Bhattal made a strong plea for students’ representation on decision
making bodies. She advocated such training for the youth that they were
selected in supervisory and senior positions abroad than being recruited
as labour. Mrs Bhattal made an impassioned plea for the upliftment,
education and training of rural students. The whole society must ensure
that this aspect gets priority. Mrs Bhattal appreciated the
Vice-Chancellor Dr Sobti’s untiring efforts and zeal and assured him
of all support from the state and the Central Government. Dr Sobti
shared Mrs Bhattal’s concern for the students of rural areas and
assured her that Panjab University would do its best for the education
and training of such students. The university would not be complacent as
far as its past glory and recent achievements were concerned. It had
chalked out a vision and envisaging curricula and studies which would
match any global university. In addition, the university was planning to
celebrate its diamond jubilee year in 2007. He made a strong plea for
the release of adequate funds for the maintenance and sustenance of
existing infrastructure. He hoped the Deputy Chief Minister would use
her good offices in getting the arrears and dues of the university
released from the government. He said there was no edge of the world
where Panjab University had not established its glory. The university

Medhavi wins national
elocution contest
Chandigarh, November 13 Speaking on the topic “Protect Nature for Future”, Medhavi represented the region, including Punjab, Himachal Pradesh, Chandigarh and Jammu and Kashmir. “I am feeling on cloud nine at the moment. The feeling is hard to explain in words. Though I have won earlier contests also, representing the city in this national-level competition is really special,” said Medhavi. Sharing her experience with The Tribune, Medhavi said, “My throat got choked just five minutes prior to the competition. I didn’t lose heart and drank four glasses of water at a stretch. But as soon as I got on the dais, I spoke so fluently that even I could not expect it to be so precise.” It all started sometime back when she participated in the ‘singing poem’ contest at the school, named “ A daughter’s promise to her father,” where she secured the first place. After that there were no looking back. Elated over her daughter’s success, Anil Gugnani, a lecturer in Government Model Senior Secondary School, Sector 20, he said, “I am feeling on top of the world. Frankly speaking, I did not expect her to be on top because she behaved very normally”. Her father Anil Gugnani was the person who helped her in preparing for the competition. “The topic she had to speak on had many areas under discussion like wildlife conservation, pollution, ozone layer depletion, acid rain etc. These had to be covered in four to five minutes enunciation. I took help from the internet and Panjab University.” Before going to Dharwad to represent the Chandigarh region, she had also won the region-level debate on the topic, “Indo US Nuclear Treaty”. The contest was held at Ferozepore. This is not all, she won the Cluster level contest on the same topic at Shimla. |
School sites to be licensed for 30
years
Chandigarh, November 13 The committee, chaired by Mr Lalit Sharma, Adviser to the UT Administrator, rejected the earlier plan of leasing out the property. The recommendation has been forwarded to Gen S.F. Rodrigues (retd), UT Administrator, for final clearance. The building and the land will be owned by the Administration and the school will be expected to pay a monthly rent. It has been clarified that the school will fulfill the social obligation of 15 per cent seats for the poor, needy and handicapped. The schools are also expected to provide special classes for meritorious students. The managing committee of the school will have a representative of the Administration. The interested party should have at least five years’ experience in education or should have eminent standing. The school functioning will see no government interference except a member in the governing body to see the overall functioning. The school functioning will be reviewed from time to time. |
Job fest concludes
Chandigarh, November 13 These students would be given jobs by nine different companies including Hexaware and
GTL, along with Indian and international universities. In all, over 1100 students from 36 colleges across the state from colleges affiliated to the Punjab Technical University, Guru Nanak Dev University, Punjabi University, and University Institute of Engineering and Technology participated in the fest. |

Mohali, November 13 Students dressed as food items like Maggi and green vegetables conveyed the message of healthy food habits and no to junk food. Tiny tots (LKG-II) dressed in colourful attires looked like little angels. Children were told about their first Prime Minister, Pandit Jawaharlal Nehru, whose birthday is celebrated as Children's Day as he had great love for children and was popularly called "Chacha Nehru" by them. The children actively participated in various activities like drama, dance, poetry and singing. A skit on the cartoon character "Noddy" was presented by class II students. They presented a Punjabi dance, speeches on Pt Nehru and poems like 'Hamare Chacha Nehru' and 'Aaya Bal Divas'. |
Centre proposes legislation
for welfare of the old
Chandigarh, November 13 Disclosing this here today, Mrs. Meira Kumar, Union Minister for Social Justice and Empowerment said this tribunal would aim at counselling the youngsters and inspiring them not to ill-treat their parents. She said the violation of this Act would invite punishment which would be used as a last resort. This punishment would act as a deterrent for the children and would stop them from ill-treating their parents. This law, in favour of the elderly parents, would soon be formulated, she added. She was speaking to mediapersons after the inauguration of a two-day photo exhibition on the life of her late father and former Deputy Prime Minister, Babu Jagjivan Ram, at the Haryana Vidhan Sabha. Soon after the inauguration of the exhibition by the Haryana Chief Minister, Mr Bhupinder Singh Hooda, Mrs. Meira Kumar took him round the photo exhibition, explaining events in the life of the former Deputy Prime Minister. Thanking the Chief Minister for organising the exhibition in the Haryana Vidhan Sabha, Mrs Meira Kumar said the exhibition would give knowledge as to the ideals and principles followed by Babu Jagjivan Ram for maintaining high standards of our democratic set-up and parliamentary system. This exhibition would inspire the youngsters to follow the footsteps of Babu Jagjivan Ram, she said. Speaking on the occasion, the Speaker of Haryana Vidhan Sabha, Dr Raghubir Singh Kadian, said that Babu Jagjivan Ram worked for the welfare of the poor and the downtrodden throughout his life. Through the medium of the exhibition, people would come to know about the struggle made by this humble man. He said this exhibition would inspire new MLAs to fight for the rights of the poor and the needy. Paying tributes to Babu Jagjivan Ram, Mr Hooda said the late leader was a source of inspiration as he achieved success in all fields of life. His vast field of experience would teach the young generation how to continuously fight against injustice. The exhibition is showcasing 200 pictures on the life of Babu Jagjivan Ram and has been jointly organised by the Haryana Vidhan Sabha and the Directorate of Advertising and Visual Publicity, Government of India. Those present on this occasion included the Health Minister, Mrs Kartar Devi, the Education Minister, Mr Phool Chand Mullana, the Parliamentary Secretary, Health, Dr Krishna Pandit, Mr Ranbir Mahendra, Mr. Satbir Pharwana, Mr Amir Chand Makkar, Mrs Anita Yadav, Mr Ramesh Kaushik, Mr Dura Ram and Mrs Raj Rani Poonam besides many MLAs. |
Sex scam: Judgement on bail pleas reserved
Chandigarh, November 13 Today, counsel for the CBI, Mr Rajan Gupta, reiterated in the court that the victim of the rape was a minor. Strongly opposing grant of any relief in the shape of bail to the accused at this stage, Mr Gupta said there were apprehensions that the powerful accused might tamper with the evidence and influence the witnesses. In his effort to establish the age of the victim, who, the prosecution has claimed, was a minor when the rape took place, the CBI counsel submitted the certificate of a Srinagar school as also statements of her parents. While opposing the bail plea, the CBI counsel said if they were released during the trial, it would be prejudicial to the interest of justice as the accused include a BSF DIG, two former ministers, two DSPs and a lawyer. Countering the claim of some of the accused that they had no knowledge of the age of the girl at the time of the incident, the CBI counsel referred to a judgement of the Supreme Court which, he pointed out, has held that the knowledge whether or not the victim was minor was irrelevant because the mere fact of having sex with a minor will expose the accused to the offence of rape. |
Charges framed against MCC's Acting Chief Engineer
Chandigarh, November 13 A case under the Prevention of Corruption Act, read with sections 406, 409, 420 and 120 B of the IPC, had been registered against the Chief Engineer by the UT Vigilance Department in 1998. After the production of the challan in the court, the case was being heard on day-to-day basis. Following the registration of the case, The Chief Engineer had been chargesheeted in June 1998 and then suspended in July 1998. He was later reinstated following a court. It may be mentioned that in November 1997, the Income Tax Department, had found certain documents, including tow diaries containing details of commission pocketed during purchases made by the Engineering Department. The details were then forwarded to the UT Vigilance Department. The details in the diaries then led to the registration of FIR against Mr K.B. Sharma and others. |

Chandigarh, November 13 The seminar was organised for sensitising the people about the legal rights and benefits available to them under Section-12 of the Legal Services Authorities Act-1987. The seminar attended by a large gathering of students and faculty of the college was addressed by Ms Madhu P. Singh, an advocate. Mrs Reeta Handa, Law Officer, State Legal Services Authority, Chandigarh, said any person belonging to the categories namely SC/ST, women, children, disabled or person in custody or any other person having an annual income of less than Rs 50,000 intending to get disputes settled at pre-litigative stage may approach the State Legal Services Authority, UT, Chandigarh. |
