Flash Floods
Kangra counts its losses
Dharamsala, July 9
The Kangra district administration had directed all departments to collect information on loss to private and public properties due to flash floods and heavy downpour in the area on Sunday.

Palampur without water
Palampur, July 9
The drinking water crises in the town and adjoining villages continued for the second day today as the damaged pipelines could not be repaired till this evening. However, the field staff of the IPH Department was working over time to restore the drinking water supply to the region which gets drinking water from the Neugal.

‘PDS benefiting 14 lakh persons’

Excise and taxation minister Rangila Ram Rao has said that over 14 lakh ration card holders were benefiting from the government scheme of subsidised ration. The government provides Rs 100 crore as a subsidy for giving essential food items to the card holders at cheaper rates.

CM dares Mankotia

Chief Minister Virbhadra Singh on Monday dared rebel Congress leader Vijay Mankotia to come out with all CDs and other material he had been threatening to release to expose his government.

He said Mankotia had been daily issuing threats through the media that he would come out with more startling disclosures. He said he should come out with whatever material he had and stop misleading the media in this regard. He said cases of corruption pertaining to the BJP were being investigated in the normal course and his government did not believe in witch hunting.

Setting all speculations regarding change of leadership in the wake Hamirpur byelection debacle, senior Congress leader and in charge of party affairs in the state R.K. Dhawan said no such proposal was ever mooted or discussed at any level by the high command.

Addressing a press conference here today, he said there was nothing extraordinary about the Hamirpur defeat. It was sad the party lost the election, more so because the margin was on the higher side. He did not make much of the audio CD released by Vijay Mankotia and said it made only a small difference to the outcome of the election.

He said the Virbhadra Singh government had done good work on the development front, but its achievements had not reached the people. It was the responsibility of the party and the government to educate and inform the people about these achievements.

He said neither the Chief Minister nor the PCC chief had talked about expansion of the ministry. Inducting ministers in the Cabinet was a matter between the Chief Minister and the high command. As in charge of the party affairs, he did not have much role in that, he added.

Regarding Mankotia, he said he had been suspended from the party and the matter was now with the disciplinary committee of the party. When asked if the party was trying to win him over, he said the decision of the disciplinary would make the picture clear.

He said he would tour the state extensively to get feedback so that strategy could be drawn up for the Assembly elections. He said all announcements made by the Prime Minister regarding the development projects to be taken up in the state would be honoured. In fact, he would himself review the implementation of the party manifesto, he added.

CPM govt a role model, claims MP

Dipankar Mukherjee, MP, said today the communist regime in West Bengal had not only played a major role in solving the problem of the common man under constraints but also projected alternative policies.

Speaking at a lecture organised on the completion of three decades of the Left government in West Bengal here today, he said “the West Bengal government has been the outpost of the people of the country in confronting the incessant attacks of the imperialist world,” he remarked.

He said the Left government had played a historic role and its major initiatives included land reforms and establishment of a vibrant panchayati raj system. “These historic initiatives broke the back of landlordism in the rural areas and immensely empowered the poor peasantry and agricultural workers,” he said.

M.K. Sharma chaired the session and Rakesh Singha, secretary of the state CPM, addressed the gathering. The Left regime had created a world record by being in power for three decades. He said a large section of the rural poor, especially Dalits, adivasis and minorities, gravitated towards the Left because of its pro-poor policies.

“The Left regime has faced very many challenges, which the ruling class of the country posed but it was with the support of the common man that the communist regime has been able to fight,” he opined. He said the masses have been supporting the Left because of its pro-people approach. He added that the Left regime in West Bengal had been a source of inspiration to the people of Himachal Pradesh also.

BJP workers join BSP

Ahead of the BJP's three-day state executive committee meeting here from July 13, many of its workers led by a local leader joined the BSP today.

Dissatisfied with the state BJP leadership, Naresh Pal Thakur, former pradhan of Shamnagar, the biggest panchayat of the district, joined the BSP in the presence of the state unit president Balwant Singh.

Balwant Singh said BSP president and UP Chief Minister Mayawati would come to Kangra district later this month to address a rally. A series of public rallies were proposed in the hill state during the next two months.

Ropeways
Govt keen to bring legislation

The Himachal Government will consider bringing a legislation to ensure marking of pylons, transmissions lines and ropeways in the state for the safety of air routes, this was stated by Chief Minister Virbhadra Singh, while inaugurating the civil and military liaison conference here today.

He said the matter would be examined by experts and all related aspects would be taken into consideration so that air safety was not jeopardised. Ropeways and spans would be permitted only in the areas at low heights. He directed the chief secretary to take cognisance of the matter and report to him on priority.

He said the government had submitted a proposal to the Union Defence Ministry for raising two battalions of eco-task force for ecological rehabilitation of the Ravi and Beas catchment areas in the state.

The fragile ecology of the lower Himalayas, especially of Himachal was more prone to flash floods and cloud bursts which had been damaging public, private properties as well as infrastructures, like buildings, roads and bridges, thereby throwing the normal life out of gear.

He said immediate relief operations were required to deal with such situations, besides carrying out relief and rehabilitation measures at war footing for which assistance of the military forces was essential.

He appreciated the efforts of the Army in carrying out rescue and relief operations during such emergencies. He also raised the matter of the Tandi-Killar road condition at the meeting and urged the authorities to take remedial steps on priority to widen, improve and maintain the same since it was one of the most important supply line for the state to connect the tribal areas of Lahaul and Pangi.

The Chief Minister said the government was committed to the welfare of the serving and retired soldiers. He said to redress their grievances a cell had been opened in the Chief Minister’s secretariat, where complaints could be addressed on priority.

The government had been promoting the Natonal Cadet Corps (NCC) activities in educational institutions in a big way, which was being given all possible assistance by the authorities.

He said the government would take up the matter with the Union Ministry of Defence to provide adequate funds to promote the NCC activities.

The country must develop its indigenous computer operating system to ensure safety against the increasing cyber crime which has made the sensitive defence organisations, banks and other financial institutions in the country extremely vulnerable, P. Krishna Sastry, digital forensics expert from the Central Forensic Laboratory, Hyderabad, said.

All operating system in use in the country have been developed abroad and all of them have inbuilt “trap doors” which could be used by hackers for backdoor entry into the computer system and steal data. In such an environment, it was virtually impossible to provide foolproof network security against computer crimes and keep hackers and perpetrators of cyber crimes at bay, Sastry, who was here in connection with a workshop on white collar crimes told The Tirubne in an interview.

He said countries like China and even Vietnam had developed their own computer operating system and India which was an IT power could do so easily. In today’s globalised and highly competitive environment, third party products as far as operating systems and software were concerned were a big security risk.

He said technical measures like installation of fire walls, intrusion detection system and regular vulnerability assessment and security audits could help provide adequate safeguards against security breaches but these were not being followed.

Flash Floods
Kangra counts its losses

The Kangra district administration had directed all departments to collect information on loss to private and public properties due to flash floods and heavy downpour in the area on Sunday.

Additional deputy commissioner of Kangra K.D. Lakhanpal said the reports of some departments reaching his office from the subdivisions of Nurpur, Kangra and Dharamsala had so far put the loss at Rs 4.5 crore.

Reports were still coming from the other subdivisions and the total loss to public and private property could cross the Rs 10 crore, he said.

In Nurpur subdivision, the total revenue loss had been estimated around Rs 50 lakh, besides, a loss of the equal amount to the property of the irrigation and public health department, he said.

He said 41 water supply and 21 irrigation schemes were affected in the Nurpur area with a total estimated loss of Rs 1.58 crore and Rs 1.55 crore, respectively.

Reports from Kangra subdivision revealed that five villages were affected in the downpour and five houses were damaged.

Preliminary reports revealed that the revenue loss here was around Rs 25 lakh. Reports on loss to the private and public property were still being compiled by the departments concerned, he said.

Meanwhile, the ADC said the tribal belts of Chota Bhangal and Bara Bhangal were still cut-off from the rest of the state. Efforts were being initiated to restore the road link to Chota Bhangal.

Officials of the state electricity board said the power supply affected due to the heavy downpour had been restored in most parts of the district while it would be restored in rest of the areas in the next 24 hours.

The national highway-88 had been opened for normal traffic near Kangra. The road to Khaniara village was still blocked as the public works department was yet to repair the bridge that got damaged in the flash flood.

Woman washed away

A woman was washed away in flash flood waters in a seasonal rivulet at Ladadh village in Nurpur subdivision of the Kangra district last evening.

Heavy downpour in the whole of the district followed by cloudbursts in the upper areas of the Dhauladhar range had resulted into flash floods in all major rivulets originating from the mountain range on Sunday. This has caused heavy loss to private and public property.

The woman washed away in the flash flood waters was Asha Devi (48), wife of Baldev Raj, a resident of Ladadh village. She is survived by two children.

Nurpur SDM Inder Bhardwaj said she fell into the seasonal rivulet while grazing cattle. The body was recovered from the rivulet around 1.5 km downstream near Ram Nagar.

Four die in landslides

Shimla: Four persons died and many were injured in two separate incidents of landslide in Kinnaur district today, official sources said.

In the first incident, two passengers were killed and four others injured when a stone boulder fell from a mountain on a Himachal Road Transport bus at Pangi Nala, about 10 km from the district headquarters Reckong Peo. The boulder accidently fell on the victims piercing the roof of the bus, the DC said. The bus with 35 persons on board was on its way to Shimla from Pooh in Kinnaur, he said.

In the second incident, two persons were crushed under a rock that fell from a mountain in Nathpa village of Kinnaur district, the sources said.

While, the officials said the landslide was caused by rain, panchayat chief and other villagers alleged it was the result of the blasts at the project site of Nathpa Jhakri Hydel power. — TNS, PTI

However, the field staff of the IPH Department was working over time to restore the drinking water supply to the region which gets drinking water from the Neugal, executive Engineer of the IPH Department Naresh Sharma said while talking to media persons here today.

He said landslides and debris thrown by a power company into the Neugal had resulted in a loss of Rs 25 lakh to the IPH Department. He said besides water supply lines the land slides had also damaged the retaining wall supporting the pipes leading to main water storage tanks. He said the department was making all efforts to restore the water supply to the affected areas soon but landslide and loose soil could damage the water supply lines again. He said at present 12 water supply schemes getting water from the Neugal were adversely affected.
