This has also put a question mark on the functioning of the cellular operators who were generally bypassing the security aspects while issuing SIM cards in this terrorism-ridden state.

Army and security force personnel of Jammu and Kashmir today mingled with the Muslims to celebrate Eid throughout the state. Army formations in the far-flung areas organised functions to celebrate the festival. The local Hindu population also participated in these functions.

The seizure of mobile phones and SIM cards from Pakistan-backed terrorists in Jammu and Kashmir has put the cellular operators here in the dock. This has also put a question mark on the functioning of the cellular operators who were generally bypassing the security aspects while issuing SIM cards in this terrorism-ridden state.

The seizure of mobile sets with SIM cards of a prominent private cellular company from inmates of a high-security terrorist jail here is a new phenomenon.

Security force personnel point out that with the reach of cellular phones even in the far-flung areas, terrorists prefer to use this mode of communication with their cadres rather than the traditional wireless sets that, at times, get intercepted by the Army and the police.

While the BSNL, which is the leading player in mobile telephony in J&K, was taking extra precaution of verification by a gazetted officer of each applicant for a SIM card, two private operators, Airtel and Aircel, were reportedly issuing connections on the basis of proof of residence and photo identity of the applicant. Mr R.K.Koul, General Manager of the BSNL, said that every precaution was being taken while issuing SIM cards.

A police official pointed out that most of the SIM cards seized from terrorists were of the private operators. The two mobile phones seized from the jail inmates had Airtel SIM cards and were reportedly being used for maintaining constant touch with terrorists operating outside.

Mobile phones activated with SIM cards of the BSNL were sometime ago seized from terrorists operating in Doda district. The police was also investigating the matter of SIM cards having been issued to applicants who had mentioned fake residential address on the forms.

It is worth mentioning that the security agencies had allowed the mobile companies to start operations in J&K about three years ago after a lot of effort by the state government. The Reliance was expected to start its operations here within the next two months.

However, the initial fear of security agencies that the facility might be misused by terrorists has started coming true. With more than 12 lakh SIM cards activated here, it is not possible for the security agencies to keep a tab on every individual user.

An over ground worker of terrorists, Javd Sofi, who was recently arrested in Doda, told the police that he collected 18 SIM cards from one Mohammad Ashraf in Bhaderwah and passed these on to Shabir, district commander of the Lashkar-e-Toiba outfit, in a hideout at Sazan. He also supplied 20 mobile handsets to the terrorist leader.

He also disclosed that he had supplied a large quantity of mobile recharge coupons to terrorists at different places in the district.

Most of the terrorists shot by security forces in various parts of the state were found to be carrying mobile phones.

While the Centre has not allowed the domestic cellular companies to install their towers near the Indo-Pakistan border to prevent misuse of mobile phones by anti-national elements, the signals of four Pakistan-based mobile operators were being received clear in the heart of the city here. The security forces do not rule out the possibility of the Indian SIM cards being smuggled to Pakistan, where these could be used for maintaining a contact with the sources of the ISI operating here.

The signals of the cellular operators based in the Pakistan occupied Kashmir (PoK) was being received in the sensitive border towns of Mendhar and Poonch.

Seized Pak arms shown to US Commander

The Pakistani arms and ammunition recovered from terrorists were shown by Army officers to Adm William J. Fallon, Commander of the American Pacific Command, when he visited various counter-insurgency formations in the forward areas of Jammu yesterday.

The equipment with markings of “made in Pakistan” confirmed involvement of Pakistan in terrorist activities in Jammu and Kashmir.

Admiral Fallon visited a forward post in Rajouri and the counter-insurgency force headquarters at Reasi. Major-Gen Rameshwar Roy and Major-Gen Vinay Bhatnagar, GOCs of the respective formations, briefed the US delegation about the situation.

Earlier, Lieut-Gen T.K. Sapru, GOC of 16 Corps, had a discussion on various aspects of security with Admiral Fallon at Nagrota.

The US Admiral was accompanied by his wife, Mary, and a delegation consisting of the Charge-de-Affairs, US Embassy in India, Mr Geoff Pyott, and the US Defence Attaché in India, Col Frank Rindone.

The visit of the high-level American delegation has come following India pointing out involvement of Pakistan in the terrorist activities here and elsewhere in the country. Diplomats of various European countries had recently visited the forward areas to make an on-the-spot assessment of the situation.

Army men join locals in Id celebrations

Army and security force personnel of Jammu and Kashmir today mingled with the Muslims to celebrate Eid throughout the state.

Army formations in the far-flung areas organised functions to celebrate the festival. The local Hindu population also participated in these functions.

Army personnel greeted the Muslims on the occasion, according to reports from various places in the Kashmir valley and Doda, Rajouri and Poonch districts of Jammu.

Governor S.K.Sinha greeted the Muslim soldiers on the occasion. More than one thousand army personnel offered Eid prayers at the regimental centre of the Jammu and Kashmir Light Infantry.

An Iftaar party was organised by the 126 Infantry Battalion of the territorial army at Sonamarg. A large number of locals participated in the party.

The commanding officer of the battalion hoped that the existing synergy and rapport between the army and the locals would continue to lead the peace-loving area towards prosperity and development.

Six killed in Kashmir violence

Srinagar, October 25
Six persons, including two militants and two brothers, were killed in Jammu and Kashmir where the security forces busted two militant hideouts and seized huge cache of explosives and ammunition since last evening.

Militants today shot at and injured a former Special Police Officer, Abid Ahmed Mir, after dragging him out of his house at Sherpora-Yaripora in Anantnag district, a police spokesman said.

Abid succumbed to his injuries on the way to hospital.

Self-styled divisional commander of Hizbul Mujahideen Mushtaq Ahmed, alias Majid, and another militant of the outfit, Abdul Latief, were killed in an encounter with the security forces at Keen Dhar in the Gandoh area of Doda district yesterday.

The police picked up the body of an over ground worker of HM Mohammad Issaq of the Malat Chilly area from the site of the encounter today, he said.

Mushtaq had been active since 1992 in Doda and was involved in many militant acts, including an attack on a police post at Chinyas on September 8 in which six weapons were looted and two SPOs were killed, the spokesman said.

Two brothers, Matloob Ahmed Ganai (25) and Hhafiz Ahmed Ganai (18), who were shot at and injured by militants yesterday, succumbed to their injuries in a hospital.

Militants also set ablaze the double-storeyed house of Punjab Singh at Jawary Sumer in the Ramban area in Doda district last night. The ration store and grocery shop housed in the building were reduced to ashes. However, no one was injured in the incident, he said. — PTI
