Five killed in road accidents
Nahan, September 14
As per information received here this evening three persons died in two road accidents on the Yashwant Nagar-Pulbahal road under Rajgarh subdivision today. As per information a truck (PB-11- 6325) toppled near Sheela Baag, and driver Kulvinder Sing and conductor Balkar Singh were reportedly killed on the spot.

Disapproves of affidavit on Rama

30 Kargil students on Kangra visit

Thirty students, a schoolteacher and an administrative staff member belonging to the Suru river valley of the Kargil region (Ladakh) of Jammu and Kashmir reached the Yol Cantonment on a four-day educational and motivational visit to Kangra district last evening.

Nahan Jail inmate caught in Haryana

J.P. Singh, superintendent of police Sirmour disclosed here today that one inmate of Model Central Jail Nahan who did not return to the jail even after two years and eight months after expiring his payroll period of 21 days was caught at Ballabhgarh in Haryana by the Sirmaur police and was brought to Nahan today.

Liquor worth Rs 5 lakh seized
Solan, September 14
The police has seized liquor worth Rs 5 lakh from two separate places in the past 24 hours. Three persons have been arrested in this connection and 4,860 bottles of Indian made foreign and country liquor were recovered from them. The liquor was being transported in two trucks which have been impounded.

Units pulled up for violating job norms

Taking serious note of the lack of Himachali youth employed by a Baddi unit of Jawala Steel the Vidhan Sabha’s Human Development Committee headed by former transport and tourism minister G.S. Bali today took the officials of the Labour and Industries Department to task. The committee which made a surprise visit to Jawala Steel were taken aback to see that despite no Himachali youth working at the unit it still enjoyed all industrial incentives.

Bali said the local officials had been exposed with this committee’s visit and it was unfortunate to note that they had failed to comply by the state government’s Industrial Policy whereby the induction of 70 per cent Himachalis was mandatory in all units. He said the committee would take stock of all such laxities and officials responsible would also be held accountable.

The other committee members included MLAs Surinder Pal, Tek Chand, Bodh Raj and Beeru Ram. Finding not even a single Himachali youth in the unit Bali summoned the company’s records and reprimanded the member secretary of the single window clearance agency T.R. Sharma and labour officer. The committee asked the officials as to how the unit had been allowed to avail incentives when it violated the Industrial policy and why it’s power supply had not been disconnected. The officials have been directed to submit a report at the earliest on other such steel units in the area along with the number of Himachali youth employed by them. The unit’s management was also reprimanded for having failed to provide safety gadgets like masks, gloves ,etc., to the workers who worked in heat intensive conditions.

The officials of the district administration were seen cutting a sorry figure as no accurate figures of how many Himachali youth had been employed could be furnished by them in the total industrial units of the area. The committee also paid a visit to the Institute of Emerging Technologies at Baddi where too the lack of Himachali faculty members became a point of concern.

$400-million WB loan for Rampur hydel project

Shimla, September 14
The World Bank has approved a $400 million loan to the Sutlej Jal Vidyut Nigam (SJVN) for the run-of-the-river 412-MW Rampur hydroelectric project on the Sutlej. The project will provide renewable, low-carbon energy to the northern grid states.

It is a cascade hydroelectric project immediately downstream of the 1500-MW Nathpa-Jhakri project. SJVN chairman and managing director H. K. Sharma said the project would generate 1,770 million units on completion by January, 2012. The state will receive 12 per cent free power as royalty and 30 per cent of the balance power at bus bar rates in lieu of the equity contribution. The rest of power will be distributed to other constituents of the northern region as per the Gadgil formula.

The project will follow good environmental and social practices and offer an attractive rehabilitation package for the displaced persons. Besides other normal provisions, it includes the innovative income generation and technical education schemes for local youths and free medical check-up and medicines to villagers in the vicinity of the project area through mobile health van. Financial assistance up to Rs 30,000 will be given to each family for activities like dairy farming, beekeeping, poultry farming, cottage units and handicrafts. Every year 35 students will be sponsored for ITI courses with a scholarship of Rs 700 per month.

SJVN has taken up the matter with the director of technical education for earmarking 35 seats in various ITIs for youths sponsored under the technical education scheme. The students, selected on merit, have already been given sponsorship letters. As per the scheme, the course fee and examination fee shall also be borne by the SJVN in addition to a scholarship of Rs 700 per month.

The SJVN has applied for carbon finance for the project and preliminary estimates show that the execution of the project will result in emission reductions to the tune of 1.2 million per annum to bring additional revenue of Rs 38 crore per year.

Five killed in road accidents

Nahan, September 14
As per information received here this evening three persons died in two road accidents on the Yashwant Nagar-Pulbahal road under Rajgarh subdivision today. As per information a truck (PB-11- 6325) toppled near Sheela Baag, and driver Kulvinder Sing and conductor Balkar Singh were reportedly killed on the spot.

In another accident on this road near Neri Pul a utility jeep (HP-63-1572) fell into the Giri river killing one of its occupants, Gyan Chand, a resident of Tannu Balag village of Rajgarh area. Vivek Chandel SDM, Rajgarh, gave Rs 5,000 to the family of the deceased as immediate relief.

NURPUR: Shruti (6) was crushed to death on Friday by an HRTC bus at Nagni, near here, on Pathankot-Mandi national highway.

According to the police, the HRTC bus (HP-38-7622) was on its way to Katra from Harsipattan. Bus driver Ramesh Chand, who fled after the mishap, was arrested and a case registered against him. The HRTC gave Rs 10,000 to the bereaved family as immediate relief.

According to eyewitnesses, the driver did not stop the bus immediately after the mishap.

In another road accident, retired DSP of the ITBP Amer Singh, a resident of Bassa Waziran, near here, was injured seriously when a scooter hit him at Jassur this afternoon. He was rushed to the civil hospital where he succumbed to his injuries. A case has been registered.

Yechury: Recognise diversity to integrate India

National integration could be achieved in a culturally diverse country like India by recognising the existence of people belonging to different cultures and traditions, ensuring social justice and equal opportunities.

This was stated by CPM leader Sita Ram Yechury while delivering the inaugural address at the three-day national seminar of “National Integration and Multiple Identities” which commenced today at the Indian Institute of Advanced Study (IIAS).

He said there was an urgent need to strengthen national unity as seeds of disintegration were inherent in the form of caste, communal and regional divide. However, efforts should be build on commonality and not by imposing uniformity to achieve objectives. The reality that we have to exist in multiple identities has to be accepted, he added.

In his presidential remarks, chairman of the institute, Bhalchandra Mungekar, lamented that intellectuals, except B.R. Ambedkar, devoted their time and energy in studying and analysing the caste system but never made its annihilation as the central agenda.

Chairperson of the Indian Council of Philosophical Research, K. Ramakrishna Rao, said the integrity of the nation could be threatened by the conflict of identity than by ideological divide.

The seminar was attended by 35 scholars, former bureaucrats and administrators.

Disapproves of affidavit on Rama

Senior CPM leader Sita Ram Yechury on Friday disapproved of the controversial affidavit questioning the existence of Lord Rama filed in the apex court by the government on the “sethusamundram” case and supported the move to rectify the mistake.

Talking to mediapersons in Shimla he said there was no justification for stating such things in an affidavit in a matter concerning the religious faith of the people. It was the constitutional responsibility of the government to protect the religious faith and rights of all sections and such a thing should not have happened at all.

When asked whether action should be taken against those responsible for filing the affidavit he said only an inquiry would reveal on what basis the affidavit was drafted, who cleared and who finally approved it.

30 Kargil students on Kangra visit

Dharamsala, September 14
Thirty students, a schoolteacher and an administrative staff member belonging to the Suru river valley of the Kargil region (Ladakh) of Jammu and Kashmir reached the Yol Cantonment on a four-day educational and motivational visit to Kangra district last evening.

This tour has been organised as a part of ‘operation sadbhavana’ project of the Army.

These schoolchildren were selected from different primary schools of the remote Suru river valley and were flagged off by Brig R.J.S. Dhillon, Deputy General Officer Commanding, 8th Mountain Division, from Kumbhathang in J&K on September 10. Brigadier Dhillon presented the children with books and toys.

During their stay here, these children will visit various tourist places in Himachal. Army officers here claimed that the main objective of this venture was to educate the people of J&K and to reinforce the bonds of friendship between the Army and the local population.

These children visited the McLeodganj, Naddi, Bhagsunag and Dharamkot areas of the district this morning. They later visited the Kangra Art Museum.

Disability centre crippled

The termination of the services of two employees of the District Disability Rehabilitation Centre (DDRC), has virtually paralysed the functioning of the centre which is already running with half the staff strength.

The DDRC has been functioning at the Indira Gandhi Medical College (IGMC) here for the past several years with the support of the Union Ministry of Social Justice and Empowerment. Despite a staff strength of 10 persons being sanctioned by the Centre, it has been functioning with only half the number and the termination of the services of the two staff members will literally bring it on the verge of closure.

The deputy commissioner, Shimla ordered the termination of the services of two people from the staff through an order dated September 5. The reason cited for terminating the services of the clinical psychologist, Anupama Singh and audiologist Shalini Thakur was that the two had failed to attend a disability camp at Community Health Centre (CHC), Chirgaon in Rohru area on August 26. The two had been appointed on contractual basis till March 2008.

The two employees said they had been terminated without any prior notice and were not given an opportunity to be heard by the authorities.

When contacted, the Coordinator of the DDRC, Dr C.D. Sharma said action had been taken against the two employees as they had refused to go to the field areas.

HC stays doctor’s transfer

The Himachal Pradesh High Court today stayed the transfer order of Dr Mukand Lal, professor in Orthopaedics Department, whereby the state government had transferred him from the Indira Gandhi Medical College (IGMC), Shimla, to the R.P.Medical College, Tanda, Kangra.

While passing this interim order, the Division Bench comprising Chief Justice V.K. Gupta and Justice Rajiv Sharma, came down heavily on the state government and observed that it was not a simple case of transfer and stated that Dr Mukand had been transferred for other reasons than public interest or administrative exigencies.

The Bench further directed the principal secretary, Health and director, Medical Education, to explain their stand before the court within four weeks. The Bench further directed the respondents to allow Dr Mukand to perform his duties at the IGMC, Shimla.

The court passed this order on a petition filed by Dr Mukand wherein he had challenged the transfer order and also challenged the order of the State Administrative Tribunal (SAT) vide which the SAT had refused to stay the transfer.

It has been alleged that the SAT did not consider the matter properly though all facts were placed before it. It was further alleged that he had been transferred to Tanda Medical College against any vacant post. The petitioner said the post of professor in the Orthopaedics Department was already occupied by another doctor and he could not be transferred to any other stream.

Book on Shanta Kumar released

A book on former union minister Shanta Kumar ' Antyodaya Purush-Shanta Kumar' was yesterday released at a public function organised at the Vivekananda Medical Research Centre, Palampur, as a part of the month-long 'Antyodaya Parav' which would conclude on October 2. The book, written by Satish Dhar, was released by Punjab Kesari editor-in-Chief Vijay Kumar Chopra. Chopra said Shanta Kumar despite being in active politics had served literature and culture in the right perspective.

Former Chief Minister P.K. Dhumal, MP, said that the Vivekananda institute was a mission of Shanta Kumars's life and hoped that it would be completed very shortly.

State BJP chief Jai Ram appreciated Shanta Kumar's contributions in politics, development and literature within the state and outside.

Chopra honoured Shanta Kumar by offering a shawl while Swami Subhodanand, regional chief of the Chinmayanad Mission, blessed the BJP leader with a gift.

Eleven research scholars and writers who have written books on Shanta and got Ph.D were honoured on this occasion.

Nahan Jail inmate caught in Haryana

J.P. Singh, superintendent of police Sirmour disclosed here today that one inmate of Model Central Jail Nahan who did not return to the jail even after two years and eight months after expiring his payroll period of 21 days was caught at Ballabhgarh in Haryana by the Sirmaur police and was brought to Nahan today.

The SP said inmate Deen Mohammad resident of Hatheen, district Mewat in Haryana was undergoing 10 years imprisonment in Nahan Jail in a case under the NDPS Act. He was caught at Mandi with 1 kg of Charas in 2001 and was awarded 10 years imprisonment by the court. Mohammad was released on payroll for 21 days on January 24, 2005 but did not return even after expiry of two years and eight months. Sirmour Police was searching for him.

Yesterday, the police received information regarding his presence in Ballabhgarh, and a police team was dispatched which nabbed the inmate. A case had been registered in this regard.

Liquor worth Rs 5 lakh seized

The police has seized liquor worth Rs 5 lakh from two separate places in the past 24 hours. Three persons have been arrested in this connection and 4,860 bottles of Indian made foreign and country liquor were recovered from them. The liquor was being transported in two trucks which have been impounded.

SP Diljeet Thakur said three persons were arrested in this connection. In the first case a police party intercepted a truck (HR-45-9237) which was coming from Solan, near Deon Chowki, and recovered 1,320 bottles of Indian made foreign liquor, 432 of country liquor and 552 of beer after searching the truck. They were being transported without any documents by Ashwani Kumar and Rakesh Kumar both of whom hail from Jadla Kodi village in Una district.

In another case, a CIA team lead by assistant sub inspector Deva Nand intercepted a truck (HR-58-4224) near Anji village on the NH-22 and seized 2,556 bottles of country liquor which were being transported from Chandigarh to Shimla without any documents.

First phase of DSOI ready

Palampur, September 14
A souvenir was released on the completion of the first phase of the Defence Officers Association Institute (DSOI) here. Major-Gen Rajinder Singh presided over the function.

Gen Rajinder Singh appreciated the role of serving and retired army officers in making this institute a reality. He asked the association to get the benefit of various plans made for the welfare of ex-servicemen.

Col D.S Jariyal, president of the association, said this project was funded through contributions by the members and some army institutions. Brig R. N. Sharma, MVC, urged the General to provide more funds for this project. — OC

Water scheme to open in October

The woes of the residents regarding acute drinking water shortage are likely to be redressed as the Rs 67 crore water supply scheme to Shimla from the Giri river would be made functional by the end of next month.

This was stated by the IPH minister, Thakur Kaul Singh while reviewing the progress of the scheme which will give relief to the residents of the town from the problem of water scarcity. “The scheme when dedicated would be able to meet the water demand of the people of Shimla for the next 25 years,” he stated.

He directed the officials to carry out work on the scheme on a war footing so that the people of the town could get immediate relief.

Promote use of Hindi: Kokje

Governor V.S. Kokje today stressed the need for promoting Hindi in day-to-day life as it was the official language of the country.

The Governor was speaking at the state-level Hindi divas function organised here today. “We need to take steps to popularise the use of Hindi and the celebration of Hindi divas should not be a mere formality and ritual,” he said.

He said all official work must be carried out in Hindi so that the policies and programmes of the government aimed at the welfare of the people reached them in an effective manner.

“Sanskrit is the mother of all Indian languages and it occupies an important place and steps need to be taken to popularise it along with the use of Hindi,” said Kokje.

The state government today appointed K.S. Chandel, S.C. Kainthala and Bhim Chand as Additional District and Session Judges on regular basis against cadre posts with immediate effect in Kangra district and Sirmaur district, respectively.

Earlier, they were promoted and appointed on adhoc basis as Additional District and Session Judges.
