Mufti Sayeed leaves for New York

Former Chief Minister Mufti Mohammad Sayeed today left for New York on an “important mission” as head of a non-official Indian delegation to attend the 61st session of the United Nations General Assembly (UNGA). The first Muslim Union Home Minister of independent India will also be the first Kashmiri to represent the country at the UN as head of a non-official delegation.

In a third incident of its kind in the past eight days, a soldier allegedly killed his senior and injured a colleague with his service rifle in Udhampur district.

The Jammu and Kashmir High Court has directed the state government to provide a list of prisoners facing trial who have not been produced in courts for proceedings for the past six months or more.

Woman killed, 3 hurt in blasts

Jammu, October 29
One woman was killed and three others injured in two separate blasts in the state whereas security forces seized 10 kg of explosives and other ammunition since last night, official sources said today.

Also, a Lashker-e-Toiba militant was arrested and four young men were rescued by the troops. Security forces also shot dead three militants in a gun-battle during the past 24 hours.

The woman, identified as 35-year-old Sharief Begum, was on her way home from a neighbouring village in Mahore of Udhampur district when she stepped on an IED that exploded, killing her on the spot, they said.

A labourer working with the General Reserve Engineering Force, Dhani Ram from Punjab, was injured in the blast and hospitalised.

In Samba tehsil of Jammu district, two villagers — Puran Kumar and Bashir Ahmed — were injured today when a mortar shell crossed an Army firing range in Dinga Ambh area and exploded near them.

They were shifted to the Government Medical College and Hospital here for treatment.

Meanwhile, during a search of the Chungus forest belt in Rajouri district, troops found a militant hideout from where they seized 5 kg explosives, one pistol, one magazine, one grenade thrower, 13 hand grenades, one radio set and 708 AK rounds.

From another hideout busted in the Khanater Top area in Poonch last night, they seized 2 IEDs, 200 AK rounds, 13 pistol rounds, six pika gun rounds, seven grenades, 65 detonators and two mortar shells, the sources said.

A Lashker-e-Toiba (LeT) militant was arrested today and four young men he was trying to recruit forcibly were rescued from Udhampur district, a senior army official said.

Acting on a tip-off from villagers, the Army conducted raids in the Kilanwali Doke area and arrested a militant Riyaz Ahmed early today, head of 16 Corps’ media cell D.K. Badola said.

Four youngsters — aged between 13 and 19 years — were rescued and will be handed back to their families, he said.

Security forces also shot dead three militants in a gun-battle at Kasblari village in the Mendhar area of Poonch district last evening.

Some arms and ammunition were seized from the encounter site. — PTI, UNI

Timing for self-rule theory not appropriate: Azad

Even as the Congress party is “strongly comfortable” with the PDP, it is not happy with the timing of its alliance partner’s theory of self-rule being strongly advocated as the basis of solution to the problem of Jammu and Kashmir.

The self-rule theory has come out “without a consensus” with other political parties in the absence of a working group on Centre-State relations which awaits the appointment of its chairman.

“I am not against the theory of self-rule and what PDP feels about it,” said the Jammu and Kashmir Chief Minister, Mr Ghulam Nabi Azad, in an informal chat with a group of newsmen here today.

He said the PDP leaders, apart from the Opposition National Conference, BJP and other parties, had every right to express their views. But, he said the PDP should wait for the working group meeting related to the subject, where all the parties could express their views “otherwise lines will be drawn.” “It should have come as a consensus,” the Chief Minister opined. Mr Azad said the Congress party was yet to express its views on the subject that would be put forth at an “appropriate forum.”

The working group on the Centre-State relations has been the only out of five groups proposed at the second roundtable conference held here in May this year, which did not have its meeting in the absence of a chairman. The appointment of its chairman, a man of eminence and acceptable to all concerned political parties, may take some more time, according to Mr Azad.

Referring to the National Conference’s stand on the working groups, the Chief Minister said efforts were on to rope in even the separatist parties and there was no question of mainstream parties like the NC opting out.

The National Conference last week announced its decision not to attend the working groups meetings or a roundtable meet unless the violation of human rights was stopped. This followed the alleged death in custody of a youth, Mohammad Maqbool Dar, in Budgam district on October 21.

The moderate faction of separatist Hurriyat Conference invited to the second roundtable in Srinagar stayed away.

The UPA government had early in June approached the former Chief Justice of India, Mr Justice A.M. Ahamadi, to head the Working Group on strengthening relations between the Centre and Jammu and Kashmir. Though Justice Ahmadi had agreed to head the working group on the Centre-State relations, however, he stepped down.

The working group on the Centre-State relations is yet to hold its meeting while all other groups had had their meetings with the representatives of various political parties.

Soon after announcing five working groups at the end of two-day roundtable conference here on May 25, the Prime Minister, Dr Manmohan Singh, had said the issues of PDP’s self-rule and NC’s autonomy would be taken up by the group on Centre-State relations along with other related aspects.

Mufti Sayeed leaves for New York

Srinagar, October 29
Former Chief Minister Mufti Mohammad Sayeed today left for New York on an “important mission” as head of a non-official Indian delegation to attend the 61st session of the United Nations General Assembly (UNGA). The first Muslim Union Home Minister of independent India will also be the first Kashmiri to represent the country at the UN as head of a non-official delegation.

During his 10-day stay there, Mr Sayeed would meet a cross section of world leaders.

A Peoples Democratic Party (PDP) statement said the former Chief Minister’s visit would be an important step towards accelerating the ongoing peace process in the state.

Mr Sayeed had recently held discussions with Prime Minister Manmohan Singh and his predecessors Atal Bihari Vajpayee, I.K. Gujral and V.P. Singh, besides UPA chairperson and Congress president Sonia Gandhi over the political scenario in the strife-torn state.

At the UN, Mr Sayeed will present the PDP’s position paper on the self-rule formula as the final, viable and realistic solution to the Kashmir issue. — UNI

Jawan shoots senior, injures colleague

Jammu, October 29
In a third incident of its kind in the past eight days, a soldier allegedly killed his senior and injured a colleague with his service rifle in Udhampur district.

Satyam Kumar, a soldier of Signals Regiment, shot dead Havaldar Padamrajan and injured signalman Balwan Singh after he had an argument with the former late last night, the police said today.

Kumar had a verbal duel with Padamrajan over some security issue at an army camp in the Rehambal area, falling under Northern Command Headquarters, the police said.

An enraged Kumar then allegedly opened fire with his rifle, killing Padamrajan on the spot and injuring the other.

On hearing the gunshot, senior officers and jawans reached the scene and Kumar surrendered before them, the police said, adding that a court of inquiry had been ordered by the Army in this connection.

Balwan Singh condition is stated to be critical, doctors said. Kumar was later handed over to the police and a case of murder registered against him. — PTI

HC asks govt to provide list of prisoners facing trial

The Jammu and Kashmir High Court has directed the state government to provide a list of prisoners facing trial who have not been produced in courts for proceedings for the past six months or more.

The order was passed yesterday on three petitions by family members of some prisoners, alleging that their kin were being held in different jails outside the state and had not been produced before courts for trial for long.

Mr Justice B.A. Kirmani, after hearing advocate M.A. Qayoom, who appeared for the petitioners, and Additional Advocate General M.A. Rathore, accepted the petitions for hearing and treated them as public interest litigations.

The court, in an interim order, directed the state to file a reply giving up-to-date position on prisoners who have not been produced in courts for proceedings for six months, one year and more than one year, and the jails in which they are being held.

Since the list already furnished covers only Kashmir province, the judge sought a similar list of prisoners from Jammu. — PTI

Four die as tanker rolls into gorge

Jammu, October 29
Four persons, including a woman and a child, were killed today when a tanker fell into a gorge in Rajaouri district.

A tanker carrying the four, including the driver, was on the way to Bhudal from Rajaouri town when the mishap took place last night, the police said.

The driver lost control of the vehicle and it rolled into a 150-foot gorge near Hyam bridge in Bhudal belt, they said, adding that all four occupants died on the spot.

The deceased have been identified as tanker driver, Panjan Singh, cleaner Dilla Ram, his wife Kaki and their son, the police said. — PTI

25 hurt as bus overturns

Srinagar, October 29
At least 25 passengers were injured, five of them seriously, when a bus overturned in Baramulla district today, official sources said.

The private mini bus overturned at Sellu, 50 km from here, on the Sopore-Baramulla road after its driver lost control this afternoon.

Twenty-five persons travelling in the bus were injured in the accident and were taken to a nearby hospital. — PTI
