New traffic monitoring system at key crossings in Capital
New Delhi, December 29 The Union Home Minister, Mr Shivraj Patil told the top brass of Delhi Police today that New Delhi, being the Capital, should have ‘something new’ like an underground control room to keep pace with the changing times, to which the Commissioner, Dr K. K. Paul responded by saying that plans were being finalised for the same. “Cities like Shanghai have underground control rooms from where the policing of the city is done using sophisticated technology. We also need something like that. Not a similar one, but a better one keeping in mind the future,” Mr Patil said while inaugurating a ‘Traffic Monitoring System’ today. Asserting that funds ‘would not be a problem’, he said such a facility would enhance the policing in the Capital. The Home Minister also said that the Centre had earmarked Rs 500 crore for the modernisation of Delhi Police and providing housing for its personnel, while another Rs 100 crore had been allotted for welfare programmes. He said that the police was on the path to modernisation and had computerised many of its operations, networked all police stations and installed CCTVs to track criminal activities. For assisting Traffic Police in traffic management for ensuring safe and smooth movement of traffic, ‘Traffic Monitoring System’ has been installed at vulnerable locations like Police Headquarters, DDA Vikas Minar, Stateasman Building, CGO Complex, Shakarpur Chungi, ‘A’ point, ITO, ‘W’ point, ITO, Rajghat Chowk and Akshardham Temple. The main objectives of the system are to apply intelligent management technology to achieve monitoring and control, incident detection, traffic data acquisition and traffic violation recording. High resolution digital IP cameras have been installed at the locations, which are remotely controlled and capture the flow of traffic and abnormal incidents. Images in real time are transmitted through high band-width optical fiber-based network to control room where the monitoring system has a state-of-the-art hardware and software to analyse the transmitted data. The system has high performance digital video recording with advanced video contents analytics including motion and abnormal event detection, intrusion detection and stationary vehicle detection. The beauty of the system lies in its video analytical tool, which provides alarm and information on incident detection, traffic volume count and traffic violations. The main control centre has been established at Teen Murti Traffic Lines, Mother Teresa Crescent. It is proposed to provide access to senior traffic police officers at PHQ and Police Control Room so that real time situation can be viewed and necessary directions, if any, transmitted to field officials to ensure proper traffic regulation and smooth flow of traffic, informed a senior police official. |

Petrol pump strike hits commerce, industry
Noida, December 29 Over 300 trucks of transport associations are reportedly stranded in other districts while 100 trucks loaded with industrial products have stayed put in the industrial units which are finding it difficult to charter more trucks for transporting the finished products out of the units. Some 50 per cent industrial units in the district have reportedly reached their shutdown position as their godowns are full with finished products. Industrial units are already reeling from the impact of power cuts. The industrial units and other commercial organization are finding it difficult to bring in raw material from outside UP. Over 200 tractor trolleys in Bulandshahr and Meerut districts, loaded with sugarcane, are unable to deliver the needed sugarcane to sugar mills. Even the government departments like that of police are finding it difficult to replenish fuel for their official vehicles due to the strike. If the strike continues for a day or two more, it is sure to affect thousands of workers who are employed in industrial and commercial units. In either way, the state exchequer is also losing considerable revenue from raw material to be brought in and the finished products to be exported from UP. According to Haji Himasuddin, treasurer of the Noida Transporters’ Association, the strike so far has caused a loss of about Rs 50 lakh to their association and within a day or two, the public in the area might have to go without even the essential commodities. Quite a few people living in distant sectors have started leaving their private vehicles in their houses in view of shortage of petrol. Petroleum traders of UP want the trade tax to be reduced from 25 per cent and 22 per cent to 20 per cent and 12 per cent on petrol and diesel, respectively. |

Master Plan runs into rough weather at DDA
New Delhi, December 29 “The bureaucrats have not taken our feedback into account. It is a plan by the bureaucrats. We will not let it passed,” alleged Mr Jile Singh Chauhan, MLA and another member of the board. Following this development, Delhi Chief Minister Ms Shiela Dikshit and top bureaucrats met to discuss the situation and an emergency meeting of the Cabinet was also called. At the meeting, it was decided to call a special Assembly Session in mid-January to discuss the draft. Before that, however, all MLAs will be given a presentation on the draft. The Cabinet also decided to delimit municipal wards. It wants four wards in each constituency, instead of the existing two, which means that there would be one ward for 50 thousand people. Meanwhile, traders of Delhi under the banner of the Confederation of All India Traders (CAIT) staged a dharna at Haryana Bhavan, where DDA board was meeting to finalise the controversial Master Plan 2021. The trade body demanded the inclusion of regularisation of all business establishments that existed as on December 31, 2005. The trade leaders said there was no scheme of rehabilitation of the traders whose premises had been sealed or likely to be sealed, by allocating alternate sites. They alleged that on one hand, the government had accepted almost all recommendations of Tejinder Khanna Committee, but on the other, the committee’s recommendation for amnesty scheme for old commercial activities had been ignored. |

45 units sealed in Capital
New Delhi, December 29 Of these, 19 units were sealed from Polo Road to Kalyan Vicar falling in Civil Lines Zone, while 16 units were sealed in Punjabi Bagh falling in West Zone. Six properties were sealed in Karol Bagh Zone, while four units were sealed at New Friends Colony falling in Central Zone. With today’s sealing, the number of units put to seal by the MCD since the resumption of the sealing drive on November 8 as per orders of the Supreme Court has risen to 3,807. Meanwhile, traders in Delhi today held a dharna, under the banner of the Confederation of All India Traders (CAIT), at Jantar Mantar to demand inclusion of remedial measures to protect traders from the clutches of sealing and demolitions. The traders said that excerpts of MPD 2021 as published in newspapers in the last few days have generated much distress among traders as it did not include remedial measures to solve sealing and demolition problems. However, DDA board member and MLA Mangey Ram Garg, while addressing the traders, assured that the DDA Board members would leave no stone unturned in making all efforts to include in MPD 2021 remedial measures for sealing and demolition problems. Lambasting the DDA, trade leaders termed it as the ‘Delhi Destroy Authority’. They pointed out that excerpts of MPD-2021 as appearing in newspapers showed that people who framed the earlier Master Plans are the same set of persons who have framed the new one. |

Gurgaon, December 29 Murder, attempt to murder, kidnapping, dacoity, robbery, burglary and motor vehicle theft have taken a major jump during the period. A total of 91 murders were reported in the district this year compared to 65 incidents last year. Sixty cases were registered for attempt to murder while there were 44 cases last year. Rape cases are 30 this year whereas there were 24 cases last year. There were 71 cases of kidnapping and abduction compared to just 26 cases last year. The reported incidents of dacoity, robbery and burglary were 20, 67 and 532 while the figures were 8, 38 and 389 respectively last year. The cases of theft took a quantum jump with 636 more cases compared to last year. There are 2,039 cases this year while there were 1,403 cases in 2005. A total number of 1,567 vehicles were reportedly stolen from the district this year while the figure was 1,067 last year. Out of 91 murders committed this year, the police traced 75 cases while 16 cases of murders are still clueless. Out of 67 cases of robbery, the police were able to solve just 44 cases. A total number of 6,036 FIRs were registered this year compared to 4,592 last year, informed the Senior Superintendent of Police. Highlighting the major achievement of the police in the year, the SSP said that almost all members of major professional gangs, operative in the area, were arrested during the year. Gurgaon Police with Delhi Police shot dead a hardcore criminal Hemant in an encounter this year. The local police were also able to shoot dead two criminals who had killed Har Dutt, a professional criminal in the court complex, added the SSP. Gurgaon Police had opened up seven new police stations. Out of them, two were exclusively meant for the traffic management on the National Highway No. 8 in the district in the year, informed the SSP. He added that the influx of migratory labourers was one of the major reasons for increasing number of crimes. Besides, the police registered all cases whenever someone complained to the department, said the officer. He claimed that the crime graph had come down in 2006 if it is studied in proportion to the increasing population of the district. Presently, Gurgaon has a population of 20 lakh, both floating and permanent comparing to 15 lakh last year. The police arrested a gang of nine youths who had provided passengers lift in their maxicab on the National Highway No. 8 and allegedly murdered 26 youths during the year. It is hard to answer whether these 26 murders were major failure of the police department or arresting the whole gang was an achievement. |

JAMIA MILLIA ISLAMIA university New Delhi, December 29 These grants have brought unprecedented changes and new developments in Jamia that could well change its face in the years to come. The Vice-Chancellor (VC) of the University, Mr Mushirul Hasan, has set up five new centres that have got approval from the authorities concerned. These include – Centre for Dental Studies (under process), Centre for Basic Sciences, Centre for Theoretical Physics, Centre for Relief and Rehabilitation, Centre for Media Governance and Munshi Premchand Archives and Literary Centre. Besides, many new courses were started in Jamia from the July semester. These include – Master’s programme in photography, Master’s programme in journalism, PHD programme in journalism and M-Phil in media technology. Further, the Department of Fine Arts and Art Education at the all-India University introduced two new courses earlier this year. However, the most momentous announcement made by the VC was the decision to increase the intake of students by 699 in almost all courses. The earlier intake of students at Jamia was 3,438, while the current one includes some 699 fresh additions. Moreover, with new courses coming up and more students to get admission, Jamia went in for a massive recruitment drive for both teaching and non-teaching staff. Besides, the University is all set to develop the infrastructure and facilities provided by it to the students. Whereas, on the other hand, Jamia witnessed violence and demonstrations by students for most of the days in July and August. The major cause of students’ unrest at Jamia is ‘injustice’ meted out to some students by the university administration. The students demanded immediate commencement of the entire academic session, the VC’s resignation, police action against former Proctor Rocket Ibrahim and his son Ejaz and re-admission of rejected students. This resulted in the resignation of the then Proctor. |

agent got passport for Rs 5,000 only Ghaziabad, December 29 An ISI agent is reported to have got his passport and ration card made on priority on the basis of fake documents. All he had to do was to spend Rs 5,000 for getting both these documents, while bona fide Indian citizens have to go to these offices repeatedly for getting these documents issued. The case in reference is of Pak national Abdul Shakur, alias Abdul Gaffoor, an ISI agent, recently nabbed by STF. He told the police that he had rented a house by introducing himself as Abdul Gaffoor in a good locality. With the help of a generous sector warden, Bal Mukund Ojha, he was able to get his ration card made. After getting his ration card, Gaffoor contacted an agent named Ek Ram in passport office who said he could get him a passport without fuss for Rs 5,000 only. On October 16, Shakur had his passport No. PN-F-9055699 delivered at his house with signatures of passport officer N.K.Kaushik. Shakur told STF that no cop or intelligence agency man ever knocked at his door for police verification in this connection. He had applied for his passport on June 12 this year with an affidavit and the local intelligence units SI KS Shukla gave him ‘No Objection’ on August 2, 2006. Shakur had met the passport officer on October 4 with a copy of visa for Saudi Arabia and on October 16, his passport was delivered to him. |

When in distress, pointless to call 100
New Delhi, December 29 Attempts by TNS to contact the Police Control Room over several hours with regard to a medical emergency were met with frustration, with the number remaining unreachable. It either remains busy or simply goes unanswered. Even when an operator does take a distress call, there is evident reluctance to announce a number, mandatory to ensure accountability, or take down any details. If one is lucky to get through to someone, there are usually so many questions that any common man would get intimidated. When questioned about such a serious lapse, an operator responded that they were ‘too busy’. It seems that there are a sizeable number of hoax calls made to PCR everyday, a large number emanating from Sangam Vihar area, according to sources. |
‘Incorporate breastfeeding in new plan’ New Delhi, December 29 Worried over the high level of infant mortality and neonatal death rates in India, the representatives sought adequate measures that could protect infants and young children and ensure proper development for those who survived. The latest provisional report of NFHS-3 and UNICEF’s recent report on The State of the World’s Children 2007 show high prevalence of infant mortality rate (IMR) in India and varying in different states. In a few states, however, the IMR rate has increased during the last 2 decades and recent years. Today, overwhelming evidence exists that universally initiating breastfeeding within one hour of birth, exclusive breastfeeding for the first six months, and continued breastfeeding with adequate and appropriate complementary feeding for at least two years, can rapidly reduce infant mortality by more than 43 per cent. Breastfeeding has also been shown to lead to optimal brain development, increasing IQ levels. Breastfeeding has also been designated as a key strategy for poverty reduction. The Joint Statement calls for recognising optimal infant and young child feeding in Poverty Reduction Strategy Papers (PRSPs) and incorporate 0-6 months for exclusive breastfeeding in all programmes to ensure infants’ basic right to food. Prepared by a coalition of sixteen health professionals and citizen movement organisations, the Joint Statement also asks the planning commission to declare ‘breastfeeding education’ as a basic service equal to immunisation in both health and nutrition sectors. Dr Arun Gupta, National Coordinator, Breastfeeding Promotion Network of India, informed that this called for five major actions. |

Parties gear up for DSGMC polls New Delhi, December 29 He appealed to the Sikh voters to vote for the candidates of the Vishav Akali Dal. Bibi Ravinder Kaur, President of the Shiromani Gurdwara Sewadar Committee (Ladies Wing), has appealed to the Sikh Sangat to vote and support only those who were religious-minded and ready to serve the poor and needy and follow the Sikh Code of Conduct. “The voters should not go after a particular group or party, but only elect a man of good character,” she said. S Satnam Singh, Vice-President of the Shiromani Gurudwara Sewadar Committee, condemned the corruption in schools and asked for free education to the students of low-income group of the society. He also appealed to the Chief Gurudwara Election Commissioner to ban the posters defaming the opposition candidate. |

AIIMS attendant held for duping patients New Delhi, December 29 The accused Vibhuti Pandey allegedly cheated seven patients so far and had collected more than Rs 4 lakh from them. One of the patients, Pramod Lal Srivastava, had made a complaint that when he had gone to AIIMS for the treatment of his son, he was approached by the accused, who was issuing patient tickets at an OPD counter at that time. During the process, he allegedly tried to befriend him.One day, the accused came to his house and said that he could arrange a job for his son in AIIMS. He took away the resume of his son with him. After some time, Pandey had demanded a sum of Rs 1.75 lakh for arranging the job. Following the complaint, the accused was apprehended. During interrogation, he allegedly confessed to having duped six other patients in similar fashion. To gain confidence of the victims, he allegedly used to help the victims’ relatives in getting treatment at AIIMS and other hospitals, said a police officer. |
