Events in the camp will include rock climbing, rappelling, trekking, bridge crossing and boating. The participants will be in the age group of 16 to 30.

Division-wise camps would be organised and 40 persons from each division (8 from each district) would participate in the camp.

In the first phase of the camp women would participate. Men would take part in the second phase. The first camp would be held from October 8 to 10 for women from Gurgaon Division. Second camp from October 11 to 13 would be for women of Rohtak Division, third from October 14 to 16 for Hisar Division women and fourth from October 17 to 19 for women of Ambala Division.

For men, the camp would be from October 24 to 26 for Ambala Division, from October 27 to 29 for Rohtak, from October 30 to November 1 for Hisar and from November 2 to 4 for Gurgaon.

All participants would report at Mountain Quail Resort at Morni Hills. Haryana minister of state for youth affairs and sports Kiran Chaudhry will inaugurate the camp.

Police claims to have cracked 3 cases

The Haryana police yesterday claimed to have cracked three important cases by arresting hardcore criminals involved in these cases. In one case, the criminals were planning an armed robbery, while the second case pertains to snatching of a vehicle at gunpoint and the third to selling of a diesel tanker.

Giving details, a spokesperson said in the first case, three hardened criminals were nabbed while they were planning an armed robbery of a petrol station. He alleged criminals were carrying a carbine with 11 bullets, one loaded 9mm pistol loaded and a countrymade pistol that were seized.

The accused have been identified as Shankar, Jaswinder and Ashok of Butana village, Bundal of Sonepat district and Bhardana village of Jhajjar, respectively. Two accomplices, the police said, however managed to escape after firing at the police team. Those who escaped were wanted for the murder of Rakesh of Gohana. They have been identified as Dinesh of Khanda village of Sonepat and Prahlad of Chudani village of Jhajjar.

Jaswinder and Ashok are known criminals as they had been arrested earlier on a charge of homicide, the spokesperson said.

In the second case, the police claimed to have succeeded in solving the case where a Scorpio was taken away at gunpoint from Rajesh, driver of Barouna village in June. The police has arrested two youths-- Ramesh and Pawan -- of Sampla, Rohtak district, in this connection.

The police further claimed to have arrested one more alleged accused Ramniwas of village Rohad of Rohtak district in the third case for stealing a diesel filled tanker which had been recovered earlier. Four persons including Satpal, Sandeep, Manjeet and Kala had already been arrested in this connection. The Diesel filled tanker had been stolen while on way to Bhilwara after filling the tanker with diesel from Panipat Refinery and was stolen near village Bhapdhora of district Jajjar by seven to eight persons traveling in Tata 407.

District and Session’s Judge H.S. Bhangoo launched this programme at a function held at Sadar police station. Bhangoo said computerisation would be of great help as the police would be able to deal more effectively with criminals.

Deputy commissioner S.K. Goel said computerisation would revolutionise the present police set up. It would increase efficiency of police personnel and bring transparency in their functioning, he added.

SSP Anil Kumar said all FIRs would be registered through computers which would facilitate the investigation process.

Dr Neelam Arya from the Forensic Science Laboratory (FSL), Madhuban Police Academy, Karnal, provided information regarding investigations based on modern scientific techniques. Director, State Crime Record Bureau, L.R. Dabas, said efforts were on to improve the functioning of police by introducing modern techniques. He said as per directions of DGP Ranjeev Dalal, FIRs would now be registered on computers.

SIRSA: SP Vikas Arora on Monday said with the computerisation process, people would now get a copy of the FIR as soon as the case was registered in the police station.

After taking off on a high note, the Haryana Education Department’s EDUSAT programme touched a low with the broadcast not available in most of the government primary schools across the state, due to a technical snag since the last fortnight.

That, however, is not the end of its teething problems with the class-wise timetable circulated to government primary schools not being followed to the letter, leading to confusion at schools. Also, teachers maintain that while the programme is benefiting students of urban areas, it is not really meant for students of rural background.

At the Government Primary School, Kheri, there have been no EDUSAT lessons for nearly 10 days. A “No Signal” message is displayed on the screen whenever the television is turned on.

The scene is no different at Samledi, where there has been no signal for the past one week. For want of classrooms, students are forced to attend classes in the open.

The students are literally herded together for the EDUSAT session at the primary school in Harioli. “The level of English among students is far below the books prescribed for them. We have very tough chapters prescribed for Class V, while our students are still busy learning the English alphabet. In such a situation, its only a question of making them sit in the television room,” remark teachers.

Hangoli is much worse as far as functional EDUSAT equipment is concerned though the students are brighter. “Earlier we had no signal and then our battery failed us,” a teacher stated.

Special secretary, Elementary Education, Anand Sharma, said the fault had been brought to their notice and BEL had been given the responsibility of rectifying it nearly a fortnight back.

Students get prizes at tech fest

Students of the Department of Computer Science and Applications of Maharshi Dayanand University (MDU) won several prizes in the recently concluded national-level Technical Festival--- Oregon 2007 --- held at Guru Nanak Dev University, Amritsar.

The head of the department, Dr Nasib Singh Gill, said students won the first prize in the ad mad show, the second prize in the programming contest, the third prize in creative writing, the third prize in su do ku and the third prize in ad mad events.

The vice-chancellor of MDU, Prof R.S. Dhankar, has appointed Prof G.K. Kar as head, department of political science. His tenure will be effective from October 8 for a period of three years. The vice-chancellor has also appointed Dr Surinder Singh, reader, department of business economics, as head of the department.

Charges for Haj pilgrims fixed

The Haj Committee India, Mumbai, has fixed the amount of foreign exchange to be deposited by pilgrims for the Haj, 2007.

Those desirous of getting ‘A’ class accommodation would have to deposit Rs 57,723, for ‘B’ class Rs 52,238, ‘C’ class Rs 44,559, while for ‘D’ class it would be Rs 42,914. In case of ‘E’ class accommodation (ajijia), Rs 41,268 would have to be deposited.

Those who would get accommodation at their own level at Mecca Mukrrama and Madina Munbra would have to deposit Rs 24,813 as foreign exchange.

The spokesman asked the pilgrims to get the draft of foreign exchange forwarded to the Haj Committee India, Mumbai, by October 10.

Villages to don cleaner look

Like urban areas, all 6,764 villages in Haryana will now have proper infrastructure to ensure cleanliness on a daily basis from tomorrow onwards.

The appointment of safai karamcharis has either been completed or is under way in various districts. While a state-level function will be held at Ghasera village (Gandhi gram) of Mewat district tomorrow, a district-level function in this regard will be held at the mini-secretariat here.

The safai karamcharis are being appointed under the campaign “Financial assistance to gram panchayats to improve sanitation and employment generation for the Scheduled Castes”.

The process of recruitment of safai karamcharis has already begun in many districts. The state government will pay a monthly stipend of Rs 3,525 to each such worker. In Jind, which has 306 villages, a total of over 600 safai karamcharis are likely to be appointed during this drive. Though a function will be held tomorrow to start the campaign, it is reported that the authorities here are still to recruit staff for the purpose and it is likely to take at least a week to make the programme effective.

Black buck killed, poacher held

A black buck (endangered species) was killed by a poacher in Kanshi Ka Baas village of Ellanabad subdivision here late last night. The police has arrested Rati Ram of Neelma village under the Wildlife Protection Act in a case registered against him on a complaint of wildlife official Rajinder Singh.

Police sources said the incident came to light in the morning when villagers spotted a dead black buck in the fields. The villagers then informed the police and also the wildlife department.

Later, after probing the matter, the police arrested the alleged poacher, Rati Ram. The accused was produced in a local court and remanded in police custody for two days.

5 booked on kidnap charge

Five persons, including three women, were booked today by the district police for allegedly kidnapping a 17-year-old girl. The girl belonged to Sant Nagar and went missing on September 27. She left home to attend her college but did not return that day.

On the complaint her parents, the police booked Raman Rani, Rekha Rani, Ranjana, Toni and Tilak Raj under Sections 363, 366 and 120 - B of the IPC.

In another incident, Simran beauty parlour located in Model town here was reduced to ashes in a fire which engulfed it in the wee hours today. Two fire tenders were called in to douse the flame.

3 get life term for rape

Rewari, October 1
Additional sessions judge Ritu Tagore has sentenced three persons --- Jeet Ram, alias Jita Gujjar, Kishan Lal and Deepak Soni --- to imprisonment for life holding them guilty of the abduction and gang rape of a teenaged girl here in July, 2004.

The judge also imposed a fine of Rs 3,000 on each of them. The judge acquitted the remaining six accused persons whose complicity in the crime could not be established by the prosecution. The girl was forcibly picked up by the accused from her house and then taken to a house in Uttam Nagar here where she was gang raped. — OC

Two hospital employees held for graft

Ambala, October 1
The state vigilance bureau, Ambala, nabbed two employees of the Civil Hospital, Ambala City, for accepting Rs 5,000 as bribe from the relative of a patient in lieu of providing him with the latter’s old record of admittance, this afternoon.

According to sources, Gurwinder Singh, a resident of Amipur village, had filed a complaint with bureau IG M.S. Ahlawat alleging that hospital storekeeper Om Prakash and peon Raj Kumar had demanded Rs 5,000 from him for providing him with the details of the record of his father. His father had taken treatment from the hospital in 1984 and needed the the records for pension purpose.

Ahlawat constituted a team under the supervision of inspector Rajinder Kumar. Naib tahsildar Pratap Singh accompanied the team as executive magistrate.

The team arrested the two red-handed while accepting the bribe from Gurvinder.

Ahlawat said a case under the Prevention of Corruption Act had been registered against the two.
