Shimla, September 30 Talking to mediapersons here yesterday, he said there were numerous cases but investigation was taking a long time as official record was missing. In most cases key documents were missing but there were certain instances where the entire files had gone missing. Mr
S.M. Katwal, former Chairman of the State Subordinate Selection Services Board, had been convicted in three cases for irregularities in recruitment, but this was possible only because the police managed to save some record from being burnt. He said the board had formulated its own “unique” rules under which the entire record pertaining to selections of candidates was destroyed within three months. Answering a question, he said the violation of terms and conditions at which the land was allotted to the Vivekanada Trust in Palampur was also being looked into. The land was provided for setting up a medical college, but so far no such institution had been set up. He said he was surprised to see Mr Shanta Kumar coming out in support of Mr Dhumal and said if he believed in “principled politics” why he closed his eyes as a Union Minister when Mr Dhumal was fabricating cases against him out of political vendetta. |

Make exam system foolproof, says Kokje
Shimla, September 30 Presiding over a meeting of the university court here today, he said though the one-man inquiry ordered by the university and the probe instituted by the state high court had given a clean chit, some measures were required to make the system foolproof. There should be some institutional machinery in the university to counter negative publicity in the Press, he said. The Chancellor emphasised the need to maintain control on expenditure while also meeting the genuine requirements of students, staff and faculty. He said the statutory academic provisions in all colleges, even those run by the state government, should be met. He suggested initiation of dis-affiliation procedures while giving proper opportunity to all where there was a laxity in meeting these requirements. Advocating the need to set up a financial commission for the universities, he pointed out that such a commission could look into the requirements of universities in the state. He said courses should be linked with job potential and an evaluation of current courses should be carried out. The university court approved the annual report and annual accounts for 2002-2003 and 2003-2004. Mr Surinder Pal Thakur, Principal, Indira Gandhi Medical College, and Prof Ashu Gupta were unanimously elected members of the Executive Council, Medical Council and the Dental Council of India, respectively. |
All set for Kulu Dasehra
Kulu, September 30 Superintendent of Police G.D. Bhargava told at a press meet today that elaborate security arrangements had been made. Six special security zones of the Dhalpur Maidan had been made and the overall in charge of the security would be with the Additional Superintendent of Police. As many as 1,300 additional police personnel had been deployed for the security. The traditional colourful Rath Yatra of Lord Rama would be led by Mr Maheshwar Singh, the descendant of a former ruler of Kulu, Raja Jagat Singh, on October 2. The colourful wooden chariot will be pulled by hundreds of devotees in the Dhalpur Maidan here. Mr Chamel Singh, Deputy Commissioner, here, said cultural troupe from Maharastra, Gujarat, Karnatka, Tamil Nadu, Haryana, Punjab, Chandigarh, Pondicherry, Mizoram, Assam, Madhya Pradesh Bihar and Goa would present folk dances. The folk dance competition, which has now become an annual feature during the celebrations, would be organised at the Lal Chand Prarthi Kala Kendra. Mr Jagjit Singh, renowned gazal singer, would also attend one of the nights during the festival. A trade fair is also organised during the festival . In addition to the local varieties of handicrafts, handlooms, fruits and vegetable products, the festival also attracts hundreds of other industrialists and traders from other parts of the country to display and sell their products. |
Pesticide units flout pollution norms with impunity
Solan, September 30 While three units were working surreptitiously to escape punitive action for flouting of norms, another two had no effluent treatment plants (ETPs). These irregularities came to light during a surprise checking of various pesticide units at Baddi by senior officials of the board yesterday. At least two units immediately closed their premises after being informed that senior officials had arrived at Baddi for a surprise visit. The officials, however, found that though the board had ordered disconnection of power supply to four pesticide units at Baddi early this month, only one power connection was snapped. This order was issued after two units were found running without the mandatory effluent treatment plants (ETPs) while in the other two plants, the ETPs were not found in the working condition. The officials of the electricity board wasted no time in disconnecting power connection of Ajay Fertichem but there was no such action against Agricides, Agrsigns, Hem n Noble and Vijay Remedies. The team found that though Vijay Remedies was running without any ETP, its power connection had not been disconnected despite orders. The Baddi-based regional office of the board had not been able to ensure that the orders of the board were complied with by two other units — Agricides and Agrisigns— had shown their units as closed when a team of officials inspected the unit yesterday afternoon. It was, however, reliably learnt that the unit had closed only minutes before the visit of the team yesterday. The unit owner fled to Panchkula after learning of the arrival of the official team yesterday afternoon. This fact was corroborated by the regular water and power bills paid by these units. Sources in the board said the lack of compliance of the board’s orders by the electricity board would be dealt with strictly. A letter has been written to the board’s chairman in this regard to initiate action against officials who did not disconnect power connections despite orders. Notices have been issued to various units, including Agricides, Agrisigns, Hem n Noble, Vijay Remedies and Krishi Rasayan for improper ETP working. The officials added that responsibility would be fixed for these irregularities as no consent to operate could be given without a unit having a functional ETP. |
BJP poll: appeal panel formed
Shimla, September 30 Mr Karamdev Dharmani, MLA, has been made the chairman of the committee, while Mr Jai Ram Thakur, MLA, and Mr Ramswaroop Sharma, state vice-president, will be its members. Seeing the resentment and bickering within the party over organisational elections which came to the fore during the visit of Mr Kohli here on Thursday, the party thought it wise to entrust the responsibility of resolving election-related disputes to a committee of senior leaders. It is reliably learnt that some of the supporters of Dr Srikant Sharma, Solan BJP chief, who was roughed up by party workers , have complained to the state BJP chief, Mr Suresh Bhardwaj, about the misbehaviour by some party men yesterday. Meanwhile, the state electoral officer, Mr Ashok Sood yesterday said that so far only 88 complaints out of a total of 7,000 local committees had been received which indicated that there was only minor resentment as far as party elections were concerned. He said that proper procedure and time frame for registering election-related complaints was laid down in the BJP constitution. |

Dhumal has a dig at CM
Dharamsala, September 30 Addressing a press conference, Mr Dhumal said almost all MoUs for power generation were signed with the initiative of Mr Shanta Kumar. Taking a dig at the Chief Minister for indulging in political vendetta, he said whenever BJP leaders like Mr Shanta Kumar criticised the government by raising issues of public interest, Virbhadra tried to silence him with the threat that he would hold an inquiry into the Vivekananda Medical Trust. On the controversy over appointment of teachers under the PTA scheme, Mr Dhumal said when trained candidates were available, there was no reason for the government to ignore the roster. The present government was using pressure tactics on independent power producers to tow their line. He further said when the BJP government had already notified a government college in Shahpur, there was no need to keep it pending for four years. |
Case of fraud registered
Baddi, September 30 The case pertains to a piece of land which was purchased by Sunil Garg at Kujhal village near Barotiwala for constructing a residential colony. He had paid a sum of Rs 11,000 to Pradeep to get him the mandatory permission under Section 118 from the state government. Pradeep gave him forged papers and assured Sunil that the permission had been granted. Sunil detected the fraud when he enquired from the office of the Deputy Commissioner at Solan about the case’s progress. It was then that he learnt that no such case had been cleared. The police has registered a case under Sections 420, 467, 468 and 471 of the IPC for cheating, forgery and forging a document. Further investigations were underway.

Red Cross Society adopts orphans
Reckong Peo, September 30 Dr Amandeep Garg, District Magistrate of Kinnaur and Chairman of the Red Cross Society, said the children were earlier living in an ashram run by the Solan-based Harijan Sewak Sangh at Nichar in Kinnaur but there was dearth of funds and poor administrative control. “We have provided them with furnished accommodation by renovating a building in Kalpa at a cost of Rs 2.5 lakh,” he said. A sum of Rs 1 lakh was provided by the Welfare Department as aid. The state government has also decided to provide Rs 2 lakh per year as grant-in-aid for running the ashram. However, the Red Cross Society would require at least Rs 4 lakh per year to run the project. Dr Garg said he was trying to rope in some private companies and entrepreneurs to donate money. |
Institute for mentally challenged on the cards
Shimla, September 30 This was stated by Mr Virbhadra Singh, Chief Minister, during a meeting with Mrs Poonam Natrajan, Chairperson, National Trust of India, who called on him here today. He said the state government was giving a priority to the social welfare sector and the efforts had been lauded at the national level also. He said the training of the mentally challenged was an area which needed persons with commitment and expertise and the government would extend its support to such individuals and organisations. The government would provide the necessary infrastructure and resources to supplement the endeavours of voluntary organisations in this direction. |
DD connectivity gets a boost
Shimla, September 30 About 15 lakh more viewers in the remote areas will now have access to the programmes of the Doordarshan. Inaugurating the link-up, Mr Virbhadra Singh, Chief Minister, said with the new facility to strengthen connectivity, about 50 lakh people out of the total population of 62 lakh will be able to view programmes broadcast by the local Doordarshan Kendra. He said he had taken up the matter of strengthening the Doordarshan network with the Centre as it was the most effective medium for disseminating news and information about various others schemes of public interest to the remote corners of the state. |

Thakur new HPPSC Chairman
Shimla, September 30 He replaces Mr Arvind Kaul who completed his term on September 27. He was commissioned into the Army on June 1965 and retired as vice-chief on September 30, 2005. He did his staff college training from Canada and commanded the first armoured division. He also remained commander-in-chief in Andeman Nicobar at the time of Tsunami. He is likely to take oath on October 5. |

Meanwhile, the Commission has announced that state administration services combined competitive test will be held on October 29, 2006.
