After a gap of 36 years, Neena Devi, sister of Major S.C. Guleri of the 9-Jat Regiment, who had been declared missing by the Indian Army in the wake of the Indo- Pak war in 1971, has got a ray of hope as she recently received a call from Pakistan through the Indian Army Headquarters to visit Pakistan and recognise her missing brother.

FIR registered in PDS scam

The police has registered a case under the Essential Commodities Act against two persons in connection with the PDS scam in which 630 quintal ration meant for 1,200 residents of Bara Bhangal village in Baijnath subdivision of Kangra district had allegedly gone “missing” and probably sold on the black market.

Normal life in the hill state was thrown out of gear as snow and rain lashed the region throughout the day.

The tribal areas of Kinnaur and Lahaul-Spiti, Churdhar, Harpur Dhar, Dhauldhar and other higher reaches have been having incessant heavy snow for the past 48 hours.

The tourist resort of Manali, Narkanda and Solang nullah are also having intermittent snow. Dhundi in Kulu has recorded the highest 200 cm of snowfall during the current spell, followed by the Rohtang Pass (120 cm), Solang Nullah (123 cm), Keylong (80 cm), Patsio (60 cm) and Bahang (Manali) 50 cm. The Hatu peak recorded 70 cm of snowfall while Narkanda and the nearby tourist resort of Kufri registered 30 cm and 5 cm, respectively. The snow was continuing till the filing of the report.

The Hindustan Tibet highway and the roads leading to Rohru and Chopal have been blocked due to snow. The traffic to Kinnaur and Rampur has been diverted through Basantpur.

The state capital and the surrounding areas have been having continuous rain accompanied with sleet and snow flakes since morning. The nearby tourist resort of Kufri and Fagu had a mild snowfall this morning. Shimla recorded a minimum temperature of 3° celsius while the day temperature dipped sharply as high-velocity winds lashed the region all through.

The lower areas are having widespread rain considered good for the rabi crop. Bhuntar had recorded more than 50 mm of rainfall by the evening. The entire apple belt is having snow much to the delight of the growers.

Woman hopes to find missing PoW brother

After a gap of 36 years, Neena Devi, sister of Major S.C. Guleri of the 9-Jat Regiment, who had been declared missing by the Indian Army in the wake of the Indo- Pak war in 1971, has got a ray of hope as she recently received a call from Pakistan through the Indian Army Headquarters to visit Pakistan and recognise her missing brother.

According to family sources, his father, mother, one brother and wife Snehlata had died in the course of time.

Major Guleri hails from Dharamsala, and his sister Neena Sharma is married at Nurpur. She revealed that her brother was declared missing during the Pakistan war in 1971 from the Chhamb Sector in Jammu and Kashmir. But his family had got an unofficial information that he was languishing in Pakistan jail as he had been caught by the Pakistan army during the war. “This information could not be confirmed by the Indian Army but due to improved relations between both countries this hope has been raised,” she asserted. She informed that she had submitted some information regarding her missing brother, sought by the Army Headquarters.

Major Guleri after finishing graduation from Government College in Dharamsala was recruited in the 9-Jat Regiment. He was married to Snehlata on October 22, 1971, but he was called by the regiment just four days after his marriage as Pakistan had attacked India and a war had been declared.

FIR registered in PDS scam

The police has registered a case under the Essential Commodities Act against two persons in connection with the PDS scam in which 630 quintal ration meant for 1,200 residents of Bara Bhangal village in Baijnath subdivision of Kangra district had allegedly gone “missing” and probably sold on the black market.

A senior officer of the district police said the case had been registered at the Baijnath police station against Chunni Lal and Rai Singh, president and secretary-cum-salesman of the village cooperative society, respectively. However, the police had not so far arrested any of them.

“We are conducting a preliminary inquiry into the scam and a challan will be filed after the completion of the inquiry,” said the officer.

Earlier, Baijnath SDM Sandip Kumar and Baijnath naib-tehsildar Ramjit Baijnath had conducted an inquiry into the scam following which the FIR was registered.

The Food and Civil Supplies Department had dispatched 1,306 quintal ration from August to October last year through a transport contractor. The consignment was to be handed over to the cooperative society of Bara Bhangal for distribution among residents under the PDS.

However, Rai Singh had entered in the record books 203.33 quintal ration for August, 348.32 quintal for September and 125 quintal for October last year.

The records maintained by the Food and Civil Supplies office at Paprola also revealed that 1,306 quintal ration was dispatched for Bara Bhangal village from August to October.

HIMUDA accused of selling green space

The Bhiuli Colony Residents' Association has raised its ire against the Himachal Urban Development Authority (HIMUDA), accusing it of selling off the “green park space” and constructing its “own office complex” on the land meant for the multi-storied community centre that in turn, deprived residents in this locality of all basic facilities.

Residents today rued that HIMUDA was dictating terms and depriving them of the basic community services as it had promised in its plan when they had bought plots to build houses in the 1990s.

They said HIMUDA had planned to construct a multi-storied community centre providing facilities like a dispensary, a shopping complex, bank outlets and other basic services for the residents. But HIMUDA has dumped the plans speciously. “The green space has been sold out as plots.

Executive engineer HIMUDA Rakesh Sharma claimed that the land did not belong to HIMUDA after the demarcation was carried out. “There was no proposal to build a community centre there and so we have built an office as the board had no office. We want to provide better facilities but residents are not paying maintenance charges totalling Rs 4 lakh ", he said.

Intentional drying up of trees
Govt to deal sternly with guilty

The government is contemplating bringing about legislation to penalise those who intentionally make trees dry up using various methods like injecting acid, said forest minister Ram Lal Thakur in the assembly today.

Replying to Kuldeep Singh Pathania of the Congress he said several such cases had been reported in Shimla, Palampur, Kangra, Kulu and Solan districts.

During a survey done by forest officials, it had been found that 769 trees within the Shimla municipal area had either dried up or decayed.

He said the forest corporation would tomorrow start felling dried-up trees as these were posing a threat to human life and property. A decision to axe a tree was taken only after all efforts to save it failed.

Chief Minister Virbhadra Singh said the cabinet sub-committee was very stringent while granting permission for felling trees. The committee should dispose of all such requests before it at the earliest so that no damage could be caused. Former Chief Minister P.K. Dhumal also echoed concern over the deliberate drying up of trees.

Relying to a question on female foeticide raised by Mr Raghu Raj, the Chief Minister said it wasa matter of grave concern and could be tackled effectively only by creating awareness. “During the past three years there has been some improvement in the sex ratio in the 0-6 age group but still we need to fight this social evil,” he remarked.

He said that the alleged cases of foeticide in Rampur reported by Mohinder Singh would be probed. “The government will inquire into the allegations and punish the guilty in case there is truth in the charges,” he assured the House.

Replying to another question by Raghubir Singh, the Chief Minister said the Rohtang tunnel would be completed by 2014. Clearance regarding forest land was awaited from the union ministry of environment and forest. The union cabinet had approved Rs 1355.82 crore for the project.

Bali ready for probe

Tourism minister G.S. Bali said today that he was open to an inquiry into the musical blast held in Dharamshala and had written to Chief Minister Virbhadra Singh in this regard.

Responding to the BJP allegations against him he said the government could hold a probe into the musical blast held in Dharamsala as he was in no way linked to it. He also denied having committed any kind of violation as far as the waiving of the essentiality criteria in the tourism department was concerned.

It was BJP legislator Rajiv Bindal who had targeted the tourism minister during the debate on the budget proposals.. Bindal said that the essentiality criteria laid down by the tourism department were specifically reduced to benefit the relatives of a senior Congress leader, resulting in a huge financial loss to the government.

Tibetan women stage march

Dharamsala, March 12
As a part of the 48th anniversary of Tibet's national uprising, hundreds of Tibetan women held a protest march here today asking China to hold talks with them to find a peaceful solution to all issues.

Holding placards, the protesters many of whom were school-going girls, marched from the main temple of Mecleodganj in Dharamsala to the DC's office in Kangra.

A statement issued by the Tibetan Women's Organisation, which organised the march, said China must come on the discussion table to resolve the Tibetan issue as suggested by the Dalai Lama.

The agitators called for a commitment to genuine dialogue, improvements in human rights before the Beijing Olympics. — PTI

Plea to restore bus service

Residents of seven panchayats around Chail have demanded the immediate restoration of the Himachal Roadways Transport Corporation (HRTC) Chail-Chandigarh bus, which has been discontinued for some time now

The residents of the area said this was the only direct bus linking Chail to Chandigarh. The direct bus service has not been restored despite repeated requests made by the people of the area.

Pradhan of Chail panchayat Naveen Kumar said the closure of bus service was against the government policy, according to which no single line service would be discontinued.

Woman commits suicide

A young married woman, Kanta Devi, has allegedly committed suicide by consuming some poisonous substance at Kotkwala village near Kangra, last evening.

The police has registered a criminal case and arrested her husband in this regard.

Police sources said the parents of the deceased woman had lodged a complaint that their daughter Kanta Devi was physically and mentally tortured by her husband Puran Chand for the past many months. She was forced to take the extreme they further alleged in their complaint.
