Doctors in quandary over sealing threat

Doctors owning nursing homes in residential areas of urban estates developed by the Haryana Urban Development Authority (HUDA) are running from pillar to post to save their establishments from sealing.

They face the threat of sealing following the formation of a committee in August last by the Punjab and Haryana High Court to monitor the implementation of directions issued by the Supreme Court in November, 1996, to stop commercial activities in residential areas developed by HUDA.

The directions were issued on a writ petition filed by the All-Sectors (HUDA) Market Welfare Association, Faridabad, in 1995.

While issuing the directions, the apex court referred the case to the Punjab and Haryana High Court for monitoring. The High Court in August last constituted a committee comprising the Advocate-General of Haryana and senior advocate Balram Gupta to monitor the action being taken by various authorities to implement the court orders.

After that, in view of the festival season, the drive was slowed down. A committee set up by the state government recommended that a notification should be issued allowing “mixed land use” policy. Certain commercial activities were to be allowed in residential areas. Though the committee made its recommendations early this month, the notification is yet to be issued.

HUDA has regularised nursing homes and clinics built in residential areas before December 31, 1991. The cut-off date was fixed as after that HUDA had offered sites for setting up nursing homes.

The Haryana unit of the Indian Medical Association (IMA), has given a representation to the Chief Minister, Mr Bhupinder Singh Hooda, and the HUDA authorities to regularise the nursing homes which came into existence on or after January 1, 1992.

The IMA says most of the nursing homes in the state were set up after the cut-off date. It argued that most of the doctors practicing in the residential areas were at the fag-end of their career. It was very difficult for them to rebuild and start their clinics and nursing homes.

The representations also pointed out that nursing home sites allotted by HUDA themselves were in residential areas. The sites were not only improperly located at inconvenient place, their size was no bigger than residential plots. Nor these sites had been provided with extra facilities like a separate sewerage system or separate electricity lines.

Doctors say clinics in the residential areas mean healthcare at the doorstep of the people in a state where the healthcare infrastructure is far behind that in surrounding areas like Delhi, Chandigarh and Mohali.

Already, the Delhi and Chandigarh Administrations have a policy to allow nursing homes in residential areas. Even the Supreme Court has now permitted nursing homes in residential areas.

Senior officers leave district headquarters, flout rule

Many officials posted at district headquarters here seem to have been hit homesickness. Led by the Deputy Commissioner, a several senior officers and heads of district offices leave here out daily to reach homes outside the district to be with their families.

Service rules of the government officials have directions for them to be stationed at the place of their postings, the directives are being given a damn by the officials posted in this district. These officers also claim house rent allowance (HRA) apparently on fake local addresses besides misusing official vehicles, for travelling to their homes. This has been a routine for most of the officials since this town was upgraded as district in 1998.

Enquiries revealed that officials, who daily shuttle between hometowns and offices at the district headquarters include District Food and Supply Commissioner (DFSC) JB Gondia, District Development and Panchayat Officer (DDPO) Ajay Mishra, District Revenue Officer (DRO) KK Sharma, District Public Relations Officer (DPRO) Ved Prakash, Executive Engineer (XEN) of Panchayati Raj Yashvir Singh, XEN PWD (Building &Roads) BS Dahiya, XEN, Irrigation Department BS. Chhikara, Programme Officer Tarulata, District Horticulture Officer Attar Singh besides the several junior officers.

Deputy Commissioner Suprabha Dahiya and a couple of other officers are in the group of frequent fliers who stay at their official residences for two to three days a week. While the DC, DPRO, XENs of PWD (B&R) and Irrigation department commute from Rohtak, DRO and DDPO join their families in Gurgaon and Dadri, respectively. Similarly, the XEN Panchayat Raj comes to office from Sonepat and the DFSC comes from Bhiwani.

Admitting that the district officials should be based at the headquarters, Divisional Commissioner, Rohtak, N.C. Wadhwa said he would talk to the DC, Jhajjar if this has been the practice. He stated any officer could leave the headquarters only with the permission of the DC. However, when confronted that the DC herself is one of them, he said, "She has discussed verbally with him about her movement out of the headquarters. Since her husband is based in Rohtak, she occasionally joins him as the town is not too far from Jhajjar". The Commissioner, however, stated that if a number of officials leave station then it is a matter of serious concern.

In fact, the long list of incumbency rolls hanging in the offices proved that most of the officials are never willing to be posted here. As an official said while requesting not to be quoted, "A transfer here is deemed as punishment posting. As soon as an officer is shifted here, he starts lobbying for being transferred to his/her place of choice." Interestingly, for DDPO Ajay Mishra, this seems to be the best place of posting. Barring a few months when he was posted elsewhere, he has been sailing here for past eight years. He daily come from his home in Dadri, a subdivisional town in Bhiwani.

This laxity in performing duties encourages subordinate employees to play truant. Late arrival and early departure by the employees is an inconvenience to the visitors who came to offices. Given the political importance of the district as it is the home district of Speaker Raghubir Singh Kadian and also part of the Rohtak Lok Sabha segment which is hometown of the Chief Minister, the sources held, these officials must have some understanding with their political bosses, otherwise leaving the headquarters, claiming HRA of fake addresses and misuse of official vehicles could have been major ground for a disciplinary action.

Cop killed by runaway truck, one arrested

A truck, allegedly involved in a road mishap, gave a tough time to the police personnel of Bhiwani, Hisar and Jind districts before being intercepted by the police late last night.

However, a Head Constable, Bhim Singh posted at Mundhal, was killed after being hit by the truck while he was chasing it along with another policeman.

Two occupants of the truck, Karan Singh of Pai and Nand Lal of Kanha Kheda, have been arrested and their truck was also impounded by the police. Nand Lal, who had sustained bullet injuries on being shot at by a policeman, has been hospitalised under the police custody.

However, the owner-cum-driver of the truck, Hoshiar Singh, alias Leelu of Kapdo village, managed to escape. A case of murder has been registered at the Narnaund police station in this regard.

According to police sources, the cops on duty at the Mundhal police post last night got a wireless message that a truck, which was involved in a road mishap near Tigrana turn, was heading towards Hisar.

On getting the information, the Mundhal police put up a “naka” at the main chowk of the village. On seeing the truck approaching, the policemen signalled the driver to stop the vehicle. However, the driver broke the “naka” and sped away on the Bhiwani-Jind road.

The policemen immediately informed the Narnaund police station and the Baas police post about the truck. At the same time, Head Constable Bhim Singh and Constable Rohtash of the Mundhal police post chased the truck on a motor cycle.

When they tried to stop the truck near Baas village, the driver allegedly manoeuvred the vehicle to hit the cops’ motor cycle. Both policemen were injured. Police personnel from Baas village took them to a hospital, where Head Constable Bhim Singh succumbed to injuries.

The truck driver also smashed the “naka” put up at Baas village and sped towards Jind. In the meanwhile, a policeman fired at the truck, injuring the second driver, Nand Lal. Finally, the truck, bearing registration number HR 38-E-5244 was intercepted by the Jind police and two of its occupants arrested.

Consumer forum directs insurance company to pay compensation

A woman of Sillikalana village, near Radour here, whose factory M\s Ujjwal Pipe Industry was insured against theft, was burgled on the night of January 6, 2004, and thieves took away good stocks worth Rs 2,67,810. However, National Insurance Company did pay the full compensation to her. The entrepreneur took the matter to the District Consumer Disputes Redressal Forum and latter directed the insurance company to pay the full amount and another Rs 20,000 as compensation.

The owner of the factory, Ms Neelam Rani, had moved an application in the forum. She had established that the factory was started after taking a loan from Canara Bank and got insured against any losses.

When she filed for claim with the insurance company the latter send a surveyor and the company issued a cheque of Rs 88,657.

In the application, she stated that she acknowledged the cheque under protest and immediately wrote a letter to the insurance company. When the company did not respond she sent a legal notice to the insurance company.

Her counsel, Mr G.D. Gupta, argued that non-disbursement of the claim as per the material stolen was deficiency in service on part of the insurance company.

The counsel for the insurance company took the preliminary objection that the complainant’s firm was a commercial establishment and therefore, the complaint under the Consumer Protection Act was not maintainable. It was further argued that the company had paid Rs 88,657 after the survey.

The president of the forum ordered the insurance company to make the balance payment of Rs 1,79,153.60 along with 12 per cent interest after three months of the burglary and Rs 20,000 as compensation.

Hooda govt working against farmers: JD (U)

National president of the Youth Wing of the Janata Dal(U) Gobind Yadav today alleged that the Congress governments at Centre and Haryana were working against the farmers’ community on the pretext of setting up special economic zones (SEZ). How would farmers spend their livelihood when there would be no land with them, he asked. Mr Yadav was addressing a meeting of the JD (U) Youth Wing workers at the Shakuntala Palace here. The president of Women Wing of the party, Ms Laxmi Goswami, was also present on the occasion.

Mr Yadav further alleged that Manmohan Singh led-UPA government at the Centre and Bhupinder Hooda’s government in Haryana were playing the role of property dealer for big capitalists by establishing SEZs. “The governments are buying land from farmers at cheap rates and selling them to capitalists on higher rates and this exercise will ruin the peasant community and they will lose their fertile agricultural land,” he observed.

He further said Haryana stood as number two in producing wheat and rice but after coming SEZs into existence, the state would have to import these commodities.

Mr Yadav said traders were being harassed in the name of sealing in Haryana.

He called upon the party workers to create awareness among the masses about the demerits of SEZs.

The state president of the party, Mr Mahender Singh Yadav, expressed concern over the prevailing undeclared power cuts. He said the state was crying for power and industries were suffering a lot.

Industries hit hard by lack of power supply

Industries have been hit hard due to the lack of power supply in Ambala.

The HSIDC Estate Industries Association president, Mr D.C. Gupta, said even though the Haryana Chief Minister was putting in an effort for the growth of industry, the present scheduled power supply to the industries was barely 8 hours per day. It was also further reduced to trippings, breakdowns, line maintenance and power house maintenance.

Mr Gupta said industries located in industrial estates were the worst hit, while industries connected with urban/mixed urban feeders were getting power supply for more than 16 hours a day, which definitely amounted to discrimination. “The ground reality regarding power supply to industries is highly discouraging, rather damaging particularly for the small-scale sector,” he said.

He said at the moment, the industrial sector, particularly industrial estates, were the most victimised by the Electricity Department. The industrial sector might be on the top priority of the Chief Minister, but on the basis of the ground reality, the industrial sector came lowest on the priority of the Electricity Department.

Mr Gupta observed that in the present era of heavy competition, it was impossible for the small-scale industry to run on diesel gensets. He said the Haryana Chief Minister, Mr Bhupinder Singh Hooda, should look into the matter and take remedial measures.

Wife, in-laws booked for man’s murder

Young man Kuldeep Yadav of Koyalpur village of Jhajjar district was allegedly poisoned to death by his in-laws at Bhakli village near Kosli on Friday evening.

After the post-mortem examination at the civil hospital here yesterday the body was handed over to the family of the deceased by the police.

Sneh Lata Yadav a daughter of Ram Kishan Yadav of Bhakli village married Kuldeep Yadav on May 13, 2006, had been living with her parents at Bhakli for the past some time due to strained relations with her husband.

When Kuldeep Yadav, after his first rapprochement bid on October 17 failed due to his in-laws’ attitude , came to Bhakli again on Friday ( October 27) to take his wife Sneh Lata to Koyalpur, he allegedly was administered poison which resulted in his death.

On a complaint by Dharambir, a cousin of the deceased, the Kosli police has registered a case under Sections 302, 34 of the IPC against his wife Sneh Lata Yadav, father-in-law Ram Kishan Yadav and mother-in-law Ram Rati Yadav.

Dr G.N. Singh, Director, Pharmacopoeia Commission of India, New Delhi, claimed this while speaking on the concluding day of a seminar on “Recent Trends In Innovative Drug Discovery and Research” at the Guru Gobind Singh College of Pharmacy here today.

He said it was the need of the hour to go into the depth and find out how the country could compete in the drug manufacturing industry worldwide.

He said the Union Government had decided to set up a Central Drug Regulatory Authority in the country, which will be an independent body for making drug control policy.

He asked students to use Internet facilities to equip themselves with latest know-how.

Dr Om Prakash, Chairman, Department of Pharmacy and Dean, Research and Development, Kurukshetra University, appreciated the developments taking place in the pharmaceutical sciences.

He emphasised the need for strengthening infrastructural facilities in the pharmacy institutions to cope with the demands of the profession.

Earlier, Mr Swarn Singh Athwal, vice-president of the college, welcomed the guests.

One held for cheating in exam

For the first time in Haryana, mobile towers in the vicinity of examination centres were made inoperative to ensure that no ‘`hi-tech’’ cheating takes place.

The move proved to be a success with only a solitary case of a candidate attempting to use a camera mobile phone during the examination being reported in Ambala.

The examination for the post of Excise and Taxation Inspector was held this morning. The authorities were geared up to ensure that no cheating took place.

A candidate, Sri Bhagwan, was caught red-handed while he was using a camera mobile phone in the examination centre in DAV Public By the Riverside in Ambala Cantt. He was caught by the supervisory staff and within minutes, the flying squad of the Haryana Staff Selection Commission headed by commission member Ashok Jain reached the spot.

Deputy Commissioner Langyan and Superintendent of Police Amitabh Dhillon rushed to the centre as soon as they received information about the cheating case.

Mr Amitabh Dhillon said following a directive, the mobile towers in the vicinity of the examination centres were made inoperative. “The mobile towers were inoperative only for the duration of the examination and normal telecom services resumed as soon as the exam was over,” he said.

He confirmed that a candidate was caught in an examination centre. “The candidate had taken photographs of the question paper on his camera mobile phone and was planning to transmit it in MMS form,” he said.

YC chief flays Hooda

Trouble is brewing for the Congress with District Youth Congress president Bhoom Singh Rana today criticised the functioning of Haryana Chief Minister Bhupinder Singh Hooda.

Mr Rana has written a letter to the Congress President, Ms Sonia Gandhi, pointing out the shortcomings in the Hooda government.

Talking to mediapersons here today, Mr Rana said Youth Congress activists had been ignored by Mr Hooda and his ministers. He said due honour had not been accorded to the activists. “There is widespread discontentment among Youth Congress leaders and workers towards the Haryana Government,” he said.

Mr Rana said all activists were feeling insulted. “Nobody is willing to listen to the activists and there was no role to play for the Youth Congress in governance,” he said. “The government is now pursuing anti-people policies. The land of the farmers is being wrongfully acquired and being handed over to industrialists,” he added.

He opined that Mr Hooda did not have control over the administration and this had led to officialdom ruling the roost in the state.

Mr Rana presided over a meeting of the activists at the PWD Rest House in which it was decided that MP Kuldeep Bishnoi will be invited for a tea-party at Ambala Cantt. The tea party will be held at Anaj Mandi in Ambala Cantt on November 26. A number of Congress leaders are expected to participate in the party.

Son donates dead father’s eyes

The local eye surgeon, Dr Rajeev Sood, with his team members after taking the eyes from the body a few hours after his death sent them to City Eye Bank, Chandigarh.

Dr Ashok Sharma, member executive committee, Eye Bank Association of India, in a letter acknowledging the receipt of donated eyes expressed profound grief at the demise of Mr Rajinder Pal and appreciated the family members for taking the noble and timely decision to donate his eyes.

In the letter addressed to Deepak, Mr Sharma said the donated eyes will help in the restoration of eyesight of blind persons. He called it a great humanitarian gesture and service to the nation.

Dr Rajeev Sood said the healthy eyes of any person could be donated provided these were extracted within four hours of death in the summer and within six hours in the winter season.

11 of family get life term for murder

The District and Sessions Judge, Mr Lachhman Dass Sharma, yesterday sentenced 11 persons to life imprisonment for the murder of a person at a Dhani near Bhuna town in this district.

All 11 belong to the same family. They include four bothers, their father and two uncles. The convicts will also have to pay fine of Rs 17000 each.

Mahabir Singh, a resident of Bhuna, had lodged a complaint with the police on June 3, 2002 that Darshan Singh, Atma Ram, Uggar Sein, Sharvan, Mohinder, Sheo Nath, Chailu Ram, Hanuman, Rohtash, Bhagirath and Om Parkash had killed his brother Vinod Kumar after an altercation over watering the fields.

He had alleged that the accused tried to stop his brother from watering his fields. When his brother did not pay heed to their threats, they attacked him with sharp-edged weapons. Vinod was seriously injured in the attack and succumbed to his injuries in the hospital.

The police had registered a case of murder and put a challan before the court. The court, holding the accused guilty of offense sentenced them to life imprisonment.

10-year jail for jeep driver

A jeep driver was sentenced to jail for 10 years yesterday crushing a man to death and injuring five others. The Additional District Judge Surender Kumar awarding the sentence fined him Rs 2500. Satvir Singh of Lutanapurna village had fixed marriage of his son Sanjay for July 2, 2005 at Vidhwan village. He had hired 10 jeeps for the marriage party but an altercation took place between Satvir and jeep driver Jogender offer money. Jogender, threatened Satvir if fare was not paid to him advance.

Satvir and other family members left for the marriage venue but Jogender intercepted them near Jhumpa Khurd village and rammed his jeep into the jeep in which Satvir and other were travelling. Jogender crushed Satvir to death while others Satvir, Sandip, Praveen, Pawan, Dalip received serious injuries.

The court convicted the accused under Section 304 of the IPC and also sentenced to undergo three year imprisonment under Section 308 of the IPC and fined him Rs 500.

2 cheated on pretext of jobs for sons

Two residents of Matindu village have been allegedly cheated of Rs 2.80 lakh by two migrant labourers from Bihar on the promise of arranging government service in the Railways for their sons.

On the complaint of Jagbir and Daya Kishan, the police has registered a case of cheating against Mohan and Akhilesh who are missing.

The accused allegedly convinced Jagbir that as the Railway Minister, Mr Lalu Prasad, was their distant relative, they would arrange a job for his son. And on their assurance, Jagbir paid Rs 2 lakh to them.

Later, Jagbir informed Daya Kishan and he also paid Rs 80,000 for arranging a job for his son. After waiting for four days, the victims lodged a complaint with the police.
