Police, villagers clash over gurdwara land
DSP, naib tehsildar, 5 cop, several villagers hurt

There was tension in Bhadaur 25 km from here, today after a clash between the police and Bhadaur residents which left a duty magistrate, a DSP, five policemen and some villagers injured, some of them seriously. Villagers reportedly threw stones on the police which resorted to lathi charge and used tear gas to disperse those agitating.

It is also alleged the police opened fire in which two persons received gun shots. The police denied it as per information the mob damaged two police vehicles and a van of an NGO. After the incident the police arrested or rounded up hundreds of persons.

It was also said in the Bhadaur area that Mr Balbir Singh Ghunas, MLA, from Bhadaur, was held by the police but a senior police officer denied rounding up or arrest of Mr Ghunas.

Trouble started when the civil authorities accompanied by the police reached the village for the demarcation of 26 kanals of land belonging to a religious place. Orders for the demarcation were issued by the administration as the Supreme Court had reportedly given a decision in connection with the said land in favour of Nanaksar Thath gurdwara. However the management committee of Patti Bir Singh, gurdwara Bhadaur, reportedly was not in favour of giving possession of 26 kanals to Nanaksar Thath gurdwara.

As per information gathered by The Tribune, during the clash Mr Santokh Singh, DSP, Nabha; Mr Gurmeet Singh Michra, naib tehsildar, Bhadaur; Mr Parmail Singh, head constable; Mr Balwinder Kumar, Mr Avtar Singh, Mr Sahib Singh and Mr Darshan Singh, all constables, received injuries. Two civilians, Mr Buta Singh and Mr Kanwaljit Singh received gun shots. However as injuries to Mr Buta Singh were of serious nature, he was referred to Rajindra Hospital, Patiala. Besides this, some other persons also received injuries. All injured persons were admitted to the Barnala Civil Hospital.

The police expecting trouble, had made elaborate security arrangements.

Hundreds of police personnel were deployed in and around Bhadaur town. Presence of heavy police force also provoked people. Besides lower-ranking officers the Barnala SP along with the DSP were also present.

Mr S.R. Lather, Deputy Commissioner, Sangrur, who today visited Bhadaur, told the Tribune that more than 100 people had been held by the police as the mob threw stones and burnt two/three vehicles, besides injuring police and civil officials seriously.

He said the police had registered a case under Section 307 of the IPC against the “erring” persons, whose number could not be specified. He said the police resorted to lathi charge and used tear gas in self-defence.

As Barnala SSP S.K. Asthenia's mobile phone was found switched off repeatedly. The Tribune contacted Mr P.P.S. Parmar, SP (H), Barnala, who claimed that the situation was under control and calm in Bhadaur. He also said the police had not detained Mr Balbir Singh Ghunas, MLA, but he might be booked. When he was told that there was reportedly a curfew-like situation in some areas of Bhadaur, he claimed that there was no such situation.

 

Experts’ team to determine Ghaggar bridge’s viability

Almost two months after the strategic Ghaggar bridge at Bhankharpur, near here, was closed for heavy vehicular traffic, the district administration has woken up from 
slumber.

Now the Mohali DC has shot off a letter to the Punjab Government to constitute a team of experts from government agencies, including the Public Works Department (PWD), to determine the viability of the bridge for heavy vehicular traffic. GMR Expressways Private Limited and the National Highway Authority of India (NHAI), agencies involved in the four-laning project of the Zirakpur-Ambala highway, should also be involved in the tea, the letter says.

A section of the commuters and experts is of the opinion that the Ghaggar bridge can be repaired and used by vehicular traffic till the parallel bridge being built as a part of the four-laning project is completed in two years’ time. The closure of the bridge has put commuters, particularly those travelling by buses, to a lot of inconvenience as they travel about 15 km extra on the Zirakpur-Banur-Tepla road to reach Ambala.

Meanwhile, the local administration has written to the Central Government to exempt the land falling in three villages — Bassi, Madhopur and Sheikhpura — from acquisition for the four-laning project. There has been a lot of construction on the area proposed to be acquired as it falls in the Dera Bassi municipal limits, the administration says.

An area of 45 metres is required for the four-laning project in the municipal areas and 43.5 metres vacant land was already available here.

Meanwhile, notices have been sent to residents of 18 villages for acquisition of their land and remaining five villages will be issued notices by October 25, the SDM, Mr Narinder Sangha, added.

 

Rural docs seek job regularisation

The doctors working in the rural areas have joined hands and come under the banner of Rural Medical Service Association and started silent protest by wearing black badges during their duties in protest against non-regularization of their jobs.

In a press note issued here yesterday, Dr Amandeep Singh Gill, district president, said the association would organize a protest rally on October 12 to register their grievances.

He alleged that doctors were being discriminated against as compared to other government departments.

The association demanded regularization of their jobs without any hike in pay besides privilege for female doctors for maternity leave and stopping of alleged undue pressure by politicians, sarpanches, panches and zila parishad authorities. 

 

Germans making film on Netaji

A team of a German production house is making a documentary on the life of Netaji Subhas Chandra Bose and his disappearance under mysterious circumstances.

The team members were here today to interview the Chairman of the Netaji Subhas Chandra Bose Foundation, Mr V.P. Saini, who wrote a book, “Conspirators, abductors and killers of Netaji” in 1992.

“Besides highlighting the unrevealed aspects of Netaji’s life in India and other countries, we are also carrying the interview of Anita Puff (63), believed to be the daughter of Netaji, at present residing in Germany. We have interviewed various persons who researched a lot on his life, including Justice M.K. Mukherjee (retd), who had submitted his report in 2005 stating that Netaji did not died in the air crash believed to have taken place on August 18, 1945, in Taiwan,” said Izzy Chwman, associated with the Context TV production house in Berlin.

Other members of the team include Auja Frey Hoff and Andreas Bremer.

She said, “We have covered different things in Kolkata, Delhi and Germany. Initially, the documentary will be in German, but later we will also produce it in English for masses,” she added.

Mr Saini, who has been carrying research work on Netaji’s life for over 30 years, said, “What Justice Mukherjee Commission mentioned in its findings in 2005, I had already mentioned in 1992 in my book, which has a detailed chapter on Netaji did not died in an air crash. Netaji had stayed in Germany at different times between 1929-36 and 1940-March, 1943. I have provided my research work and videos of different things about Netaji’s life to the team members.”

 

SBoP bags award

The State Bank of Patiala (SBoP) has bagged the “National Award for Excellency in Lending to Tiny Sector” during 2005-2006.

In a press note issued here on Monday, the bank management said the award, which was instituted by the Union Ministry of Small Scale Industries, was presented by the Union Defence Minister, Mr Pranab Mukherjee, to Mr Sebastian Chacko, General Manager (Planning and Development), SBoP, at a function held 
in Delhi.

 

Fruit growing an industry now: expert

Fruit growing today is becoming an industry in itself. Adequate subsidy was required on insecticides which were becoming costlier day by day, said Mr Kartar Singh Narula, an Udyan Pandit Award recipient while interacting with the teachers and students of Guru Nanak Dev University here yesterday.

Mr Narula also delivered an innovative talk on 'Citrus Cultivation in Punjab'. He regretted that the canal water was not supplied to orchards as per demand.

He suggested that the new entrepreneurs, if they were interested in becoming good farmers, must ensure their presence at the time of putting fertilizers and spraying plants. He also stressed on using manure for strengthening of the soil. His stressed on developing seedless lemon plants.

Mr Narula apprised the kinnow growers of the agronomic techniques starting from selection of seeds to harvesting of fruits. Kinnow is a productive crop and could give dividends up to Rs. 1.50 lakhs per acre if good cultivation practices are followed.

Whereas paddy required a lot of water, kinnow required less water. He also suggested cultivation of other crops like falsa and guava for Punjab. Falsa especially required no water, no maintenance and should be promoted in Punjab to break wheat-paddy monotony, he said.

Mr. Narula was instrumental in bringing about citrus revolution in India in 1963.

Today the Narulas are growing more than a dozen fruit varieties and had entered into a contract with eminent fruit sellers in South India like Kolkata, Mumbai and Bangalore.

Dr. Kanwaljit Singh, chairman, Farm and Landscape Committee, presided over the session and apprised the teachers and students of the university policy to replace paddy and wheat with horticulture and organic farming.

Prof. G.S. Virk, who is working with production of virus free kinnow plants, gave details about the production of kinnow in Punjab. 

 

 

Man shoots at domestic help

Amritsar, October 11
A shawl businessman, Rakesh Sagar (39), shot at and injured Mannu (17), a domestic servant of his neighbour on Rattan Singh Road here today.

A police party, headed by Mr Jagjit Singh Walia, SHO, Majitha Road chowki, rushed to the site and arrested Rakesh Sagar. However, the pistol of the alleged accused was recovered after search of the house. Mr Walia said that a case had been registered under Section 307 of IPC at Lawrence Road chowki.

According to eyewitnesses, Sagar used to protests against collection of servants outside his house. He had reportedly complained to his neighbour, Mr Raman Bajaj, who is running a boutique.

 

1 killed, 2 of family injured

Ramesh Kumar, a resident of the Sundar Nagar area in Islamabad was stabbed to death, while his father Kishan Lal and brother Rajkumar, alias Raju, were injured when they were attacked by their relatives near railway lines here late last evening.

The General Railway Police has registered a case under Section 302, 307 and 34, IPC, while no one was arrested in the case till the filing of the report. The accused were identified as Sonu (cousin of deceased), Bholu, Rakesh Kumar, Pavan Kumar and Nirajan Kumar of the Mohni Park area.

According to a complaint lodged with the police, Ashnil Kumar, a resident of Kot Khalsa and brother-in-law of Ramesh Kumar, sold a mobile phone to accused Sonu. Sonu had promised to give the money after a weak. When Ashnil Kumar went to collect the money, Sonu started quarrelling with him. Ashnil complained about this to Ramesh Kumar and his family. Ramesh, along with his father Kishan and brother Rajkumar, went to house of Sonu.

Enraged over this, Sonu and other accomplices attacked them with iron rods and sharpedged weapons when they were returning home.

 

School student abducted

A girl student of Class VIII of Government Elementary School, Mahaneke, was abducted by residents of her neighbour village for which the police has registered a case under Section 363, 366 and 368 IPC .

Police sources said here today that five persons had been booked for the crime. They had been identified as Bachitter Singh (18), Chhatarpal Singh, Mango, Darshan Singh (all residents of Dasuwal) and Kinder Kaur of Bahmaniwala near Patti.

The father of the victim girl informed the police that his daughter has been abducted by the accused to marry her to Bachitter Singh, son of Mango and Darshan Singh.

On October 3 the girl had gone to her school but failed to return, said the father of the victim. No arrest has been made till now.

 

Woman raped, 4 booked

A woman of Khehra village falling under Majitha police district was allegedly raped by three persons of Bhangwa village where she had gone to meet her relations.

In the complaint lodged with the Majitha police, she alleged that she along with her five-year-old daughter had gone to Bhangwa village to meet her sister-in-law. She alleged when she was waiting for a bus some persons said that they would leave her at bus stop on their horse cart. However, she alleged that accused took her to a lonely place near a canal and raped her.

She alleged that accused threatened her to kill her and her daughter if she lodged the complaint.

The police has registered a case and medical examination of the complainant was conducted at a local hospital.

 

Punjab Education Board’s election scene hots up

The election scene at the Punjab School Education Board (PSEB) is hotting up with both groups in the fray making last-minute efforts to woo voters. The elections for the employees association are being held on October 13.

Allegations and counter allegations were levelled against each other by both groups at a stage shared by them here today. While the Dhillon group laid more stress on the achievements made by them over the years, Dhaliwal Maujewal-Dholewal group focussed on the weak points of the Dhillon group. The Dhillon group has been winning the elections for the past five consecutive years.

Mr Gurdeep Singh Dhillon and Mr Bhagwant Singh Bedi of the Dhillon group said the work of publishing books, which was with the board, had been given to the Sarv Sikhya Abhiyan by the authorities concerned causing a financial loss to the board. With a lot of effort, the union had been able to get the work of publishing books back from the Abhiyan. They said the 1:1 ratio of employees in the examination wing would also be got implemented at the earliest. Both leaders said they had met the Education Minister and requested him to appoint another Controller of Examinations as the present incumbent was allegedly following anti-employee policies.

However, Mr Gurmel Singh Maujewal and Mr Harbans Singh Dholewal of the other group said even though the Dhillon group remained in power for the past five years, it had not paid any attention to the problems faced by employees. They said there was a shortage of furniture in the board and lifts were not in working, but nothing was being done to solve the problem. Moreover, about Rs 7.5 crore was taken out of Employees Provident Fund by the authorities concerned and invested in mutual funds leading to a loss of Rs 72 lakh, but the former union did not give any importance to this aspect, they alleged.

 

Pbi varsity Prof felicitated

Patiala, October 11
The Ministry of Environment, Government of India, has conferred E.K. Janaki Ammal National Award-2005 on Dr M.S. Saini, Professor, Department of Zoology, Punjabi University, Patiala, for his outstanding contribution to the field.

In a press statement issued here yesterday, the Director, Public Relations, Punjabi University, Patiala, said the award carried Rs 1 lakh in cash, a medal and a scroll.

So far, the award has been conferred on six leading Indian biologists. — TNS
