The Guru Nanak Dev University Syndicate today gave its nod to appoint an inquiry panel, headed by a former Additional Sessions Judge, to probe the recognition given to various private institutions under the Distance Education programme during the tenure of Dr S.P. Singh.

While the Kapurthala Heritage Trust in association with the Indian National Trust for Art and Cultural Heritage (INTACH) and the Department of Cultural Affairs and Tourism is organising a three-day heritage festival here, the tomb of Mir Nasir Ahmed, a descendent of legendary Mian Tansen, is in a state of utter neglect.

Khaira files suit against Badal, SAD terms it cheap publicity

The District Congress chief, Mr Sukhpal Singh Khaira, filed a criminal complaint against former Chief Minister and the Shiromani Akali Dal chief, Mr Parkash Singh Badal in a city court here today for defaming the Congress by publishing a photograph of farmer Gurdev Singh of Butala village in the Bhoalth Assembly constituency, who had committed suicide, in some newspapers in the party advertisement on October 15.

Bank staff observe strike
Jalandhar, October 27
Employees of nationalised banks observed strike today on a call given by the United Forum of Bank Unions, a representative organisation of nine unions. Employees took out rallies. Various bank branches in Jalandhar, Kapurthala, Nakodar and Hoshiarpur remained closed as branch managers and supervisory staff also participated.

GND varsity to make regular appointments only

Guru Nanak Dev University has decided to make regular appointments in future for the smooth conduct of academic programmes and would discourage ad hoc appointments. The decision was taken at the Senate meeting held here today.

16 councillors issue notice against Mayor

Shying away from discussing important issues in the general House concerning the development of the holy city, increasing corruption and the involvement in the “controversial” land dealings by ruling party members, the Mayor, Mr Sunil Datti, has been reportedly postponing meetings on one pretext or the other.

Infantry day celebrated
Jalandhar, October 27
The Vajra Corps celebrated the 59th Infantry Day at Vajra War Memorial here today to commemorate the gallant action of the ‘Queen of Battle’. Lt-Gen Noble Thamburaj, General Officer Commanding, laid a wreath at the memorial. Lt-Gen S.S. Sangra, senior most gallantry award winner, and Major-Gen S.S. Kumar, Chief of Staff, along with other senior officers also paid homage to the martyrs. Retired infantry officers, JCOs and jawans also laid wreaths.

Admn gears up for by-election

The civil and police administration has geared up for the by-election of ward no. 33 of the Jalandhar Municipal Corporation to be held on October 28. The by-poll is being held due to death of Mr Ram Lal, a Congress councillor. Six candidates are in the fray.

In a closely finished contest, Mr Shawinderjit Singh of the Baath group retained the post of president of the Guru Nanak Dev University Non-Teaching Employees Union at an election held here today.

Woman murdered, jewellery stolen
Jalandhar, October 27
Harbans Kaur (50), a resident of Arjan Nagar, was today stabbed to death in her house. Her daughter, Gurjit Kaur, found the bloodstained body. Harbans Kaur was living in her house along with her two daughters and a son. A number of migrant labourers were also living in the same house as tenants.

‘Fill vacant posts in Railways’

Declaring to launch a protest against outsourcing of work, members of the Northern Railways Men’s Union today held an annual general meeting here. The president of the union, Mr Shiv Gopal Mishr, said any act to exploit the men would be opposed. He said the union had asked for immediate grant of Rs 1,000 as interim relief from the Railway Board. The members also raised their voice against shortage of staff and demanded filling of vacant posts. TNS

A close contest is likely between the Congress and the SAD-BJP in the Batala Municipal Council byelections to be held on Saturday. Syndicate sets up probe panel

The Guru Nanak Dev University Syndicate today gave its nod to appoint an inquiry panel, headed by a former Additional Sessions Judge, to probe the recognition given to various private institutions under the Distance Education programme during the tenure of Dr S.P. Singh.

The inquiry would also be made regarding purchases made for the Educational Communication Unit of the Indian Space Research Organisation (ISRO), Ahmedabad. The inquiry officer might look into the alleged “slow progress” made after the clearance of the project regarding e-learning through Edusat.

The decision is first step towards reviewing the decisions taken during the tenure of Dr S.P. Singh.

Meanwhile, it is learnt that some Syndics had sought reply from the university authorities regarding publication of news on the sexual harassment case.

However, a senior official of the university had pointed out that one of the members of the Sexual Harassment Committee had approached the Press for taking “political mileage”.

However, Ms Ratna, a senior Congress leader and member of the committee, said she did not have any vested interest and had raised the point as per terms and references of the Sexual Harassment Committee only. She said she wouldn’t allow anybody to bypass the rules.

The Director, Development and Educational Communication Unit, ISRO, had given approval to the university to provide facilities on its campus through the high-profile education-satellite Edusat.

It may be mentioned here that the university was the first university in the northern region to submit a formal proposal to the ISRO in November 2004 for setting up of an earth station, including hub, on its campus with down linking facility at 120 receiving locations, including its regional campuses in Jalandhar and Gurdaspur and also at the constituent colleges in Jalandhar, and Niari in Gurdaspur.

The initial cost of the hub and other equipments for setting up of the earth station and for the installation of interactive terminals at remote locations has been indicated at about Rs 2 crore.

While the Kapurthala Heritage Trust in association with the Indian National Trust for Art and Cultural Heritage (INTACH) and the Department of Cultural Affairs and Tourism is organising a three-day heritage festival here, the tomb of Mir Nasir Ahmed, a descendent of legendary Mian Tansen, is in a state of utter neglect.

It is evident that no attention has been paid to the great musician’s tomb located on Pir Choudhary Marg near the Jalandhar-Kapurthala road.

Lying in a state of abandon, the tomb of the great musician has dense wild growth all around. Stray animals graze in the compound of the tomb. There was no sign of floor in the remnants of the building.

When contacted the Kapurthala Deputy Commissioner, Mr Raminder Singh, who is also the secretary of the Kapurthala Heritage Trust, admitted that the tomb was in a state of neglect and crying for repair.

To a query, he said that it had not been repaired and renovated due to lack of funds and the money for its renovation would be released by the government.

He said the INTACH was looking after the restoration of the tomb separately and it had already sent a team to make an assessment for its renovation. The process was already on and hopefully it would be completed soon, he added.

Mir Nasir Ahmed has a great contribution in the Kapurthala legacy of classical music as he had founded the Kapurthala Gharana and his tomb occupies a prominent place in the city heritage.

Mir Nasir Ahmed was rescued by Kanwar Bikrama Singh of Kapurthala from being sent into exile from the Mughal Court and was brought by him to Kapurthala where he lived for the rest of his life. He and his son Mir Rehmat Ali contributed greatly to the Rababi-Beenkar tradition of Kapurthala.

Khaira files suit against Badal,
SAD terms it cheap publicity

The District Congress chief, Mr Sukhpal Singh Khaira, filed a criminal complaint against former Chief Minister and the Shiromani Akali Dal chief, Mr Parkash Singh Badal in a city court here today for defaming the Congress by publishing a photograph of farmer Gurdev Singh of Butala village in the Bhoalth Assembly constituency, who had committed suicide, in some newspapers in the party advertisement on October 15.

On the other hand, the district SAD chief and former minister, Mr Raghubir Singh, termed the defamation suit as an attempt to divert the attention of the public from the successful SAD rally held in Chandigarh a few weeks ago.

The Judicial Magistrate, Mr Surinder Singh Sahni, fixed January 15 for recording the preliminary evidence in the case.

Mr Khaira alleged in the complaint, filed under Section 500 of the IPC,that Mr Badal, in the advertisement published in a Punjabi daily on October 15, stated that Gurdev Singh committed suicide due to failure of the government to help poor farmers and used derogatory words against the Congress.

He further stated that the deceased Gurdev Singh had committed suicide on October 2 last year as he was heavily in debt and was under depression. He said the advertisement and the news was intended to harm the reputation of Gurdev’s family and the image of the Congress.

Talking to mediapersons after filing the complaint, Mr Kahira said the Congress had given a compensation of Rs 5 lakh to the family.

Mr Raghbir Singh alleged that the Congress wanted to divert the attention of the public from the successful SAD rally and from the Ludhiana City Centre scam.

The SAD district chief further said Mr Khaira had filed the complaint just to gain cheap publicity and to get closer to the party high command.

He dared Mr Khaira to file a criminal complaint against the Congress ministers involved in the Ludhiana City Centre scam.

Bank staff observe strike

Employees of nationalised banks observed strike today on a call given by the United Forum of Bank Unions, a representative organisation of nine unions.
Employees took out rallies. Various bank branches in Jalandhar, Kapurthala, Nakodar and Hoshiarpur remained closed as branch managers and supervisory staff also participated.

The striking employees demanded that they should be extended options for the pension scheme and a job provision for wards of those employees who died while performing duty.

The employees also demanded filling of more than one lakh posts in various banks, which have been lying vacant for the past several years.

They were opposing merger and acquisition of public sector banks and attack on trade unions.

The employees took out processions in different parts of the city and later marched to the State Bank of India’s main branch, where a rally was held.

BATALA: Bank employees staged a demonstration in front of the branch of Punjab National Bank.

Mr Krishan Lal said their demands included the introduction of one more options for pension scheme, implementation of compassionate appointment scheme and stopping of outsourcing and commence recruitment.

Guru Nanak Dev University has decided to make regular appointments in future for the smooth conduct of academic programmes and would discourage ad hoc appointments. The decision was taken at the Senate meeting held here today.

Addressing the meeting, the Vice-Chancellor said the university would explore the possibilities to promote academic and cultural exchange programmes with Austria as discussed during the visit of Austrian Ambassador in India, Dr Jutta Stefan-Bastl, recently.

He said solar street lighting was under active consideration to save the electricity consumption. The university had also planned to adopt water-harvesting projects.

He said the university would provide wireless connectivity free of cost to its campus students and later on this facility would also be available to the campus residents.

The university had approved Rs 25,000 as research grant to the lecturers to prepare research projects of national and international levels. The university would periodically evaluate their research works. Similarly, the university had proposed to the Finance Committee to make provision of Rs 5 lakh for those research scholars who intend to publish their research papers in the international journals but could not do so for want of financial constraints.

16 councillors issue notice against Mayor

Shying away from discussing important issues in the general House concerning the development of the holy city, increasing corruption and the involvement in the “controversial” land dealings by ruling party members, the Mayor, Mr Sunil Datti, has been reportedly postponing meetings on one pretext or the other.

Sixteen councillors, including Mr Swinder Singh Chhinda, Senior Deputy Mayor, from the ruling party along with four Congress councillors, have submitted a notice to the Commissioner, Mr K.S. Kang, for convening a special meeting of the House immediately.

Denying the allegation of willfully deferring meetings, Mr Datti said they had forged the signatures of six councillors - Mr Jarnail Singh Saluja, Mr Ajit Singh, Mr Vijay Kumar, Ms Usha Sharma, Mr Ajaybir Singh and Mr Gurvinder Vikky.

The leader of the BJP in the House, Mr Shvet Malik, along with other members asserted that the Mayor was not serious in discussing the problems faced by the city and said Mr Datti had been deferring meetings. He said the councillors had decided to invoke Section 55 (2) of the Municipal Corporation Act, 1976, for calling the meeting for which 16 councillors had signed on the notice.

Mr Malik pointed out that they wanted to hold an in-depth discussion on the pending development projects to the extent of several crores of rupees.

Another councillor of the ruling party, Mr Surinder Chaudhary, said the Mayor fearing the backlash over the issue of corruption, illegal construction and rampant encroachment in the city was not convening the meeting.

However, Mr Datti said he had never discriminated against any ward. He said earlier meetings were postponed due to certain technical reasons, as some developmental projects to be undertaken could not find mention in the agenda.

Meanwhile, the Commissioner is seeking legal opinion regarding the notice.

Infantry day celebrated

Later in the day, sainik sammelan was held at Kalwant Hall. A blood donation camp was organised by the Sikh Battalion. Brigadier A.K. Pandey, Brigade Commander, inaugurated the camp. Sainik bhoj was organised for all ranks at respective unit locations.

PATHANKOT: Infantryman of Gurj Division celebrated Infantry Day here on Friday. This day is celebrated to commemorate the gallant action of infantry on this day in 1947 when the country first called upon the Army to defend its territorial integrity.

On the occasion, Maj-Gen P.C.S. Khati, laid wreaths on the memorial at the Gurj Division complex.

Addressing infantry personnel, General Khati exhorted them to prepare for the challenges ahead and expressed confidence that in face of any adversity they would rise to the occasion with élan and accomplish their commitments with tenacity, honour and courage in the highest traditions of the Army.

Admn gears up for by-election

Officials, who have been deputed on the poll duty, were given the poll material today.

Mr Harkanwalpreet Singh Khakh, DSP, said one Sub-Inspector and 10 constables had been deputed for supervision of 60 polling stations and 10 polling booths. In charges of police stations had been entrusted with the job of guarding the booths and controlling the crowd.

Meanwhile, Mr Shiv Dayal Chugh, president of the district unit of the BJP, alleged that the Congress was violating the poll code as liquor was being distributed in the area. A memorandum to this effect was also submitted by a party delegation to the SDM (II).

Shawinderjit elected to varsity union

In a closely finished contest, Mr Shawinderjit Singh of the Baath group retained the post of president of the Guru Nanak Dev University Non-Teaching Employees Union at an election held here today.

While Mr Jagir Singh, Mr Ramesh Kumar, Mr Sham Mohan and Mr Ajmer Singh of the Randhawa group headed by Mr Achhar Singh were elected as vice-president, secretary, joint secretary and cashier, respectively.

The counting of votes for the executive members was on till the filing of the report.

Woman murdered, jewellery stolen

Harbans Kaur (50), a resident of Arjan Nagar, was today stabbed to death in her house. Her daughter, Gurjit Kaur, found the bloodstained body.
Harbans Kaur was living in her house along with her two daughters and a son. A number of migrant labourers were also living in the same house as tenants.

Gurjit Kaur, who was working at a clinic, came to her house at around 2.30 pm and shocked to find the body. More than one assailant, who decamped with her earrings and other jewellery, apparently stabbed her with a knife. The police is investigating the case.

The Chairman of Diocesan Board of Education, Father Dr Kurian C. Muttathupadam, has been appointed as a member of the Punjab School Education Board.

Dr Kurian holds a doctoral degree from Gregorian University, Rome. He is credited with setting up many schools in Punjab, especially on border areas. He has served as principal and director of many convent schools and presently he is serving as director of Trinity College here. TNS

Body of boy recovered

Jalandhar, October 27
The body of Shiva (5) was recovered from an uncovered sewerage manhole in Guru Gobind Singh Avenue this afternoon.
Shiva, according to her mother Laxmi, was missing from since October 15. Shiva’s father Munna was working in the area as a driver for a construction company. The family hailing from Andhra Pradesh had lodged a report regarding his disappearance with the police. TNS
