Left unions’ stir partial
Chandigarh, December 14 Staff affiliated to the Bank Employees Federation of India and some LIC, General Insurance Corporation (GIC) unions also struck work. At some places, revenue officials joined the
strike, reports received here said. The employees owing allegiance to Left-affiliated trade unions staged demonstrations across Haryana. Several union leaders criticised the central government’s policies. Union leaders locked the main gate of the Mini Secretariat at Hisar and did not allow any employees inside, reports said. Employees of the Uttar Haryana Bijli Vitran Nigam (UHBVN), roadways, municipal councils and certain industries were also on strike. CPM leader S.N. Solanki claimed that the strike in the industrial sector was complete with a large number of workers joining in. AMBALA:
Different employee unions went on a day-long strike here today. Deputy Commissioner Ambala OP Langayan said the strike did not have any impact in the district. He said all offices of the Haryana Government were functioning normally and the bus services were also normal. HSEB Workers Union, Ambala unit members actively participated in the strike. Haryana Medical and Sales Representative Union, Ambala unit, also participated in the strike. Different unions participated in the rally taken out against the government. The rallyists included members of the All-India Central Ground Water Board Employees Association, Municipal Committee Employees Union, Cantonment Board Union, All-India Defence Employees Union, the Bank Employees Union and the Insurance Employees Union. The rally started from Indra Chowk and culminated at Sadar Bazar Chowk. BHIWANI:
Hundreds of employees of Haryana Roadways, Haryana Vidyut Prasaran Nigam, banks, Haryana School Education Board, irrigation, canal, hospital, ITI and municipal council observed a complete strike against the anti-people and anti-employee policies of the UPA government and raised anti-government slogans outside their respective offices on Thursday. The offices of the HVPN and roadways wore a desert look. Hundreds of commuters were seen waiting for resumption of bus services. Employees of various departments held processions and assembled at Nehru Park and proceeded towards the Mini-Secretariat as a collective force. They staged a demonstration outside the DC’s office for about two hours. Ratan Jindal, Yadvirender, Vinod Kumar, Veena Sharma, Bimla, Bani Singh, Sukhdev, S.K. Singhla and Narayan Prakash addressed the employees. FATEHABAD:
Strike by various employees’ associations evoked a good response here on Thursday. Buses of Haryana Roadways remained off the road. Banking services were also paralysed due to the strike. Employees of the insurance companies also joined the strike. Roadways employees gathered in front of the Haryana Roadways depot here in the morning and sat on a dharna outside the gate of the bus stand. They did not allow any bus to come out of the bus stand. The Sarv Karamchari Sangh, the Khet Mazdoor Sangthan, the North Zone Insurance Employees Association, the Students Federation of India, the Anganwadi Workers Union and the Power Corporation Workers Union also participated in the strike. No untoward incident was reported here following the strike call by the Leftist trade unions. Though the bus services remained normal, there was a thin presence of employees in various departments. Several worker unions of the state and Central Government observed a strike and staged protest rallies and meetings in the town. Members of the All Haryana Power Corporations Workers Union also staged a dharna and it’s city president Ashok Panchal urged the state government to restart ex gratia. Workers demanded a ban on the anti-worker policies, including retrenchment. KAITHAL:
The strike call given by the various employees and trade unions evoked a positive response in this district and it affected normal life. Haryana Roadways buses remained off the roads, causing great inconvenience to people. People used private buses and other modes of transport to reach their destinations. Except the SBI, functioning in all the banks was affected due to the strike. Meanwhile, Mr Randeep Singh Surjewala, Transport and Public Health Minister, addressing media persons here, said the government had given the maximum benefits to its employees and thousands of employees retrenched by the previous government had been given jobs. The strike called by Left parties got full support by the roadways, power, bank and municipal committee employees, while no untoward incident, barring a hot argument between Intuc supporters and other employees at the General Bus Stand in the early morning here on Thursday. Only 35 buses out of a total of 105 from the Panipat depot were on the road, while the administration was successful in supplying interrupted power supply to the city residents. The banks and municipal committee office wore a deserted look as the employees were on strike. ROHTAK: The strike call evoked a mixed response here. Most of the banks remained closed but a few branches functioned normally. Insurance company offices were also affected. Government offices, however, remained unaffected by and large. The effect of the nationwide strike call by left trade unions was visible in the banking and roadways sector here on Thursday. General public had to suffer as employees of the banks and Haryana Roadways participated in the strike. The effect of the strike call was also seen in the electricity department. Officials of the district administration, however, claimed the affect of the strike was “partial”. Mr Jarnail Singh Sanghwan, State Vice-President of the Sarv Karmachari Sangh, claimed that the strike was total. Activists of AITUC and the Nagarpalika Karmchari Sangh held processions. HISAR:
Essential services like health, transport, banking, besides work in various government departments, were hit by the employees’ strike on Thursday. On a call given by the central trade unions and employees federations, the officials of different departments struck work and participated in protest demonstrations. No roadways bus was allowed to ply, due to which commuters were put to a great inconvenience. The bus stand wore a deserted look while the owners of private vehicles had a field day. |
Top brass continues to defy orders
Karnal, December 14 Following direction by the Punjab and High Court, the state government had restricted a few designated officials and politicians from using red and blue lights atop their vehicles, through a notification issued on April 27,2006. Investigations revealed that a few district Congress chiefs, several leaders of the ruling party and presidents of its various cells were flouting the norms by illegally using red lights atop their vehicles. Besides them, family members of several ministers, MLAs, MPs and bureaucrats, too, were flouting the norms set up by the state government. Officials of the state transport department said they were aware of the situation but confirmed that no action had been initiated against the violators for obvious reasons. Interestingly, a number of advisers attached with the Chief Minister’s office were not adhering the rules framed by their own government. A vice-chancellor appointed by the present regime was also using red light atop his vehicle against the permitted blue light. The Chief Medical officer (CMO) of Karnal, Dr S.S. Dalal, was using blue light atop his official car despite the fact that the CMOs were not authorised to fit any light atop their vehicles. Dr Dalal said today that the CMOs across the state had already submitted a representation in this regard to the state government through the Director-General of Health Services. Similarly, the Municipal Council’s president, Mr Balwinder Singh Kalra, and its executive officer, Mr Arvind Bishnoi, were also using blue lights-fitted vehicles. On being questioned they said they had been permitted to use blue lights till April 2007. |

Chandigarh, December 14 The petitioners, Mr Pradeep Chaudhary and Mr Suresh Kumar Gupta, both former members of the HPSC, have prayed for quashing the notification issued by the Haryana government on May 4, 1973 - the HPSC (Limitation of Functions) Regulations, 1973 - by which the government had withdrawn recruitment of various non-gazetted posts
from the purview of
the HPSC. They have also prayed for quashing the HPSC (Limitation of Functions) Amendment Regulations, 2005, issued by the present government on June 15, 2005, by which recruitment of all group B gazetted posts has also been taken away from the HPSC. The PIL also seeks quashing of executive instructions through which all Class I posts have also been withdrawn from the HPSC. Saying that since 1973, the HPSC has been making all selections for various Class I and II posts whereas the government agencies such as subordinate services selection board have been making selections for Class III and IV posts, the petitioners have stated that the latest move to take away recruitment of Class I and II posts from the purview of the HPSC was illegal and arbitrary. They have alleged that the same has been done as part of a grand design of the Chief Minister to recruit only persons committed and personally loyal to him against these posts. The petitioners have also pointed out that at present the HPSC is functioning with its full strength of nine members and about 100 officials. The total cost of the HPSC to the exchequer has been pegged at almost Rs 4 crore per annum. The PIL says that by taking away all selections out of the purview of the HPSC the government has turned the HPSC into a workless body. Today, the PIL came up before the Division Bench headed by Chief Justice Vijender Kumar Jain. During the brief hearing, the Bench
asked Mr H.S. Mattewal, counsel for the petitioners, why the name of the Chief
Minister figured in the list of respondents. To this, Mr Mattewal said that it was the case of the petitioners that Chief Minister Bhupinder Singh Hooda was personally responsible for the present condition
of the HPSC. He also stated that there were serious allegations against the Chief Minister in the writ. However, the Bench, while issuing notices for January 15, 2007, did not issue notice to Mr Hooda, saying that it was not issuing notice to him at this stage. The case will now come up for further hearing on January 15, 2007. |

Nigam holds energy fair
Hisar, December 14 This was stated by Mr M.K. Midha, Commissioner, Hisar division, after inaugurating an energy conservation fair organised by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) here today. Mr Midha said realising its necessity and benefits, the power utilities and governments all over the world were now implementing DSM programmes. "There is a vast potential for improving the power position in Haryana by implementing DSM," he maintained. The Commissioner added that the demand-side management in Haryana could be implemented rationally by changing use of electricity to maximum energy efficiency, changing electricity habits of consumers and using energy-efficient appliances, equipment and buildings. Lighting in domestic and commercial sectors represents a large portion of electricity consumption in Haryana and contributes a large amount to the evening and morning peak load. Most of the households and commercial institutes use incandescent lamps and low efficiency fluorescent tube lights for lighting. Promotion of compact fluorescent lamps (CFL), efficient fluorescent tube lights with electronic ballast can contribute significantly in reduction of electricity consumption and thereby lowering peak demands. Mr Midha said a topic on electricity conservation and general information on the power sector should be included in school syllabus. |

Optimum power use can save 125 lakh units

The seminar was organised by the Uttar Haryana Bijli Vitran Nigam in co-ordination with
HAREDA, the department of Renewable Energy, Haryana, and the district administration, Mr Lavasa said a judicious use of electricity was the need of the hour and there was enough scope of energy conservation in the agriculture and domestic sectors. Energy conservation could also bridge the gap of demand and supply with the minimum expenditure. He further stated that public awareness was necessary to give the message of energy conservation effectively. Mr B.S. Yadav, Project Director,
HAREDA, stated the architects should come out with new designs of buildings which were more energy-efficient and required minimum electricity. Heavy penalties would be imposed on violation of the provisions of the Act. The state government had decided to give a cash award of Rs 1 lakh, Rs 50,000 and Rs 25,000 for the best energy saving consumers in industrial and commercial buildings. |

Reduce taxes on solar appliances: Gen Lochab
Gurgaon, December 14 According to him, besides augmenting the power generating
capacity, it was imperative for Haryana and other states to undertake energy conservation steps. He asserted that 30 per cent of the available power could be saved through its conservation and judicious use of solar energy. The department had already initiated high-voltage distribution system in the villages to check power thefts, he added. A three-days “mela” has been organised for companies to exhibit the appliances which run on solar
energy. |
KU teacher threatens immolation
Kurukshetra, December 14 Mr Lokendra Malik, teacher in the Institute of Law of KU, has threatened immolation before the office of the Vice-Chancellor of the University, if the state government and the university administration failed to take action against the Kurukshetra DSP, who he alleged had ''falsely'' implicated him in a criminal case. Addressing a news conference here today, Mr Malik said he had recently filed an FIR against some MBA students who had beaten up at least 12 students of his department. However, R.C. Rathi, DSP, had begun threatening him to withdraw the case or ''face the music,” Mr Malik alleged. Mr Malik told mediapersons that a criminal case under Sections 307 and 506 of IPC were also foisted against him and some of the Law students allegedly at the behest of the DSP to pressurise him to withdraw the earlier case against the MBA students. Mr Malik demanded an independent and impartial inquiry by any outside agency other than the local police. He said despite his approaching the KU teachers union and the university administration over the issue, no one came forward to help him out.

2 students, Israeli killed in accident
Karnal, December 14 Those killed in the accident have been identified as Hemant and Saidik Mohammad, both hailing from Visakhapattnam, and Naomi, an Israeli citizen. At least 14 persons sustained minor injuries. One of the injured, Santosh, was referred to the AIIMS, New Delhi, for further treatment, sources confirmed. According to the district police chief, initial investigations revealed that accident took place because both drivers tried to overtake each other. As a result of which they lost control over their vehicles and rammed into each other. Engineering students were travelling in two buses. Only one of their vehicle met with an accident. Sources said officials of the Israeli Embassy had been informed about Naomi’s death. |
PGIMS doctors strike work
Rohtak, December 14 According to the Resident Doctors’ Association, a drunk man came to the casualty wing with minor injuries sustained in a road mishap last night. He was accompanied by six friends. They allegedly misbehaved with a woman radiographer and when the doctors intervened they assaulted several resident doctors. The police reached the PGIMS but not before one doctor had sustained a fracture. The resident doctors went on strike this morning paralysing the functioning of the hospital. They held a meeting at Vijay Park and demanded adequate security for doctors saying this was the second incident of its kind in less than a week. Meanwhile, the Haryana State Medical Teachers’ Association has deplored the incident and demanded security for all employees, including doctors. |
Murder case solved; wife, paramour held near Bhiwani
Bhiwani, December 14 According to the police, the wife of the deceased and her paramour had allegedly murdered Kanwarpal. They had thrown his body near the railway track after the murder to mislead the police. The two were arrested today when they were attempting to flee to Uttar Pradesh. They were produced before the court of the Chief Judicial Magistrate, which sent them to judicial custody. |
Failure to get job forced youth to end life
Yamunanagar, December 14 Police sources said today that the youth, Manmohan Singh (23), was an MBA student of Kurukshetra University. Before joining MBA he had done MCA. He was a body builder and had won many awards. Mr Harbans Singh identified the body. Manmohan, a resident of Indri, Karnal, was good at studies. Police sources said a suicide note was recovered from the body. They said the youth committed suicide because he was not able to find a job. He was youngest among the five siblings. Meanwhile, two more bodies were found lying along the railway line in the district this morning. One body has been identified as that of Pradeep Kumar, a worker at the Deenbandhu Chottu Ram Thermal Plant, here. |
Newly wed woman dies in hospital
Yamunanagar, December 14 The post-mortem examination on the body was not performed till the time reports last came in. Suneeta, who was married to Balkar Singh of Kurukshetra on December 10, was brought here in the wee hours yesterday from Kurukshetra when she complained of vomiting. Doctors attending upon her reportedly told the family member that there was poison in her blood. Mr Ishwar Panchal, father of the deceased, today alleged that his daughter had been killed for dowry. He alleged that the groom and his family members were demanding more jewellery and a car. He alleged that his daughter had been poisoned. |
