Jalandhar, October 28 Earlier in the day, the polling marred by clashes at some places, injuring SAD district vice-president Baldev Singh Dev and his son Rajpreet Singh. Congress candidate Sushil Kumar Rinku was polled 3,619 votes, whereas BJP candidate Yash Pal could get only 1,737 votes. All other four candidates lost their deposits. They included Sucha Singh of the BSP (267 votes), Independent Tirath Ram (155 votes), Uma Bharti’s Bharatiya Janshakti Party candidate Devendra Arora (63 votes) and Independent Sucha Singh (36 votes). Fifty-seven per cent of total 11,526 votes were polled. Meanwhile, a former BJP minister, Mr Manoranjan Kalia, alleged that DSP Jagmohan Singh and SHO Nirmal Singh remained mute spectators when several Congress workers attacked SAD-BJP workers, led by SAD vice-president Baldev Singh Dev. Baldev Singh Dev and his son Rajpreet Singh were injured in the attack and were admitted to the Civil Hospital. Mr Kalia said the BJP had sent a complaint in this regard to the Chief Electoral Officer. The ward no. 33 seat became vacant with the death of councillor Ram Lal, who had won the elections as an Independent candidate but later joined the Congress. This time the Congress gave ticket to his son Rinku. |

Cattle fair ground re-auctioned at ‘minister’s behest’
Kapurthala, October 28 The first auction of the ground was held in Jalandhar on July 11, this year. Mr Kashmir Singh of Pandori Arayian village in the Bholath subdivision paid Rs 17 lakh for the ground for eight months from August 1, 2006, to March 31, 2007. The Director, Rural Development and Panchayats, Mr Husan Lal, cancelled the auction despite Mr Kashmir Singh depositing the auctioned money in equal installments every month in advance. Talking to The Tribune, Mr Kashmir Singh alleged that the first auction had been cancelled at the behest of a Punjab Cabinet minister as the latter wanted the ground to be reauctioned to group of contractors close to him. The first auction had been held in Jalandhar in free and fair manner in the presence of several PCS officers, including the Deputy Directors, Mr Narinder Singh and Ms Raminder Kaur Bhuttar. When contacted, Mr Husan Lal denied allegations of political pressure for the cancellation. On the contrary, he claimed that he had been pressured by politicians at Mr Kashmir Singh’s behest to withdraw his decision of cancelling the first auction. The Director said he had received directions from the Punjab and Haryana High Court that decision regarding the auction should be taken after hearing both the parties. The petition in this regard was filed by Mr Raj Kumar of New Kartar Nagar, Jalandhar. He heard the arguments of both parties and decided to re-auction the ground on October 27. He said the other party might have been hindered during the first auction. Meanwhile, the grounds were re-auctioned to Mr Chini for Rs 34 lakh at the Kapurthala Zila Parishad office yesterday. Mr Kashmir Singh said he would challenge the decision in the High Court. |
‘New Act needed to deal with debt of farmers’
Amritsar, October 28 Stating this, Mr Kashmir Singh Patti, Chairman, Sikh Gurdwara Judicial Commission, said financial condition of the farmers had worsened as the laws and legislation had proved to be ineffective. He said the Damdupat, a branch of the Hindu Law of Debts and Usurious Act, 1918, and the Punjab Relief Indebtedness Act, 1934, had become redundant. A study would reveal all the defects in shortcomings in the Acts while dealing with agriculture debts in the present circumstances. Mr Patti said there was an urgent need to pass a new ‘Relief of Agriculture Indebtedness Act’. He said the act should govern all debts of agriculturalists in respect of the financial institutions such as banks, cooperative societies, cooperative banks and private moneylenders, including commission agents. He said the term ‘debtor’ should be taken as defined in the 1934 Act and it should include all liabilities of a debtor in cash or in kind, secured or unsecured. He further said the Act must define in clear terms that the interest on agricultural debt shall be simple and not compound and creditors should not be allowed to get interest more than the principle in any way for any loan connected with agriculture. The Chairman, SGJC, said violators of the Act should be penalised with imprisonment, fine or both, the offence under the act should be cognizable and without bail. He said this Act would benefit the agricultural debtors and the government and would check exploitation by creditors. |
Seminar on intellectual property rights
Amritsar, October 28 The Ministry of Human Resource Development sponsored it. Various issues relating to IPR and its impact on India and its economy were discussed. Dr R.S. Bawa, Registrar, Guru Nanak Dev University, was the chief guest, while Dr P.S. Reikhy of the Department of Economics of the university, presented the keynote address. Dr Bawa said India could not escape from the patent Act due to international obligation under the World Trade Organisation regime. He said the Act was passed in 2005 but many clauses were left in vague deliberately by the government due to which it become difficult to really understand the pros and cons of the Act. Dr Reikhy said in India, sections with vested economic inclinations had given an alarming rise to the problem of imitation, duplication and piracy, denting the real talent skill and expertise. The technical revolution had given a steep rise to these challenges at different levels depending upon the level of mental ethos. |

Amritsar, October 28 Prof T.D. Narang, Dean, Academic Affairs, of the university, addressed the young artists. The festival started with bhangra competition in which NJSA Government College, Kapurthala, Government GN College, Kala Afgana, and Government College, Gurdaspur, took part. In the fancy dress competition, Government College, Patti; GGS Government College, Jandiala; Government Arts and Sports College, Jalandhar; Government College, Gurdaspur; SGAD Government College Tarn Taran; Government College, Ajnala; Government College, Bholath; Government Guru Nanak College, Kala Afghana; SR Government College for Women, Amritsar; and NJSA Government College, Kapurthala, took part. |
Cong, SAD-BJP win 1 seat each
Batala, October 28 From ward no. 11, the Congress candidate, Mr Sanjeev Sharma, defeated the SAD-BJP candidate, Mr Jaspal Singh Jassa, by 142 votes. Whereas from ward no. 33, the SAD-BJP candidate, Mr Ram Sharan Bhatia, emerged victorious by defeating the Congress candidate, Mr Inder Mohan Sanan, with a margin of 162 votes. The byelection was held due to the death of Amarjit Singh Walia and Mukesh Sanan. Both belonged to the Congress. |
15 students injured in mishap
Hoshiarpur, October 28 According to Mr Balbir Singh, SHO, Hairana police station, injured were admitted to a nearby nursing home. The condition of truck driver, Dilbag Singh, and one other person, who were admitted to the local Civil Hospital, was stated to be serious. The bus, carrying 37 students and four teachers, was returning to Udhampur after a trip. |
2,000 notebooks distributed
Hoshiarpur, October 28 Mr Sanjiv Talwar, president of the manch, said today that 2,000 notebooks had been distributed among 1,800 students of 18 schools of 22 villages in Hoshiarpur district. He said the manch was also helping 438 students by providing their school and computer fees. |

150 driving licences issued
Nawanshahr, October 28 Mr Parkash Singh, Parliamentary Secretary, inaugurated the camp. Residents of 68 villages falling under the Balachaur subdivision attended the camp. As many as 150 driving licences, 32 mutations, 44 ration cards, 25 SC/BC certificates, eight passport verifications and three arms licences were issued on the spot. |
