Police continue to be a male bastion
Faridabad, December 13 Though the police department here has been facing a shortage of policemen for the past several years, the issue of woman police officials has failed to draw the attention of the authorities concerned. The number of woman police officials has not been increased over the time despite a rise in women-related crimes. According to figures available from the department, the total number of woman employees in this district is around 33 out of the total cop strength of about 2400. “This comes to just 1.4 per cent of the total, which appears grossly inadequate in comparison to the overall female population,” said an employee of the police department. The present strength of the female police officials here includes one official of Inspector level, five Sub-Inspectors (SI), two Assistant Sub-Inspectors (ASI), four Head Constables, 18 Constables (Sepoys) and three recruits. While the woman inspector has been given charge of the Women Cell of the department, three SIs were recently given charge of some ‘chowkis’ in the district. There is not a single women police station in the district, though the population of the district has crossed 21 lakh and a large number of complaints received by the police have been connected with the women. The Haryana government started a women police station in Sonepat district a few years ago, but this concept did not ‘catch on’. It may be recalled that there have been many women police stations in other states and woman police officials have held many responsible positions. The district is faced with a shortage of about 910 police officials which include officials of various ranks and the department has been awaiting more personnel soon. But there is no record as to how many women would be included in the police department. |

Flight, train schedules hit by foggy conditions
New Delhi, December 13 Some of the fog dispersed and flights slowly started taking off only after sunrise. The DGCA has asked airlines to withdraw 19 domestic flights from the winter schedule to ease the traffic. A special fog control room has also been set up. Among the airlines, Air India was the most successful in operating its domestic flights. Six of its flights, including those to Bangalore and Chennai took off under the CAT-III B conditions in the morning. The airline has also announced that it would not be operating any flights to Kolkata as a result of the industrial bandh announced by the opposition parties there tomorrow. The Directorate-General of Civil Aviation (DGCA) also announced additional guidelines to deal with the prevalent fog situation at the airport. The DGCA has also written to all the CEOs of the scheduled airlines regarding measures to be taken for safe and orderly flow of traffic including passenger facilitation. It has reiterated that all airlines must inform the passengers of delay and cancellations in advance, besides periodically updating flight information display system. DIAL has also been asked to appoint a senior level officer as a nodal officer at the airport to take spot decisions for providing facilitation to the passengers. Among the other measures taken are that the low visibility procedures (LVP) prepared for operation of the aircraft up to CAT-III B visibility condition at the airport shall be strictly followed by all agencies at the airport, including the security agencies. While a coordinated effort is being put on the met department at the airport and the airlines with the help of the airport managers, the DGCA has asked that LVP should start the moment the visibility drops to 800 metres or less. It has asked the airlines to ensure that only those pilots who are adequately trained on the CAT-III B be rostered for operating flights during foggy conditions. |

Unwilling farmers to be paid low land compensation
Ghaziabad, December 13 But the authorities have come up with a rather peculiar offer—those who willingly give their land will be paid Rs 600 as compensation per sq yd while the unwilling farmers will be paid a compensation of Rs 163 per sq yd, which is the sector rate. This made the farmers angry as they had demanded a rate of Rs 2000 per sq yd for their land. Should the administration try to take away their land forcibly, the farmers, in a Panchayat, decided to oppose it by launching an agitation.. The Avas Vikas Parishad, however, is understood to be keen on launching its scheme soon for which it needs 20 acres immediately. The total land measuring 703 acres could however be acquired immediately by the administration, as per requirement. The SDM (Finance) had discussed the matter with Mirzapur farmers in a meeting on Tuesday. Many plots in the 20 acres belong to Delhiites. The SDM told the farmers that their land would be acquired at Rs 600 per sq yd and 5 per cent of their land will be returned to them after its development. He told the farmers tersely that they should not expect a higher compensation for their land. In any case, he told them, their land would be taken away and the rate of compensation would be Rs 163 per sq yd, the sector rate. The farmers are learnt to have come back from the meeting without giving any commitment. In a panchayat in the evening, the farmers said they wanted the rate of compensation to be Rs 2,000 per sq yd, besides the allotment of shops to them. |

New Delhi, December 13 Singh has collected newspaper clippings about major national and international events since 1962. He claims to posses around 250 scrapbooks of newspaper clippings from the vernacular press. Singh has maintained scrapbooks dealing with events like, ‘Indo-Pak war of 1971- Creation of Bangladesh’, ‘Rakesh Sharma’s landing on the moon’, ‘Kargil war’, ‘9/11 attack on the World Trade Centre’, ‘American invasion on Afghanistan’, ‘The death of Kalpana Chawla’, ‘US-Iraq war’, etc. Besides, he has made personality-based scrapbooks on Mahatma Gandhi, the Nehru Family, Late Dr Rajendra Prasad- the first President of India, Bhagat Singh, Dr APJ Abul Kalam- the President of India, Dr Manmohan Singh- the Prime Minister of India, Kapil Dev, Sachin Tendulkar, Virender Sehwag and Sania Mirza. He has clippings related to tourist sites in India, animal life, fashion industry in India since 1965 and five volumes of books on Hindi cinema over the past three decades. These days Mr Singh continues to add clippings to his collection from ‘Punjab Kesari’, ‘Hindustan’, ‘Dainik Jagaran’, ‘Dainik Bhaskar’, ‘Sahara Samay’ and the Hindi edition of ‘India Today’. After cutting newspaper clippings, he himself binds them into scrapbooks, which can serve as a source of information for students and researchers. Apart from maintaining scrapbooks, Mr Singh also likes to collect coins, stamps and match boxes. He aspires to find a mention in Limca Book of World Records. |

District committees asked to pull up socks
New Delhi, December 13 In a meeting, the Chief Minister also requested Ministers in-charge to effectively coordinate functioning of the DDCs under their control and ensure meetings at regular intervals. The meeting was attended by the Finance Minister Dr A.K. Walia, Health Minister Dr Yoganand Shastri, Industries Minister Mangat Ram Singhal, Education Minister Arvinder Singh Lovely, Chairmen, DDCs, Chief Secretary Ramesh Narayanswami, Divisional Commissioner Naini Jayseelan, Pr. Secretaries and senior officers from MCD and DJB. The Chief Minister directed the MCD to sort out issues relating to procedural wrangles causing delay in implementation of deposit developmental work recommended by the DDCs. The Chief Secretary was also requested to take lead in chalking out an effective new mechanism to overcome delays because of existing normal procedure of approval being followed in respect of developmental plans of DDCs. She also exhorted the DDCs to make proper use of funds at their disposal and prepare a time-bound action plan for completion of developmental works during remaining three months of the current financial year. She also instructed officers to work in tandem and ensure their participation in the meetings of the DDCs. Apart from this, the departments were also instructed to depute senior level officers in the meeting. Discussing the issue of delay in the issuing of SC/ST and OBC certificates, the CM directed officers concerned to clear the backlog within shortest possible time. She further instructed the officers to follow the prescribed time frame relating to issue of these certificates. A demand to dispense with mention of sub-caste on the certificates being issued by the Delhi Government was also raised during the meeting. |
Sealing drive grinds to a halt
New Delhi, December 13 “The civic body could not carry out the court-ordered action against businesses operating from residential premises as adequate security force was not available for its personnel on the field,” an MCD spokesperson said. Earlier, the drive was disrupted on December 6 due to the same reason. So far, the MCD has sealed 3,020 commercial establishments since the resumption of the SC-ordered drive on November 8. Meanwhile, several private schools facing the sealing threat found support from Delhi Pradesh Congress Committee (DPCC) president Ram Babu Sharma and Outer Delhi MP Sajjan Kumar who today urged Union Urban Development Minister Jaipal Reddy to ensure permanent relief to them under the new Master Plan 2021. “We drew the attention of the Minister to the confusion among 1700 private schools in the city who face closure from May next year. With the sword of sealing hanging on them, they are unsure of new admissions, thus leaving many students out in the cold,” Mr Sharma told mediapersons after meeting Reddy. The senior Congress leaders urged the minister to notify the affected schools as authorised establishments in the similar manner as was done for commercial units situated on over 2,000 roads through notifications in September.— Agencies |

Cable operator receives threatening email
Noida, December 13 The terrorist outfit has shown its anger against the cable operator for not showing an Islamic channel. The threat has been taken seriously by Noida police. The Dish TV office is located in a compound of a news channel in FC-19 in Film City, Sector-16. The office telecasts programme on 120 channels with the approval of the Union Ministry of Information and Broadcasting. Senior manager Ajay Arora of the company has informed the police in a written complaint that an e-mail was received by the company at 4.30 pm on December 3, objecting to the fact that Q TV and digital India are not shown on the channel. The message said the Dish TV office would be blown up after 10 days by the ‘fidayeen’ terrorists. Taking responsibility for the message and the threat, Al Mansuriyan terrorist outfit urged the Dish TV office to televise these messages at the earliest. Al Mansuriyan is said to be linked with a terrorist organization Al Maddusar Al Islam. On getting this threat, Sector-20 police have beefed up the security of Film City Noida. The police are conducting investigations in this connection and trying to find out where from this e-mail has originated, SO police station Sector-20 said. Secondly, the Dish TV is not permitted to download Q TV. Police have solicited the help of Dish TV technicians in this connection, the SO added. |

Redeveloped Central Park opens today
New Delhi, December 13 The DMRC took over the 41,500 sq m Central Park in 2001, as the area was required for the construction of two underground Metro stations. The park was redeveloped by DMRC at a cost of Rs 6 crore with extensive landscaping. Grass of very quality has been planted over 27,000 sq.m with hedge plants over 2,100 sq m. The trees and plants are evergreen that will flower at different times of the year, ensuring that the park remains a visual delight through out the year. Trees include White Champa, Royal Palm, Gulmohar, Pink Tabebuia, Bottle Brush, Indian Laurel and Ashoka. The Central Park has four water bodies and 21 fountains, besides a water cascade. In addition, the park has a 5,000 sq.m. quarter-arc shaped amphitheatre that has seven steps. Each step has the capacity to seat 50 people. The stage, with an area of 60 sqm, can be accessed from B Block of Rajiv Chowk in front of Palika Bazaar. |

Lucky for wedlock, Dec 13 led to chaos on roads
New Delhi, December 13 It was chaos on the roads in the evening as marriage processions blocked traffic in most of the roads in the Capital. The situation was worse in the areas around Vasant Kunj and Mehrauli, which boast of a large number of farmhouses doubling as marriage venues during the season. Harried traffic policemen tried to unravel the traffic knots even as commuters and other road users cursed and complained. It took several hours before normalcy was restored on the Capital’s roads. The Delhi Traffic Police had visualised the traffic chaos and appealed to the people to ensure the marriage processions did not block traffic. It had also appealed to the road users to avoid being out late at night unless it was absolutely essential. |

Noida, December 13 Daylong efforts to get the bus released did not yield any results. The bus (UP 14-9761) plying on Kasna-Noida route had gone to CNG gas filling station yesterday. A UP Roadways official said a fine of Rs 3,000 might have to be paid to get the bus released from Delhi traffic police. |
