Hope for cancer patients

Very early diagnosis of cancer has now become possible through Positron Emission Tomography (PET) that helps in detecting biochemical changes in the body. Dr B.R. Mittal, Head of Nuclear Medicine Department, PGI, Chandigarh, said this during an interaction with The Tribune at DAV College.

DC for action against three teachers

Sarpanch hands over wandering girl to police
Hoshiarpur, November 15
A 12-year-old girl was found wandering aimlessly in the forest area of Nangal Shaheedan village, 7 km from here, today. Villagers took the girl to sarpanch Resham Singh, who handed over her to the Hoshiarpur police.

2 held on fraud charge

The local police today arrested Balwinderpal Singh of Hardasspur village and Amber Bhardwaj, a property dealer in Jalandhar, on charges of defrauding Mr Gautam Kapoor of Jalandhar.

Disappointed with the police inaction against her “rapists”, a Dalit gangrape victim of Kotrani village has now moved the court here against the culprits in her over two years of struggle to get justice.

Voter ticked off from list

Mr Jagdish Singh, resident of Gali No 5 Bagh Ramanand, in a letter to the Chief Election Commissioner has complained that his name has been deleted from voter’s list. He had pointed out to the Deputy Commissoner that he had been living in the gali for the past 48 years.He marked the complaint to the returning officer .In 2004 also his name was deleted from voter’s list .After he complained to the CEC ,he was issued the voter Identity card no PB/02/016/258230. —TNS

Activists of the Aaanganwadi Workers Union held a rally in front of the Desh Bhagat Yaadgar hall here today. Shouting slogans, the activists, led by Ms Sarbjit Kaur and Ms Paramjit Kaur, said the government had been indifferent towards their demands.

Very early diagnosis of cancer has now become possible through Positron Emission Tomography (PET) that helps in detecting biochemical changes in the body.

Dr B.R. Mittal, Head of Nuclear Medicine Department, PGI, Chandigarh, said this during an interaction with The Tribune at DAV College. He was here for a two-day seminar on “Recent advances in radiation and environmental physics” that began here today.

Dr Mittal said that early diagnosis was very crucial in case of cancer can ensure timely treatment. He added that neuropsychiatric changes in the body could also be detected using the same technology that used in vivo chemistry.

The doctor revealed that radio diagnosis was also now available for detecting the acceptability of transplanted organs in the body. He said that the radiations could also detect blocks in heart vessels and detecting gastric troubles.

The nuclear medicine expert said that better technologies were now available for treatment. “Using receptors and peptides, the radiation could be passed onto specific targets without affecting the surrounding cells. This also helps in eliminating the side effects which could occur due to radiations”, he explained.

About the safety of radiations, Dr Mittal said that since the emissions were being passed in a very controlled manner, the chance of risk had been eliminated. He added that the officials from Atomic Energy Regulatory Body and International Atomic Energy Agency to check if prescribed standards were being followed were conducting surprise checks. He further said that the entire staff was putting on radiation monitoring devices that quantified the amount of radiations received by the body in a day, week, months and a year. He said that this quantity was far too low than the minimal limits.

Dr Harsh Mohan from the Physics Department of Mukul Lal National College, Yamunanagar, who is the speaker for tomorrow, revealed the applications of yet another radiation technique called Particle Induced X-ray Emission (PIXE). He said that the technique could be applied environmental sciences, medical sciences and industry to detect the elemental composition of different cells and specimens.

“A beam of proton charged ions could help detect the presence of even the trace elements of the object without taking any samples in a matter of few seconds”; he explained adding that the technology could also be applied in archaeology wherein these could help in identification of coins and art specimens. He said that PIXE could be used for testing the ingredients of drugs and elements used in the body of aircraft without causing any destruction.

DC for action against three teachers

The Deputy Commissioner, Mr Raminder Singh, recommended to the Principal Secretary (Education) that three teachers who were not providing midday meal to elementary school students to be chargesheeted.

The teachers against whom action has been recommended include centre head teacher Ajit Singh, headmistress Kashmir Kaur and teacher Manjit Kaur.
The DC, accompanied by the SDM and the DEO Elementary, had found the kitchen meant to prepare mid-day meal closed for a fortnight during his surprise visit to the school.

The teacher Manjit Kaur told the DC that the kitchen had been closed since November 1 and no meal was being provided to the students as there was no ration.

On the contrary, ration for at least five days was found available in the kitchen. Further, none of the three teachers informed their superiors about closing the kitchen. The village sarpanch, Mr Kashmir Singh, also did not know about the development.

Interestingly Ajit Singh, who looks after nine adjacent villages, said the midday meal had also not been provided in two other schools.

PM coming with package for border districts

Prime Minister Manmohan Singh is likely to announce a special package for industrial development in border districts of the state during his visit to Punjab by month end.

Mr. Partap Singh Bajwa, Minister for School Education and PWD, said this in a press conference held at Olympian Surjit Hockey Stadium during the closing ceremony of Surjit Hockey Tournament here today. He said that people of the state had long been demanding subsidies as given to Baddi in Himachal Pradesh.

He said that the four districts, including Gurdaspur, Amritsar, Ferozepore and Tarn Taran had suffered a lot due to terrorism and the 1965 war.

The minister said that the farmers of the state could also expect some debt relief from the PM, as he was likely to announce a waiver of penal interest on loans they had obtained from commercial and cooperative banks. He said that the bank loans amounted to a total of RS 12,000 crore .Of which they would be exempted from paying an amount of Rs 2500 crore, after they had paid back double the principal amount. He said that the loan taken by the farmers from arhtiyas amounted to roughly Rs 13,000 crore who were being coaxed to reduce the interest cap.

Mr Bajwa said that while earlier the rate of interest levied from cooperative banks had been reduced to 7 per cent from 14.5 per cent, the rate was being further reduced to 6 per cent, which he claimed was all-time low.

Another major announcement likely to come for the state on PM’s visit would be pertaining to setting up of international freight facilities at airports in Halwara, Amritsar and Chandigarh.

Kalia, Gupta war of words

Local Congress MLA Raj Kumar Gupta has refuted allegations of corruption levelled against him by BJP leader Manoranjan Kalia. He insisted that he had affected development works worth Rs. 68 crores in the Jalandhar (Central)Assembly constituency.

Addressing a press conference here today Mr. Raj Kumar Gupta, who, was accompanied by Mr. Varinder Sharma, the Media Advisor of the District Congress Committee and Mr. Sudesh Kumar Vij, the Senior Vice President of the District Congress Committee, said Mr. Kalia’s allegations that he had amassed property worth crores of rupees during his tenure as an MLA were baseless.

“My family owns just one kothi and that too has been built after selling our ancestral house and with the help of a loan of Rs. 10 lakh from the local Citizens’ Cooperative Bank. Apart from this, my sons run a factory in a rented premises,” said Mr Gupta.

Interestingly, Mr. Gupta also paraded 13 of 15 councillors of his constituency before media persons and all of them said that Mr. Gupta had worked “day and night” for development of wards falling in his constituency. “ I have affected development works worth Rs. 68 coroes in my area. Each and the detail can be had from the local Municipal Corporation. I am very happy that Mr. Kalia has stated that I am behaving like a councillor. It is a positive sign and it proves that I go to each and every resident of my constituency like a Councillor. I take pride in that,” said Mr. Gupta.

Mr. Gupta alleged that the BJP had been instrumental in making about 5000 “fake” votes in the Jalandhar (Central) constituency and that he and his party colleagues were in the process of identifying such votes.

Sarpanch hands over wandering girl to police

Hoshiarpur, November 15
A 12-year-old girl was found wandering aimlessly in the forest area of Nangal Shaheedan village, 7 km from here, today. Villagers took the girl to sarpanch Resham Singh, who handed over her to the Hoshiarpur police.

According to Mr Lakhbir Singh, SHO, the girl was identified as Sunita of Behreech village in Uttar Pradesh.

The girl, who was a student of Class VIII, told the police that three months ago when she along with Sangeeta was returning from school five persons abducted them.

Later, they brought them to Punjab.

The SHO said the police was trying to contact the Uttar Pradesh police. She would be produced before the SDM, Hoshiarpur, tomorrow.

Two killed

Charanjit Singh (21) of Jasowal village and his friend Inderjit Singh succumbed to their injuries at the Garhshankar Civil Hospital on Wednesday.

According to the police, the victims were returning to their village on the scooter on Tuesday when a vehicle hit their scooter.

The police has registered a case.

Case registered

The Talwara police has registered a case on Wednesday against Mandeep Singh and seven others on charges of assaulting Pankaj Kumar on November 13.

According to the police, Pankaj Kumar was admitted to the BBMB Hospital, Talwara, from where he was referred to the PGI.

Prayer meeting

A prayer meeting will be organised at Company Bag, Jalandhar, on December 25 in connection with the 10th anniversary of Malta Boat Tragedy.

Mr Mehar Singh, spokesman for the Malta Boat Tragedy Probe Mission, said films of the tragedy would also be screened.

CM’s effigy burnt

Activists of the Unemployed BEd Teachers Front, led by their president, Mr Surjit Kumar Raja, took out a march at Garhdiwala, 28 km from here, on Tuesday in protest against the state government for its failure to provide them jobs despite repeated assurances by the Chief Minister and Education Minister. They condemned the lathicharge on unemployed teachers at Bathinda.

Later, they burnt the effigy of the Chief Minister.

2 held on fraud charge

Phagwara, November 15
The local police today arrested Balwinderpal Singh of Hardasspur village and Amber Bhardwaj, a property dealer in Jalandhar, on charges of defrauding Mr Gautam Kapoor of Jalandhar.

Mr Kapoor had struck a deal with them to purchase a piece of land but the accused defrauded him. They allegedly took Rs 65 lakh as advance payment last year.

The Phagwara SDM, Mr Balwinder Singh Dhaliwal, and the ASP, Dr Sukhchain Singh Gill, told The Tribune that Mr Kapoor made a deal with Bhardwaj to purchase the land near Chaheru village. The land belonged to Jarnail Singh. But the property dealer produced Balwinderpal Singh in place of Jarnail Singh and took Rs 65 lakh.

The accused were booked under Sections 419, 420, 465, 467, 468, 471 and 120-B of the IPC.

Gangrape victim moves court

Phagwara, November 15
Disappointed with the police inaction against her “rapists”, a Dalit gangrape victim of Kotrani village has now moved the court here against the culprits in her over two years of struggle to get justice.

The court has now given a notice to the accused to appear in the court on February 17. According to the complainant, she was gangraped on February 13, 2004, by the present sarpanch of the village, a member of the panchayat, two former Punjab police constables, a veterinary doctor and three others but the police denied her justice by not taking any action against these influential persons.

She stated in her complaint that she was hospitalised in a critical condition and that she had the record of medical examination that she was gangraped. But police personnel did not take any action against the accused, she stated. —UNI
